The Roanoke County Board of Supervisors of Roanoke
County, Virginia, met this day at the Roanoke County
Administration Center, this being the second Tuesday, and the
regularly scheduled meeting of the month of February, 1990.

The invocation was given by the Reverend Gordon Grimes,
Cave Spring Baptist Church. The Pledge of Allegiance was recited
by all present.

Supervisor Eddy requested that four items be added
under his name in Reports and Inquiries of Board Members: (1) A

of County operations; and (4) A request regarding the Fralin-
Waldron law suit. Supervisor Eddy later withdrew 2 and 3.

WHEREAS, the County schools continue to provide an
excellent education at all levels to the students of the County;
and
WHEREAS, the State Department of Education nominated
Glen Cove Elementary School for participation in the U. S.
Department of Education's Elementary School Recognition Program.
NOW, THEREFORE, BE IT RESOLVED, that the Roanoke County
Board of Supervisors does hereby commend the faculty, staff and
students of Glen Cove Elementary School for outstanding
performance; and
FURTHER, BE IT RESOLVED, that the Roanoke County Board
of Supervisors does hereby extend its congratulations to Glen

~ Report of the NFPA and the Fire and Rescue

County Administrator Elmer Hodge reported that after
the fire at Shenandoah Homes in December, the National Fire
Protection Association conducted an investigation into the
incident and prepared a report which found that the County's
procedures were appropriate that the response time to the fire
was not an issue.
Mr. Hodge advised that the County formed a committee
consisting of volunteer and paid fire and rescue personnel to
review the issue of response time and to make recommendations for
any necessary improvements.
The staff has reviewed the committee's recommendations
and feels that the County should implement those recommendations
which will have no financial i~put such as a goal of decreasing
response time by one minute per year, inviting the State
Department of Fire Programs to conduct a review of the County's
procedures, entering into a Mutual Aid Agreement with surrounding
jurisdictions, charging a fee for responses to false alarms and
encouraging the installation of security lock boxes on major
buildings. Those recommendations with fiscal impact should be
addressed during the budget process.
Supervisor McGraw asked if there had been any response
from the surrounding localities concerning the mutual aid
agreement. Mr. Hodge responded they had received replies from

In response to a question from Supervisor Eddy, Mr.
Hodge advised that information concerning false alarms would be
brought back to the Board.
Supervisor Nickens expressed concerns that the
volunteers may not be willing to spend the night at the stations.
Supervisor Johnson moved to receive and file the
report. The motion carried by the following voice vote:

2. Request for aooroval of qrant and matchinq funds for
solid waste recvclinq oroqram.
General Services Director Gardner Smith reported that
the Landfill Board has provided a $250,000 recycling grant for
local government use in implementing recycling programs, based on
a 35/65 landfill/local government percentage. The Landfill Board
will provide $8l,000 and Roanoke County will match that grant
with $150,600. Staff plans to expand the current program to
another 4,800 homes if the grant and funding is approved.
Staff recommended that the County approve the grant and
allocate $l50,600 from the unappropriated fund balance.
There was a discussion on using funding other than the
unappropriated balance with Supervisor McGraw expressing
supporting for reinstitution of the refuse collection fee.
Supervisor Nickens moved to include the request in the

Supervisor Eddy offered a substitute motion to bring
the request back within 30 days to allow for further discussion.

~ Request to the city of Roanoke for uoqrade of the
Roanoke River Sewer Interceptor capacity.

utility Director Clifford Craig presented the staff
report, advising that this request is necessary in order to
provide future expansion of the Roanoke County sanitary sewer
system. If the City declines to construct or participate, then
the County may proceed with construction within the city.
Following negotiations with the City of Roanoke, staff will bring
the agreement back for approval from the Board.
Supervisor Johnson moved to approve the staff
recommendation. The motion carried by the following recorded

~ Application for a Binqo permit - Fort Lewis Rescue
Squad.

Mr. Hodge reported that the Commissioner of Revenue has
recommended denial of this permit because the organization has
not paid the audit fee, as well as not conformed to other rules
and regulations regarding bingo permits. However, the
organization has now indicated their willingness to pay the audit
fee and he recommends approval upon proper filing of the records,
and receipt of the 1989 audit fee. He also expressed concern
about the use of a fire and rescue building for bingo.
Eugene Rhodes from the Fort Lewis rescue Squad and
Wayne Compton, Commissioner of the Revenue were present. They
advised that they had met, cleared up the problems, and Mr.
Compton now recommended approval.
Supervisor McGraw moved to approve the bingo permit.

