The Roanoke County Board of Supervisors of Roanoke
County, Virginia, met this day at the Roanoke County
Administration Center, this being the second Tuesday, and the
first regularly scheduled meeting of the month of January, 1986.

County Administrator, Elmer C. Hodge, introduced Mr.
George Garrettson, Director of Roanoke County Libraries. Mr.
Garrettson announced that the uniform library card system has
been initiated and presented uniform library cards to Supervisors
Brittle, Johnson, Garrett, McGraw, and Nickens. He also
presented cards to Elmer C. Hodge, County Administrator, Paul M.
Mahoney, County Attorney, and Mrs. Athena E. Burton, former
Supervisor, and Mr. Gary J. Minter, former Supervisor.
IN RE:
REQUESTS TO POSTPONE, ADD, OR CHANGE THE ORDER OF
AGENDA ITEMS
Supervisor Johnson requested that Item I (Appointments)
be discussed immediately after Item D (Proclamations,
Resolutions, and Awards).
Chairman Brittle reported that the Roanoke Valley Board
of Realtors withdrew their request to speak under Item E
(Citizens Comments and Communications).
Supervisor Johnson also requested that number 11 under
Item K (Consent Agenda) be removed and discussed as Item F (New
Business), number 6.
Chairman Brittle announced that number 1 under Item H
(Public Hearings) has been held over to January 28, 1986, by a
request of the petitioner.

Chairman Brittle presented a resolution of appreciation
to Mrs. Claudine Webber upon her retirement from the County.
Mrs. Webber was present to accept the resolution.
Supervisor Nickens moved to approve the prepared

WHEREAS, Claudine Webber was first employed in February
of 1968 in the office of the Clerk of the Roanoke County Circuit
Court; and
WHEREAS, Mrs. Webber retired from the position of Chief
Deputy Clerk on December 31, 1985; and
WHEREAS, since her employment began in 1968, she has
not taken a single day of annual leave or sick leave and, in
addition has been on call each weekend of her employment.
NOW, THEREFORE, BE IT RESOLVED that the Board of
Supervisors of Roanoke County expresses its deepest appreciation
and the appreciation of the citizens of Roanoke County to
Claudine Webber for her seventeen years of capable, loyal and
dedicated service to Roanoke County.
FURTHER, the Board of Supervisors does express its best
wishes for a happy, restful and productive retirement.
On motion of Supervisor Nickens, seconded by Supervisor McGraw
and upon the following recorded vote:

RESOLUTION 1-14-86-5 EXPRESSING THE
APPRECIATION OF THE BOARD OF SUPERVISORS
OF ROANOKE COUNTY TO ISAAC SUTPHIN FOR 18
1/2 YEARS OF SERVICES TO ROANOKE COUNTY
WHEREAS, Isaac Sutphin was first employed on July I,
1967, as Volunteer Chief, Cave Spring, Company 3 in the Public
Safety Department; and
WHEREAS, Isaac Sutphin has also served as a career fire
captain at Company 3 and Company 5.
NOW, THEREFORE, BE IT RESOLVED that the Board of
Supervisors of Roanoke County expresses its deepest appreciation

and the appreciation of the citizens of Roanoke County to Isaac
Sutphin for 18 1/2 years of capable, loyal and dedicated service
to Roanoke County.
FURTHER, the Board of Supervisors does express its best
wishes for a happy, restful and productive retirement.

RESOLUTION 1-14-86-6 EXPRESSING APPRECIATION
TO ATHENA E. BURTON
WHEREAS, Athena E. Burton was elected to the Roanoke
County Board of Supervisors from the Windsor Hills Magisterial
District in 1982; and
WHEREAS, during her four year tenure she served one
term as Chairman and three terms as Vice-Chairman; and
WHEREAS, she has served the County of Roanoke
tirelessly and selflessly, devoting many hours to the County's
interest by representing Roanoke County as a member of the Fifth
Planning District Commission Executive Committee and Storm Water
Management Committee, the National Association of Counties
Legislative Steering Committee on Health and Education, the
Virginia Association of Counties Legislative Committee on
Transportation and Highways, the Cablevision Committee of Roanoke
Valley, the County Vehicle Maintenance Committee, and the
"Roanoke County Today" Editorial Board; and
WHEREAS, she was instrumental in gaining acceptance of
the donation of Happy Hollow Gardens Park; and

