Supervisor Eddy asked for unanimous consent to discuss

Chairman Minnix presented the proclamation to Brian
Duncan, Assistant Director, Roanoke County Economic Development
Department, and Donnovan Young, Vice President, Cycle Roanoke
Valley.
Supervisor Nickens moved to approve the proclamation.

BRIEFINGS

Report and 'Summary of the Roanoke County Visioninq
Process community meetinq on' April 1, 1995. (Dr.
James Sears, Chairman)
Dr. Sears presented the report. He explained that this
process will define the vision for Roanoke County in the future,
specifically the year 2010. The Steering Committee first met on
March 8 and have been meeting weekly since that date. The first
community meeting was held on April 1 and over 100 attended. The
participants were divided into 11 groups which will serve as
focus groups for specific issues such as transportation, resource
preservation,
cultural
opportunities,
education,
housing,
environment and recreation. This process will last approximately
three months. Dr. Sears reported that the next community meeting
will be April 26 at Northside Middle School, with another meeting

scheduled for May 3 at Glenvar High School.
Supervisor Nickens requested that meetings be held in
all twelve community districts. Planner Janet Scheid advised
that the 12 community meetings will be part of the revisions made
to the comprehensive plan which will include information learned
from the visioning process.

Mr. Duncan requested that the Board approve a
contribution of $10,000 consisting of a $5,000 contribution in
in-kind staff support and a $5,000 appropriation from the General
Fund Unappropriated Balance. He explained that the funds were
not included in this year's budget because it was unsure whether
Tour DuPont would come through the Roanoke Valley this year.
However, the funds are included in next year's budget.
Supervisor Minnix moved to approve allocating $5,000
from the General Fund unappropriated balance and $5,000 of in-
kind contributions. The motion carried by the following recorded

~ Request for approval of the 1995/96 Roanoke Valley
(Resource Authority budqet. (Diane Hyatt, Finance
Director)

Ms. Hyatt advised that the Resource Authòrity budget
must be approved by Charter Member Users before it can be placed
in effect. The budget totals $10,394,950 and is funded generally
through tipping fees.
Included in the budget is the current
disposal fee of $50 per ton from municipal waste, $55 per ton for
commercial waste, a credit of $5 per ton for charter members and
employee raises of four percent.
The c6bntywill continue to
receive a host locality fee of $300,000 and payment for providing
accounting services.
In response to questions, Ms. Hyatt advised that there
is currently $10,000 set aside for the Bradshaw community, and
that the County will continue to receive the host locality fee
for the life of the landfill.
Supervisor Eddy moved to approve the budget. The

VALLEY RESOURCE AUTHORITY BUDGET FOR THE

YEAR ENDING JUNE 30, 1996,
UPON CERTAIN TERMS AND CONDITIONS
WHEREAS, section 5.9 of the Roanoke Valley Resource
Authority Members Use Agreement provides that the Authority shall
prepare and submit its operating budget for the forthcoming
fiscal year to the Board of Supervisors of the County, the City
Council of the City of Roanoke, and the Town Council of the Town
of Vinton; and
WHEREAS, by report dated March 24, 1995, a copy of
which is on file in the office of the Clerk of the Board, the
Chairman of the Roanoke Valley Resource Authority has submitted a
request that the County approve the budget of the Roanoke Valley
Resource Authority for the year ending Jun~-30, 1996.
THEREFORE, BE IT RESOLVED by the Board of Supervisors
of Roanoke County, virginia that the budget for the year ending
June 30, 1996 for the Roanoke Valley Resource Authority as set
forth in the March 24, 1995, report of the Authority Chairman, a
copy of which is incorporated by reference herein, is hereby
APPROVED, and the County Administrator and the Clerk are
authorized to execute and attest, respectively, on behalf of the
County, any documentation, in form approved by the County
Attorney, necessary to evidence said approval.

application to provide transportation services in
rural areas.

