The Roanoke County Board of Supervisors of Roanoke
County, Virginia, met this day at the Roanoke County
Administration Center, this being the first Tuesday, and the
first regularly scheduled meeting of the month of March, 1985.

Chairman McGraw called the meeting to order at 4:43 p.m.

IN RE:
WORK SESSIONS
1. Human Services - Supervisor Nickens moved that the
Human Services Committee be continued, that it have staggered
terms, that those terms be served for one year ending December
31, 1985, for Catawba, Cave Spring and Hollins Districts. Two
year terms ending December 31, 1986, for Vinton and Windsor Hills

Magisterial Districts. Thereafter the committee to continue at
the pleasure of the Board to serve two year terms.
Supervisor Brittle suggested an amendment that this
committee be charged with the establishment of a committee to set
appropriate criteria and manner in which these funds are granted

and that that committee report back to the Board in six months
with a recommendation.

Supervisor Nickens also recommended that the Board
receive requests for funds from any agency that has requested
funds in the past and that the staff respond to those requests by
providing them with a copy of the standard application form.
After discussion, the Board directed that the deadline for
applications be March 31, 1985.
2. Development Framework Guide - Mr. Rob Stalzer,
Director of Planning presented the Development Framework Guide
with changes made since the last meeting with the Board of
Supervisors. Mr. Stalzer and his staff have evaluated all

Supervisor Nickens questioned Mr. Stalzer about the
impact of a circumferential of 419 and 220. Mr. Stalzer reported
that he recommended the Salem circumferential and tying in 419

with the West County area. This is scheduled on the 1995
Thoroughfare Plan.
Mr. Stalzer reported that the basic change in southwest
would be that the urban area has been restricted to its current

status and future growth in the Buck Mountain area as opposed to
extending it out towards Boones Mill along Route 220.

3. Parks and Development - Gary Huff, Department of
Public Facilities, reported on the parks development. Mr. Huff
presented a package of materials to the Board which contained
acreage of land the County currently uses for parks, state
standards, maps of areas discussed, and standards used for park
development. Mr. Huff explained the difference between a
neighborhood park and a community park. A neighborhood park
consists of basically "walk-in" traffic and a minimum of 5 acres
while a community park consists of more construction, a minimum
of 20 acres. A district park consists of a minimum of 50 acres
and has service that exceeds a 5 mile radius and is much more
developed.
Supervisor Nickens suggested looking at private parks

built by contractors of large subdivisions to relieve the demand
on Roanoke County to produce acreage for parks.
County Administrator, Donald R. Flanders, requested
that Mr. Huff background the Board on how he is fusing in the
development of the CIP and the Comprehensive plan with park
development. The Comprehensive Plan will enable Mr. Huff and his
staff to know in which areas to purchase land, areas where land
is already purchased, land purchased but needing development and
the development needs and revenue costs.
4. Rural Additions - John Peters, Public Facilities,
presented a work sheet with code provisions which affect rural
additions. Mr.Peters stressed the fact that any street shown on

record plat or otherwise opened to public use prior to July 1,
1977, can qualify as a rural addition, it does not have to be

rural in nature. He also reported to the Board that any person
with ownership and/or partnership in more than one lot along the
road is deemed to have a speculative interest in the development.
A road cannot be accepted as a rural addition unless any people

who have speculative interest pay a pro-rata portion of the total
cost.
He also reported that the Highway Commission has mandated I

