Supervisor Garrett moved to adopt the prepared resolution. The motion was seconded by Supervisor Nickens, and carried by the following recorded vote: AYES: Supervisors Robers, McGraw, Nickens, Garrett NAYS: None ABSENT: Supervisor Johnson RESOLUTION 111589-1 OF APPRECIATION TO THE CITY OF RICHMOND FOR ASSISTANCE DURING HURRICANE HUGO WHEREAS, Roanoke County sustained maj or damage from Hurricane Hugo, and many streets were blocked and power lines downed by trees and branches; and WHEREAS, the equipment which was needed to assist with cleaning away the storm damage was unavailable in the Roanoke Valley; and WHEREAS, the City of Richmond, Virginia, offered to loan Roanoke County the necessary equipment; and WHEREAS, employees of the City of Richmond transported the equipment to Roanoke County, enabling county crews to remain on the job during the emergency situation. November 15, 1989 236 - ----¡ NOW, THEREFORE, BE IT RESOLVED, that the Roanoke County Board of Supervisors, on behalf of itself and the citizens and the employees of the County, does hereby convey its deepest appreciation and gratitude for the assistance provided by the City of Richmond and its employees during the aftermath of Hurricane Hugo. Resolution of SUDDort for the Public Policy Platform of the Virqinia Coalition for the Aqinq and requests for state fundinq. R-111589-2 County Administrator Elmer Hodge introduced Susan William Executive Director of the League of Older Americans and Prentiss Webb, Chairman of the Virginia Coalition for the Aging, who advised that the Virginia Department for the Aging has submitted a budget addendum to the Governor for an appropriation of $22.6 million for community based services designed to prevent or slow institutionalization of the elderly in Virginia. They asked for support from Roanoke County for this funding request. Supervisor Nickens moved to adopt the prepared 23 7 I November 15, 1989 - resolution. The motion was seconded by Supervisor McGraw, and carried by the following recorded vote: AYES: Supervisors Robers, McGraw, Nickens, Garrett NAYS: None ABSENT: Supervisor Johnson RESOLUTION 111589-2 ENDORSING SUPPORT FOR STATE FUNDING FOR ADULT LONG-TERM CARE AND TRANSPORTATION SERVICES WHEREAS, the elderly population of Virginia continues to grow at a more rapid pace than the general population; and WHEREAS, a substantial proportion of the elderly are poor, frail, and disabled in need of special services; and WHEREAS, there are unmet needs to the aging in the area of long-term care. These services include day support, respi te care, case management, homebound meals, Ombudsman programs, and in-home services; and WHEREAS, there is documented unmet needs for transportation services to the aging population; and WHEREAS, a network of twenty-five area agencies on aging has been established throughout the Commonwealth to administer a comprehensive, coordinated system of services to older Virginians; and WHEREAS, the services administered by these area agencies on aging are being provided to elderly persons in November 15, 1989 23 8 ===::¡ greatest social and economic need in an effort to prevent costly institutionalization that has a significant impact on the State's Medicaid budget. THEREFORE, BE IT RESOLVED that the Roanoke County Board of Supervisors hereby urges the Governor of Virginia and the Virginia General Assembly to appropriate $22.6 million for long-term care services and $3.5 million for transportation services as requested by the Virginia Department of Aging for the next biennium to maintain life sustaining services to frail and disadvantaged older Virginians. Rita Gliniecki, County appointee from the Mental Health Services of the Roanoke Valley was present to highlight the services provided to the citizens of Roanoke County. Supervisor Nickens moved to receive and file the report. A-111589-3 Human Resources Director Keith Cook presented the staff report. He advised that in September the Board authorized the staff to obtain proposals for employee dental insurance coverage. Three proposals were received and evaluated by a committee composed of Jerry Hardy, representing the Schools, Finance Director Diane Hyatt and Mr. Cook, who reported that the commi ttee recommends approval of the proposal from the Delta Dental Plan of Virginia, Option III. Supervisor Nickens advised that he would support the recommendation, but felt the issue should have been included in the budget process. Supervisor McGraw moved to approve the staff recommendation. The motion was seconded by Supervisor Garrett, and carried by the following recorded vote: AYES: Supervisors Robers, McGraw, Nickens, Garrett NAYS: None ABSENT: Supervisor Johnson h Resolution reqardinq the Roanoke county Resource Authoritv Landfill Financinq. R-111589-4 Finance Director Diane Hyatt reported that on June 14, 1989, the Roanoke County Resource Authority was created by the November 15, 1989 24 0 ===::¡ Board of Supervisors to develop and operate a sanitary landfill. The Resource Authority is now in the process of purchasing the land and arranging for the application process. Ms. Hyatt advised that in December the Resource Authority will issue $2 million in bond anticipation notes and to ensure that these notes are marketable it is necessary for the Board of Supervisors to provide assurance that the notes will be paid if the landfill project is discontinued and the bonds are never issued. There was no discussion and Supervisor Nickens moved to adopt the prepared resolution. The Authority was created, auonq other things, to provide for the developnent and operatioo of a sanitary landf i 11 to serve