The Board of Supervisors of Roanoke County, Virginia met this day at the
Roanoke County Administration Center, this being the organizational meeting held on
the second Tuesday, and the first regularly scheduled meeting of the month of January,
2006.

Chairman Altizer called the meeting to order at 2:30 p.m. The roll call was
taken.

Supervisor McNamara nominated Supervisor Wray to serve as Chairman.
There were no other nominations for Chairman. Supervisor Wray was elected by the
following recorded vote:

Chairman Wray recognized Watson Simmons and Tom Wickline,
Clearbrook residents, who were present at the meeting.

Supervisor Flora nominated Supervisor McNamara to serve as Vice-
Chairman. There were no other nominations for Vice-Chairman. Supervisor McNamara
was elected by the following recorded vote:

3. Resolution establishina ª meetina schedule for the Board of
Supervisors of Roanoke County for calendar year 2006. (Paul
Mahonev. County Attornev)

Mr. Mahoney advised that the resolution establishes the meeting dates for
2006, and continues the tradition of holding meetings on the second and fourth Tuesday
of each month at 3:00 p.m. The only exception with respect to this schedule is in the
month of November, when there is one meeting, and in December, when the Board
meets on the first and third Tuesday. He reported that staff is requesting that the Board
consider an alternative with respect to the organizational meeting. The resolution
provides an alternative for the organizational meeting of either January 2, 2007 at 9:00
a.m. or January 9, 2007 at 2:00 p.m.
Supervisor McNamara requested clarification regarding the proposed
change in the date for the organizational meeting. Mr. Mahoney advised that there are
logistical issues which arise as a result of not holding the organizational meeting earlier
in the year and cited several examples. He stated that it is staff's recommendation to
revert back to the prior practice of holding the organizational meeting on the first
working day of the year.
Supervisor Flora stated that this is the second year that the County has
held the organizational meeting immediately prior to the first scheduled Board meeting.
He voiced support for keeping the meeting schedule as it exists.

Supervisor Church moved to adopt the resolution establishing the meeting
schedule for 2006 and setting the 2007 organizational meeting for January 9, 2007 at

RESOLUTION 011006-2 OF APPRECIATION TO MICHAEL W.
ALTIZER FOR HIS SERVICE AS CHAIRMAN OF THE BOARD OF
SUPERVISORS IN 2005
WHEREAS, Michael W. Altizer served as Chairman of the Roanoke County
Board of Supervisors during 2005; and
WHEREAS, during Mr. Altizer's term as Chairman, the following noteworthy
achievements took place:

y Investments by both new and existing businesses in Roanoke County totaled
more than $22.3 million and resulted in the creation of approximately 450 new
jobs; and
y As part of this growth in economic development, Tecton Products, LLC, became
the second high-tech company to locate in the Center for Research and
Technology with an initial investment of $6.5 million and the creation of nearly 60
high paying jobs; and
y ITT Night Vision also contributed to Roanoke County's economic development
success with their announcement of a $50 million expansion and the creation of
250 new jobs; and
y The Explore Park District zoning was amended to allow for the proposed
development of a family destination attraction that will provide growth
opportunities for the entire Roanoke Valley; and
y The Mount Pleasant community has been selected as the site for a links-style
golf course that will embrace the natural terrain and focus on preservation of the
environment and habitats; and
y Ground was broken for a new Public Safety Center which will house the Fire and
Rescue, Police, and Information Technology Departments, as well as the
Emergency Operations and Dispatch Centers; and
y A revised Community Plan was adopted which will provide direction in decision
making concerning land development, public services, and resource protection;
and
y The creation of a joint funding method for the County and Schools capital
improvement programs was developed and adopted, ensuring that future capital
needs will be met; and
y A mutual aid agreement between Roanoke County and Roanoke City was
approved, thereby allowing for backup fire and rescue services at the Hollins and
Mount Pleasant fire stations; and
y The Western Virginia Regional Jail Authority was formed with representation by
the four participating jurisdictions of Roanoke, Franklin, and Montgomery
Counties and the City of Salem; and
y Roanoke County received the Digital Counties Award for the second consecutive
year; and
y Roanoke County Schools were named a Gold Medal School District Winner by
Expansion Management Magazine for the fourth consecutive year; and
WHEREAS, Chairman Altizer demonstrated his vision for the future by organizing
a group of local government leaders to examine regional cooperative initiatives that will
focus on tourism and sports marketing opportunities.
NOW, THEREFORE, BE IT RESOLVED, that the Board of Supervisors of
Roanoke County, Virginia, does hereby extend its deepest appreciation to MICHAEL W.
ALTIZER for his service as Chairman during 2005, for his diligent efforts in representing

