The Roanoke County Board of Supervisors of Roanoke
County, Virginia, met this day at the Roanoke County
Administration Center, this being the second Tuesday, and the
second regularly scheduled meeting of the month of May, 1986.

Mr. James R. Sledd was scheduled to appear to discuss
speeding problems in his neighborhood. He did not appear but
submitted a letter to each Board member outlining the problem.

PROCLAMATIONS, RESOLUTIONS, RECOGNITIONS, AND AWARDS
Chairman Brittle presented a resolution of recognition
I
to the Catawba Citizens for their contributions to the Catawba
Community Center. Ms. Lucille All and Mr. Percy Balton were
present to accept the resolution.
Supervisor Brittle moved to approve the prepared
resolution. The motion was seconded by Supervisor McGraw.
RESOLUTION 5-13-86-102 OF
APPRECIATION TO THE CATAWBA
VOLUNTEERS FOR THEIR RESTORATION
WORK OF THE OLD CATAWBA SCHOOL
HOUSE
WHEREAS in 1984, members of the Catawba community took
the initiative to move forward the progress of transforming the
old Catawba school house into the new Catawba Community Center;
and
WHEREAS, these volunteers supplied to the project their

time, labor, materials and workmanship at low or no cost to
Roanoke County; and
WHEREAS, these volunteers exhibited a type of
dedication and personal involvement seldom seen in community
organizations today; and
WHEREAS, these volunteers have further agreed to assist
in the staffing and maintenance of the Catawba Community Center
so that it may further enhance the quality of life for the entire
Catawba area.
NOW, THEREFORE, BE IT RESOLVED that the Roanoke County
Board of Supervisors wishes to express its sincere thanks to the
volunteers who took part in the restoration efforts of the old

Catawba school house.
AND FURTHER applauds their initiative and dedication to
making their community and Roanoke County a better place to live.

Chairman Brittle also presented a resolution of
appreciation to the Clean Valley Council volunteers. Ms. Patti
Maurino of the Clean Valley Council was present to accept the
resolution.
Supervisor Brittle moved to approve the prepared
resolution. The motion was seconded by Supervisor Johnson
RESOLUTION 5-13-86-103 OF APPRECIATION
TO THE CLEAN VALLEY COUNCIL
WHEREAS, the Clean Valley Council was established in
1978 as a Valley-wide litter control agency; and
WHEREAS, the Clean Valley Council sponsors a number of
significant litter-control and recycling activities throughout
the year that contribute to maintaining the natural beauty of

Roanoke County and the entire Valley; and
WHEREAS, on April 12, 1986, the Clean Valley Council
did sponsor Clean Valley Day for the eighth consecutive year; and
WHEREAS, this year's Clean Valley Day took on
additional significance because it focused on the clean up of
river and stream banks heavily damaged by the flood of November
4, 1985; and
WHEREAS, on Clean Valley Day, over 42 tons of debris
and other refuse was collected by volunteers in Roanoke County
alone, thus helping to return the County to its former beauty.
NOW, THEREFORE, the Roanoke County Board of Supervisors
does hereby recognize and applaud the efforts and dedication of

the Clean Valley Council Board and the many citizen volunteers
who worked during Clean Valley Day.
AND FURTHER, the Board of Supervisors pledges to
continue to support those activities which will improve the
environment of Roanoke County.

COUNTY ADMINISTRATOR'S COMMENTS
Mr. Hodge requested that Clifford Craig give the Board
an update on the water situationat a later point during the
meeting .
Mr. Hodge also introduced Ms. Faye Hairston, a summer
intern from Virginia University who will be working in the County
Administrator's office.
IN RE:
REQUESTS TO POSTPONE, ADD, OR CHANGE THE ORDER OF
AGENDA ITEMS

Mr. Hodge requested that an Item F8 be added to the
agenda concerning the acquisition of land for the Mount Pleasant
Fire Station.
IN RE:
NEW BUSINESS
1. Presentation on the Explore Project by H. Bern
Ewert - Mr. Bern Ewert of the Explore Project was present to
update the Board on the status of the River Parkway project. Mr.
Ewert stressed the fact that property owners will not be forced
to give up their property.
Supervisor Johnson requested that this project be

presented to the Planning Commission.
2. Approval of write-Off Uncollectible utility
Accounts - Ms. Dianne Hyatt of Fiscal Management requested that
the Board authorize her to write off several uncollectible

utility accounts on which the Statute of Limitations has run, to

consider using a collection agency on future accounts before the
Statute of Limitations runs, and to consider several alternatives
to the current system to eliminate this problem in the future.
Supervisor Brittle moved to approve staff's request.
The motion was seconded by Supervisor McGraw and carried by the

