The Board of Supervisors of Roanoke County, Virginia, met
this day at the Roanoke County Administration Center, this being the
second Tuesday, and a special meeting for the purpose of a joint
meeting with the Roanoke City Council.

REMARKS
Board Chairman Minnix welcomed members of the Roanoke
city Council and their staff. He expressed appreciation for the
opportuni ty to get together and discuss issues.

REQUESTS TO ADD TO OR CHANGE THE ORDER OF AGENDA ITEMS
since there was limited time and over fourteen items on
the proposed. agenda , it was the consensus of both governing
bodies to reduce the agenda to six items with each body choosing
three items.
IN RE:
DISCUSSION OF AGENDA ITEMS
~ Metropolitan Public Transportation District per
the Towers Perrin Study (Mavor David Bowers)
Mayor Bowers suggested that the local governments
combine to create a metropolitan transportation district with
taxing authority.

this would require special legislation in the General Assembly.
It was decided that the City and County staff would meet and
report back to each governing body by Labor Day on the
possibility of forming a transportation district. The City of
Salem and Town of vinton will also be invited to participate.
h Request for an update on affordable housinq in
Roanoke county, in particular, Habi tat for
Humanity (Mayor Bowers)
Council member William White suggested that the County
work with the City and Habitat for Humanity to create affordable
housing in the County. Mayor Bowers offered to have the Roanoke
City Housing Authority work with the County staff to look at ways
to encourage Habitat for Humanity to build homes in the County.

Council member John Edwards suggested that the city of
Roanoke, the County of Roanoke, and both school systems join
forces to develop a health care proposal which might reduce costs
for both jurisdictions. Following discussion, it was the
consensus of both governing bodies that the city and County staff
will review and develop possible joint health care coverage
options that will include an HMO and coverage for retirees.

~ Followup to the Towers-Perrin Reaionalization
Report (Lee B. EddY)
Supervisor Eddy advised that he had reviewed the
recommendations from the Towers-Perrin report, and asked if there
was any support for a regional council of government, with the
chief elected officials of each Roanoke Valley government serving
on the council, and an administrati ve council with the chief
appointed officials serving on that council. There was general
consensus to study further the establishment of both councils.

Supervisors Nickens and Johnson suggested that the
individual economic development offices be combined as one
department under the Roanoke Valley Economic Development
Partnership. This would convey to the public that the localities
are working together to bring economic growth to the Roanoke
valley. Following discussion, it was decided that the Economic
Development staff from both localities would study this issue
further.

Mr. Gubala reported that there are several proposed
sites for a regional visitors center on the Blue Ridge Parkway.
He described the various sites. He explained that Congressman
Goodlatte recommended that the Roanoke Valley governments reach
consensus on which site they prefer so that negotiations with the
National Park service may go forward. Supervisor Nickens advised
that local governments need to act within 30 days because the
National Park Services may concentrate its funds elsewhere if
there is no consensus. Mr. Gubala recommended that a regional
task force be established that would include the Roanoke Valley
Convention and Visitors Bureau, Friends of the Blue Ridge
Parkway, the National Park service and the City and County staff.
It was decided that County Administrator Elmer Hodge and County
Economic Development Director Tim Gubala will put together the
task force. Mayor Bowers advised that the City of Roanoke will
notify the County within seven days of whom will participate from
the city.
7. status Report on the Greenways study (Lee B. Eddy)
Supervisor Eddy reported on the work being conducted by
the Fifth District Planning Commission on the greenways study and
advised that there would be a work shop and kickoff luncheon on
July 24, 1995.

REQUESTS TO POSTPONE, ADD TO, OR CHANGE THE ORDER OF
THE AGENDA ITEMS
Supervisor Johnson requested that the early retirement
option for the Health Department be discussed during the Health
Department Work Session.
Mr. Mahoney added first reading of an ordinance
authorizing the donation of a sanitary sewer pump station from
Thomas, LTD. to serve Campbell Hills.
Mr. Mahoney added addi tional items to the Executive
Session pursuant to Code of virginia Section 2.1-344 A regarding II
surplus well lots and economic development prospects.

OLD BUSINESS
~ Consideration of chanae in schedule of bulk/brush
collection. (William Rand, General Services
Director)

Mr. Rand advised that prior to automation in 1988, all
household waste, including bulk and brush, was collected weekly
using the rear loader , manual collection. In 1988, the first
3,300 residents were converted to automated service, and to ease
the transition, bi-weekly bulk and . brush collection was
implemented and bulk was collected separately from brush. In

1989, the second phase of automation began and bi-weekly bulk and
brush collection continued. During the third phase, once-monthly
bulk and brush collection was implemented for all automated
customers. The remainder of the county, under the manual system,
still received weekly collection of all trash. In July 1994, the
final phase of automation began and the bi-weekly call-in method
for bulk and brush was implemented.
Mr. Rand advised that the issues with the call-in
method seem to be the~ difficulty of communicating to the pUblic
the specific requirements of the program, and explaining the
logic of driving by refuse on the street for which a pick up has
not been requested by phone. He presented several options, but
recommended that the call-in bi-weekly collection system
continue.
In response to questions, Mr. Rand indicated that staff
needs to advertise the collection method with a media blitz so
that the citizens understand how the system operates and would
not be so resistant to the change.
Supervisor Johnson moved to approve alternative No.3,
that the bUlk/brush collection method remain the same as the
current call-in bi-monthly pickup. The motion carried by the

FIRST READING OF ORDINANCES
~ Ordinance authorizinq conveyance of an easement to
Appalachian Power Company for underaround electric
service across a portion of a surplus well lot in
Hiqhfields Subdivision. (Paul Mahonev, County
Attornev)
There was no discussion and no citizens were present to
speak.
Supervisor Johnson moved to approve the first reading
of the ordinance and set the second reading for July 25, 1995.

