The Roanoke County Board of Supervisors of Roanok
County, Virginia, met this day at the Roanoke Count
Administration Center, this being the second Tuesday, and th
first regularly scheduled meeting of the month of September
1987.

OPENING CEREMONIES
The invocation was given by the Reverend Ronald Eason,
Green Ridge Baptist Church. The Pledge of Allegiance was recited
by all present.

COUNTY ADMINISTRATOR'S COMMENTS
Mr. Hodge introduced Fire Chief Tommy Fuqua and Larry
Logan who updated the board on the water damage assessment from
the recent rains. Mr. Logan advised that the Mount Pleasant and
Hollins areas received the worst damage. Water was pumped out of
Sierra Drive, Fenwick Drive, the Sun Valley areas, and the Back
Creek areas. Following an investigation of the areas, it was
found there was no significant structural damage.
Mr. Hodge also announced that he has received
correspondence from the Va. Department of Transportation stating

that the Brambleton Avenue project should be completed by Octobe

COMMONWEALTH TO DECLARE AN EMERGENCY
AND REQUEST THAT THE FEDERAL FARMER
EMERGENCY PROGRAMS BE MADE AVAILABLE TO
ROANOKE COUNTY
WHEREAS,
Roanoke County has suffered from severe
drought; and

WHEREAS, drought conditions in this agricultural area
have caused major damage to corn, hay, pasture, vegetables,
apples, peaches, and nursery crops; and
WHEREAS, crop damages continue to increase daily due to
the need for water; and
WHEREAS, there is a critical need to assist the farmers
as a result of the extreme weather conditions.
NOW, THEREFORE, BE IT RESOLVED by the Roanoke County
Board of Supervisors that a state of emergency is declared by the
Board of Supervisors in Roanoke County on September 8, 1987; the
Honorable Gerald L. Baliles, Governor of the Commonwealth is
petitioned by the Board of Supervisors to declare that an
emergency exists in Roanoke County; and that the Governor is
further petitioned to request the President of the United States
or the Secretary of Agriculture to recognize the Roanoke County
emergency situation and make the federal farmer emergency
programs available to those who need them in Roanoke County.
2. Request for Industrial Development Bonds from
Hollins Colleqe Corporation: County Administrator Elmer Hodge

introduced the Treasurer from Hollins College who was present.
Economic Development Specialist Brent Sheffler reported that
Roanoke County no longer has the control of industrial
development bonds. This action would give Hollins College the
means to apply for possible tax exempt financing for the
construction of a gymnasium.
Supervisor Johnson moved to approve the request for
industrial development bonds for Hollins College. The motion was
seconded by Supervisor Brittle and carried by the following
recorded vote:

RESOLUTION 9887-2 AUTHORIZING THE
ISSUANCE OF INDUSTRIAL DEVELOPMENT BONDS
FOR HOLLINS COLLEGE CORPORATION
BE IT RESOLVED by the Board of Supervisors of Roanoke
County, Virginia, as follows:
WHEREAS, the Industrial Development Authority of
Roanoke County, Virginia (the Authority) has considered the
application of Hollins College Corporation (the College)
requesting the issuance of one or more of the Authority's revenue
bonds or notes in an amount not to exceed $3,500,000 (the Bonds)
to assist in the financing of the construction of a gymnasium of
approximately 19,000 square feet (the Project), which will be
located on the College's campus, adjacent to and connecting with

the College's present indoor swimming facility, in Roanoke
County, Virginia, and will be owned and operated by the College,
and has held a public hearing thereon; and
WHEREAS, it has been requested that the Board of
Supervisors of Roanoke County, Virginia (the Board) approve the
financing of the Project and the issuance of the Bonds, and such
approval is required for compliance with Section 147(f) of the
Internal Revenue Code of 1986;
BE IT RESOLVED by the Board of Supervisors of Roanoke
County, Virginia:
1. The Board approves the financing of the Project and
the issuance of the Bonds by the Authority for the benefit of the
College, as required by said Section 147(f), to permit the
Authority to assist in the financing of the Project.
2. The approval of the issuance of the Bonds, as
required by said Section 147(f) does not constitute an
endorsement of the Bonds or the creditworthiness of the College
or otherwise indicate that the Project possesses any economic
viability. The Bonds shall provide that neither the Commonwealth
of Virginia (the Commonwealth) nor any political subdivision
thereof, including Roanoke County (the County) and the Authority
shall be obligated to pay the principal of or interest on the
Bonds or other costs incident thereto except from the revenues
and receipts pledged therefor and that neither the faith or

subdivision thereof, including the County and the Authority,
shall be pledged thereto.
3. This Resolution shall take effect immediately upo
its adoption.

for a circumferential roadway from the area of Route 220 t
Route 221. The plan would involve the use of Starkey Road an
Buck Mountain. Road as the route. VDOT policy requires approva
from the Board of the project concept prior to ,bidding.

project are in the current six-year plan, but the full fundin
would extend beyond 1992.