WHEREAS, in all of these capacities, Mrs. Burton served
capably bringing distinction to both herself and the County.
NOW, THEREFORE, BE IT RESOLVED by the Board of
Supervisors of Roanoke County that on behalf of itself and the
citizens of Roanoke County, it does express its most genuine and
heartfelt appreciation to Athena E. Burton for her service to
Roanoke County during the past four years, and further expresses
the hope that she will continue her interest in the governmental
affairs of Roanoke County.
On motion of Supervisor McGraw, seconded by Supervisor Nickens
and upon the following recorded vote:

RESOLUTION 1-14-86-7 EXPRESSING APPRECIATION
TO GARY J. MINTER
WHEREAS, Gary J. Minter was first elected to the Board
of Supervisors of Roanoke County from the Hollins Magisterial
District in 1982; and
WHEREAS, Mr. Minter has served the County of Roanoke
tirelessly and selflessly during the past four years devoting
many hours to the business of Roanoke County; and
WHEREAS, he has served on the Library Board, Social
Services Board, and on the Bid Committee; and
WHEREAS, he served as Board of Supervisors' liaison to
the Sheriff and the Treasurer; and
WHEREAS, through his advocacy and guidance, the
position and job description for a Roanoke County internal
auditor was developed; and

WHEREAS, in all of these capacities Mr. Minter served
capably, bringing distinction to both himself and the County; and
WHEREAS, in his private life he has served and
continues to be Executive Director of the Roanoke Neighborhood
Alliance.
NOW, THEREFORE, BE IT RESOLVED by the Roanoke County
Board of Supervisors on behalf of the citizens of Roanoke County,
that the Board does express its most genuine and heartfelt
appreciation to Gary J. Minter for his service to Roanoke County
during the past four years; and
FURTHER, the Board does extend to Mr. Minter all good
wishes for success in his future endeavors and hopes that he will
continue his interest in the affairs of Roanoke County.

The Board presented a plaque and a copy of the Valley
Seal to Steven A. McGraw for his Chairmanship of the County Board
in 1985.
Supervisor Johnson presented a resolution of
congratulations to Boone, Boone & Loeb in recognition of
Winterberry pointe and Hunting Hills being named as top
residential communities by "Professional Builder" magazine. Mr.
Len Boone and Mrs. JoAnne Boone were present to accept the
resolution on behalf of Boone, Boone & Loeb.
Supervisor McGraw moved to approve the prepared
resolution. The motion was seconded by Supervisor Nickens.
RESOLUTION 1-14-86-8 OF CONGRATULATIONS
TO BOONE, BOONE AND LOEB, INC.
WHEREAS, Boone, Boone and Loeb, Inc. of Roanoke has
been located in Roanoke County for four years; and
WHEREAS, this firm provides employment for some thirty
valley residents; and

WHEREAS, the June edition of "Professional Builder
Magazine" recognized the Roanoke County-located Winterberry
pointe development as one of the top twelve residential
communities of 1985; and
WHEREAS, Boone, Boone and Loeb received similar
recognition in the October issue of the same publication for
Hunting Hills Place, also located in Roanoke County; and
WHEREAS, such national recognition reflects favorably
on Roanoke County as well as Boone, Boone and Loeb; and
WHEREAS, the Roanoke County Board of Supervisors wishes
to commend and encourage such quality building developments in
Roanoke County.
NOW, THEREFORE, BE IT RESOLVED that the Board of
Supervisors of Roanoke County congratulates Boone, Boone and
Loeb, Inc. for the contribution they have made and continue to
make to Roanoke County's economic and business development.
On motion of Supervisor McGraw, seconded by Supervisor Nickens

Supervisor Johnson also announced that Mr. James T.
Ninninger, Jr., Roanoke County Building Inspector, has been
awarded a Certificate of Master Inspector. Supervisor Johnson
introduced Mr. James T. Ninninger who presented the certificate
to his son.

1. Court Service Unit Advisory Board - Supervisor
Johnson nominated Ms. Emily Reaser, 6003 Janda Drive, Roanoke,
Virginia. Supervisor Johnson moved to approve the nomination.
Supervisor Nickens seconded the motion. The motion carried by a
unanimous voice vote.

