The Roanoke County Board of Supervisors of Roanoke
County, Virginia, met this day, with the Roanoke City Council,
this being a special meeting to consider the establishment of a
Regional Airport Commission. This meeting was held in the
Conference Room at the Roanoke Municipal Airport.

CALL TO ORDER
Mayor Taylor called the Roanoke City Council to order
at 10:06 p.m. Chairman Brittle called the Roanoke County Board
of Supervisors to order at 10:06 p.m.

OPENING CEREMONIES
Roanoke City Mayor, Noel C. Taylor, gave the invocation
Roanoke County Board of Supervisors Chairman, Alan H. Brittle,
led the Pledge of Allegiance, which was recited by everyone
present.
IN RE:
SPECIAL JOINT SESSION
Mayor Noel C. Taylor welcomed the Roanoke County Board
of Supervisors, members of the vinton Town Council, and others
present at this meeting.
Chairman Alan H. Brittle reported that the meeting
today should be considered as a first step in cooperation and
progress and that leadership in the County and City have revived
levels of trust and commitment to the welfare of the people of
the Roanoke Valley. Mr. Brittle also reported that the authority
of the commission will be to establish and operate an airport and
air navigation facilities for the Valley, to authorize other
political subdivisions to join the commission, and to exercise
those powers which will be granted by the General Assembly. The
commission will be in charge of day-to-day airport operations,
marketing efforts, long-range planning, and financing of future
improvements. Governor Gerald Baliles has agreed to introduce
the airport charter in a bill before the legislature this
session.
Mayor Taylor reported that the proposed resolution to
establish a new partnership is based on trust and good faith. He
also reported that the first priority of the commission is viewed
as the capital intensive project of building a new terminal at an
approximate cost of $22 million with the capacity to serve the
21st century needs. Mayor Taylor stressed the fact that the

establishment of the commission is for the good of the Valley not
Roanoke City alone or Roanoke County alone. He expressed a hope
that the following steps to establish the commission can be
accomplished smoothly and quickly: enabling legislation,
appointment of the commission members, agreement of the
participants as to how the commission shall proceed, transfer of
property and assets, the investment of funds based on population
and commitment to the future, to an effective date for the
commission to assume its duly assigned responsibility as a new
governmental structure.
Councilman Harvey commended Mr. Hodge, County
Administrator, and Mr. Herbert, City Manager, for their efforts
in accomplishing this type of an agreement. He also expressed
hope that the City of Salem would join the commission to make
this a total valley cooperative effort.
Councilman Howard Musser also congratulated Mr. Hodge
and Mr. Herbert. He reported that this agreement proves that
there has been a desire to cooperate, that there is a problem,
and that there is a desire to solve the problem.
Councilwoman Elizabeth Bowles expressed her
appreciation to the County Administrator, City Manager, and their
staffs for their hard work and efforts in organizing this
agreement.
Councilman James Trout reported that he has hopes that
other localities will join in on this commission. He, too,
expressed his thanks, to the Board, Council, Mr. Herbert, Mr.
Hodge, and their respective staffs.
Councilman David Bowers expressed his thanks to
everyone involved in the negotiations of the agreement.
Supervisor Garrett expressed his appreciation to the
Roanoke City and Roanoke County staffs for their efforts to
improve the airport.

Supervisor McGraw reported that this agreement has made
tremendous steps toward cooperation and he looks forward to more
agreements. He also expressed appreciation to Paul Mahoney,
County Attorney, and Will Dibling, City Attorney.
Supervisor Nickens reported that he felt that this
agreement will lead to a great deal of positive efforts on the
part of the Valley.
Mayor Taylor requested that the City Clerk, Mary F.
Parker, read the proposed resolution.
After the reading of the resolution, Mayor Taylor
called for a motion to approve the prepared resolution from the
City Council. Councilman Harvey moved to approve the prepared
resolution. The motion was seconded by Councilman Musser. The
motion carried by a unanimous roll call vote with Councilman
Garland absent.
Chairman Brittle called for a motion to approve the
prepared resolution from the Board of Supervisors. Supervisor
Johnson moved to approve the prepared resolution. The motion was
seconded by Supervisor Garrett.
IN THE COUNCIL OF THE CITY OF ROANOKE, VIRGINIA,
IN THE BOARD OF SUPERVISORS OF ROANOKE COUNTY, VIRGINIA
A RESOLUTION endorsing and approving the form and
substance of a bill to authorize the City of Roanoke and Roanoke
County to create a Commission to be known as the "Roanoke
Regional Airport Commission" for the purpose of establishing and
operating an airport and related facilities¡ petitioning the
Governor to make a written request to the General Assembly that
the Roanoke Regional Airport Commission Act bill be considered by
the 1986 Session¡ and urging the General Assembly to enact such
bill.
WHEREAS, modern and efficient air transportation and
related facilities are necessary to the public convenience and

essential to economic development efforts of the entire Roanoke
Valley¡
WHEREAS, the governing bodies of the City of Roanoke
and Roanoke County agree to request the 1986 Session of the
General Assembly to enact the Roanoke Regional Airport Commission
Act¡ and
WHEREAS, enactment of the Roanoke Regional Airport
Commission Act by the General Assembly would authorize the City
and the County to create the Roanoke Regional Airport Commission
and negotiate any contract or contracts necessary to establish
the financial obligations and other rights, duties and
obligations of participating political subdivisions¡
THEREFORE, BE IT RESOLVED by the Council of the City of
Roanoke and the Board of Supervisors of Roanoke County as
follows:
1. The form and substance of a bill, dated February
10, 1986, which will, if enacted by the General Assembly, become
the Roanoke Regional Airport Commission Act, a copy of which is
on file in the Offices of the Clerks of the City of Roanoke and
Roanoke County, is hereby endorsed and approved.
2. The Honorable Gerald L. Baliles, Governor of the
Commonwealth of Virginia, is hereby petitioned to forward this
bill to the General Assembly with a written request that it be
considered by the 1986 Session of the General Assembly.
3. The 1986 Session of the General Assembly is urged
to enact a bill known as the Roanoke Regional Airport Commission
Act.
4. The Clerk of the City of Roanoke is ordered to
forward an attested copy of this resolution and of the bill to
the Honorable Gerald L. Baliles, Governor of Virginia, the
Honorable Dudley J. Emick, Jr., Member, Senate of Virginia, the
Honorable J. Granger Macfarlane, Member, Senate of Virginia, the
Honorable G. Steven Agee, Member, House of Delegates, the

Honorable C. Richard Cranwell, Member, House of Delegates, the
Honorable A. victor Thomas, Member, House of Delegates, and the
Honorable Clifton A. Woodrum, Member, House of Delegates.
On motion of Supervisor Johnson, seconded by Supervisor Garrett,
and upon the following recorded vote:
AYES: Supervisors Garrett, Johnson, McGraw, Nickens, and Brittle
NAYS: None

Mayor Taylor adjourned the meeting of the Roanoke City
Council at 10:36 a.m.
Chairman Brittle adjourned the meeting of the Roanoke
County Board of Supervisors at lO:36 a.m.
