The Roanoke County Board of Supervisors of Roanoke
County, Virginia, met this day at the Roanoke County
Administration Center, this being the second Tuesday, and the
first regularly scheduled meeting of the month of September,
1986.

CALL TO ORDER
Chairman Brittle called the meeting to order at 3:00
p.m. The roll call was taken.

COUNTY ADMINISTRATOR'S COMMENTS
Mr. Hodge announced that today is Sally Turner's last
~ay and introduced Linda Lovingood, an intern who will
l~emporari1y act as Public Information Officer.
Mr. Hodge also requested that John Hubbard show the
ß1ide presentation on the water which will be shown to citizens
~o promote the bond referendum.

REQUESTS TO POSTPONE, ADD, OR CHANGE THE ORDER OF
AGENDA ITEMS
Supervisor Johnson requested that the proposed airport
þontract be included in discussions during Executive Session.
Mr. Hodge requested that the following items be added
o the agenda: Item F6 - Request from the Roanoke County School
30ard for authorization to apply for a supplemental literary fund
oan for G1envar Elementary School; Item F7 - Petition to rename
3utt Hollow Road (Route 640) from its intersection with Route 772

PROCLAMATIONS, RESOLUTIONS, AND AWARDS
Chairman Brittle presented a resolution of appreciation
o Dr. Esther Clark Brown upon her retirement. Dr. Brown was
~resent to accept the resolution.
Supervisor Brittle moved to approve the prepared
eso1ution. The motion was seconded by Supervisor Nickens.

WHEREAS, Dr. Esther Clark Brown began her practice of
nedicine in Salem in 1947; and

WHEREAS, in 1954 she began providing valuable medical
services to the citizens of Roanoke County through her work with
the Roanoke County-Salem Health Department; and
WHEREAS, she has also served elderly County residents
through her work at the Richfield Retirement Community as well a
numerous other Valley retirement homes; and
WHEREAS, in her personal life, she has made many
contributions to the quality of life in the Roanoke Valley.
NOW, THEREFORE, the Roanoke County Board of
Supervisors, on behalf of the citizens of Roanoke County,
expresses its deepest appreciation to Dr. Esther Clark Brown for
her outstanding contribution to the health and welfare of Roanok
County citizens through her 32 years of dedicated service to the
Roanoke County-Salem Health Department.
AND FURTHER, the Board of Supervisors does express its
best wishes for a happy, restful, and productive retirement.
On motion of Supervisor Brittle, seconded by Supervisor Nickens,
and upon the following recorded vote:

Chairman Brittle also presented a resolution of
appreciation to Sally Turner for her services to Roanoke County.
RESOLUTION 9-9-86-187 OF APPRECIATION TO
SALLY J. TURNER FOR HER SERVICE TO
ROANOKE COUNTY AS PUBLIC INFORMATION
OFFICER
WHEREAS, Sally J. Turner was hired by Roanoke County i
May of 1985 to assist the Board of Supervisors and the County
Administrator with Public Information; and
WHEREAS, Ms. Turner was appointed the first Public
Information Officer in Roanoke County, and wrote and edited
"Roanoke County Today", the only governmental newsletter in the
Roanoke Valley, and one of the few publications of its kind in
the United States, a publication dedicated to informing County

citizens of important events and significant local government
issues; and
WHEREAS, she created, composed, and edited the 1985
bond referendum brochure which won a national merit award from
NAICO, this brochure being instrumental in achieving the
overwhelming success of that referendum; and
WHEREAS, she prepared press releases and endeavored to
improve media relations; and
WHEREAS, Ms. Turner worked tirelessly during the Flood
of 1985, her long and extra hours being crucial to the
administrative emergency support staff; and
WHEREAS, she orchestrated the many ceremonial events of
Roanoke County, including the investiture ceremony for newly
elected Board members; and
WHEREAS, Sally Turner has been a tremendous asset to
the Board of Supervisors and served as a consultant to County
staff, and has achieved and established high standards of
professional performance.
NOW, THEREFORE, the Roanoke County Board of
Supervisors, on behalf of the citizens of Roanoke County
expresses its deepest appreciation, to Sally J. Turner for her
outstanding contributions to Roanoke County.
AND FURTHER, the Board of Supervisors does express its
best wishes for success in all of her future endeavors.
On motion of Supervisor McGraw, seconded by Supervisor Brittle,