2. Human Services Committee - Supervisor Johnson
nominated Ms. Mary Anderson, 1016 Grove Lane, Roanoke, Virginia,
24012. Supervisor Johnson moved to approve the nomination.
Supervisor Nickens seconded the motion. The motion carried by a
unanimous voice vote.
3. Fifth Planning District Commission Executive Board
- Supervisor Johnson nominated Chairman Brittle to fill the
unexpired term of former Supervisor Athena E. Burton. Supervisor
Johnson moved to approve the nomination. Supervisor Nickens
seconded the motion. The motion carried by a unanimous voice
vote.
4. Planning Commission - Supervisor Johnson nominated
Ms. Carolyn J. Flippen, 2343 Coachman Circle, Roanoke, Virginia,
24012. Supervisor Johnson moved to approve the nomination. The
motion was seconded by Supervisor Nickens. The motion carried by
a unanimous voice vote.
5. Library Board - Supervisor Johnson nominated Mr.
Richard Kirkwood, 816 Dexter Road, Hollins, Virginia, 24019.
Supervisor Johnson moved to approve the nomination. Supervisor
Nickens seconded the motion. The motion carried by a unanimous
voice vote.
6. Transportation and Safety Commission - Supervisor
Johnson nominated Mr. Leo Trenor, 543 Petty Avenue, NE, Roanoke,
Virginia. Supervisor Johnson moved to approve the nomination.
Supervisor Nickens seconded the motion. The motion carried by a
unanimous voice vote.

CITIZENS COMMENTS AND COMMUNICATIONS
The earlier request of the Roanoke Valley Board of
Realtors was withdrawn by the direction of Ms. Carolyn Perry.

NEW BUSINESS

1. Request from the School Board for Appropriation to
the Federal Programs Fund - The Roanoke County School Board has
received approval of a $25,000 federal grant to conduct a study
on regionalization of low incidence handicapped population. The
School Board requested that the budget be amended to reflect this
grant.
Supervisor Nickens moved to approve the request.
Supervisor Garrett seconded the motion to approve the request.

2. Financial Reports for the Year Ended June 30, 1985
- Assistant Superintendent of Fiscal Management, Dianne Hyatt,
presented the Comprehensive Annual Financial Report to the Board
of Supervisors. Ms. Hyatt reported that the audit was performed
by Peat, Marwick, Mitchell & Company and that the County has
received an unqualified opinion which means that the County's
financial records are in compliance with generally accepted
accounting principles, as well as accounting standards issued by
federal and state governments. Ms. Hyatt also reported that the
County has an undesignated fund balance in the General Fund at
June 30, 1985, of $165,177. A copy of the Financial Report is
included in the packet of the Deputy Clerk.
3. Efforts to Streamline the County's Financial
Operations - Superintendent of Fiscal Management, John M.
Chambliss, presented a request for the Board to authorize the
County Administrator to transfer funds up to $10,000 between
departments and to promulgate such rules and administrative
procedures as necessary to accomplish this task. Mr. Chambliss
reported that the Board would retain the responsibility of
creating new revenues for the County, making any appropriations

from the County's unappropriated fund balance, and making
transfers in excess of $10,000.
County Administrator, Elmer C. Hodge, reported that an
annual report would be presented to the Board describing the
transfers.
Supervisor Nickens moved to approve the prepared
resolution with the deletion of "or his delegate" in paragraph 2.
The motion was seconded by Supervisor Garrett.
RESOLUTION 1-14-86-10 AUTHORIZING THE
COUNTY ADMINISTRATOR TO TRANSFER FUNDS
BETWEEN DEPARTMENTS
WHEREAS, the adopted budget resolution establishes a
budget on a departmental basis; and
WHEREAS, the transfer of funds from one department to
another requires formal action by the Board of Supervisors; and
WHEREAS, the County desires to streamline its financia
operations and improve administrative efficiency.
NOW, THEREFORE, BE IT RESOLVED by the Board of
Supervisors of Roanoke County, Virginia, as follows:
1. That the County Administrator is hereby authorized
to transfer previously appropriated and budgeted funds between
departments in a total annual amount not to exceed $10,000 per
department.
2. That the County Administrator ef hf5 àele~a~e
is hereby authorized to promulgate such rules and administrative
procedures as necessary to accomplish this task.
3. That the Board of Supervisors remains the
responsible authority for appropriating new funds, creating new
revenues and making any appropriations from the unappropriated
fund balance.
4. That this resolution shall be in full force and
effect from and after its date of adoption. This grant of
authority to the County Administrator shall continue until
otherwise modified or amended by the Board of Supervisors.