the citizens of Roanoke County, and for his efforts to further regional initiatives in the
Roanoke Valley.

BRIEFINGS
1. Briefina from Total Action Aaainst Poverty (TAP) reaardina
current proarams and activities. (Ted Edlich. President)
Mr. Edlich thanked the Board for Roanoke County's support of Total
Action Against Poverty (TAP) and the Transitional Living Center. He provided an
overview of previous joint projects that the County has participated in with TAP, and he
distributed a report to the Board which highlighted educational initiatives and
homeowner assistance programs. He advised that TAP provides weekly tours that
advise people of the services offered by TAP. He also extended his appreciation to Mr.
Hodge for the assistance he has provided.
2. Briefina and presentation !rl Virainia Amateur Sports. Inc. on the
2005 Commonwealth Games of Virainia. (Peter Lampman.
President: Virainia Amateur Sports)
Mr. Lampman referenced the report that he distributed to the Board
concerning the 2005-2006 Commonwealth Games. He stated that this was the 16th
year for the event and for the first time, it included a national baseball tournament. Over
the past 16 years, approximately 134,000 athletes have competed in the games and the

economic impact to the Roanoke Valley is estimated to be $3.8 million. The national
baseball tournament attracted 24 teams; approximately 1,000 players, coaches, and
spectators; and had an estimated economic impact of $1.2 million. The total estimated
economic impact for the Commonwealth Games and the national baseball tournament
combined is $5 million. The approximate regional distribution of the athletes is as
follows: (1) Northern and Eastern Virginia - 2,000; (2) West of Blacksburg - 2,600; (3)
Roanoke Valley - 2,100; and (4) Lynchburg/Fredericksburg - 1,400. Mr. Lampman
reported that 70% of the athletes are under the age of 18; therefore, the majority of
them attend the events with their families. He advised that 55% of the participants were
females and 45% were males. Mr. Lampman also expressed appreciation to the
Roanoke County Parks, Recreation and Tourism Department for their assistance with
this event.
IN RE:
APPOINTMENTS
Supervisor Church directed the Clerk to send a letter of appreciation to J.
C. Taylor for his services on the Board of Equalization. Mr. Taylor's current term is
expiring and he is ineligible for reappointment.
1: Lenath of Service Awards Proaram (LOSAP) for Fire and Rescue
Supervisor Wray advised that the following four-year terms expired on
January 1, 2006: (1) Leon Martin, Volunteer Member at Large; (2) Mike Gee, Volunteer
Fire; (3) Craig Sheets, Volunteer Rescue Squad; and (4) Brian Garber, Volunteer

Member at Large. He noted that recommendations have not yet been received from the
Volunteer Chiefs Board regarding these appointments.
~. Roanoke Reaional Airport Commission
Supervisor Wray advised that the four-year term of Jane Milliron will expire
on February 10, 2006. He stated that Ms. Milliron has moved to Roanoke City and is
ineligible for reappointment to this position. He directed the Clerk to send a letter of
appreciation to Ms. Milliron for her service in this capacity.
ª. Virainia Western Community Colleae Board
Supervisor Wray advised that E. Wilson "Will" Davis, Jr. has resigned from
his position as a Roanoke County appointee due to his relocation to Chesterfield
County. This four-year term will expire on June 30, 2007. He stated that he has spoken
with Dr. Robert Sandel, President of Virginia Western Community College, regarding
this appointment. No recommendations are available at this time.

