Roanoke, virginia 24018 The Board of Supervisors of Roanoke County, Virginia, met this day at Highland Park Magnet School, 1212 Fifth Street S. W., Roanoke, this being a special meeting for the purposes of a joint meeting hosted by Roanoke City Council. IN RE: CALL TO ORDER Chairman Minnix called the meeting to order at 1:00 p.m. The roll call was taken. MEMBERS PRESENT: MEMBERS ABSENT: STAFF PRESENT: OTHERS PRESENT: Chairman H. Nickens, followed by a luncheon. IN RE: REMARKS Roanoke City Mayor David Bowers welcomed everyone to Highland Park Magnet School and described the renovations that have been completed on the school and their plans for renovating all Roanoke city schools. Roanoke County Board Chairman Fuzzy Minnix thanked City Council for their invitation and complimented the City on the renovations at Highland Park Magnet School. IN RE: DISCUSSION OF AGENDA ITEMS ~ UÞdate on Exolore Park Dr. M. Rupert Cutler, Executive Director, updated the governing bodies on future activities at Explore Park. He advised that $1.5 Million has been pledged to move the tavern into the village. He reported that Governor Allen's proposed budget will cut in half state funding to the project and requested that letters of concern be sent to the Governor and General Assembly regarding the funding reduction. Dr. Cutler advised that Explore would prefer that the Visitors Center be January 9, 1995 15 = located on publicly owned land, and that Congressman Goodlatte is waiting for recommendations from the Roanoke Valley community before supporting the location. Supervisor Eddy advised that the Board of Supervisors will consider conveying the old landfill property to the Roanoke Valley Resource Authority at their meeting on January 10. Mayor Bowers advised that they will bring the request forward following discussion of this issue in executive session. supervisor Nickens advised that the County supports the Information Center on the south side and asked if the city Attorney could prepare a resolution for City Council recommending this action and supporting continued state funding for Explore. L.. Reauest for UÞdate on Affordable Housina in Roanoke county county Administrator Elmer Hodge reported that the County has received a letter from Bill Hubard, Habitat for Humanity, advising that Bill Branch has donated five acres in the County for Habitat for Humanity to build low cost housing. He also reported that the County had donated the Pinkard Court Center to Total Action Against Poverty. Supervisor Johnson suggested that to assist in providing affordable housing, both localities might consider waiving water and sewer fees in certain situations. 16 January 9, 1995 ~ ~ Reauest for UDdate bv Roanoke County on Ridaeline Protection: Mr. Hodge advised that this issue will be included with protection of the viewshed, and reported that there will be a meeting with Carlton Abbott and developers of property adjacent to the Blue Ridge Parkway to discuss development that would be in harmony with the Parkway. Former Congressman Jim Olin is setting up the meeting. Mayor Bowers suggested that the City and County School Boards and Planning Commissions set up joint meetings in the near future. County Planning Director Terry Harrington advised that such a meeting for the Planning Commissions is in the process. ~ ImDact of the Governor's Tax ProDosals on Roanoke City and Roanoke County. Roanoke City Manager Bob Herbert reported that the projected impact of the budget cuts for the city is estimated at $2.5 million as of December. However, since then there are additional reductions. He also announced that the City will lose $200,000 in federal transit funds this year and $400,000 in the following year. Mr. Hodge presented an analysis of the Roanoke County's reductions in the Governor's proposed budget. Known reductions in revenues are $338,401. Other reductions in programs such as Social Services, Youth Haven II, VPI Extension, and Health January 9, 1995 17 - - Departments range from $770,000 to $1,220,000. Both governing bodies discussed ways to inform the citizens of the impact to services from the proposed budget cuts. Suggestions included more involvement from the ci tizens, traveling to Richmond in a group to express concern about the cuts, an education program on the government access TV channel describing how the cuts will affect services, a demonstration of what will happen to services as a result of the budget cuts, and involving the Roanoke Valley legislators in the problem. There was consensus from those present that the Roanoke City Mayor and Roanoke County Board Chairman will write a letter to the Governor and the legislators inviting them to attend a joint meeting in the Roanoke Valley where the impact of the proposed budget cuts will be presented. Roanoke City Councilman John Edwards moved to invite Governor George Allen and the General Assembly to meet with the governing bodies, and that County Administrator Elmer Hodge and City Manager Bob Herbert work together with VACo and VML to develop a demonstration day project. The motion was seconded by councilwoman wyatt and carried by a unanimous recorded vote of the Roanoke City Council. Supervisor Eddy moved that the Board of supervisors adopt the same motion as Roanoke City Council. The motion carried by the following recorded vote: AYES: supervisors Johnson, Eddy, Nickens, Minnix 18 January 9, 1995 - t:::= '- NAYS: None ABSENT: Supervisor Kohinke h Reqional Consideration of a Small Business Incubator Roanoke City Councilman McCadden advised that the City had requested $400,000 to set up a small business incubator to provide entrepreneurs an opportunity to establish their business. He asked that the Board of Supervisors consider a regional approach to this proj ect. Supervisor Minnix asked the City to send more information on this issue. Supervisor Eddy announced he was willing to bring this issue to the Board of Supervisors at its next meeting. ~ Status ReDort on Areas of CooDeration and UDdate on the Towers Perrin study. Mr. Hodge advised that a report on cooperative efforts among the Roanoke Valley governments prepared by the Roanoke County staff had been included in the packet of information for this meeting. Mr. Herbert responded that they had reviewed the document and found nine additional items that should be included. Mr. Herbert also reported that Towers-Perrin will be meeting with Roanoke City officials this week and will need approximately 45 days to complete the report. In response to a question, Mr. Hodge advised that they would like to have a draft available for the members of General Assembly to review. January 9, 1995 19 Mayor Bowers expressed appreciation to Roanoke County for sending Assistant County Administrator Don Myers to the recent Urban Summitt. ~ other Issues ~ Valley Metro Transit cuts Councilman Edwards announced that the City will face a critical situation if the proposed transit cuts are adopted by the federal government. He suggested looking at regionalization of this service. Supervisor Johnson advised that federal funds for the Roanoke Regional Airport may also be reduced. supervisor Eddy suggested that the Fifth Planning District staff look at potential services that could be regionalized issues.