4. Report on Employee Handbook Administrative Changes
- D. Keith Cook, Personnel Officer, requested that the Board
consider the following changes to the Employee Handbook in order
to streamline certain personnel functions of the County:
1. Authorize the County Administrator to approve
employee position reclassifications as long as the total County
employee complement authorized in the Classification Plan is not
exceeded [Sections III-D-4 and III-D-5].
2. Authorize the appropriate departmental
superintendent, constitutional officer, or other County official,
after review and concurrence by the Personnel Officer, to approve
demotions and suspensions, rather than approval by the County
Administrator [Sections III-F-2-d and IV-C].
3. Authorize amendment to the County grievance
procedure to include the County Administrator in Step III of the
appeal process in case of a grievance of an employee of the
constitutional offices. The current grievance procedure
eliminates the County Administrator from the grievance process of
the grievance of an employee of the constitutional offices
[Sections V-H-4 and V-H-5].
4. Authorize amendment in the initial hiring of
employees to provide that approval from the County Administrator
must be obtained if an employee is hired at Step D or above in
the Personnel Pay and Classification Plan, rather than approval
from the County Administrator at Step C or above [Section VII-A].
5. Authorize departmental superintendents,
constitutional officers and other County officials to approve

leave without pay, rather than approval by the County
Administrator [Section IX-G].
Supervisor McGraw moved to approve the prepared
resolution. The motion was seconded by Supervisor Johnson.
RESOLUTION NO. 1-14-86-11 APPROVING AMENDMENTS TO
THE ROANOKE COUNTY EMPLOYEE HANDBOOK AND AMENDMENTS
TO RESOLUTION NO. 8589, ADOPTED ON JUNE 11, 1985,
APPROVING THE CLASSIFICATION AND PAY PLAN FOR THE
1985-86 FISCAL YEAR.
BE IT RESOLVED by the Board of Supervisors of Roanoke
County, Virginia, that Sections III-D-4, III-D-S, III-F-2-d,
IV-C, V-H-4, V-H-5, VII-A and IX-G of the Roanoke County Em 10 ee
Handbook be repealed; and
FURTHER, BE IT RESOLVED that the following sections of the
Roanoke County Employee Handbook be adopted:
III. Your position
D. Classification System
4. Maintenance of Plan
Departmental superintendents, constitutional
officers and other appropriate County Officials are
responsible for bringing any changes in duties to
the attention of the Personnel Officer. The
Personnel Officer will then review the position and
determine if the classification should be changed.
5. Classification and Reclassification
After review and recommendation by the Personnel
Officer, the County Administrator will determine if
a position should be reclassified or reallocated in
the Classification Plan. If a suitable class does
not exist or, in the case of a new position, he or
she may approve establishment of a new position
classification and an appropriate pay grade and job
description for the class. Any position
reclassification not approved by the County
Administrator may be appealed to the Board of
Supervisors.
F. Changes in Status

d. Voluntary Demotions
A voluntary demotion may occur if an employee
requests and is granted reassignment in a lower
salary grade.

constitutional officer, or other County

official after review and concurrence by the
Personnel Officer.
IV. Conduct
C. Other Suspensions
In addition to disciplinary suspensions, an employee
may be suspended without pay during an investigation of
misconduct. However, in special circumstances, the
appropriate departmental superintendent, constitutional
officer, or other County official may approve a
suspension with pay after review and concurrence by the
Personnel Officer. These investigations may be
conducted by the County, Court, or other State or
Federal officials. In accordance with the outcome of
the investigation, the employee will be reinstated,
disciplined, or dismissed.
V. Grievance Procedure
H. Procedure
4. Step III
If the second written response does not resolve the
grievance, the grievant may so indicate on the
Grievance Form B and appeal the second step
decision to the County Administrator. Submission
of the third step must occur within five work days
of the second step reply. The County Administrator
shall meet with the grievant within three work days
or indicate an extension of time is necessary.
Such extension of time shall not exceed three
additional work days except by mutual agreement. A
fact-finding meeting as required in Steps I and II
to review the grievance shall be held by the County
Administrator within three work days, unless
extended as hereinabove provided. The County
Administrator shall render a written reply to the
grievant within three work days following the third
step meeting, and a copy of the reply shall be
provided to the Personnel Officer.
5. Step IV
If the third step written response of the County
Administrator does not resolve the grievance, the
grievant may proceed with the grievance by
requesting a panel hearing.
The request for the fourth step panel hearing shall
be submitted in writing to the County Administrator
on Form C within five work days of the third step
reply of the County Administrator. The County
Administrator shall submit a copy of the request
for a panel hearing to the Personnel Officer, upon
receipt. The County Administrator shall arrange a
hearing with the panel members to hear the
grievance and forward copies of the grievance to
the panel members. The panel shall be appointed by
the Board of Supervisors, and shall consist of
three regular members and two alternate members
appointed for three-year terms. The panel shall
annually select a panel chairman. The panel shall

