The Roanoke County Board of Supervisors of Roanoke
County, Virginia, met this day at the Holiday Inn-Tanglewood,
this being an adjourned meeting from September 12, 1990 for the
purpose of a joint work session with the Planning Commission.
IN RE:
CALL TO ORDER
Chairman Robers called the meeting to order at 6: 00
p.m. The roll call was taken.

IN RE:
DISCUSSION OF REZONING AND ENFORCEMENT ISSUES
There was a general discussion by the board members and
commission members concerning the zoning ordinance philosophy.
County Attorney Paul Mahoney asked for direction on how the
ordinance should be fashioned.
He advised that zoning
classifications could be very narrowly or generally defined with
a special exception process.
Mr. Harrington advised that he
preferred narrow categories of use in each zoning category.
Supervisor Eddy suggested studying zoning ordinances in other
localities. Mr. Harrington responded that this has been done and
they plan to use the best of other localities.
IN RE:
FORMAT AND CONTENT OF STAFF REPORTS
The Board and commission members made the following
suggestions for future staff reports:
(1) Better location
explanations such as maps, etc.; (2) Use of street names instead
of route numbers in descriptions; (3) less duplication of
information on transmittal and staff report; (4) more information
in staff report to Board members on comments from the Planning
Commission hearing; (5) more comments from other departments,
i.e. Virginia Department of Transportation and Engineering.

IN RE:
ZONING ENFORCEMENT
Mr. Harrington announced that a new zoning enforcement
officer has been hired and is spending six hours in the field
investigating zoning violations.
Mr. Mahoney advised that the
staff met with Judge Apostolou and Judge Harris to advise them
that there would be an increased number of zoning violations to
be heard in the courts.
The judges were very supportive. Mr.
Harrington also explained the process involved in violations
regarding inoperative vehicles.

At 8:50 p.m., Supervisor McGraw moved to recess until
Saturday, September 22, 1990 at 9:00 a.m. The motion carried by
the following recorded vote:

ZONING ORDINANCE UPDATE
h Schedule
Mr. Harrington outlined the following schedule for
the zoning ordinance update:
JANUARY 1, 1991 - Staff draft of zoning ordinance
OCT - JANUARY 1991 - Legal review
JAN FEB, 1991 Public Review (Community
Workshops, Map analysis)
MAR - APRIL, 1991 - Commission Review (Intensive
focused efforts)
MAY - JULY, 1991 - Board of Supervisors Review
~ Format of Zoning Ordinances
Mr. Harrington explained the zoning ordinance will
be developed in five parts as follows:
I - ADMINISTRATIVE - First Draft
II - DEFINITION - Working on First Draft
III - DEVELOPMENT REGULATIONS - (Density, units
per acre, will affect public)
IV - SUPPLEMENTARY USE - Additional performance
standards
V - DEVELOPMENT & STANDARDS
Supervisor McGraw recommended using the Advisory
Commi ttee process to help in development of the ordinance and
suggested that comments from the public could be requested in the
Roanoke County Today. Supervisor Robers suggested that we should

attempt to obtain pr10r wr1tten xnput from the citizens.

Mr. Harrington advised that the outlined plans are
realistic and can be accomplished through March, 1991, unless
unknown circumstances arise.
The consensus was to use Roanoke Times & World-News.
and Roanoke County Today, as well as citizen groups in an effort
to inform the public. Supervisor Eddy suggested that the staff
put together a package of information for the press concerning
the zoning ordinance.
IN RE:
COMPREHENSIVE PLAN UPDATE
Mr. Harrington advised that there is a state mandate
that the Comprehensive Plan be reviewed every five years. He
listed fourteen priorities for review of the plan.
IN RE:
ROANOKE RIVER CORRIDOR STUDY IMPLEMENTATION
Mr. Hubbard stated the need for a consistent and
comprehensive approach to the Roanoke River. This study would be
an appendix to the Comprehensive Plan and should be complete by
the end of the year.
It was announced that Virginia Tech has
developed a slide presentation on this subject.
It was pointed
out that this is a regional study by seven governments and is not
a flood study.
Supervisor Johnson moved to approve the Roanoke River
Corridor Study and forward at the appropriate time.

IN RE:
EXPLORE PROJECT
Mr. Hodge advised that a presentation on Explore would
be made at the September 25, 1990, Board of Supervisors Meeting.
The intent is to initiate the 456 plan review and request
appointment of a citizens Advisory Committee.
It was the consensus to treat the Explore Project as
another economic development proj ect. Mr. Harrington advised
that approval should be made by the first of the year without any
zoning conflicts.
County Attorney Mahoney advised of the need for a
comprehensive plan review and zoning approval. Mr. Hodge
recommended a work session with the Planning Commission and River
Foundation to facilitate the process.
Mr. Harrington advised that the two elements in the
planning review process are (1) review of the Comprehensive Plan
for appropriate use design for Explore and (2) potential 456
review.
IN RE: RECENT REZONING ACTIONS
It was the consensus that the Planning Staff should
report to the Board of Supervisors any changes in the rezoning
after it is heard by the Planning Commission. It was the Board's
request that staff work with all citizens to facilitate the
process and help citizens coordinate projects with the different

departments. Mr. Hodge responded that a report will be brought
back to the Board on how this will be accomplished.
IN RE:
ZONING ENFORCEMENT
Mr. Harrington advised that most complaints are about
the same situations every year and that the staff is attempting
to keep better records so they can send notices to citizens
earlier about complying with regulations. He also reported that
staff is reviewing the weed ordinance.
It was suggested that Roanoke County Today might
publicize that zoning enforcement officers will be looking for
specific types of violations during certain times of the year.

rezoning.