Mr. Harry T. Harman, 2701 Hi11brook Drive, Roanoke,
Virginia, was present to request that the bridge on Cresthi11
Drive be repaired to prevent flooding in that area. He requeste
that the County either lower the bridge or dead end the street
and channelize the creek. Chairman Brittle reported to Mr.
Harman that the General Assembly will be meeting on Monday to
determine the matter of addition funding. If the County receive
additional funding for street and road repairs, this bridge will
be considered depending upon available funding.
Ms. Janie Owen, 1716 Rubley Lane, Roanoke, Virginia,
was present requesting that the County install a street light on
Rubley Lane. She reported that she lives on a wooded street and
has been trying to get a street light since the 1960's. Mr. Joh
Peters, Traffic and Roads Coordinator, reported that Ms. Owen's
street light request has been turned down in the past, but that
Hayes, Seay, Mattern and Mattern is in the process of developing
a street light policy and as soon as this is submitted to the
County, Ms. Owen's street light will be studied according to the
new policy.
IN RE:
NEW BUSINESS
1. Resolution Authorizing the Treasurer to Collect
Delinquent Personal Property Taxes - Supervisor Nickens moved to
approve the prepared resolution. The motion was seconded by
Supervisor Johnson.
RESOLUTION 9-9-86-188 AMENDING

AUTHORIZING THE TREASURER TO
COLLECT DELINQUENT PERSONAL
PROPERTY TAXES
WHEREAS, §58.1-3933 authorizes the local governing bod
to require the Treasurer to collect certain delinquent taxes; an

WHEREAS, by Resolution number 2475 adopted January 2,
1980, the Board of Supervisors directed that personal property
taxes were to be collected by the Department of Finance; and
WHEREAS, the Treasurer concurs in the recommendation
that the total collection responsibility for personal property
~axes be transferred to the Treasurer, as a result of improved
~ollection procedures and automated services.
NOW, THEREFORE, BE IT RESOLVED by the Board of
Supervisors of Roanoke County, Virginia, as follows:
1. That the Treasurer of Roanoke County is hereby
required to collect delinquent personal property taxes pursuant
~o the provisions of §58.1-3933 of the Code of virginia, 1950, as
~mended, commencing with the 1984 personal property taxes.
2. That the provisions of Resolution number 2475
~dopted January 2, 1980, paragraph 16, are hereby rescinded,
~nsofar as they are inconsistent with the provisions of this
eso1ution.
3. That this resolution shall be effective from and
ifter September 9, 1986.

2. Designation of Roanoke County as a Constitutional
3icentennia1 Communi tv - Mr. Hodge reported to the Board that he
þas received notice from the City of Roanoke that they would like
~o participate with the County as a Constitutional Bicentennial
'ommunity. He also reported that he has not heard from the City
)f Salem and Town of Vinton.
Supervisor Johnson moved to approve staff's
ecommendation. The motion was seconded by Supervisor Nickens
nd carried by a unanimous roll call vote.