hear the appeal within ten work days of receipt of
the case.
VII. Salary
A. Personnel Pay and Classification Plan
The pay of all classified employees is established by
the Personnel Pay and Classification Plan. The
Personnel Office is responsible for developing and
maintaining a uniform plan. This plan consists of
minimum and maximum rates of pay for each position
listed. A class is assigned for every position and for
every position within the class steps are provided,
usually A through H. Initial employment is normally at
the first pay step for that position. If a new
employee more than meets the minimum qualifications of
the class, he or she may be appointed at the second
step or, in unusual cases, at a still higher step.
Approval from the County Administrator must be obtained
if an employee is hired at Step D or above.
IX. Leaves of Absence
G. Leave without Pay
In addition to military leave and educational leave,
the appropriate departmental superintendent,
constitutional officer, or other County official may
grant leave without pay. Leave without pay may be
granted for a period not to exceed 180 calendar days
for the purpose of extended illness or for personal
reasons. However, there is no obligation to grant
leave without pay. If leave without pay is approved,
the employee must use accumulated leave credits and
will not accumulate additional credits during the time
on non-pay status. The employee will not receive pay
for any holidays which fall during that time. While 0
leave without pay, the employee may continue his or he
health insurance coverage if on leave of absence long
than one pay period by payment of the employee and
County shares of the premium. If the employee is
covered by Virginia Supplemental Retirement System, th
employee must pay the employee's share of the life
insurance premium.
FURTHER, BE IT RESOLVED that Resolution No. 8589, adopted
on June 11, 1985, approving the Classification Plan for the
1985-1986 fiscal year, be amended to authorize the County
Administrator to approve adjustments in the Classification Plan
as long as the total County employee complement authorized by th
Board of Supervisors for the fiscal year is not exceeded.

5. Request for Approval for Membership in the Virqinia
Municipal League - County Administrator, Elmer C. Hodge, reported
that if this membership is approved, it will be in addition to
the Virginia Association of Counties memberships. Mr. Hodge
recommended this membership on a one-year trial basis with full
memberships.
Supervisor Garrett reported that he does not agree with
some of the positions taken by the Virginia Municipal League but
does see the necessity for membership.
Supervisor Nickens moved to approve the prepared
resolution with the understanding that the membership will be a
full membership and on a one-year trial basis. Supervisor

RESOLUTION 1-14-86-12 AUTHORIZING ROANOKE
COUNTY TO BECOME A MEMBER OF THE VIRGINIA

6. Report from the Treasurer on Major Reporting
Requirements in the U. S. Tax Reform Act - (Pulled from the
Consent Agenda - Item K-ll) Mr. Fred Anderson, Roanoke County
Treasurer reported that a last minute provision has been inserted
into the Tax Reform Act passed by the U. S. House of
Representatives on December 17, 1985. This provision (Section
l45) requires state and local governments to (I) file 1099 forms

