The Board of Supervisors of Roanoke County, Virginia, met
this day at the Roanoke County Administration Center, this being an
adjourned meeting from April 13, 1993, for the purpose of meeting with
II the Honorable Bob Goodlatte, United states Congress.

Chairman Minnix called the meeting to order at 9: 35 a.m.

BRIEFING

~ Washinqton ReDort (congressman Goodlatte)
Congressman Goodlatte advised that he will meet with all of
the Boards of Supervisors and City Councils in his district to
determine their concerns and offer his assistance.
He introduced Steve Landis, Manager of his Roanoke District
Office. The office will be moved to the Crestar Plaza Building within
the next month. He also indicated that he will be holèing meetings in
those areas without a district office.
He advised that Elizabeth
Frazee is serving as his Legislative Director in Washington, and
reported that he is a member of the Agriculture Committee and the
Judiciary Committee.
Congressman Goodlatte commented on some of the items on
the II
agenda as follows:
(I) Status
of Appalachian Reqional
commission
( ARC)
Desiqnation for Roanoke County.
He reported that he has introduced
legislation to add Roanoke County, Montgomery County and Rockbridge
County, and all cities in that area to the Appalachian Regional
Commission (ARC).
This bill also has the support of Congressman
Boucher. He advised that Congressman Bob Wise from West Virginia, who
serves as Chairman of the Subcommittee on Public Works, has agreed to
hold hearings on this matter. The dates w~ll be set later.
(2)
Interstate 81 Wideninq.
He advised that he met
recently with Fred Altizer, Salem District Engineer, Virginia
Department of Transportation, and went over the planning stages of II
this project. He is supportive of the widening of I-81 because of the

safety and comfort issues.
(3) Visitor Information Center on Blue Ridqe Parkway. He
advised that he is supportive of having a visitor information center
on the Blue Ridge Parkway. He concurred that any monies remaining
after the road is built could be diverted for that purpose.

Mr. Gubala advised that Roanoke County would be willing to
testify in support of Congressman Goodlatte's proposed ARC
legislation.

Mr. Hodge gave a file of information on this item to steve
Landis.
h Dixie Caverns Landfill CleanuD (Paul Mahoney. county
Attorney)
Mr. Mahoney gave a synopsis of the history of the cleanup
and advised that Roanoke County has spent over $2.2 million on this
cleanup during the past seven years. He advised that a critical point
will be reached within the next year because of the disagreement with
the Environmental Protection Agency (EPA) over the method of removal.

A consent degree has been filed to show the EPA that the process
Roanoke Electric Steel has developed will work. He elaborated on the
difficul ties of getting timely decisions from the EPA, as well as
dealing with EPA rule changes, and indicated that the future projected
costs could be as high as $9 million.
He distributed a two-page
outline summarizing the history of the cleanup.

Mr. Hodge gave a summary of this regional project and asked
that Congressman Goodlatte be aware that the project needs federal
funds.

Mr. Gubala gave a brief summary of this item.
Congressman Goodlatte advised that the Smart Highway and I-
81 are both unique proj ects and he does not feel that they are in
competition. However, he inquired which would be the higher priority
for the county.
Supervisors Minnix and Nickens indicated that they
would give the 1-81 ,widening a higher priority for the County, but
they were both supportive of the Smart Highway. Supervisor Nickens
indicated that he would prefer that the Smart Highway be used to
encourage the establishment of a center of technology.

Hanqing Rock - Battlefield Markers/Memorial

Mr. Gubala advised that as a means of enhancing tourism, it
is proposed that markers and a monument be placed at Hanging Rock to
commemorate the civil War battle.
Approximately five acres of land
are owned by the United Daughters of the Confederacy (UDC) but they
have been unable to finance the project.
Congressman Goodlatte advised that he did not feel the

current legislation regarding civil War battlefields would cover this
memorial, but he would be willing to try to find funds to support it.
Supervisor Nickens requested that Mr. Hodge investigate the
possibilities of local funding and report back to the Board.

At 10:35 a.m., Congressman Goodlatte left the meeting.
Chairman Minnix expressed the Board's appreciation to him for his
attendance and willingness to discuss the concerns of Roanoke County.

He advised that.
the vinton community requested the renaming of Stonebridge Park #2 to
Goode Park in honor of otto Goode, the founder of the vinton Dogwood
Festival.
The Dogwood Festival Committee would 1 ike to make the
announcement at the festivities tomorrow, April 24, 1993.

Supervisor Kohinke stated that he was
opposed
thiS~
to
renaming in principle because he does not believe that facilities
should be named after individuals, living or deceased.
Supervisor Nickens moved to approve renaming Stonebridge
Park #2 to Goode Park after otto Goode, Founder of vinton Dogwood
Festival. The motion carried by the following recorded vote:
AYES: Supervisors Nickens, Minnix
NAYS: Supervisor Kohinke
ABSENT: Supervisors Eddy, Johnson
IN RE: ADJOURNMENT
At 10:45 a.m., Supervisor Nickens moved to adjourn to 1:3011
p.m. on April 27, 1993, for the purpose of a budget work session prior
to the regular meeting. The motion carried by a unanimous voice vote