3. Street Improvements in LaBe11evue Subdivision - Mr.
John Peters reported to the Board that the County has solicited
bids for road improvements to the streets and roads in LaBe11evuE
subdivision to bring them up to standards to allow them to be
accepted by the Virginia Department of Highways and
Transportation. The County is now responsible for bringing thesE
roads up to standards as the developer has declared bankruptcy.
Bids have been received for improvements to Sections 4, 5, 6, 7,
8, and 9, with the low bid from Adams Construction Company in thE
amount of $232,688.90. Mr. Peters reported that $189,655.90 havE
been made available in the form of drawn letters of credit. Thi~
leaves a deficit of $43,033. After the Bankruptcy Court takes
appropriate action later this year, the County should receive an
additional $10,750from an escrow account for Section 6. The
remaining funds will be obtained from the $100,000 of unmatched
November 1985 bond monies available for road improvements.
Supervisor Johnson moved to approve staff's
recommendation to accept the contract with Adams Construction
Company. The motion was seconded by Supervisor McGraw and
carried by a unanimous roll call vote.
4. Report on the 1986/87 Legislative Program - Mr.
Mahoney presented a report to the Board of Supervisors on
priority issues and other minor issues to include in the
legislative packet.
Supervisor Garrett moved to approve staff's
recommendation. The motion was seconded by Supervisor McGraw.
Supervisor Johnson directed Mr. Mahoney to check the
number of teaching positions per 1,000 students before sending
in the final report.
Supervisor Nickens called for questions on the motion.
The motion carried by a unanimous roll call vote.

5. Report on Employee Anniversary Dates - Supervisor
~ickens moved to approve staff's recommendation and amendments.
~he motion was seconded by Supervisor Brittle.
Mr. Frank C. Wilkins, a Roanoke County employee, was
present to address the Board on this matter. Mr. Wilkins
reported that the proposed policy is excellent for employees
hired after October 1, 1986, but does not address the problem of
employees hired before that date. He felt that employees hired
before October 1, 1986, whose anniversary dates have been changed
in the past due to promotions have not received full monetary
benefit.
Supervisor Johnson suggested that anniversary dates be
deleted all together.
Supervisor Nickens called for questions on the motion.
RESOLUTION 9-9-86-192 AMENDING
SECTION III OF THE ROANOKE COUNTY
EMPLOYEE HANDBOOK CONCERNING
ANNIVERSARY DATES
WHEREAS, under current County policy, anniversary dates
of County employees change when an employee is promoted,
reclassified, or when other classification adjustments are
implemented; and
WHEREAS, it is desirable to revise the County's policy
in order that anniversary dates will not change as a result of
promotions, reclassifications, or other classification
adjustments.
NOW, THEREFORE, BE IT RESOLVED by the Board of
Supervisors of Roanoke County that Section III of the Roanoke
þounty Employee Handbook be amended by addition of Subsection I
to read as follows:
I. Anniversary Dates
A regular employee is eligible for performance
evaluation and consideration for a merit increase,
on or about his or her anniversary date. If
employed in a regular position on or after October
1, 1986, the anniversary date is the date of
employment, and will not change. The anniversary

is the date in effect on October 1, 1986, and the
date also will not change. This section applies t
promotions, demotions, other classification and pa
adjustments, as well as lay offs, unless the
employee is placed on separated layoff or on 1eav
without pay layoff. The provisions of this
section shall be effective from October 1, 1986,
and shall not be retroactive.
NOW, FURTHER, BE IT RESOLVED by the Board of
Supervisors of Roanoke County:
That this policy be in full force and effect from
October 1, 1986, and shall not be retroactive.
BE IT FURTHER RESOLVED, that no additional
appropriation of funds is required for the fiscal year ending
June 30, 1987, and that the Department of Human Resources procee
in a timely fashion to recommend the adoption of a
pay-for-performance plan for county employees no later than July
1988.
On motion of Supervisor Nickens, seconded by Supervisor Brittle
and upon the following recorded vote:

6. Request from Roanoke County School Board for
Authorization to A 1 for a Su 1ementa1 Literar Fund Loan for
G1envar Elementary School - Supervisor Johnson moved to approve
staff's recommendation. The motion was seconded by Supervisor
Garrett.
Mr. Homer Duff was present to answer any questions the
Board might have. He reported that the supplemental literary
funds are needed to cover the construction costs of the cafeteri
and related facilities. These costs were not included in the
original literary fund loan request, but during the review by th
State, it was determined that these facilities were also needed.
Supervisor Nickens called for questions on the motion.
The motion carried by a unanimous roll call vote.