for payments of income taxes, real estate taxes, personal
property taxes, and sales taxes received during a year on a
taxpayer-by-taxpayer basis and (2) furnish the taxpayer with a
written statement showing payments received from the taxpayers.
Mr. Anderson also reported that the Treasurers Association of
Virginia and the State Department of Taxation are working
together for elimination of this provision. Mr. Anderson felt
that the financial burden created by this provision would be
onerous and that taxes would have to be raised or services
reduced. Mr. Anderson requested that the Supervisors transmit
Roanoke County's opposition to this provision of the Tax Reform
Act to U. S. Senators Warner and Trible. He also suggested that
representatives from Roanoke County meet with the Senators or
their legislative assistants prior to the NACo Legislative
Conference which will be held in Washington, March 1 - 4, 1986.
Supervisor Johnson moved that a 'strongly worded'
resolution be spread in the minutes supporting Mr. Anderson's
request. Supervisor McGraw seconded the motion.
RESOLUTION 1-14-86-13 OF OPPOSITION TO
CERTAIN PROVISIONS OF THE PROPOSED TAX
REFORM ACT
WHEREAS, on December 17, 1985, the U. S. House of
Representatives adopted a provision for the Tax Reform Act that
requires state and local governments to file 1099 forms for
payment of income, property (real and personal) and sales taxes
received during the year on a taxpayer-by-taxpayer basis and to
furnish the taxpayer with a written statement showing payments
received from the taxpayer; and
WHEREAS, this provision (Section 145) further provides
that effective January 1, 1987, the first return to individuals
would be required at the end of January, 1988, and to the IRS by
the end of February, 1988.
NOW, THEREFORE, BE IT RESOLVED by the Board of
Supervisors of Roanoke County, Virginia, as follows:

1. That this provision of the proposed Tax Reform Act
places an onerous and significant financial burden on state and
local governments to assemble the required information, prepare
the appropriate computer tapes and to expend limited taxpayer
dollars for postage on mailings.
2. That the estimated cost of postage to comply with
this provision could well exceed $25,000 for Roanoke County.
This cost does not include personnel, equipment, or supplies
cost.
3. That Roanoke County hereby strongly and
emphatically opposes this provision of the Tax Reform Act.
4. That Roanoke County strongly urges its u. S.
Senators Warner and Trible to eliminate this provision in the
proposed Tax Reform Act.
5. That Roanoke County requests the support of the
National Association of Counties and the Virginia Association of
Counties to oppose this measure.

IN RE:
REQUESTS FOR PUBLIC HEARINGS
County Attorney, Paul Mahoney, presented a request for
a public hearing on an Ordinance amending Chapter 21, Taxation,
pertaining to the interest rate on delinquent real estate taxes.
He reported that the purpose of the ordinance is to give greater
flexibility to the Treasurer to impose an interest rate on tax
payments. This interest rate shall be either ten (10%) percent
or the rate as provided by the Internal Revenue Code whichever is
greater. Mr. Mahoney requested that this public hearing be

scheduled for February 25, 1986, after legal advertisement on
February 4 and February 11, 1986.
Supervisor Nickens moved to approve the legal
advertisement for February 4, and February 11, for a public
hearing on February 25, 1986. The motion was seconded by

Mr. Mahoney also presented a request for a public
hearing on an Ordinance concerning the Board of Equalization. He
reported that the purpose of this ordinance is to establish
certain requirements and relationships upon a newly appointed
Board of Equalization. The Board of Equalization appointed early
in 1985 was unable to complete all of its duties and it has been
suggested that a new Board of Equalization be appointed to
resolve and complete all unfinished matters.
He reported that the Board of Supervisors may request
the Circuit Court for Roanoke County to appoint a Board of
Equalization for a term of either six (6) months or a permanent
term. Mr. Mahoney recommended that the Board of Supervisors
request the appointment of a temporary or six (6) month Board of
Equalization to serve for a portion of the tax year 1986.
The limitations imposed by this ordinance are as
follows: The date by which applications for relief by citizens
must be filed with the Board of Equalization, a date by which the
Board of Equalization must complete its duties, and the
establishment of a rate of compensation. Previously the rate of
compensation was $75.00 per day.
Mr. Mahoney requested that the Board set the public
hearing on February 25, 1986, after appropriate legal
advertisement on February 4 and February 11, 1986.

Jack Council, Director of Procurement Services,
presented a report to the Board requesting amendments to the
Procurement Ordinance and changes in the Procurement procedures.
These amendments will streamline internal County operations,
facilitate and improve management control and coordinate all
purchasing activities. The amendments will increase
administrative authority for the acquisition of previously
budgeted, approved, and funded items. In addition, he
recommended that the bid committee as outlined in paragraph (a),
Section 2-8, Chapter 2, Article II, Procurement Practices, be
eliminated. Mr. Council proposed a public hearing for February
25, 1986.
Supervisor Nickens moved to approve the appropriate

program started by TAP to motivate low-income junior and senior

services to its students by applying for an "Innovations in State
and Local Government" grant offered by the Ford Foundation and
Harvard University.