PROGRAM FOR THE VIRGINIA DEPARTMENT OF
TRANSPORTATION SECONDARY SYSTEM SIX YEAR
CONSTRUCTION PLAN FOR ROANOKE COUNTY FOR
FISCAL YEAR 1990-91
BE IT RESOLVED by the Board of Supervisors of Roanoke
County, Virginia, as follows:
1. That the Board does hereby establish and adopt for
fiscal year 1990-91 in accordance with the provisions of Section
33.1-70.01 of the Code of Virginia, 1950, as amended, a budget
for the expenditure of improvement funds for the Virginia
Department of Transportation Secondary System six Year
Construction Plan in Roanoke County, and a list of projects to be
carried out in fiscal year 1990-91 taken from said Six Year Plan
by order of priority (priority program) as set out on that
certain list of priorities reviewed and/or amended by the Board
at its meeting on February 13, 1990; and
2. That a public hearing was held on January 23,
1990, to receive comments on the Secondary System six Year
Construction Plan for the period of 1990-96; and

THE SECONDARY SYSTEM SIX YEAR CONSTRUCTION PLAN
FOR ROANOKE COUNTY FOR THE PERIOD OF 1990-96
BE IT RESOLVED by the Board of Supervisors of Roanoke
County, Virginia, as follows:
1. That the Board does hereby approve and adopt the
Secondary System Six Year Construction Plan as set out on the
attached summary and as reviewed and/or amended by the Board on
February 13, 1990 in accordance with the provisions of Section
33.l-70.0l, of the Code of Virginia, 1950, as amended; and
2. That a public hearing was held on January 23,
1990, to receive comments on the Secondary System Six Year
Construction Plan for the period of 1990-96; and
3. That a copy of this resolution duly attested be

IN RE:
PUBLIC HEARINGS
~ First public hearinq on the Pinkard Court qrant
apOlication.
Planning Director Terry Harrington advised that the
Planning grant to determine the improvements and estimated costs
was applied for in July 1988 and activities were completed by
November 19, 1989. The engineering reports recommended
improvements to water, sanitary sewer, storm drains, and roads.
A housing rehabilitation assessment found six homes out of 2l
that qualify for rehabilitation. Mr. Harrington reported that a
CIG application is being prepared for board approval. He
outlined the estimated costs and advised that the staff is
exploring alternative funding sources for the costs. There will
be a second public hearing held on February 27, 1990.
In response to a question from Supervisor MCGraw, Mr.
Harrington advised this project was similar to the Hollins
Project, but that there will be no corporation as in the Hollins

Harrington advised the only cost to Roanoke County will be the
utility hookup fee.
Supervisor Johnson asked that Mr. Harrington make sure
the citizens understand the entire process including eminent
domain.

Supervisor Eddy nominated Kenneth Lussen to serve a
two-year term which will expire February 23, 1992.

~ Reqional Partnership Site Advisory Committee
Supervisor Eddy reported that he had been informed by
Economic Development Director Tim Gubala that this committee is
no longer active. He asked that it be removed from future
consideration.
~ Roanoke Reqional Airport Commission
Supervisor Nickens moved to appoint Bob Johnson to
serve a four-year term which will expire February 10, 1994. The
motion carried by the following recorded vote:

IN RE:
REPORTS AND INQUIRIES OF BOARD MEMBERS
SUPERVISOR EDDY: (1) Requested Board authorization for
Sheriff Kavanaugh to order additional white vehicles prior to the
state cutoff date of 2/16/90, with funding to come from the
1990/91 budget to allow for more of the oldest vehicles in the
Sheriff's fleet to be retired.
Major Robertson from the Sheriff's Department and Don
Myers, Assistant County Administrator were present to answer
questions from the Board of Supervisors.
Supervisor Nickens moved to table the issue. The
motion was defeated by the following recorded vote:

Supervisor Nickens moved that in the 1989/90 budget, the
County purchase no more vehicles for law enforcement and/or
correction purposes other than those already approved by the
Board. The motion carried by the following recorded vote:

Supervisor Eddy moved that the County Administrator be
authorized to order 13 additional white vehicles to be used for
law enforcement purposes to meet the 2/16/90 deadline for state
purchases; with the understanding that the money would be
appropriated from the 1990/91 budget and the further
understanding that the motion is contingent upon reaching a
suitable understanding between the County Administrator and
Sheriff regarding the orderly transfer of all vehicles associated
with the establishment of a police department. The motion was
defeated by the following recorded vote:

SUPERVISOR MCGRAW: Advised that the Grayson Commission
legislation was placed on hold for another year until final
reports on the financial impact are available on the proposal.
$20,000 has been raised by VACo so far and will not be used until
next year.
SUPERVISOR ROBERS: announced that there will be a
conference on April 24, 1990 at VPI regarding the "Smart Highway,
with l50 - 250 participants including General Motors, Ford,
Motorola, the University of California, Berkeley and MIT.