RESOLUTION 011006-3 APPROVING AND CONCURRING IN CERTAIN
ITEMS SET FORTH ON THE BOARD OF SUPERVISORS AGENDA
FOR THIS DATE DESIGNATED AS ITEM K - CONSENT AGENDA
BE IT RESOLVED by the Board of Supervisors of Roanoke County, Virginia, as
follows:
1. That the certain section of the agenda of the Board of Supervisors for January
10, 2006, designated as Item K - Consent Agenda be, and hereby is, approved and
concurred in as to each item separately set forth in said section designated Items 1
through 4, inclusive, as follows:
1. Request from the schools to appropriate dual enrollment funds in the amount
of $37,511.63
2. Confirmation of Board member appointments to committees, commissions
and boards for 2006
3. Request from the Sheriff's Office to accept and appropriate grant funds in the
amount of $10,433 from the Department of Criminal Justice Services for a
criminal justice record system improvement program

IN RE:
CITIZENS' COMMENTS AND COMMUNICATIONS
Brent C. Rilev, 5280 Wade Road, stated that he received his real estate
assessment notice on four parcels of land that he owns which total approximately 160
acres on Twelve O'clock Knob Road. He advised that there was a 45%) increase in the
assessed value and he is of the opinion that this is a widespread increase that has
affected the Back Creek, Bent Mountain, and Twelve O'clock Knob Road areas. He
stated that the real issue is when the rates are increased on mountainous, forested

land, it places pressure on the owners to sell the land for development. He wants to
preserve and protect this property but if these massive increases continue, in 10 years it
will affect the environmental character of Roanoke County. He asked that the Board
evaluate this 45°/0 increase.

REPORTS AND INQUIRIES OF BOARD MEMBERS
IN RE:
Supervisor McNamara: He stated that if we compare this year's real
estate activity to prior years, there has been greater activity due to rising real estate
values. He advised citizens that if they feel that their assessment is incorrect, there is a
formal appeals process. He noted that agricultural/undeveloped land was the "hottest"
category this year and that the overall increase across the board is higher than in prior
years. He advised that the Board of Supervisors does not establish assessments, but

they do set tax rates. He stated that this affords the Board an opportunity to examine
the tax rates for the coming year without sacrificing the needs of the County.
Supervisor Church: (1) He stated that Mr. Hodge is investigating the
inclement weather policy inquiries that he had received from several employees, and he
advised that we will be reporting back to these employees. (2) He thanked Bill
Richardson in the Zoning Department for initiating an additional zoning violation review,
and he stated that there is a problem with victims having the least rights. He noted that
there is a repeat offender on Red Lane Extension and that this matter has been in court
several times. He stated that he has been receiving complaints from citizens and
business owners regarding this eyesore and noted the impact it has on economic
development efforts and the impression made on newcomers to Roanoke County. He
requested that Mr. Hodge and Mr. Mahoney determine a way to resolve this issue.
Supervisor Flora: (1) He stated that he hoped everyone had a Merry
Christmas and a nice holiday. (2) He referenced the increase in his real estate
assessment but noted that the County is charged with assessing fair market value, and
this is what has been done. He advised citizens that there are opportunities to appeal
to the Real Estate Valuation Office, the Board of Equalization, and the Circuit Court
Judges. He indicated that he has received more calls this year than ever before on
reassessments, and that he has received three calls so far. He voiced support for
investigating the possibility of relief with respect to the tax rates; however, he noted that

an aggressive agenda for the County has been established for the future, and we do not
want to jeopardize this progress.
Supervisor Wrav: He stated that there will be a VDOT Design Public
Hearing on Thursday, January 26, from 5:00 p.m. to 7:00 p.m. at the Roanoke County
Administration Center, Board Meeting Room, regarding Route 1662, McVitty Road, and
Route 1663, Old Cave Spring Road.
IN RE: CLOSED MEETING
At 3:45 p.m., Supervisor Wray moved to go into closed meeting followed
by the work sessions pursuant to the Code of Virginia Section 2.2-3711 A (5) discussion
concerning a prospective business or industry where no previous announcement has
been made. The motion carried by the following recorded vote:

IN RE: WORK SESSION
1: Work session to provide an update on the Parks. Recreation and
Tourism Master Plan. (Pete Haislip. Director of Parks. Recreation
and Tourism: Leon Younaer. PROS Consultina
The work session was held from 4:05 p.m. until 5:05 p.m. Staff present
included: Pete Haislip, Director of Parks, Recreation and Tourism, and the following
members of the Parks and Recreation Advisory Commission: Donna Wooldridge,
Catawba District; Jack Griffith, Cave Spring District; Debbie George, Hollins District; Tim

Guilliams and Roger Falls, Vinton District; and Paul Bailey, Windsor Hills District. Also
present was Leon Younger, PROS Consulting.
Mr. Haislip advised that the purpose of the work session is to provide an
update on the Parks, Recreation and Tourism Master Plan process, in particular
focusing on the five community meetings and 10 focus group meetings that were held.
He reported that input has been received from over 300 individuals that represent a
cross-section of Roanoke County citizens.
Mr. Younger stated that the citizen survey that will take place in February
will build the "vision" and the plan. He presented the following information received from
citizens in Roanoke County in both the public forums and focus groups:
Public Forum: (a) parkland needs; (b) general perception of facilities and
programs; (c) what the community values about the park system; (d) how the County is
supporting these listed values; (e) public perception of the strengths of the parks and
recreation system; (f) key issues affecting operations; (g) facility needs desired; (h)
value received; (i) user fees for programs and services; 0) community's vision for
economic sustainability for the County; (k) vision for parks and recreation.
Focus Group: (a) parks and recreation facilities and programs used; (b)
perception of facilities; (c) what are the mandates of the department; (d) delivery of
mandates; (e) strengths of the system; (f) operations, maintenance, and capital
improvement issues; (g) facility and program needs; (h) level of subsidy provided by the

County; (i) department's role in long-term sustainability of the County; 0) partnership
opportunities; (k) what would you change.
Mr. Younger reviewed preliminary standards and provided an overall
assessment of parks and recreation facilities and programs. He advised that future
steps to be taken include the citizen survey that will be conducted in February,
benchmark reporting, development of a facility plan, visioning workshop, and a
feasibility study.
There was a consensus of the Board to contact surrounding localities to
determine if they are interested in participating in this process from a regional
perspective.
2. Work session to discuss new public safety trainina academy.

The work session was held from 5: 15 p.m. until 5:40 p.m. Staff present
included: John M. Chambliss, Assistant County Administrator; Dan O'Donnell, Assistant
County Administrator; Ray Lavinder, Chief of Police; Rick Burch, Chief of Fire and
Rescue; Gerald Holt, Sheriff. Representatives from Virginia Tech included Elizabeth
Gilboy, Director of the Community Design Assistance Center, College of Architecture
and Urban Studies; Terrie Fisher, Outreach Coordinator; Bharati Karmarker,

Architecture Student; and Monica Dazzini, Geography Student. Also present was Ewell
Hunt, Franklin County Sheriff's Office.
Mr. Hodge outlined the following reasons for considering a new public
safety training academy: (1) Cardinal Academy is out of space; (2) Sheriff's Office will
need to train approximately 170 new staff in the near future; (3) existing Fire and
Rescue Training Center needs to be expanded; (4) increased focus on Homeland
Security has made available opportunities for funding, particularly if there is regional
cooperation. He indicated that he would like to capitalize on the success experienced
with the Fire and Rescue Training Center model. He further advised that he and former
Chairman Altizer have spoken with Roanoke City Mayor Nelson Harris and City
Manager Darlene Burcham regarding this project.
Chief Lavinder stated that Roanoke County officers currently train with
Roanoke City, and this has been a good program. The Academy occupies
approximately 1,500 square feet in The Jefferson Center, which is one-tenth of the
space actually needed. He further advised that they have been asked to vacate this
space, and Roanoke City is searching for a new location for the Academy. Chief
Lavinder reported that he has approximately 160 officers who require in-service training
annually, as well as training that is required to meet turnover needs. He noted that staff
is working with Virginia Tech to design a facility that will meet these growing needs.
Chief Burch advised that the Fire and Rescue Training Center has been
very successful, but they are reaching their current capacity. He reported that they