SECOND READING OF ORDINANCES
~ Ordinance declarinq several parcels of real estate
to be surplus and acceptinq offers for the sale of
same (well lots - Arlinqton Forest, Cherokee Hills
2 and North Lakes 2 and 3) (Paul Mahoney, county
Attorney)
By unanimous consent of the Board, this item was
deferred until after discussion in Executive Session. There was
no action taken after the Executive Session.
IN RE:
APPOINTMENTS
~ Hiahway and Transportation Safety Commission
Supervisor Eddy nominated Jeffrey Echols, Resident
Engineer, Virginia Department of Transportation, to serve another
four year term. His term will expire June 30, 1999.
Mr. Mahoney was directed to contact the Salem/Roanoke
county Bar Association to obtain a recommendation for a legal
representative.
h Library Board
Supervisor Kohinke nominated Ms. Josie Eyer to complete
the unexpired- four year term of Shirley Van Riper who recently
resigned. This term will expire December 31, 1995.

Supervisor Eddy requested that a discussion of

BE IT RESOLVED by the Board of Supervisors of Roanoke
County, Virginia, as follows:
1. That the certain section of the agenda of the Board
of Supervisors for July 11, 1995, designated as Item L - Consent
Agenda be, and hereby is, approved and concurred in as to each
item separately set forth in said section designated Items 1
through 2, inclusive, as follows:
1. Confirmation of committee appointments to the

IN RE: REPORTS AND INQUIRIES OF BOARD MEMBERS
Supervisor Johnson: ( 1) He received a letter from
John Hubbard, Director of the Roanoke Valley Resource Authority,
regarding the host locality fee and asked where the funds are
kept. Mr. Hodge responded that these funds are considered
operating revenue, and he will check on this further and report
back. (2) He asked about -the progress regarding the stormwater
detention basins. Mr. Mahoney responded that he and staff had
met with the Homebuilders Association who were generally
favorable. He has drafted an ordinance from a model ordinance,
but the model may not be valid based on a recent Attorney General
ruling. Supervisor Johnson asked for a . timely response before
the end of the summer. (3) He asked about the Internal Auditor
report and advised that he would speak about this under
"REPORTS".
Supervisor Eddy: (l) He advised that he received a
memorandum from Treasurer Alfred Anderson regarding changes in
the state law that allowed for increased fine for disabled

parking violations.
He asked whether the County should amend
their ordinance.
(2)
He advised that he felt that the Board
Chairman and the County Administrator should attend the Virginia
Association of Counties conference. supervisor Minnix encouraged
the Board members and others to attend and responded that he
would discuss this with Mr. Hodge.
(3) He reported that he had
received phone calls during the recent heavy rains regarding
cleaning out of the drainage culverts and asked for a report on
the possibility of periodic cleanout of culverts by the County.
(4) He commented that he felt that the joint meeting held with
the Roanoke City Council prior to today's regular meeting had
been very successful.

served by the Sheriff's Department· with papers regarding the
consolidation of Bedford county and city and asked whether the
Board should take a position. Mr. Mahoney advised that Roanoke
County'will be immune from any city annexation. There was Board
consensus not to get involved.
IN RE:
CITIZENS' COMMENTS AND COMMUNICATIONS
~ Dick McGarry, 3945 Meadowlark Road S. W. advised
that he had been practicing golf at Penn Forest Park, and that
the Parks and Recreation Department had placed "NO GOLF" signs at
the park.
He asked why he could not play golf at the field.
Chairman Minnix asked Mr. Hodge and Mr. Mahoney to meet with Pete

and that the bill was higher than he expected. Chairman Minnix

WORK SESSIONS
~ Work Session to consider Land Use Proqram as it
relates to forestry and qolf courses. (John
Birckhead, Director, Real Estate Assessment)
Mr. Birckhead reported that effective May 19, 1995, the
Department of Forestry discontinued providing Forest Management
Plans. At the present time, there are 515 property owners
participating in the forestry program of which 24 owners have not
received a forest management or stewardship plan. The County
assesses the land under the productive ($200 per acre) or non
productive rate ($75 per acre).
In response to a question regarding golf courses in the
open space land use program, Mr. Birckhead advised that Hunting
Hills was assessed at $2,000 per acres and $810,000 for greens.
It was the consensus of the Board that staff will

golf courses and bring this back to the Board.

Dr. Rutledge briefed the Board on the changes to the
Health Department as a result of the Work Force Transition Act
which resulted in the reduction of 10 positions in the Alleghany

Health District and 25 positions in the Roanoke Health District.
She explained that the services of both districts would be
combined without actually merging them into one district. She
explained how the loss of positions would affect service to the
public as some of these services are shifted to the private
sector.
The Board suggested that Dr. Rutledge come back to a
regular meeting and present a briefing which would outline the
changes and how they will affect services.
IN RE: EXECUTIVE SESSION
At 5:45 p.m., Supervisor Johnson moved to go into
Executive session pursuant to the Code of Virginia section 2.1-
344 A (7) to discuss the condemnation of real property for public
utility purposes, Water Treatment Plant; 2.1-344 A (5) discussion
of a prospective business or industry; and (3) disposition of
publicly held property, surplus well lots.

WAS HELD IN CONFORMITY WITH THE CODE OF VIRGINIA
WHEREAS, the Board of Supervisors of Roanoke County,
Virginia has convened an executive meeting on this date pursuant
to an affirmative recorded vote and in accordance with the
provisions of The Virginia Freedom of Information Act; and
WHEREAS, section 2.1-344.1 of the Code of Virginia
