The Roanoke County Board of Supervisors of Roanoke
County, Virginia, met this day at the Roanoke County
Administration Center, this being the fourth Tuesday, and the
second regularly scheduled meeting of the month of September,
1987.

LAWRENCE W. BOITNOTT UPON HIS RETIREMENT
BE IT RESOLVED by the Board of Supervisors of Roanok
County, Virginia, as follows:
WHEREAS, Lawrence W. Boitnott was first employed i
June, 1971, as Horticultural Extension Agent in Roanoke County;
and has served with distinction for over sixteen years; an
WHEREAS, he has over thirty years of experience in thi
field, having also served as Horticultural Extension Agent fo
Fairfax County, and Assistant County Agent in Botetourt County;
and
WHEREAS, he is recognized throughout the state for hi

NEW BUSINESS
1. Request for Support for the 1987/88 United Way
n: County Administrator Elmer Hodge reported that last
Iyear there was a significant increase in contributions.

year the campaign will be coordinated by Sherry Martin, Finance

Staff would like the Board's authorization and
support to conduct the campaign for this year.

Supervisor Johnson pointed out all the good United Way
does in the Roanoke Valley and urged the County employees t
contribute.
Chairman Johnson moved to authorize the County to
participate in the United Way Campaign. The motion was seconde
by Supervisor Nickens and carried by a unanimous voice vote.
2. Authorization for the Re ional Airort Commission
to execute FAA and Vir inia DOA rants and ca ital
expenditures: Supervisor Garrett advised that prior to
execution of these grants, authorization for expenditures over
$100,000 must be ratified by Roanoke City Council and the Board
of Supervisors. This action will authorize the Commission to
execute the grant agreements for the airport terminal project.

Supervisor Garrett moved to authorize the Commission to
execute the necessary contracts.

5. Request for approval to proceed with replacement
of Fort Lewis property ballfields:
Director of Parks and
Recreation Stephen Carpenter reported that the Board had
previously accepted an offer for the sale of 8.96 acres adjacent
to the Fort Lewis Fire Station, and that the proceeds from the
sale were to be used to replace the two existing ballfields
located on the property. To meet the deadline of September 1989
for removal of the ballfields, construction must begin by April
1988. If the Green Hill Park plans are modified to include the
replacement fields and parking facilities, it is estimated that
$10,000 to $15,000 can be saved because the County will not have
to prepare separate contracts for bidding later. The staff is

Supervisor McGraw advised that the agreement with the
ommunity was to emulate the facilities presently on the property

facility left on the site, and the community would like the
option to decide whether to add another field or replace the
concession stand. There are also some conditions that need
repair on the current field that will be used for two to five
years. Supervisor McGraw requested authorization for the staff
to use some the sale proceeds to do the repair work so the fields
can continue to be used.
Supervisor Johnson pointed out that there may not any
extra funds to accomplish this after the two ballfields are
constructed. Supervisor McGraw replied the intent of the motion
was to include the needs and priorities of the community sports
organizations in the process. Also, the repair should cost no
more than $5,000 to $10,000. If the three organizations cannot
agree, the staff will make the decisions.
Supervisor McGraw moved to approve the staff
recommendation with his request for community involvement and
repair of the fields included. The motion was seconded by
Supervisor Brittle and carried by the following recorded vote:

6. Approval of Consent Agreement and Order for Dixie
Caverns Landfill: County Attorney Paul Mahoney reported that
staff has been negotiating with the U. S. Environmental
Protection Agency concerning the Dixie Caverns Landfill. A

Consent agreement has been reached to solve some of the problems
with the materials that have been deposited at the landfill. The
action requested authorizes the County Administrator to execute
the proposed agreement, and to take the actions necessary to
accomplish the intent of the Consent Agreement.
There are
potentially responsible parties, the businesses and industries
who dumped the offending materials in the landfill; and this

laction will authorize the County Administrator to retain a
consulting engineer and negotiate with these parties. When the
cost estimates have been established, staff will recommend the
means of financing these actions.
Supervisor McGraw asked if the intent of this was to
make that property usable in the future. Mr. Mahoney responded
that it will depend on the report given by the consulting
engineer.
If it involves removing all the offending substances
then it could be an appropriate site. If it is decided to store
the offending materials or cover them, and take other action, it
may not be appropriate to use for other purposes. Mr. Mahoney

I¡also advised that it would not be advisable to sell to another
I¡party because the liability for cleanup will stay with the
County. No decision can be made until the report from the
consulting engineer is complete.