Mr. Chambliss advised that a grant had been received
from the Department of Rail and Transportation for the current
year that will provide limited transportation service in the
Hollins area.
RADAR has prepared the $94,185 grant application
which is generally a 50/50 match.
RADAR has agreed to utilize
funds previously earmarked for theCORTRAN program. He explained
that the Hollins route was chosen because of the many adult care
facilities in the area, and that the routes will be re-evaluated
at a future time.
The Board requested a report in six months to evaluate
ridership.
Supervisor Eddy moved to adopt the resolution. The

COUNTY
WHEREAS Roanoke County, Virginia wishes to support
public transportation; and
WHEREAS the accessibility to jobs, shopping, medical
care and human services is difficult and sometimes not possible
for people in the rural areas of the County; and
WHEREAS public surveys have shown a priority need for
dependable and reliable transportation in Roanoke County; and
WHEREAS Unified Human Services Transportation Systems,
Inc. has been in operation for more than nineteen years providing
public transportation services as a sound and responsible
organization.
NOW THEREFORE BE IT RESOLVED by the Board of
Supervisors of Roanoke County that Unified Human Services
Transportation System, Inc. has the support and authorization to
execute and file an application to the Department of Rail and
Transportation of the Commonwealth of Virginia for a grant of
financial assistance. Unified Human Services Transportation
System, Inc. has certified that the funds received shall be used
in accordance with the requirements of Section 58.1 - 2425 of the
Code of Virginia; and
BE IT FURTHER RESOLVED that this is a true and correct
copy of the resolution adopted at a legally convened meeting of
the Roanoke County Board of Supervisors held on the 11th day of

~ Ordinance amendinq the 1994-95 Budqet for the
Purpose of appropriatinq funds for the clean-up of
Dixie Caverns Landfill. (Paul Mahoney, County

Mr. Mahoney reported that these funds are needed for
the removal action of the stream bed and remedial action of the
electric arc furnace, which is estimated to cost $2,250,000. He
advised that the first reading and public hearing was held March
28. There were no citizens present to speak on this ordinance.
Supervisor Eddy moved to adopt the ordinance. The

ORDINANCE 41195-4 AMENDING THE FISCAL YEAR
1994-1995 BUDGET AND APPROPRIATION ORDINANCE,
BY THE APPROPRIATION OF AN AMOUNT NOT TO
EXCEED $2,250,000 FROM THE GENERAL FUND
UNAPPROPRIATED BALANCE AND OTHER SOURCES FOR
THE PURPOSE OF ENVIRONMENTAL REMEDIATION AT
DIXIE CAVERNS LANDFILL
WHEREAS, environmental remediation expenses at Dixie
Caverns landfill exceed currently appropriated and available
funds, and it is necessary to amend the adopted Fiscal Year 1994-
1995 budget and appropriation ordinance to provide additional
expenditures for these purposes; and,
WHEREAS, Section 15.1-162 .1 of the Code of Virginia,
1950, as amended, requires publication of notice and a public
hearing if an amendment to the budget of a local government to
increase the aggregate amount appropriated exceeds one percent of
the total revenue in the budget or $500,000, whichever is lesser;
and
WHEREAS,
notice of this proposed amendment was
published as required by law; and,
WHEREAS, the County reserves the opportunity to
reimburse itself for these expenditures from the proceeds of a
future indebtedness, if the Board of Supervisors so chooses; and,
WHEREAS, the first reading and pUblic hearing on this
ordinance was held on March 28, 1995, and the second reading was

1) That Ordinance No. 61494-9, the appropriation ordinance
for the Fiscal Year 1994-1995 budget, is hereby amended by the
appropriation of the sums to the following fund for the functions and
purposes authorized and approved by the Board of Supervisors as
follows:

2) The Board of Supervisors adopts this declaration of
official intent under Treasury Regulations Section 1.150-2. The Board

the Dixie Caverns Landfill from the proceeds of its debt or other
financings. The maximum amount of debt or other financing expected to
be issued for such costs is increased to $3,750,000.
3) This ordinance shall be in full force and effect from
and after its adoption.