7. Petition to Rename Butt Hollow Road (Route 640)
~rom its Intersection with Route 772 to the Salem City Limits, to
~lleqhany Drive - Ms. Georgia Harry, Route 8, Box 35, Salem,
Virginia, was present to request that the Board rename Butt
Hollow Road Alleghany Drive. She reported that two out of the
I~hree residents on Butt Hollow Road support the change. The
I~hird resident does not support the change because personal
~ocuments have already been changed to reflect the Butt Hollow
~oad address.
Mr. Rob Stalzer reported that staff is opposed to the
~enaming because the Department of Fire and Emergency Services
~nd C & P have requested that changes be limited only to those
~hat are absolutely necessary. He also reported that every time
~ street name is changed, the run books for Fire and Emergency
ßervices have to be changed.
Supervisor McGraw moved that Butt Hollow Road be
~enamed Alleghany Drive. The motion was seconded by Supervisor
~ohnson.
Supervisor Garrett inquired about the impact of the
þhanged name on Fire and Emergency Services. Mr. Stalzer
~eported that the main impact would be changing the run books
~gain because so many street names have already been changed.
Supervisor Brittle called for questions on the motion.
~he motion carried by a unanimous roll call vote.
Supervisor McGraw reported that he felt a moratorium
was necessary on changing street names.
Supervisor Brittle moved that road name changes will
ot be accepted by the Board of Supervisors after 5 p.m. on
eptember 9, 1986. Due to a lack of a second, the motion failed.
Supervisor McGraw moved that a deadline for street name
hanges be established for October 1, 1986, and that a one year
þoratorium be established for street name changes. The motion

was seconded by Supervisor Nickens and carried by a unanimous
roll call vote.
8. Governor's Commission on Transportation
Recommendations - Mr. John Peters presented a report to the Boar<
on the Governor's Commission on Transportation recommendation. 1
copy of this report is in the packet of the Deputy Clerk.
IN RE:
APPOINTMENTS
Supervisor Johnson nominated Mr. J. Carson Quarles to
the Industrial Development Authority.
Supervisor Nickens nominated Dr. William P. Warnock to
the Constitution's Bicentennial Commission.
IN RE:
REPORTS AND INQUIRIES OF BOARD MEMBERS
Supervisor McGraw gave an update on the Blue Ridge
Region. He also moved that staff prepare a resolution of
endorsement of the Blue Ridge Region for the next Board of
Supervisors meeting. The motion was seconded by Supervisor
Brittle and carried by a unanimous roll call vote.
Supervisor Nickens inquired about the length of time
required to obtain a cut permit from the Virginia Department of
Highways and Transportation. He directed Mr. Hodge to work with
the Highway Department to receive permits in a more timely
fashion.
Supervisor Nickens also requested an explanation on ho~
Roanoke County fits into the Regional Sewage Treatment facility.
Mr. Hodge responded that he is currently gathering this
information and after it is complete, he will distribute the
results to the Board.
Supervisor Johnson moved that the Chairman of the Boar<
of Supervisors be authorized to establish a Blue Ribbon

Commission of citizens to work on the bond issues. The motion
was seconded by Supervisor McGraw and carried by a unanimous roll
call vote. Chairman Brittle reported that he hopes to have the
committee established by the end of the week. Mr. Hodge reported
that he will have the appointed members of this commission meet
the Board of Supervisors at the September 23, 1986, Board of
Supervisors meeting.
Chairman Brittle reported that he has received an
invitation for the Board to tour a new winery in Roanoke County.
This winery will be producing a wine named for Roanoke County.

Supervisor Nickens moved to approve the Consent Agenda.

Supervisor Johnson moved to go into Executive Session
pursuant to the Code of Virginia 2.1-344 (a) (1 and (6). The
motion was seconded by Supervisor Brittle and carried by a
unanimous voice vote.
IN RE:
OPEN SESSION
Supervisor Brittle moved to return to Open Session.
The motion was seconded by Supervisor Johnson and carried by a
unanimous voice vote.
IN RE:
ADJOURNMENT
Chairman Brittle adjourned the meeting to September 17
1986, at 8:00 a.m. to meet with the Regional Partnership.