Supervisor Nickens requested that the Board be kept
informed of the projected costs, and what the responsibility of
the other parties will be.
Supervisor McGraw moved to approve the staff

Chairman Johnson announced that the work session on the
Secondary Highway Six Year Plan had been rescheduled to October
13, 1987.

1. Request for public hearing on October 13, 1987 at
3:00 p.m. for condemnation of easement for the Hollins Community
Development Project: Supervisor Johnson moved to approve the
request. The motion was seconded by Supervisor Nickens and

REPORTS AND INQUIRIES OF BOARD MEMBERS
Supervisor Nickens congratulated Editor Mary Allen,
Kathy Claytor, Mary Hicks, and the other staff responsible for
the excellent job on the employee newsletter, and expressed a
desire that something similar be expanded for publication to the
citizens throughout the County.
Supervisor Nickens also requested the staff to address
the storm drainage problems in Falling Creek subdivision. The
Highway needs to evaluate the roads where there are no concrete
ditches, and also find out what the state code calls for in
regard to citizens offering the state right-of-way in front of
their property that results in water damage to properties below
them. Mr. Henry responded they are waiting for responses from
the board members for community meetings to establish a work
session. Mr. Hodge suggested a work session at the second
meeting in October.
Supervisor Johnson reminded the board members and
staff to attend the ribbon cutting and opening ceremony at the
Public Safety Center on September 23, 1987.

1. Work Session on the Economic Development
Strateqy: Economic Development Specialist Brent Sheffler
presented slides on a summary of the Economic Development
Strategy. He also outlined in graphic form the reasons why the
County needs such a program, suggestions on the County's
direction, and where the tax base revenue is coming from. He
also presented the results of a study on travel and tourism in
the Roanoke Valley.
Supervisor Johnson asked Mr. Sheffler to review what
impact the Valley Pointe development project will have over a
ten-year period on the 75/25 residential/commercial goal
established.
Mr. Sheffler reviewed the study on travel and tourism
which summarized 600 respondent interviews. The study points out
the need for an attraction to bring travelers into the valley.
The County needs to promote the potential for tourism in this
area.
Dr. Nickens suggested working with the Lancerlot arena
in vinton to promote activities that would bring people to the
County. Supervisor Johnson suggested trying to have regional and
national soccer and softball tournaments which bring families to
the valley.
Mr. Hodge requested that Mr. Sheffler bring back to the
board a list of specific activities that would increase travel
and tourism in the County. Supervisor McGraw suggested a

coordination of activities among the localities so that
,activities are not scheduled for the same day or weekend.
Supervisor Johnson asked if a logo has been devised for
the 75/25 program. Mr. Sheffler said that no logo has been
established and a contest might be set up to encourage interest
and enthusiasm. Supervisor Brittle also suggested that a County
memento be given to visitors.
Mr. Hodge stated he will have the staff bring to the
board at the next meeting a summary of the Economic Development
Strategy with specifics included.

the loss of revenues from bad debts from utility accounts. This
will change the utility deposit policy to an initial deposit of
$25.00 for residential customers and $50.00 for commercial
customers. In addition, a deposit would be added for customers
signing up for sewer only service. There will be an additional
deposit when service is reestablished after it has been
disconnected due to non-payment. This deposit will be credited
against the customer's final bill.

2. Ordinance accepting an offer for and authorizing
the conveyance of surplus real estate on Washington Avenue in the
Town of Vinton to the Commonwealth of Virginia: County
Attorney Paul Mahoney advised that the staff had received a
'request from the Highway Department to commence the process for
the sale of surplus real estate owned by Roanoke County. The
Department of Transportation needs a portion of county real
estate to go forward with the widening of Washington Avenue.

