HomeMy WebLinkAbout7/28/1989 - Special 05 3 ==:::¡ ~ I .July 28, 19A9 Roanoke County Board of Supervisors Holiday Inn Tanglewood Roanoke, Virginia 24018 July 28, 1989 The Roanoke County Board of Supervisors of Roanoke County, Virginia, met this day at the Holiday Inn Tanglewood, this being a special meeting for the purpose of a Board of Supervisors Retreat. IN RE: CALL TO ORDER Chairman Garrett called the meeting to order at 8:10 a.m. The roll call was taken. MEMBERS PRESENT: Chairman Lee Garrett, Vice Chairman Richard Robers, Supervisors Bob L. Johnson, Steven A. McGraw, Harry C. Nickens MEMBERS ABSENT: None STAFF PRESENT: Elmer C. Hodge, County Administrator; Paul M. Mahoney, County Attorney, Mary H. Allen, Clerk to the Board / 05 4 J¡¡l,y 11, 1989 IN RE: MAJOR ISSUES AND PROJECTS 1. Consolidation/Grayson Commission Supervisor McGraw reviewed the Grayson Commission legislation and advised that the Board will have to wait to see what the effects of the legislation may be on consolidation. Concern was expressed by some of the Board members that they were not being kept informed on the consolidation negotiation sessions. Mr. Hodge responded he will report to them following the sessions. 2. Landfill Mr. Hodge informed the Board that the Part A application should be back by September or October, and that both the Boones Chapel and Smith Gap sites are still viable. Mr. Mahoney advised that they are still negotiating options at the Boones Chapel site. Mr. Hodge further reported that they have taken proposals from engineering firms concerning the new Smith Gap access road and they should be back in 30 days. 3. Recvclinq Supervisor Robers suggested that the County begin some mandated recycling efforts that exceed the state levels. He also asked for recognition of businesses who have made strides in eliminating biogradable containers. Mr. Hodge reported that the County has applied for a $20,000 grant to expand recycling. 4. Drainage The Board members made suggestions on improved communication with the citizens regarding the drainage program, ~ ~ ==¡ July 2A, ,QRq 05 5 including a step by step explanation of the way problems will be resolved, keeping deadlines given to the citizens, and better followup with the citizens concerning resolution of the problems. 5. Economic Develocment There was a discussion on the benefits for Roanoke County from the Regional Partnership. Supervisor Robers suggested that the Partnership and the Convention Bureau send a monthly or quarterly report to the County showing what specific action is being taken on behalf of Roanoke County. There was overall agreement that marketing and public relations should be the main focus of the economic development effort. Mr. Hodge responded that the staff will put together a marketing strategy to bring back to the Board. 6. Communication The Board members expressed concern about communication, both between the board and staff and the staff and citizens. They requested that they be kept informed of actions, problems, and upcoming agenda reports. They advised that they had received complaints from citizens that the staff was not responding in a timely manner and was not knowledgeable about steps citizens may take on such issues as rezonings and violations. There was a discussion on using Roanoke County Today as a communication vehicle to inform the citizens on issues such as taxes, drainage, and how roads are taken into the Secondary System. Communication with various committees, commissions and 05 6 .July :ie. 1~8~ c:::::::: = board was also discussed. Mr. Mahoney suggested meetings with the School Board, Planning Commission and Constitutional Officers to get their input and keep them informed. Supervisor Garrett suggested that new members to committees should have the opportunity to meet the board members. 6. Miscellaneous Items Mr. Hodge was directed to bring back to the board members an update of the Cresthill drainage problems, a report on options for the new Peters Creek Road and a list of possible users fees. IN RE: PRIORITIES Following discussion, the Board of Supervisors and staff who were present agreed upon the following priorities: 1. Consolidation: Begin to formulate an information plan. 2. Communication: Improved communication between the staff and board members and the staff and public; improved telephone courtesy and better handling of citizens complaints. 3. Economic Development: Increased marketing and public relations efforts; development of a marketing strategy. IN RE: EXECUTIVE SESSION At 3:15 p.m., Supervisor Garrett moved to go into Executive Session pursuant to the Code of Virginia Section 2.1- 344-A (7) to discuss actual or potential litigation: Haggerty v. 057:J ===1 July ?R. 19S9 Kavanaugh. The motion was seconded by Supervisor Nickens and carried by the following recorded vote: AYES: Supervisors JOhnson, RObers, McGraw, Nickens, Garrett NAYS: None IN RE: CERTIFICATION OF EXECUTIVE SESSION At 4:10 p.m., Supervisor Garrett moved to return to Open Session. The motion was seconded by Supervisor Johnson and carried by the following recorded vote: AYES: Supervisors Johnson, Robers, McGraw, Nickens, Garrett NAYS: None RESOLUTION 72889-1 CERTIFYING EXECUTIVE MEETING WAS HELD IN CONFORMITY WITH THE CODE OF VIRGINIA WHEREAS, the Board of Supervisors of Roanoke County, Virginia has convened an executive meeting on July 28, 1989 pursuant to an affirmative recorded vote and in accordance with the provisions of The Virginia Freedom of Information Act; and WHEREAS, Section 2.1-344.1 of the Code of Virginia requires a certification by the Board of Supervisors of Roanoke County, Virginia that such executive meeting was conducted in conformity with Virginia Law. NOW, THEREFORE BE IT RESOLVED, that the Board of Supervisors of Roanoke County, Virginia hereby certifies that, to the best of each members knowledge: ··05 8 .Tnl"i ?A I 1989 ,....-- = 1. Only public business matters lawfully exempted from open meeting requirements by Virginia law were discussed in the executive meeting which this certification resolution applies, and 2. Only such public business matters as were identified in the motion convening the executive meeting were heard, discussed or considered by the Board of Supervisors of Roanoke County, Virginia. On motion of Supervisor Garrett, seconded by Supervisor Johnson, and upon the following recorded vote: AYES: Supervisors Johnson, RObers, McGraw, Nickens, Garrett NAYS: None IN RE: ADJOURNMENT At 4:11 p.m., Chairman adjourned.
