IN RE: CALL TO ORDER Chairman Johnson called the meeting to order at 4:0 p.m. The roll call was taken. MEMBERS PRESENT: Chairman Bob L. Johnson, Vice Chairman Le Garrett, Supervisors Steven A. IN RE: REQUESTS TO POSTPONE, ADD OR CHANGE THE ORDER OF AGEND ITEMS Supervisor Garrett asked that Item B-3, Authorizatio for the County Administrator to execute a contract to leas parking spaces, be added to the agenda. ~ - , t\.~~:" April 7, 1987 IN RE: NEW BUSINESS 1. Approval of Appropriation for Expenditures durinq the fiscal year 1986/87: County Administrator Elmer Hodge stated these were housekeeping procedures necessary to adjust the 1986/87 budget. The first item accepts the revenue of $125,000 from the settlement agreement with Friendship Manor and requests that the revenue be used for pay the professional fees of $75,000 for this litigation, and that $50,000 be used to purchase property adjacent to the Regional Landfill. Supervisor Nickens suggested that the $50,000 be ~armarked for land acquisitions and land improvements rather than ~ specific acquisition. Supervisor Nickens moved to approve this ~ppropriation as amended. The motion was seconded by Supervisor ~cGraw and carried by the following recorded vote !\YES: NA YS : !\BSENT: Supervisors Garrett, McGraw, Nickens, Johnson None Supervisor Brittle Mr. Hodge reported the second item is for an additional $45,000 to fund expenses related to the County's current nsurance coverage. The funds will be transferred from the Board ::;ontingency. Supervisor McGraw moved to approve this transfer. The notion was seconded by Supervisor McGraw and carried by the Çollowing recorded vote: !\ YES: Supervisor Garrett, McGraw, Nickens, Johnson ~A YS : None !\BSENT: Supervisor Brittle Mr. Hodge stated the third item is for an additional ~ppropriation of $310,000 to cover property and right-of-ways for he West County Reservoir. This also includes money deposited Nith the Courts concerning condemnation proceedings. Supervisor Garrett asked if this item could be delayed since was some confusion on exactly how the money was being spent. Mr. Hodge responded that these checks have already been written. Supervisor McGraw moved that the funds be appropriated for this purpose with the understanding that any unused money be returned to the unappropriated fund balance. The motion was seconded by Supervisor Nickens and carried by the following recorded vote: AYES: Supervisors Garrett, McGraw, Nickens, Johnson NAYS: None ABSENT: Supervisor Brittle 2. Transfer of Unused 1985/86 Budget to Schools: Mr. Hodge stated this had previously been discussed in Executive Session. The Superintendent of Schools had reported there was a balance of $180,000 in sales tax at the end of the 1985/86, and this was to be transferred to the school budget. In anticipation of receiving this money, the Schools hired additional personnel. After investigation and audit, the County staff found that the actual excess was only $65,128. This money must now be transferred to the school budget from the unappropriated balance. Supervisor McGraw moved that $65,128 be transferred to the Schools from the unappropriated fund balance. The motion was seconded by Supervisor Garrett and carried by the following recorded vote: AYES: Supervisors Garrett, McGraw, Nickens, Johnson NAYS: None ABSENT: Supervisor Brittle 3. Authorization for the Count Administrator to execute a contract to lease s ace behind the old Post Office in Salem: Mr. Hodge explained there is a shortage of parking for the personnel at the Courthouse in Salem. The · ;L\ '2, 1, \ April 7, 1987 3heriff's Department has negotiated with an adjacent landowner to Œse a parking lot behind the post office. It will be necessary ~o enter into a contract on a month-to-month basis for use of ~his parking lot. The cost will be $100 per month and will allow ~n additional 28 parking spaces. The Sheriff's Department will ~bsorb this cost within their budget. Supervisor McGraw moved to authorize the County !\dministrator to execute the necessary contracts at a total cost not to exceed $200 per month. The motion was seconded by ßupervisor Johnson. Supervisor Nickens asked why it was necessary to pay ~he federal government for employees to parking in a public þarking lot. Mr. Hodge responded that the original request was ~or $300 per month, and they negotiated down to $100 per month. He presented documents showing the new sources of evenues for the next fiscal year and where the revenues will be lsed. He also presented a list of significant requests which Nere not funded for 1987/88. Mr. Hodge outlined the priorities =stablished by the Board and highlighted how these priorities Nere met. He also reviewed the proposed General Fund Revenues ~nd Expenditures. Supervisor McGraw asked if a fee could be charged to continue brus collection. Mr. Hubbard stated it would be difficult to budget, but he would study this and report back to the Board. Supervisor Nickens stated he was concerned that ver little is being allocated for future economic development with the exception of the Spring Hollow Reservoir. Mr. Hodge presented possible