that the maximum funds a County can set aside is two percent of
the total construction and maintenance funds that the County
receives. Last year Roanoke County received approximately
$54,000.00; this year Roanoke County's secondary construction
monies will increase by approximately $400,000.00 which will add
an additional $8,000.00 to rural additions for this year. Mr.
Peters also presented a copy of the Rural Addition Policy which
was approved by the Board on March 27, 1984. A copy of this
policy has been included in the official packet. An update on
the existing priority list was also provided to the Board along
with a status of funds. As of December 31, 1984, Roanoke County
had a balance of $115,699.45. Mr. Flanders, County
Administrator, reported that in addition to the $115,699.45, the
County would also have 1985's allocation of $64,000.00 which
leaves a balance of $179,699.45, to be available as of July 1,
1985, assuming that the Board puts aside the $64,000.00 for rural
additions.
Mr. Peters presented a list of new projects for the
rural additions list: Bunker Hill, problems with drainage
easements and speculative interest agreement; Pinkard Court
Subdivision, four streets have been requested to be included in
rural additions - Valley Street and Washington Road (both are
ready), Summit street and pinkard Street (additional signatures
are needed); Canyon Road, should be marked off list since it does
not qualify; Raintree Road, ready but only a portion qualifies;
Dwight Street, ready and the Church has agreed to dedicate the
necessary turn around; Route 603, staff is still in process of
researching; South Mountain Drive (present no. 5 priority), need
turn around dedicated and cannot recommend until more cooperation
from residents is offered; Airpoint Drive and Road (present no. 6

priority), drainage easement is required; Verndale Road (present
no. 7 priority), drainage system needs to be completed.
Supervisor Nickens requested Mr. Peters to explain why
the road leading to Pinkard Court School was not included in the
above list. Mr. Peters reported that the County must prove that
it was a County maintained road before 1932 and then it would be
possible that the Highway Department would take it over according
to the Byrd Act. However, in 1985, legislation was passed that
required any public road to have a 30 foot right of way. The
Highway commission has established a policy that no road
construction can take place with less than a 40 foot right of way.
If the County cannot delegate this responsibility to the Highway
Department through the Byrd Act, the County will have to add 10
feet to the right of way already existing.
Supervisor Nickens moved that priorities be established
in the following order:

1. Valley Street and Washington Road
2. Dwight Street
3. Airpoint Drive
4. Verndale Road
5. Bunker Hill
Supervisor Nickens called for questions. The motion
carried by a unanimous voice vote.

5. Roanoke County Senior Citizens Hall of Fame -
Debbie pitts of the Department of Parks and Recreation was
present to answer any question the Board may have about this
project. This awards program has been designed to enable
Roanoke County to recognize and honor individuals aged 60 and
over who have rendered or will be rendering outstanding service
or making significant contributions to the County. The Hall of
Fame will encourage individuals, organizations, businesses and
industries, to nominate outstanding senior adults, a selection
committee will be set up to review and select up to three

individuals to receive the award either annually or every other
year. The award will be a plaque or some other type of
appropriate award or a hall of fame setting with portraits with ,
documentation of contributions to be placed in the history book. I
The awards are scheduled to be given at a banquet or by the Board
of Supervisors in May, Senior Citizens Month. The Department of
Parks and Recreation will administer, promote, and coordinate the
program and the annual cost will be approximately $750.00.
Chairman McGraw suggested that there be more than three
recipients for the first year. Supervisor Brittle requested that
the Board keep the recipients at three so the award will hold a
special meaning. Supervisor Nickens moved to approve the concept
of this plan and that the details be worked out by an established
committee to begin May 1986. The motion carried by a unanimous

voice vote.
6. Fees for Subdivision waiver and Amendment Per
I
Action of County Board on February 12, 1985 - Timothy Gubala,
Superintendent of the Department of Development, reported that
Roanoke County currently has no established fee for either
amending conditions on a conditional rezoning or for reviewing
subdivision waiver requests. He also reported that he has
submitted the County's fee proposal to the Roanoke Valley
Homebuilders and that they do not agree with any fees but will
raise no objection to the $70.00 for amending conditions on a
conditional rezoning and a fee of $50.00 for review of
subdivision waiver request.
The current subdivision fees for a waiver are set as
follows: For a regular subdivision, the fees are based on the
number of lots. There is a one time filing fee of $50.00 plus
$10.00 per lot to a maximum of $250.00.
Supervisor Minter requested that this matter be placed
on the Consent Agenda of the March 12, 1985, meeting.

