The Roanoke County Board of Supervisors of Roanoke
County, Virginia, met this day at the Roanoke County
Administration Center, this being the third Tuesday, and the
third regularly scheduled meeting of the month of March, 1985.

1. Industrial Development Authority - Superintendent
of Development, Tim Gubala, presented a request for Industrial

Development bonds by Southern States Project. Supervisor Nickens
moved for approval of the prepared resolution.
RESOLUTION 85-34 APPROVING THE ISSUANCE
OF IDA BONDS FOR SOUTHERN STATES
COOPERATIVE, INCORPORATED
WHEREAS, the Industrial Development Authority of
Roanoke County, Virginia (the Authority), has considered the
application of Southern States Cooperative, Incorporated (the
Company) for the issuance of the Authority's industrial
development revenue bonds in an amount not to exceed $4,760,000
(the Refunding Bonds) to refund an issue of $4,760,000 Industrial
Development Revenue Bonds (Southern States Project), Series of
1982, of the Authority (the Series of 1982); and
WHEREAS, the Series of 1982 Bonds were issued by the

Authority to assist in the financing of the Company's
construction and equipping of an animal feed mill located at 1003
Walnut Street in the Town of Vinton, Roanoke County, Virginia;
and
WHEREAS, the Authority has held a public hearing on the
issuance of the Refunding Bonds on March 20, 1985; and
WHEREAS, the Authority has requested the Board of
Supervisors (the Board) of Roanoke County, Virginia (the County),
to approve the issuance of the Refunding Bonds to comply with
Section 103 (k) of the Internal Revenue Code of 1954, as amended;
and
WHEREAS, a copy of the Authority's resolution approving

the issuance of the Refunding Bonds, subject to terms to be
agreed upon, a record of the public hearing and a "fiscal impact
statement" with respect to the Project have been filed with the
Board.

BE IT RESOLVED by the Board of Supervisors of Roanoke
County, Virginia:

1. The Board of Supervisors of Roanoke County,
Virginia, approves the issuance of the Refunding Bonds by the
Industrial Development Authority of Roanoke County, Virginia, for
the benefit of Southern States Cooperative, Incorporated, to the
extent required by Section 103 (k).
2. The approval of the issuance of the Refunding
Bonds, as required by Section 103(k), does not constitute an
endorsement of the Refunding Bonds or the creditworthiness of the
Company, but, as required by Section 15.1-1380 of the Code of
Virginia of 1950, as amended, the Refunding Bonds shall provide
that neither the County nor the Authority shall be obligated to
pay the Refunding Bonds or the interest thereon or other costs

incident thereto except from the revenue and moneys pledged
therefor, and neither the faith or credit nor the taxing power of
the Commonwealth, the County nor the Authority shall be pledged
thereto.
3. This resolution shall take effect immediately upon
its adoption.

Mr. Gubala presented a request for Industrial

RESOLUTION 85-35 APPROVING THE ISSUANCE
OF IDA BONDS FOR COMMONWEALTH TOOL
SPECIALTY, INC.
WHEREAS, the Industrial Development Authority of
Roanoke County, Virginia (the Authority) has considered the
application of Commonwealth Tool Specialty, Inc. (the Company),
3140 Chaparral Drive, Suite C-l06, Roanoke County, Virginia 24018
requesting the issuance of the Authority's industrial development

revenue bond in an amount estimated at $450,000.00 (the Bond) to
assist in the financing of the Company's acquisition,
construction and equipping of a one story office and storage
I
building (the Project) off Boxwood Drive on property near
Corrugated Container Corporation and the N & W right-of-way in
Roanoke County, Virginia, and has held a public hearing thereon
on February 13, 1985.
WHEREAS, Section 103(k) of the Internal Revenue Code of
1954, as amended, provides that the governmental unit having
jurisdiction over the issuer of industrial development bonds and
over the area in which any facility financed with the proceeds of
industrial development bonds is located must approve the issuance
of the bonds; and
WHEREAS, the Authority issues its bonds on behalf of
Roanoke County, Virginia (the County), the Project is to be
located in the County and the Board of Supervisors of Roanoke
I
County, Virginia (the Board) constitutes the highest elected
governmental officials of the County; and
WHEREAS, the Authority recommends that the Board of
Supervisors approve the issuance of the Bond; and
WHEREAS, a copy of the Authority's resolution approving
the issuance of the Bond, subject to the terms to be agreed upon,
and a certificate of the public hearing has been filed with the
Board of Supervisors.
BE IT RESOLVED by the Board of Supervisors of Roanoke
County, Virginia, as follows:
1. The Board of Supervisors approves the issuance of
required by Section 103(k), to permit the Authority to assist in

the Bond by the Authority for the benefit of the Company, as
the finding of the Project.
2. The approval of the issuance of the Bond, as
required by Section 103 (k), does not constitute an endorsement
to a prospective purchaser of the Bond of the creditworthiness of

the Project or the Company, and, as required by Section l5.l-l380
of the 1950 Code of Virginia, the Bond shall provide that neither

the County nor the Authority shall be obligated to pay the Bond
or the interest thereon or other costs incident thereto except
from the revenues and moneys pledged therefor and neither the
faith or credit nor the taxing power of the Commonwealth, the
County nor the Authority shall be pledged thereto.
3. This Resolution shall take effect immediately upon
its adoption.