the County and such other entities as the Authority may determine (wProjectW). '!'he Authority intends to finance the acx;¡uisition, construction, development and equiwing of the Project by the issuance of its revenue bonds (WBondsW) and notes in anticipation thereof (WNotesW). The Board has determined that it is in the best interest of the County to assist the Authority in the acquisitioo, oonstructioo, developnent and equipping of the Project and the financing thereof. NCM, THEREFORE, BE IT RES)L~ BY 'mE OOARD OF SUPERVIsœs Œ' 'mE <nJNlY OF RCWOŒ, VIRGINIA: November 15, 1989 24 1 - = 1. Acquisition of Land. The Board agrees to assist the Authority in the ac:quisitioo of land necessary for the Project. The County Administrator and such officers and agents of the OJunty as he may designate are authorized and directed to sell to the Authority such parcels of land owned by the County at such prices and upon such terms and OOI'ñitioru:. as the County Aà1\inistrator may determine to be used for the Project. It is anticipated that the Authority will finance the acquisition of such land and such other parcels of land as may be necessary by the issuance and sale of its Notes in the principal amount not to exceed $ 4 million. The Board agrees that in the event that the Bonds are not issued, the Board will purchase from the Authority the parcels of land acquired by the Authority at a ¡:m-chase price e¡ual to the principal annmt of the Notes and any interest accrued thereon. The Board, while recognizing that it is not empc7tiered to make any binding ocmnnibnent beyond the current fiscal year, states that it is its current intention to make sufficient appropriations to pay the oost of the acquisitioo of suå1 lam, in the event that the Bonds are not issued by the Authority. Nothing in this Resolution or the Notes shall constitute a pledge of the full faith am credit of the County beyond the constitutionally permitted annual awropriations . 2. Further Actions. The County Administrator and such officers and agents of the Coonty as he may designate are each authorized and directed to prepare, execute, and deliver and and all papers, instruments, opinions, certificates and other documents and to take such action as they deem appropriate to carry out the purposes of this Resolution and any such actioo previously taken is hereby ratified and confirmed. 3. Effective Date. '!his Resolution shall take effect imœdiately. 5A. ReDort on Bonsack Fire station Mr. Hodge reported that the Bonsack Fire station is the only project remaining from the 1985 bond issue regarding fire services, and the bond monies must be expended by May 1990. It has been recommended that this be a regional facility. Discussions have been held with Roanoke City but have been halted over the issue of response times which Roanoke County has offered November 15, 1989 242 - ===::¡ to guarantee. Mr. Hodge advised that staff now recommends going forward with recruitment of volunteers, proceeding with selection of an architect, establishment of a committee of citizens from the Bonsack area to work with staff to work on solutions, and authorization to meet with the managers of Botetourt County, vinton and Roanoke City to discuss a regional approach regarding this fire station. Mr. Hodge stated he would bring back recommendations on December 19, 1989. Supervisor Nickens asked that a definitive decision be made at the December meeting. Several board members urged that the issue not become politicized and that all involved keep an "open mind". In response to a question from Supervisor Robers, Mr. Hodge advised that they plan an average five-minute response time within one year or additional paid firefighters will be added. 5B. Report on Implementation of Police Department Mr. Hodge presented a proposed schedule for implementation which is scheduled for July 1, 1990. He further advised that a committee made up of the local chief law enforcement officials, the Fire Chief and the Director of Human Resources, will be established to assist in drafting a job description, reviewing the candidates and formulating a transition plan. Another advisory committee made up of employees from the current Sheriff's Department will serve as a forum for relaying questions and concerns of the employees, and one 24 3 November 15, 1989 - employee will serve on the interview panel. = Supervisor Robers expressed concern about including the chief law enforcement officials on the committee and Supervisor McGraw suggested including the former Sheriff o. S. Foster. Supervisor Nickens reminded Mr. Hodge that during the referendum, it was publicly stated that the committee formed to prepare the job description and review the candidates would include members from the current Sheriff's Department and asked if that was Mr. Hodge's intent. Mr. Hodge responded that he would follow that direction. Supervisor Nickens also pointed out that the citizens were told the County would be held harmless in costs involved with the exception of minimal startup costs. IN RE: APPOINTMENTS ~ Mental Health Services of the Roanoke Valley Community Services Board. Supervisor Robers nominated Sue Ivey to serve another three-year term that will expire December 31, 1992. IN RE: REPORTS AND INQUIRIES OF BOARD MEMBERS SUPERVISOR ROBERS: (1) Reported on the process regarding the proposed Smart Highway. He updated the Board on meetings held with the Department of Transportation. (2) Advised he had met with Randall Edwards from George Mason University about the possibility of having business people from Northern Virginia come to the Roanoke Valley. SUPERVISOR MCGRAW: Highlighted events at the VACo November 15, 1989 244 - ~ Conference held on November 12-14. He also announced the disassociation of VACo from the Virginia Review Magazine. SUPERVISOR GARRETT: Congratulated Supervisor McGraw upon his election as President-Elect of VACo. IN RE: CONSENT AGENDA R-111589-5 Supervisor Nickens asked that Item 6 be removed for discussion. Supervisor Nickens moved to approve the Consent Agenda with Item 6 removed. That certain section of the agenda of the Board of Supervisors for November 15, 1989, designated as Item K - Consent Agenda be, and hereby is, approved and concurred in as to each item separately set forth in said section designated Items 1 through 6, inclusive, as follows: November 15, 1989 24 5 :..