3. First Reading and public hearing on Ordinance
amending and reenancting the Roanoke County Zoning Ordinance, to
allow certain office and commercial uses within an M-l District
upon special exception: Assistant County Administrator Timothy
Gubala stated that the present zoning ordinance was written in
1969-70, and within the last few years there has been an increase
in economic development growth. This ordinance will allow more
types of uses in the different industrial districts, including
offices uses. A special exception will be necessary for this.
The Planning Commission recommends approval of the ordinance.

BE IT ORDAINED by the Board of Supervisors of Roanoke
County, Virginia, as follows:
I 1. That pursuant to the provisions of Section 18.04 of

lithe Charter of Roanoke County, a first reading on the acquisition
II of the hereinafter-described real estate was held on September 8,
1987. A second reading and public hearing on this matter was
held on September 22, 1987. This real estate is a 100' x 100'
well lot located in Crestwood Park adjacent to the Main Branch
Library (Tax Map No. 76.16-2-7); and

IN RE: PUBLIC HEARINGS
987-1 Petition of J. F. DAVIS AND W. E. CUNDIFF to
rezone an approximate 19.4 acre tract from M-2,
Industrial to RE Residential Estates to construct
single family homes located on the east side of
Route 758 in the Hollins Magisterial District.
Chairman Johnson announced that this public hearing had
been continued until October 27, 1987 at the request of the
petitioner.

Petition of JOHN LEE DAVENPORT to rezone from A-I
Agricultural to B-2 Business, a tract containing
0.30 acre and located at 5318 Fallowater Lane in
the Cave Spring Magisterial District.
Mr. Gubala advised Mr. Davenport is seeking to convert
a residential structure to professional office use. The Planning
Commission has recommended approval. Mr. Davenport was present to
answer questions.

CITIZENS COMMENTS AND COMMUNICATIONS
The following citizens spoke on drainage and sewage
backup in the homes during heavy rains:
1. Al Bertolacci, 2709 Tanglewood Drive S. W.
2 . Bill Mims, 910 Fenwick Drive N. W.
3 . William E. Pollins, 902 Fenwick Drive N. W.
4 . Stephen C. Hampton, 925 Fenwick Drive N. W.
Mr. Hodge responded that there will be a meeting on
October 13, 1987, and will be the first of a series of meetings.
At that time, they will present statistics on the complaints and
the extent of damage.
There will be additional community
meetings in each district.
Supervisor Johnson pointed out that plans are ongoing
to solve the problems in Willowlawn and South Park Circle and in
Palm Valley, and decal fees were raised to address these concerns.
¡iSUpervisor Johnson requested the staff to inform all residents
who have sent in petitions, called in their complaints or
attended board meetings of these special meetings.
Brenda Tilley, 5815 Sierra Drive, also spoke concerning
the sink hole on Sierra Drive.

Supervisor Johnson directed Mr. Hodge, John Hubbard an
Fire Chief Tommy Fuqua to insure that the sink hole does no
adversely affect the residents, and directed that a pumper shoul
be sent out whenever there is a heavy rain to pump out the sin
hole.

WHEREAS, Roanoke County is fortunate to have excellent
paid and volunteer fire and rescue personnel; and
WHEREAS, in the past, the County volunteer fire and
rescue personnel have recognized their fellow members for
outstanding contributions and significant accomplishments; and
WHEREAS, the Roanoke County Board of Supervisors, the
County Administrator, and the Fire and Rescue Chief felt that the
contributions of these individuals were deserving of further
recognition; and
WHEREAS, these volunteer fire and rescue members
devoted much of their personal time to ensure the quality of life
and safety of our citizens.
THEREFORE, BE IT RESOLVED that the Board of Supervisors
of Roanoke County wishes to express its deepest appreciation to
these volunteers for their excellent performance and their