7. Industrial Access for Blue Ridge Beverage - Mr.
Gubala also presented a request for an industrial acc3ess for

Blue Ridge Beverage. Supervisor Burton moved that this matter be
considered. The motion carried by the following roll call vote:
AYES: Supervisors Brittle, Burton, Nickens, Minter, and McGraw
NAYS: None.
Supervisor Minter moved that a resolution be spread in
concurrence with the industrial access for Blue Ridge Beverage.
RESOLUTION 85-25 URGING AND
RECOMMENDING THE INITIATION OF A PROJECT
TO PROVIDE INDUSTRIAL ACCESS TO A CERTAIN
NEW INDUSTRIAL PLANT TO BE LOCATED IN
ROANOKE COUNTY
BE IT RESOLVED by the Board of Supervisors of Roanoke
County, Virginia, as follows:
1. That the Board, having duly considered the request
and assurances of Blue Ridge Beverage Corporation respectfully

urges and recommends to the Highway Commission of Virginia that
consideration be given, that immediate study be made, and that a
project be approved and initiated pursuant to the provisions of
Section 33.1-221 of the 1950 Code of Virginia, as amended, to
provide approximately six hundred (600) feet of needed industrial
access improvements to State Route 852 and to improve the
intersection of State Route 636 and 852 to serve the 9.5 acre
site situated in Roanoke County; and
2. That Roanoke County guarantees any expense of
acquisition of all necessary right-of-way and the vesting
thereof in the public agency, and does further guarantee any
adjustment of utility expenses necessary for the project, and

does hereby assure the Virginia Department of Highways and
Transportation that such Department shall incur no expense for
such items nor for any preliminary engineering or plan
development should the industry fail to locate at the proposed
site; and

3. That the Clerk of this Board forthwith transmit
certified copies of this resolution together with any necessary
appropriate supporting data to the State Highway Commission of
Virginia through the local office of the Virginia Department of
Highways and Transportation.

8. Miscellaneous Business By the Board - Supervisor
Burton moved to vote to consider the nature of the first meeting
of the month. The motion carried by the following recorded vote:

Supervisor Nickens moved that the board meet on three
occasions during the month, public meetings, first, second, and
fourth Tuesdays, with times as currently designated, that the
administrator will restrict the first program and give priority
to work session items but other matters of business can be
conducted. Supervisor Nickens called for questions on the motion

John Chambliss, Superintendent of Fiscal Management,
reported that there was a meeting on March 4, 1985, of the
Citizens Advisory Board to the Resource Authority and later a
public meeting in Richmond and a regional meeting, today, March
5, 1985.
9. Capital Improvement Plan - Dianne Hyatt, Assistant
Superintendent of Fiscal Management, reported that the
Appropriation Resolution presented recommends that $325,000.00 be
set aside for maintenance and building repairs for reserve for
items that will come up for care and maintenance of County

buildings. This resolution also provides for capital equipment
throughout the County such as word processors.

Supervisor Minter requested a list concerning how the
funds for the Capital Improvement Plan are being spent.
Supervisor Nickens moved to approve the prepared
resolution. Supervisor Burton requested an amendment to the
resolution to provide for the understanding that the outlay
contingencies will come to the Board for prior approval.
Supervisor Nickens accepted Supervisor Burton's amendment.

10. Historic Sites Inventory - Jim Lehe, Department of
Development, reported to the Board that the Historical Society
has recently formed a historic preservation committee which
proposes to assist Valley governments with preservation
activities. Currently the State is offering a 50/50 matching
grant to all interested parties for surveying archaeological and
architectural sites. The Society is seeking the cooperation of
Valley governments to pursue a survey as well as other
preservation activities. Mr. Lehe also reported that since

Roanoke City has committed staff time, Roanoke County, Salem, and
Vinton would have to commit money. Supervisor Minter moved to
authorize staff to prepare a resolution in support of the
activities with a limit of $5,000.00 share for the County of