3. Priority of Rural Additions - Mr. John Peters of
the Department of Public Facilities, presented a rural additions
priority list. He reported that the rural addition program is
intended for upgrading certain qualifying roads for acceptance by
the Virginia Department of Highways and Transportation.
Presently, Roanoke County has five prioritized streets in various
stages of the rural addition process: Verndale Drive, Dwight
Street, and Bunker Hill Drive, Washington Street, and Airpoint
Drive. Due to survey work and problems with speculative
interest, Washington Street and Airpoint Drive cannot be
submitted to the Virginia Department of Highways and
Transportation at this time. Since the Board of Supervisors
should have approximately $191,223 available to fund Washington
Street and Airpoint Drive after July 1, the staff recommends that
the Board add an additional project to the priority list, Route
603 Extension.
Supervisor Nickens moved to approve staff's
recommendation. The motion was seconded by Supervisor Garrett
and carried by the following recorded vote:

4. Presentation on Sesquicentennial Activities - Ms.
Bonnie Newlon, of the Department of Development presented an
update to the Board on Sesquicentennial events. She requested
that the Board allocate $7,000 from the Department of Development

budget to the Uptown Roanoke County budget and $3,000 from the
Department of Development budget to the Sesquicentennial budget.
Supervisor Johnson moved to take $10,000 from the
I
Economic Development budget and place $7,000 in the Uptown
Roanoke County budget and $3,000 to the Sesquicentennial budget.
The motion was seconded by Supervisor Garrett.

5. Appropriation of Bond Monies to Reflect the 1986
Bond Proceeds and Related Expenditures - Dianne Hyatt of Fiscal
Management presented a report based on the original bond projects

promoted during the bond referendum. Ms. Hyatt reported that in
addition to the appropriation, there will be an additional
$45,000 of expenditures related to the sale of bonds (advertising
fees, bond council charges, printing costs, etc.) She

recommended that the funds be taken from the Parks and Recreation
bond budget.
Mr. Darrell Shell was present to oppose this
recommendation. He felt that there would be too much citizen
reaction about the programs that would have to be cut if these
funds were taken from his budget.
Mr. Hubbard of Public Facilities reported that the
funds could be taken from the well development program.
Supervisor Nickens moved to take the $45,000 needed to
cover the expenses of the bond sale from the well development
program. The motion was seconded by Supervisor Brittle and
carried by the following recorded vote:

6. Status Report on Drilling of New Wells in Roanoke
County - Mr. Gene Robertson, Roanoke County Engineer, reported on
the status of the well drilling program in the County. He

reported that South County was determined to be the area of
greatest need for additional sources of water supply. North
County is also in need of additional water sources and East
County is also considered as an area of need due to projected
I
growth in that area. Geotechnics, the geological firm selected
by the Board to determine potential well sites, selected an area
in South County in the Starkey area adjacent to Back Creek but
two of the property owners in that area have rejected requests to
sell well lots. He reported that this area will be studied
further. No locations have been selected in North County due to
the generally fair to poor quality of ground water. This area is
also scheduled for further study. Negotiations are continuing
with property owners in East County.
7. Request to Enter into a Contract to Perform
Engineering Services for Route 460jVinton Water Line Project -
John Hubbard, presented a report requesting that the Board

authorize the County to enter into a contract with Draper Aden &
Associates to perform engineering services for the Route
460jVinton Water Line project and for authorization for the
County Administrator to execute the necessary documents to
achieve these services. Mr. Hubbard reported that the funds for
this project, which involves the installation of a water line
from the County of Roanoke's existing Mountain View Storage Tank
to the 460 East (Bonsack area) where a new 500,000 gallon water
storage tank will be constructed, are available from the 1985
Bond Referendum.
Supervisor Johnson moved that the County Administrator
be authorized to execute the necessary documents and to approve
staff's recommendation. The motion was seconded by Supervisor
Garrett and carried by the following recorded vote:

8. Acquisition of Real Estate for the Mount Pleasant
Fire Station - Mr. Hodge reported that Russell and Evelyn Johnson
have offered to sell their property, adjacent to the Mount
Pleasant Fire Station, to the County for $10,000. If approved by
the Board, however, the sellers will retain a fifty foot (50')
right-of-way across the rear portion of the lot.
Supervisor Nickens moved to approve the purchase of
this property. The motion was seconded by Supervisor Brittle and
carried by the following recorded vote:

REQUESTS FOR PUBLIC HEARINGS

Mr. Mahoney presented a request to hold a public
hearing for an ordinance to provide for a pretreatment program
for industrial sewage discharge.

Supervisor Nickens moved to proceed with the legal
advertisement necessary to hold this public hearing. The motion

was seconded by Supervisor Brittle and carried by the following

IN RE: PUBLIC HEARINGS
1. Disposition of 0.007 acre of County Real Estate to
the Virginia Department of Highways and Transportation - Mr.
Mahoney presented a request from the Virginia Department of
Highways and Transportation that the County sell 0.007 acre of
land for $100 to allow for a right-of-way for the construction of

