Good afternoon and welcome to our meeting for January 10, 2006. Regular meetings are held on the second Tuesday and the fourth Tuesday at 3:00 p.m. Public hearings are held at 7:00 p.m. on the fourth Tuesday of each month. Deviations from this schedule will be announced. The meetings are broadcast live on RVTV, Channel 3, and will be rebroadcast on Thursdays at 7:00 p.m. and on Saturdays at 4:00 p.m. The meetings are now closed-captioned. Mahoney County Attorney COUNTY ADMINISTRATOR'S COMMENTS: SUMMARY OF INFORMATION: The Board of Supervisors of Roanoke County establishes a schedule for its meetings annually at the organizational meeting in January. It has been the custom of this Board to schedule its meetings on the second and fourth Tuesdays of each month. The attached resolution continues this tradition, except for the months of November and December. Finally, the Board must schedule an organizational meeting for January 2007. Staff recommends that the Board schedule its organizational meeting for Tuesday, January 2, 2007 at 9:00 a.m. or Tuesday, January 9, 2007 at 2:00 p.m. prior to your regular meeting beginning at 3:00 p.m. STAFF RECOMMENDATION: It is recommended that the Board favorably consider the adoption of the attached resolution. AT A REGULAR MEETING OF THE BOARD OF SUPERVISORS OF ROANOKE COUNTY, VIRGINIA, HELD AT THE ROANOKE COUNTY ADMINISTRATION CENTER ON TUESDAY, JANUARY 10, 2006 RESOLUTION OF APPRECIATION TO MICHAEL w. ALTIZER FOR HIS SERVICE AS CHAIRMAN OF THE BOARD OF SUPERVISORS IN 2005 WHEREAS, Michael W. Altizer served as Chairman of the Roanoke County Board of Supervisors during 2005; and WHEREAS, during Mr. Altizer's term as Chairman, the following noteworthy achievements took place: ~ Investments by both new and existing businesses in Roanoke County totaled more than $22.3 million and resulted in the creation of approximately 450 new jobs; and ~ As part of this growth in economic development, Tecton Products, LLC, became the second high-tech company to locate in the Center for Research and Technology with an initial investment of $6.5 million and the creation of nearly 60 high paying jobs; and ~ ITT Night Vision also contributed to Roanoke County's economic development success with their annou ncement of a $50 million expansion and the creation of 250 new jobs; and ~ The Explore Park District zoning was amended to allow for the proposed development of a family destination attraction that will provide growth opportunities for the entire Roanoke Valley; and ~ The Mount Pleasant community has been selected as the site for a links-style golf course that will embrace the natural terrain and focus on preservation of the environment and habitats; and ~ Ground was broken for a new Public Safety Center which will house the Fire and Rescue, Police, and Information Technology Departments, as well as the Emergency Operations and Dispatch Centers; and ~ A revised Community Plan was adopted which will provide direction in decision making concerning land development, public services, and resource protection; and 1 ~ The creation of a joint funding method for the County and Schools capital improvement programs was developed and adopted, ensuring that future capital needs will be met; and ~ A mutual aid agreement between Roanoke County and Roanoke City was approved, thereby allowing for backup fire and rescue services at the Hollins and Mount Pleasant fire stations; and ~ The Western Virginia Regional Jail Authority was formed with representation by the four participating jurisdictions of Roanoke, Franklin, and Montgomery Counties and the City of Salem; and ~ Roanoke County received the Digital Counties Award for the second consecutive year; and ~ Roanoke County Schools were named a Gold Medal School District Winner by Expansion Management Magazine for the fourth consecutive year; and WHEREAS, Chairman Altizer demonstrated his vision for the future by organizing a group of local government leaders to examine regional cooperative initiatives that will focus on tourism and sports marketing opportunities. NOW, THEREFORE, BE IT RESOLVED, that the Board of Supervisors of Roanoke County, Virginia, does hereby extend its deepest appreciation to MICHAEL W. ALTIZER for his service as Chairman during 2005, for his diligent efforts in representing the citizens of Roanoke County, and for his efforts to further regional initiatives in the Roanoke Valley. 2 ACTION NO. Hodge t!t County Administrator APPROVED BY: COUNTY ADMINISTRATOR'S COMMENTS: SUMMARY OF INFORMATION: Peter Lampman, President of Virginia Amateur Sports, Inc. has requested time on the agenda to report on the economic impact of the 2005 Commonwealth Games of Virginia. He would also like to present a plaque to the Board of Supervisors at that time. The Commonwealth Games of Virginia were first held in July 1990 with more than 4,400 athletes competing in 29 sports. Roanoke County has been involved in the Commonwealth Games since its inception, providing funding, fields and other assistance. ACTION NO. ~1-~ ITEM NO. Length of Service Award Program (LOSAP) for Fire and Rescue The following four-year terms expired on January 1,2006: (1) Leon Martin, Volunteer Member at Large; (2) Mike Gee, Volunteer Fire; (3) Craig Sheets, Volunteer Rescue Squad; and (4) Brian Garber, Volunteer Member at Large. Members of the LOSAP are recommended by the Volunteer Fire and Rescue Chiefs Board and confirmed by the Board of Supervisors. Recommendations have not yet been received from the Chiefs Board regarding these appointments. 2. Roanoke Regional Airport Commission The four-year term of Jane Milliron will expire on February 10, 2006. 