- 1. On motion of Supervisor Nickens with Item 6 removed, seconded by Supervisor McGraw, and upon the following recorded vote: AYES: Supervisors Robers, McGraw, Nickens, Garrett NAYS: None ABSENT: Supervisor Johnson RESOLUTION 111589-5.C REQUESTING ACCEPTANCE OF STONEWOOD DRIVE INTO THE VIRGINIA DEPARTMENT OF TRANSPORTATION SECONDARY ROAD SYSTEM November 15, 1989 24 6 ~ - BE IT RESOLVED by the Board of Supervisors of Roanoke County, Virginia, as follows: 1.That this matter came this day to be heard upon the proceedings herein, and upon the application of Stonewood Drive, from Texas Hollow Road (Route 641) to the cul-de-sac to be accepted and made a part of the Secondary System of State High- ways under Section 33.1-229 of the Virginia State Code. 2.That it appears to the Board that drainage easements and a fifty (50) foot right-of-way for said road have heretofore been dedicated by virtue of a certain map\maps known as Section 1, Stonewood Subdivision which may was recorded in Plat Book 10, Page 130, of the records of the Clerk's Office of the Circuit Court of Roanoke County, Virginia, on February 3, 1986 and that by reason of the recordation of said map no report from a Board of Viewers, nor consent or donation of right-of-way from the abutting property owners is necessary. guarantees said right-of-way for drainage. On motion of Supervisor Nickens, seconded by Supervisor McGraw, and carried by the following recorded vote: AYES: Supervisor Robers, McGraw, Nickens, Garrett NAYS: None ABSENT: Supervisor Johnson IN RE: AUTHORIZATION TO EXECUTE A CONTRACT TO ESTABLISH AN INTEGRATED AUTOMATED LIBRARY SYSTEM. Supervisor Nickens advised he was informed there was a potential savings of between $250,000 to $300,000 by looking at an alternative to the hardware that would drive the automated system. He felt this should be investigated further before a contract is authorized. Mr. Hodge responded that although there is a possibility of cost savings, the project has gone too far to get Roanoke City and Salem to agree to investigate other alternatives. Supervisor Nickens suggested that if it is too late to investigate savings, perhaps Roanoke County should choose not to participate. Supervisor Robers asked Assistant County Administrator John Chambliss to review the reason why the VPI&SU system could not be utilized. Mr. Chambliss replied that proposals were sent to VPI but were not among the final two systems that were 24 9 November 15, 1989 - = demonstrated. The final selection was determined to be the most user friendly. To include VPI at this time, all bids would have to be rejected and the process would start over. Supervisor Nickens advised that his concern was not over use of the VPI system, but that there are other systems that would be less expensive. Mr. Hodge advised that there are time constraints in allowing this issue to continue without authorization. He brought this issue to the board because there were several changes in the original contract. He recommended going forward with the project. Supervisor Nickens moved to table the issue. Mr. Mahoney advised that the motion was not debatable and Supervisor Nickens withdrew his motion to allow debate. Mr. Mahoney responded to a question from Supervisor McGraw that he did not feel a contingency approval could be inserted in the contract to allow further investigation of the system. Supervisor Robers advised he felt that since the other localities did not honor the time commitment, he did not feel the board should now make a commitment. Supervisor Nickens agreed. Supervisor Nickens moved to table the issue. The motion was seconded by Supervisor Robers, and the following vote was recorded. AYES: Supervisors Robers, Nickens NAYS: Supervisors McGraw, Garrett ABSENT: Supervisor Johnson November 15, 1989 25{L ===::¡ Mr. Mahoney advised since this is a procedural matter, and the Chairman should make the determination regarding the tie vote. The Chairman ruled that the motion failed. Supervisor McGraw moved to go into Executive Session pursuant to the Code of Virginia 2.1-344 (a) (7) to discuss a legal matter regarding a contract with the Cities of Roanoke and Salem. The motion was seconded by Supervisor Nickens, and failed by the following recorded vote: AYES: Supervisors McGraw, Garrett NAYS: Supervisors Robers, McGraw ABSENT: Supervisor Johnson Supervisor execute the contract. Joyce Morris. 1602 Salem Avenue. Roanoke presented a petition from ci tizens requesting that Roanoke County bring back the Valley Metro route to the Cave Spring Corners. She advised several employees in the area have had to resign their jobs because of lack of transportation. Chairman Garrett advised that ridership was extremely low on that route and that was the reason the route was discontinued. John Chambliss was directed to meet with Valley Metro official to discuss the issue and bring a report back on December 19, 1989.