Project 0692-080-199, M502. He reported that this property is a
portion of a 0.546 acre tract upon which the County has a water
tank. Staff recommended that the County Administrator be
authorized to execute the deed conveying this property to the
Commonwealth of Virginia and that the fee be waived.
Supervisor Nickens moved to approve the staff's
recommendation. The motion was seconded by Supervisor Garrett.
RESOLUTION 5-13-86-110 AUTHORIZING THE
COUNTY ADMINISTRATOR TO EXECUTE A DEED
CONVEYING 0.007 ACRE OF REAL ESTATE TO
THE COMMONWEALTH OF VIRGINIA
BE IT RESOLVED by the Board of Supervisors of Roanoke
County, Virginia, as follows:
1. That the donation of 0.007 acre of real estate

located in the Windsor Hills Magisterial District on State Route
692 (Sugar Loaf Mountain Road) to the Virginia Department of
Highways and Transportation be, and hereby is, approved; and
2. That the County Administrator be, and hereby is,
authorized to execute the deed conveying this property to the
Commonwealth of Virginia upon a form approved by the County
Attorney.

IN RE:
REPORTS AND INQUIRIES OF BOARD MEMBERS
Supervisor Johnson - Supervisor Johnson reported that
he would like to discuss the Airport Commission with staff
members.
Supervisor McGraw - Supervisor McGraw asked that
Clifford Craig update the Board on the water situation in the
County. Mr. Craig presented water graphs to the Board on the
water use at the Ogden pump station. The graphs represented that
the water use in the County is declining to some extent. Mr.
Craig also requested that the citizens throughout the County
continue to reduce water use even though it has started to rain.
Supervisor Garrett - Supervisor Garrett requested help
from the media in advising all County citizens to voluntarily
conserve water.
He also requested that the Chairman write a letter in
support of a group of citizens whose addresses will not change to
Roanoke due to the opening of a new Post Office in southwest
Roanoke County.
Supervisor Garrett also reported that the next airport
meeting will be Monday, May 19, 1986, at 10:00 a.m., at which
time the conceptual plan will be discussed. He invited the other
Board members to attend this meeting. Mr. Hodge reported that
Mr. Herbert, Roanoke City Manager, is trying to plan a meeting
with the City council and the County Board to discuss this plan
at that time.

Chairman Brittle requested that Item 6 on the Consent
Agenda concerning the blocking and seeding of a portion of Shelor

Drive be withheld from the Consent Agenda as Mr. Winton Shelor
has requested to speak on that subject.
Supervisor Johnson moved to approve the Consent Agenda
with the deletion of Item 6. The motion was seconded by
Supervisor McGraw.

AUTHORIZING THE CLEAN VALLEY
COMMITTEE TO APPLY FOR AN
ANTI-LITTER PROGRAM GRANT FOR
ROANOKE COUNTY
BE IT RESOLVED by the Board of Supervisors of Roanoke
County, Virginia, as follows:
1. That the Board hereby expresses its intent to
combine with the City of Roanoke, Town of Vinton, and City of
Salem in a mutually agreed upon and cooperative program,
I
contingent on approval of the application by the Department of
Conservation and Economic Development, Division of Litter
Control, and contingent on receipt of such funds; and
2. That the Board hereby authorizes Clean Valley
Committee, Inc., to plan and budget for a cooperative anti-litter
program which shall represent said program for all localities
named in this resolution; and
3. That the Board further authorizes Clean Valley
Committee, Inc., to apply on behalf of Roanoke County for a
grant, and to be responsible for the administration,
implementation and completion of the program; and
4. That the Board further accepts responsibility

jointly with the Clean Valley Committee, Inc., and the City of
Roanoke, Town of Vinton, and City of Salem for all phases of the
program; and
5. That said funds when received will be transferred
immediately to Clean Valley Committee, Inc.; all funds will be

used in the cooperative program to which the Board gives its
endorsement and support; and
6. That the financial records of Clean Valley
Committee, Inc., shall be subject to inspection and review by the
Assistant County Administrator of Management Services and such
data shall be presented to allow proper reporting on a timely
basis by the County; and
7. That the Board requests the Department of
Conservation and Economic Development, Division of Litter Control
to consider and approve the application and program, said program
being in accord with the regulations governing use and
expenditure of said funds.
On motion of Supervisor Johnson, seconded by Supervisor McGraw

Mr. winton Shelor, Route 1, Box 73, Salem, Virginia,
was present requesting that the Board not allow that portion of
Shelor Drive to be blocked.
Supervisor McGraw moved that the portion of Shelor Road
be seeded only and not blocked. The motion was seconded by
Supervisor Johnson and carried by the following recorded vote:

Supervisor Nickens moved to go into Executive Session
pursuant to the Code of Virginia 2.1-344 (a) (1) (2) and (6).
The motion was seconded by Supervisor Brittle and carried by a
unanimous voice vote.

Supervisor Nickens moved to return to Open Session.
The motion was seconded by Supervisor Johnson and carried by a
unanimous voice vote.

ADJOURNMENT
I
Chairman Brittle adjourned the meeting to Monday, May
19, 1986, at 10:00 a.m. at the Airport Conference Room to discuss
the Conceptual Plans of the Airport or in the alternative to
Monday, May 19, 1986, at 3:45 p.m. at the Roanoke County
Administration Center to meet with Senator Paul Trible.