3. Virginia Western Community College Board E. Wilson "Will" Davis, Jr. has resigned from his position as a Roanoke County appointee due to his relocation to Chesterfield County. This four-year term will expire on June 30, 2007. Hodge í~ County Administrator APPROVED BY: COUNTY ADMINISTRATOR'S COMMENTS: SUMMARY OF INFORMATION: Roanoke County Schools and Virginia Western Community College (VWCC) have an agreement whereby the college provides college level courses in English, US History, and certain vocational subjects. The courses are taught by Roanoke County teachers who meet the college's criteria for adjunct professors. Monies that have been collected exceed the expenses. Roanoke County Schools added students to the dual enrollment count for second semester. VWCC reimbursed the school system $1,007.05 for services rendered for second semester 2004-2005, and $36,504.58 for first semester 2005-2006 classes. FISCAL IMPACT: The instructional budget will be increased by $37,511.63. ALTERNATIVES: None STAFF RECOMMENDATION: Staff recommends that the reimbursement of $37,511.63 by VWCC be appropriated to the instructional program. · ~ ACTION NO. k-Q ITEM NO. Hodge £,~ County Administrator APPROVED BY: COUNTY ADMINISTRATOR'S COMMENTS: SUMMARY OF INFORMATION: The Sheriff's Office has received approval for a grant, which provides continued funds from the Department of Criminal Justice Services, for a criminal justice records system improvement program. This program will provide funds to purchase equipment that will further upgrade or replace the current jail management system. The grant was approved by letter on December 13, 2005, and is for a twelve month-period from January 1,2006 through December 31,2006. FISCAL IMPACT: There ìs no fiscal impact. Matching funds are available in the Sheriff's Office budget. The grant is in the amount of $10,433 in federal funds and $3,478 local cash match for a total of $13,911. No additional funding from the Board of Supervisors is required. ALTERNATIVES: None STAFF RECOMMENDATION: Staff recommends acceptance and appropriation of the awarded funds. ACTION NO. ITEM NO. ~ AT A REGULAR MEETING OF THE BOARD OF SUPERVISORS OF ROANOKE COUNTY, VIRGINIA HELD AT THE ROANOKE COUNTY ADMINISTRATION CENTER MEETING DATE: January 10, 2006 AGENDA ITEM: Request from the Police Department to accept and appropriate grant funds in the amount of $38,494 from the Department of Criminal Justice Services for the Violent Crimes Against Women Unit SUBMITTED BY: James R. Hodge t~ County Administrator APPROVED BY: COUNTY ADMINISTRATOR'S COMMENTS: SUMMARY OF INFORMATION: The Violent Crimes Against Women Unit consists of a fuJI-time detective who is dedicated to investigating crimes of violence perpetrated against women. The Violent Crimes Against Women U nit has been in existence since 1997, and has been supported by this grant since its inception. The major areas of investigation are domestic assault, sexual assaults, stalking, threats, and rape. This is a two year grant cycle that begins on January 1,2006, and ends on December 31, 2006. It then automatically starts again for the calendar year 2007. FISCAL IMPACT: This grant requires a local match of $23,923, which will be provided from existing Police Department funds. Currently, the County has 50 competitive grants totaling $3 million which were obtained by departments to support the operational needs of the general County government as detailed on Attachment I. The County also has $12.5 million in other grant funds that support initiatives and programs as follows: . Comprehensive Services for Youth and Families provide services to at risk and troubled youth and families through a community system of care that is comprehensive, coordinated and responsive to the needs of youth and families. $2.9 million of federal/state grant funds and $2.7 million of local funds are allocated to provide mandated services to youth and family. . Social Services promote citizen independence, self-reliance, and protection through community based services. $6.7 million of federal, state, and local funding is budgeted for 2005-2006 to provide and administer public assistance programs. · Functional Family Therapy is administered through Blue Ridge Behavioral Health and provides counseling to youth to prevent further involvement with juvenile justice and out of home placementtotaling $190,865. At that time, staff provided an overview of the major functions of the department, current staffing, and an explanation of need based on current and future work loads. During the work session, the Board requested that staff report back with information regarding the current and proposed organizational chart showing functions, staffing, the task assigned to each function, and related costs. This work session has been scheduled to provide the requested information. ACTION NO. R;3 ITEM NO. Hodge írt County Administrator APPROVED BY: COUNTY ADMINISTRATOR'S COMMENTS: SUMMARY OF INFORMATION: The purpose of this work session will be to discuss with the Board the need and potential benefits of a new public safety training academy. Outlined below are the current training methods for each of the public safety divisions: · Fire and rescue training is provided at the Regional Fire Training Center. This model has been very successful and beneficial for the career staff and volunteers of the participating localities (Roanoke City, Roanoke County, Salem and Vinton); however, there is a growing need for additional meeting room space and specialized facilities to enhance this training center. · Training for Police Department staff is provided at the Roanoke Police Academy which is housed in the Jefferson Center. The Academy has been notified that they will need to vacate the space at the Jefferson Center and a new location will need to be selected. · The Sheriff's Office receives training through the Cardinal Criminal Justice Academy in Salem. To accommodate the staffing needs of the Western Virginia Regional Jail Authority I scheduled for completion in 2008, up to 150 additional officers will require training prior to placement at this new facility. Staff training for the regional jail facility will be an ongoing need that may exceed the current capacity of the Cardinal Academy, Development of a new public safety training academy would allow for an increased focus on Homeland Security training, which increasingly requires the integration of both Fire and Rescue with Police and other public safety divisions. Currently, we are jointly training staff concerning incident management system techniques to provide a coordinated management of incidents and related disasters. One only has to look back to the impact of hurricane Katrina in the New Orleans and Gulf Coast area to see the impact of well meaning efforts happening in a disjointed manner. Many of the County's future grants and specialized funding efforts will require documented training and use of the incident management system in order to qualify for said monies. Chief Burch, Chief Lavinder, Sheriff Holt and I will be present to discuss this matter.
