The Roanoke County Board of Supervisors of Roanoke
County, Virginia, met this day at the Roanoke County
Administration Center, this being the first Tuesday, and the
first regularly scheduled meeting of the month of February, 1985.

CALL TO ORDER
Chairman McGraw called the meeting to order at 4:00
p.m. The roll call was taken.

EXECUTIVE SESSION
Supervisor Nickens moved to go into Executive Session
pursuant to the Code of Virginia Section 2.1-334 (a), (I), (2),
(4), and (6). The motion carried by a unanimous voice vote.
Supervisor Minter arrived during Executive Session.

OPEN SESSION

Supervisor Nickens moved to return to Open Session at
4:10 p.m. The motion carried by a unanimous voice vote.
Joint Work Session with the Planninq Commission on the
Comprehensive Plan - Mr. Rob Stalzer, Planning Coordinator,
reported that his staff has reassessed the population projection
figures for Roanoke County on the basis of drainage basins in

order to give a greater detailed perspective. His staff has alsc
prepared a 2003 Development Framework Guide Map to help with
future land use planning, utility services, and community

facilities services.
Bonnie Newlon reported on the population projections.
The maps were redesigned to allow more valid projections for
sewer lines. Mrs. Newlon reported that these maps would affect
the speed at which certain areas are worked on concerning utilit~
services (extension of sewer lines) and community facilities
services.
Mr. Jim Lehe reported on the status of the "Resource
Protection Guide" Mr. Lehe reported that County land use should
achieve the following goals for resource protection: protect
Roanoke County's finite natural and cultural resources from the
potentially detrimental effects of urban growth and development;

maximize the public benefit, enjoyment, and responsible use
of Roanoke County's protected resources; and enhance the quality
of Roanoke County's valuable environmental resources. He
reported that the County recognizes the following resources as
valuable, as benefiting the public, and in need of public
protection:
-Parks, outdoor recreation areas, and open space;
-Watersheds containing impoundments for public water supplies;
-Groundwater recharge zones;
-Rivers, streams, and lakes;
-Floodplains and natural drainage corridors;
-Hillsides, critical slopes, and rare land forms;
-Woodlands and significant vegetation;

-Prime farmlands;
-Unique wildlife habitats;
-Scenic areas
-Archaeologically significant sites;
-Historically significant landmarks.

The Planning Commission and the Board of Supervisors instructed
Mr. Lehe to prioritize the resources.

RECESS
Chairman McGraw called for a dinner recess at 5:35 p.m.
IN RE:
RECONVENEMENT
Mr. Lehe reported on the "Development Framework Guide".
The land use plan and the public facilities plan come together in
this Framework Guide. This framework divides the County into
urban and rural areas. Mr. Lehe found in his study that the
areas that currently have sewer have all other public facilities.
The first priority site is Dixie Caverns area and second option
is the Bonsack area. Mr. Lehe reported on preliminary land use
plan designations. The following plans are to be included in the

specified areas:
URBAN AREAS
Parks and Open Space - parks, outdoor recreation, land preserves,
cemeteries
Neighborhood Conservation - existing residential neighborhoods
Community Revitalization - blighted neighborhoods targeted for
community improvements
Commercial Transition - existing and potential highway commercial
strips
Development - areas suited for urban development
Core - areas suited for high intensity urban development
principal Industrial - Major industrial employment areas.

Ms. Bonnie Newlon reported on the status of the library
plan. The library plan has been approved by the Library Board
and should be voted on by the Planning Commission on February 19,
1985.

Bill Threlkeld reported on the Fire and Ambulance
Services Study. He reported that instead of having Back Creek
substation in the next five years the staff and fire chiefs have
decided to have the remodeling of the Cave Spring Fire Station
and move Back Creek to 10 years. The fire chiefs have also
requested that a precedent be set of having volunteers
supplemented by pay person rather than pay personnel supplementec
by volunteers. The rescue analysis is not complete. All plots
have come in from rescue squads and some preliminary reports
have been done.
Ms. Bonnie Newlon reported that the school facilities
plan is underway (in first draft form). The plan will be
presented to the School Board on February 14, for their review.
Darrell Shell and Gary Huff have prepared a preliminarl
parks plan. Mr. Huff reported that National and State figures
are used to determine how much park land is needed. A district
format is being used to determine park development.
Work Session - Oral Report on Terminal Road Water Line
- John Hubbard, Superintendent of Public Facilities, reported on
the programs he and his staff have prepared for work sessions on
roads. These work sessions will include the Six Year Plan for
secondary and primary roads, revenue sharing funds, and the rural

addition program. Rural additions and revenue sharing funds work
sessions will be discussed at the February 26, 1985, Board
I
meeting. A revised schedule will be provided to the Board at a
later date.
Mr. Hubbard and his staff have had requests from the
gasoline companies in the area to provide additional fire
protection. These companies are willing to pay their "fair
share" which would be one-quarter County responsibility and
one-quarter for each of the three gasoline companies. The cost
of extending the water lines will be in the neighborhood of
$23,000 making the County's share approximately $6,500. Since
Seaboard Farms has built in that area, Mr. Hubbard and his staff
feel that two more hydrants are needed but cannot justify the
additional cost since Seaboard is not willing to share and do not
want to use the public water lines. The Board directed Mr.

Hubbard to call Seaboard Farms and Hunt Apple and to report back
to the Board on February 26, 1985, with a prepared resolution.
Work Session - Update on Public Transportation Plan -
Gary Huff, Assistant to John Hubbard, reported on the update of
the transportation plan for the handicapped and aged citizen of
Roanoke County. Mr. Huff reported that while compiling his study
he compiled each type of option of service available and listed
every item under each item (users, number of passengers, who
would be responsible for operation), concept (door to door or
extension of current routes of GRTC), operating costs, fare,
revenue produced, operating deficit, deficit passenger, cost per
vehicle per hour, passengers per bus hour, cost per mile,

vehicles needed, capital costs involved and possible needed. He
reported that the funding proposals are due in Richmond by
February 15 and request a decision so his staff will have time to
work up proposal. Supervisor Nickens moved to authorize the
preliminary grant development and to submit the proposal within

the delegated time frame. The motion carried by a unanimous roll
call vote.

Supervisor Nickens moved to adjourn. Chairman McGraw
called for questions. Supervisor Burton requested a roll call
vote on questions. The motion carried by the following recorded
vote:
AYES: Supervisor Burton, and McGraw
NAYS: Supervisors Brittle, Nickens, and Minter
Supervisor Burton requested that the Board go into an
Executive Session before adjournment.
