The Board of Supervisors of Roanoke County, Virginia, met this day at the
Roanoke County Administration Center, this being the second Tuesday of the month and
a joint meeting with the Roanoke City Council.
INRE:
WELCOME
Chairman McNamara welcomed the members of Roanoke City Council and
staff.
Roanoke City Mayor Ralph Smith responded that he was honored to attend
his first joint meeting with the Roanoke County Board of Supervisors.
IN RE:
INVOCATION
The invocation was given by H. Odell "Fuzzy" Minnix, member of the
Roanoke County Board of Supervisors. Lunch followed.
INRE:
CALL TO ORDER
Chairman McNamara and Mayor Smith called the meeting to order at 12:25
p.m. The roll call was taken for the Board of Supervisors and City Council.

Chairman McNamara thanked Ms. Shuck and members of the Roanoke

Regional Airport Commission for attending the meeting. Commission Chairman Arthur
Whittaker expressed appreciation to the Board members and City Council for inviting them
to attend. He advised that the Airport Commission members would not be participating in
the meeting at advice of Counsel because this was not an advertised official meeting for
the Airport Commission.

Ms. Shuck reported that profits are up because of the economy but there has
been an increase in congestion. The airlines have raised fares five times this year. She
also announced that recent legislation released the aviation trust fund of $3.2 billion, and
federal funds for the airport will increase from $1.6 million to $3.2 million for the three years
the program will be in effect.
Ms. Shuck presented several reports and reviewed each of them. They
included (1) A list of ten capital projects planned for the airport with construction on some
of the projects already begun and others to begin between now and 2002; (2) An air
service update as of September 2000 showing a total number of daily flights of 47 and daily
seats of 2,161; with 10 destinations served non-stop and 5 destinations served direct; (3)
A news release announcing the 38th consecutive month that passenger traffic has
increased at the airport; (4) A passenger profile from January 1993 to March 2000 showing
that 55.10% travel for business and 36.50% travel for pleasure; (5) A report on the air
market averages for 1999; (6) A chart showing the1996 - 2000 Enplaned Load Factor; (7)

A comparative air service and air fare analysis prepared by the Boyd Group/ASRC, Inc.,
for the Roanoke Regional Airport that concluded that overall, the airport is very well served
with no material shortfalls in service, and that the fares are not out of line but are
comparable to those at other regional airports; and (8) A comparison of round trip fares with
Richmond, Charlotte, Raleigh and Greensboro.
Ms. Shuck reported that they are getting ready to meet with Northwest to
discuss service to Memphis and Continental to discuss service to Cleveland.

RECESS FOR THE BOARD OF SUPERVISORS
At 1 :35 p.m., Chairman McNamara declared that the Board of Supervisors
was in recess until 3:00 p.m. for their regular session in the Board Meeting Room.

Mayor Smith adjourned the meeting at 1 :35 p.m.