WHEREAS, Starkey Road (Route 904) and Buck Mountain Road
(Route 687) provide an important highway link to commercial,
industrial and residential property in Roanoke County; and the
Roanoke County Board of Supervisors desires to improve this
commercial, industrial and residential link; and
WHEREAS, Route 904 was placed on the Secondary Highway
Six-Year Construction Plan by the Roanoke County Board of
upervisors; and
WHEREAS, Virginia Department of Transportation POlicy
requires the approval of the local Board of Supervisors, prior to
ealigning any highways; and
WHEREAS, the Virginia Department of Transportation has
etermined that the realignment of the Starkey Road and Buck
Road is in the best interest of the citizens of Roanoke
NOW, THEREFORE, BE IT RESOLVED that the Roanoke County Board
Supervisors approves the realignment of the Route 904 and
Intersection.
4. Authorization to declare volunteers for County
as em lo ees for the Worker's Com ensation
e: Assistant County Administrator John Chambliss
nnounced that several years ago the board adopted a resolution
esignating volunteer firemen, rescue squad personnel and
uxiliary police personnel as employees for rehabilitation

coverage and recovery for injuries while performing duties for
Roanoke County. It is now necessary to add additional volunteers
such as Youth Haven II workers and interns to this type of
insurance protection, and they should now be designated as
employees for this purpose. These volunteers will be registered
with the Department of Human Resources as workers.
Supervisor Nickens asked if volunteers coaches would be
included.
Mr. Chambliss replied that it presently does not
include these workers, but could be opened to cover those also.
Supervisor Nickens and Supervisor Johnson both expressed concern
over ths types of ~olrint~ers that would be ~Dvered. . Mr.
Chambliss replied there would be a status form for the volunteers
to fill out in order to be covered.
Supervisor Brittle pointed
out the need to clarify which volunteers would be covered and
which would not. Mr. Chambliss responded that the County is most
concerned with Youth Haven II and the interns and the Board could
exclude other volunteers for further consideration.
Supervisor Brittle asked whether the state covered the
volunteers with Youth Haven.
Director of Human Resources
Keith Cook responded that they are covered while traveling to and
from their activities, but if a volunteer sued Youth Haven II
over injury inflicted by a resident, state liability would not
apply.

1. That Resolution No. 3195, adopted on Tuesday, July 27,

administrator for the County of Roanoke's Worker's Compensation
Program) and to the Industrial Commission of the Commonwealth of
Virg inia .
5. Acceptance of a.. de~d establishing common boundary
lines at the Old Bent Mountain Fire Station Property: County
Attorney Paul Mahoney advised the purpose of this action is to
secure board approval for the County Administrator to execute a
deed to reestablish a common boundary line at ~the old Bent
Mountain Fire Station property. Surveyors for a purchaser
discovered a conflict between boundary lines. It will be
necessary for all the adjoining property owners to agree to this
change.
Supervisor Garrett moved to approve the staff
recommendation. The motion was secOnded by Supervisor Nickens

6. Economic.Development Strategy for review and
comments: Economic Developm~nt Specialist Brent Sheffler
stated this strategy is almost identical to that approved last
fall. Several new items include the Sister County relationship
a-nde}(;.port trade potential for existing industries. Comments
from the board members at the fall meeting have been implemented
in the strategy, and it is now necessary to adopt-the program

Mr. Mahoney advised that the County has declared
surplus and offered for sale an 8.976 acre tract of real estate
adjacent to Fort Lewis Fire Station. The County has received
three offers for all or portions of this property. Mr. Crouse
offered the County two separate offers, a 1.6 acre tract behind
the fire station for $21,500, and for the balance of the
property, he offered $15,000 an acre. Mr. & Mrs. Keith A. and
Diane Bradshaw have offered $40,000 for the 1.6 acre tract, which
is $25,000 an acre. A third offer has been received from Lewis
Gale Building Corporation. This offer involves an exchange of
real estate and a payment of money. They have offered to acquire
the remaining 7.3 acres for $70,000 and an exchange of 6.5 acres
of real estate located off Route 221 across from Back Creek
School. They would also lease back to the County the ballfields
on the Fort Lewis Site for a nominal sum of $1.00 per year. Mr.
Mahoney suggested this lease be established until September 1989.
Staff recommended that the Lewis Gale Building Corporation and
Bradshaw offers be accepted and all others be rejected, and that
the pro c e e d s b e use d fro m the Cap ita 1
Improvements Fund to acquire, construct and maintain the
facilities being displaced by this transaction.
Supervisor McGraw moved to accept the offers of Lewis
Gale Building Corporation and Mr. & Mrs. Bradshaw and approve the