IN RE: REPORTS AND INQUIRIES OF BOARD MEMBERS
Supervisor Eddy: (1) He attended the Urban
Partnership Reception at Hotel Roanoke and tried to impress upon
the Executive Director the importance of including urban counties
in the program.
(2)
He quoted comments from a magazine that
said President Clinton supported school reforms including charter
schools.
(3) He advised that the list of surplus property had
been advertised in the newspaper. (4) He asked when the results
of the regionalization study will be discussed.
Mr. Hodge
responded that the study is complete and that Delegate Cranwell
will schedule a meeting to review the results.
(5) He asked if
the public private partnership project at Northside Middle School
was still alive.
Mr. Mahoney advised that the School Board is
reviewing the proj ect, and that the Board of Supervisors will
probably discuss it in executive session at the next meeting.
(6) He asked about the scheduling of a work session with the

Virginia Department of Transportation to discuss the proposed
,
road improvements to Route 221. Mr. Hodge responded that he is
trying to schedule a date that is agreeable to both the Board
me~bers and VDOT, possibly on April 25, 1995.
(7) He announced
that the tax rates set on April 4, 1995 were set at the same
rates as last year.
Supervisor Nickens: (1) He reminded the staff that he
had requested that information be placed on the government access
TV channel regarding citizens having visible house numbers that
comply with the ordinance. (2)
He has received many telephone
calls from residents concerned about spending $32,000 to
implement the monthly utility billing procedures. He asked that
a flyer with an explanation be sent with bills. Supervisor Eddy
advised that the residents are already being informed by flyer.
Chairman Minnix advised that he had asked Mr. Hodge to prepare a
report on the actual costs for the monthly bilìings, and that Mr.
Hodge will have this report by the end of the week.
Supervisor Johnson: (1) He felt that there is a need
to educate the staff on explaining monthly utility bills because
he has been told that staff is not sure how to respond to
citizens.
He advised that this explanation could include that
this process will allow the County to hook into new technology in
the future when meters can be read from the street.

He
advised that he disagreed with President Clinton's comments about
charter schools.

that grandchildren be included in the list of relatives for
justified use of sick leave for family. Chairman Minnix advised
that this was an oversight and that the Employee Handbook is
being corrected.
IN RE:
CITIZENS' COMMENTS AND COMMUNICATIONS
1. Jonathan Apqar, attorney representing staff in the
Police Department, spoke to the Board concerning: (1) high
turnover rate in the Police Department; and (2) pay inequities in
the current pay plan structure. He requested that an equitable
pay plan be developed for police officers.
Mr. Hodge presented turnover rates which showed that
other County departments had as high or higher turnover rate as
the Police Department.
Following discussion, it was the consensus of the Board
that Mr. Hodge look at ways to resolve any pay inequities that
may exist for all County employees, and report back to the Board.

IN RE:
WORK SESSIONS
~ Report from the Fire and Rescue Department
Reports were presented by John Chambliss and Chief
Tommy Fuqua.
Mr. Chambliss presented information from various
consultant studies conducted for the Fire & Rescue Department.
He advised that the ad hoc committee developed to review the
studies had expanded the scope to look at efficiencies and
response standards. The committee is currently looking at
software for a station locator to determine where a new station,
manpower and equipment should be located. They should complete
their study in the next 30 days.
Chief Fuqua presented the budget accomplishments for
the current fiscal year and list of addback requests for the
1995/96 budget. He also described efforts to reduce the reaction
times, and felt that the County needed to establish urban and
rural districts with separate response times. Mr. Hodge advised
that the staff' is not ready to recommend charging a fee for
rescue calls, but will make a recommendation in 30 days.
Supervisor Johnson suggested using the $246,000
currently allocated to the regional airport paYment to fund fire
and rescue vehicles when the airport payments are complete. It
was the consensus of the Board to commit funds currently being
paid to the Roanoke Regional Airport Commission to fund fire and
rescue vehicles in the future.

~ Budget Work session with Volunteer Fire and Rescue
Chiefs Board.
Presentations were made by Anita Hanson, Rescue
Volunteer Chief's Board, and Woody Henderson, Volunteer Fire
Chief's Book. Each outlined their priority needs included in the
proposed fire and rescue budget.
Chief Henderson reported that the addition of a Fire
and Rescue Volunteer Coordinator had improved recruitment of
volunteers.
He advised that there is a vehicle specification
committee comprised of volunteer and career personnel, and that
they did not support charging fees for rescue calls because it
II could negatively impact the volunteers' ability to raise funds.