have recently become the second accredited training site in the State of Virginia, which
has also increased demand for use of the facilities.
There was general discussion regarding the possible location of a new
public safety training academy at the Kessler Mill site currently occupied by the Fire and
Rescue Training Center and the County's Parks, Recreation and Tourism and General
Services Departments. There was discussion regarding expansion of the current Fire
and Rescue Training Center versus a campus style layout with multiple buildings.
Sheriff Holt stated that an expansion of the facility will not be sufficient to
meet the current needs of the County; and he noted that at the present time, his
deputies do not have an opportunity to train with County Police or Fire and Rescue
personnel. He stated that he has 110 deputies who routinely require training, and they
are currently members of the Cardinal Regional Academy. The Cardinal Academy has
limited services available to the County, and Sheriff Holt noted that he will have a
minimum of 176 positions that will need to be hired and trained for the Regional Jail
Authority. With initial turnover, he advised that the total amount of staff to be trained will
likely reach 250 to 300 people. He voiced support for a campus style facility at the
Kessler Mill site. Sheriff Holt also advised that the County currently only looks at the
minimum training mandated by the National Incident Management System (NIMS);
however, he is concerned about mandated training that may be forthcoming as a result
of the recent natural disasters in the Gulf States. He stated that he would like to focus

on advanced training beyond the minimum requirements, and noted that there are only
three academies nationwide that provide management training.
There was a consensus of the Board for staff to proceed with studying this
matter.
3. Work session to discuss staffina needs for the Community
Development Department. (Dan O'Donnell. Assistant County
Administrator: Arnold Covey. Director of Community
Development)
The work session was held from 7:03 p.m. until 7:07 p.m.
Mr. Covey advised that in a work session held on December 20, the Board
was provided an overview of staffing needs in the Community Development
Department. As a result of the meeting, the Board requested that staff report back with
the existing and proposed departmental organizational charts, as well as a proposed
budget and job descriptions. Mr. Covey stated that due to the diversity of the
department, there is a need for additional management personnel. The proposed
budget reflects six (6) additional personnel at a total cost of $364,540 including fringe
benefits and equipment (work space and computers). He also stated that staff
conducted a review of similar job positions that are currently available throughout the
State of Virginia. Mr. O'Donnell noted that many jurisdictions in Virginia are expanding
their Community Development Departments at this time and it may take some time to fill
these positions due to competition in the current marketplace. Mr. Covey noted that the

workload in the department has intensified greatly.
There was a consensus of the Board to approve the additional positions.

RESOLUTION 011006-4 CERTIFYING THE CLOSED MEETING WAS
HELD IN CONFORMITY WITH THE CODE OF VIRGINIA
WHEREAS, the Board of Supervisors of Roanoke County, Virginia has convened
a closed meeting on this date pursuant to an affirmative recorded vote and in
accordance with the provisions of The Virginia Freedom of Information Act; and
WHEREAS, Section 2.2-3712 of the Code of Virginia requires a certification by
the Board of Supervisors of Roanoke County, Virginia, that such closed meeting was
conducted in conformity with Virginia law.
NOW, THEREFORE, BE IT RESOLVED, that the Board of Supervisors of
Roanoke County, Virginia, hereby certifies that, to the best of each members
knowledge:
1. Only public business matters lawfully exempted from open meeting
requirements by Virginia law were discussed in the closed meeting which this
certification resolution applies, and
2. Only such public business matters as were identified in the motion convening