WORK SESSIONS
~ Six-Year Plan
Engineering Director Phillip Henry introduced Fred
Altizer with the Virginia Department of Transportation. They

rev~ewed the changes that have been made to the Six-Year Plan as
a result of the public hearings and meetings.

In response to a question from Supervisor Johnson, Mr.
Henry requested that the County requested $l38,000 in revenue
sharing funds and they received $90,000.
Supervisor Robers asked if the County could use
matching funds for the new road to the proposed landfill site.
Mr. Altizer responded that matching funds were for existing roads
only, but they would maintain the road up to a physical barrier
at the landfill site.
Supervisor Eddy advised he had several requests for
additional and changes to the six-year plan. Supervisors MCGraw,
Robers and Nickens responded that they had agreed in the past
that the staff and VDOT should prioritize the roads based on
their knowledge because that would remove any politicizing of the
issue.
Supervisor Eddy suggested that School Transportation
Supervisor Robert Woolwine meet with Mr. Altizer and Mr. Henry.
Mr. Woolwine advised that he had been working with Mr. Altizer
concerning roads on which school buses traveled.
The Six-Year plan was adopted following the work
session. Details are listed under new business.
2.Joint Work Session with Planning Commission and Siqn
Committee on proposed siqn ordinance
Planning Director Terry Harrington introduced members

of the ~lann~ng comm~ss~on and Sign Subcommittee. He described
the process of the developing the proposed sign ordinance. Don
witt who was on both the Planning Commission and Sign
Subcommittee also spoke on the process. Neil Kinsey, a member of
the Sign Subcommittee advised that the committee felt that
adoption of this ordinance should be postponed until the new
zoning regulations are complete and that the committee had some
concerns about the proposed ordinance.
Following discussion of the proposed ordinance,
Supervisors Nickens advised that the sign subcommittee should
have an opportunity to review their concerns with the draft. Mr.
Hodge suggested that they prepare their concerns in writing to be
addressed at a future meeting.
Supervisor McGraw moved to continue the Work Session to
February 27, 1990, to set the first reading of the ordinance on
March 13 and the second reading and public hearing on March 27.
The motion carried by a unanimous voice vote.

Supervisor Eddy moved to adjourn until after the
Roanoke County Resource Authority meeting at 7:00 p.m. The
motion carried by a unanimous voice vote.

WORK SESSIONS

~ Budqet Work Session
Finance Director Diane Hyatt advised that the revenue
projections were reviewed at the Board retreat except that the
Public Service Corporation tax has been adjusted. Revenues are
projected to be $4.8 million higher than last year due to an
increase in the assessments and personal property tax. There are
no longer any federal funds and there is concern about decreased
state funds. She pointed out that the unappropriated balance has
been reduced since July 1, 1989 and a percentage of each year's
revenue should be set aside. Ms. Hyatt reviewed the priorities
set by the Board at their retreat. She responded that the County
is expecting a $1.9 million increase in state funding for
schools.
Supervisor Robers asked how the County could meet the
l-2% variance that was previously discussed. Ms. Hyatt responded
that with personal property proration now in place it should be
easier to meet that request.
~ Roanoke County Today
Information Officer Anne Marie Green reviewed the
history of the County citizen newsletter and why the Roanoke
Times & World News was chosen for distribution. She advised she
had contacted other localities requesting financial information
on distribution of their newsletters. Roanoke County has the
lowest distribution cost and the largest circulation of these

newsletters. MS. Green presented costs to increase the
distribution by adding the morning paper and Read and Shop.
The Board members made several suggestions to improve
distribution and suggestions for future articles, including
distribution in grocery stores, more articles on schools, county
departments, and upcoming board agenda items, features on taxes,
where the taxpayer's dollars go, and highlighting the All America