revenue sources for the future. With approval of the General Assembly, a 1/2 cent sales tax could generate $1.7 million dollars; a septic tank fee could generate $29,000; reinstitution of the refuse fee could generate $1.3 million dollars, minus the administrative expenses. If the charter were amended to allow for a meals tax and cigarette tax, potential revenue could be $900,000 for meals tax and $200,000 for cigarette tax. Approval of Resolution Adopting Design and Construction Standards for Water Facilities: Supervisor Johnson moved that this item be continued to April 28, 1987. The motion was seconded by Supervisor Nickens. Chairman Johnson appointed Supervisors Brittle and McGraw to a special task force to discuss this issue with members of the Homebuilders Association and County staff. The motion carried by the following recorded vote: AYES: Supervisors Garrett, McGraw, Nickens, Johnson NAYS: None ABSENT: Supervisor Brittle 2. Request from the Roanoke County School Board to authorize the application of a supplemental literary loan for construction of the addition to Cave Spring Elementary School: Superintendent of Schools Bayes Wilson stated this request is part of the capital outlay program that has been ongoing for five years. Ado tion of an Ordinance Section 20.1-11 (a) (b) and (c) of Cha ter 20, "Water" of the 1971 Roanoke Count "Water" of the 1985 Roanoke County Code: Supervisor Nickens moved to approve the second reading of this ordinance. County Attorney Paul Mahone requested that this item be continued until April 28, 1987 s that it may be approved along with the Resolution Adopting th Design and Construction Standards for Water Facilities. Supervisor Nickens withdrew the motion. Supervisor Johnson moved to postpone action on this item until April 28, 1987. PUBLIC HEARING TO SET THE FOLLOWING TAX RA TES : (A) REAL ESTATE TAX RATE OF NOT MORE THAN $1.15 PER $100 ASSESSED VALUATION. '.' ... t\.'~ \. \ April 7, 1987 (B) PERSONAL PROPERTY TAX RATE OF NOT MORE THAN $3.50 PER $100 ASSESSED VALUATION. (C) MACHINERY AND TOOLS TAX RATE OF NOT MORE THAN $3.00 PER ASSESSED VALUATION. County Administrator Elmer Hodge reported that Bayes Wilson, Superintendent of Schools will be present to review the proposed budget for the schools, and Mr. Hodge will then review the County's proposed budget. Mr. Wilson presented to the Board and audience the proposed school board budget and pointed out that they are still in the process of studying reductions to comply with the money available. He stated all items are either equal to or less than last year's budget with the exception of insurance premiums, costs associated with relocation of the students presently at Southview School, and special education tuition. He stated they understood the budget constraints for this year and would continue to look for additional cuts. Mr. Hodge again reviewed the highlights of the proposed budget from the documents that he had presented to the Board at the afternoon session for the benefit of those citizens in the ¡:iudience. Citizens speaking on the proposed tax rates were: 1 . Mr. Roger Vest, 7892 Five Oaks Road S . W . , who represented Back Creek Rural Village Civic League. Their civic league is concerned with needs not being met in their area including fire service, school service and improvements to Route 221. 2 . Mr. Sid G. Bishop, 5211 Chukar Drive S.W., who was upset with the growth of assessment on his real estate and the growth of his personal property tax. PUBLIC HEARING FOR CITIZEN COMMENTS ON THE PROPOSED ANNUAL BUDGET FOR FISCAL YEAR 1987/88 Supervisor Nickens announced that the Board 0 elderly and handicapped in Roanoke County. Part of th Supervisors was establishing a task force to study alternativ methods to continue the CORTRAN transportation system for th responsibility of the task force will be to find sources 0 funding for this system in the future, since funding for thi program will be eliminated from the County budget. W., Roanoke, Virginia. Citizens speaking in support of funding for the CORTRAN transportation system for the elderly and handicapped were: 1. Ruth Donaldson, 129 Hershberger Road S. W., Roanoke, Virginia 2. Richard F. Boehler, 3324 G. Circle Brook Drive S.W. Roanoke, Virginia 24014 3. Edwin A. Hornby, 3929 Hyde Park Drive S. W., Roanoke, Virginia, representing the Disabled American Veterans. 4. Matthew Banks, 126 Craig Avenue, Vinton, Virginia 24179 representing the League of Older Americans. 5. James T. Stasko, Sr., 3732 Manassas Drive, S. W., Roanoke, Virginia 24018. Also speaking on the proposed budget was William T. McAuley, 3951 Chaparral Drive, Roanoke, Virginia 24018 who was concerned about possible waste in the budget. In response to a question from Supervisor McGraw as to whether the citizens in the audience would be willing to pay an additional 1/2 cent sales tax or a 5 cent increase in the real estate tax rate, the majority raised their hands. Supervisor Johnson pointed out that if all the proposed programs in both the County budget and school budget were funded, it was require a 24 cent increase in the real estate tax rate.