2. Fire and Emergency Services - Fire and Emergency
Services Coordinator, Tommy Fuqua, was present to discuss the One

for Life funds. He reported that the County would receive funds
in the amount of $12,490. Originally the Board had approved the
funds to be used for special projects. In June 1984, the Board
voted to use the funds to purchase radios. Since that time the
eight rescue squads have voted that this is their choice and need
approval from the Board. Supervisor Nickens moved to approve the
standard purchase of radios to meet the needs of rescue squads
using "One for Life" funds subject to a meeting with the squads
and their concurrence. The motion carried by the following
recorded vote:

3. Personnel - Superintendent of Personnel, Keith

Cook, was present to present a request for an amendment to
Classification and Pay Plan to establish a position of Courier.
Supervisor Nickens moved to approve the prepared resolution.

4. Department of Public Facilities - Superintendent of
Public Facilities, John Hubbard, reported on the renovation of
pinkard Court. He reported that it would cost approximately
$120,000 for the necessary repairs.
Mr. Hubbard also presented a prioritization schedule

for primary road allocations. He reported that the first three
streets named are included in the Six-Year Plan. This schedule
was developed after consideration from the planning department
and the engineering department. The public hearing is scheduled
for April 5, 1985.

Mr. Hubbard reported on the donation of fitness trail
equipment by Wood Graphics. Wood Graphics will furnish the

equipment but the County will be responsible for installation and
Wood Graphics will sell advertising to be placed on the equipment.
Staff recommended that the County use this on a trial basis and
have the equipment placed at Walrond Park.
5. Department of Development - Mr. Gubala presented a
resolution to be approved by the Board requesting a revenue bond
allocation in the amount of $5,532,225.00 for the County which
includes $6,975.00 for the Town of vinton.
RESOLUTION 85-38 REQUESTING THE ROANOKE
COUNTY INDUSTRIAL DEVELOPMENT AUTHORITY
TO REVIEW PROPOSED DEVELOPMENT PROJECTS
AND MAKE CERTAIN REQUIRED ALLOCATIONS
BE IT RESOLVED by the Board of Supervisors of Roanoke
County, Virginia, as follows:

l. That the Board hereby designates the Roanoke County
Industrial Development Authority to review and prioritize
projects by factors relating to job creation, new facilities
developed, and status of proposed development projects and to
allocate to various projects the County's allocations of
$5,532,225.00 pursuant to the Federal Deficit Reduction Act of
1984 and the Governor's Executive Order 54 (85), for purposes of
industrial development bond financing in Roanoke County; and
2. That the Board hereby directs the County
Administrator to file on behalf of Roanoke County a request with
the Department of Housing and Community Development of the
Commonwealth of Virginia for Roanoke County to retain its local

allocation for 1985 in the amount of $5,532,225.00 as set forth
in the Executive Order 54 (85) subject to the request of the Town
of Vinton to reserve unto said Town its proportionate share of
said allocation in the amount of $600,975.00.
3. That this resolution shall be in full force and
effect from and after March 26, 1985.

8. County Administrator - County Administrator, Donald
R. Flanders, presented a resolution for approval by the Board in
support of the regional zoo and parkway. Supervisor Nickens

RESOLUTION 85-40 SUPPORTING DESIGN AND
CONSTRUCTION OF A RIVER PARKWAY, THE
CONCEPT OF A REGIONAL ZOOLOGICAL PARK AT
THE LOCATION OF THE ROANOKE VALLEY
REGIONAL LANDFILL, AND A STEAM TRAIN TO
CONNECT BETWEEN DOWNTOWN ROANOKE AND
SUCH ZOOLOGICAL PARK
WHEREAS, Governor Robb has been instrumental in
promoting economic development and has properly recognized that
tourism, particularly family destination attractions, is an
integral part of economic development; and
WHEREAS, the Roanoke Valley and its neighboring
jurisdictions of Botetourt County, Franklin County, Bedford
County and the City of Bedford have important economic, cultural,
natural and historic assets in the transportation industry and
the Roanoke Transportation Museum; Center in the Square; Dixie
Caverns; Blue Ridge Parkway; the homesite of General Andrew
I
Lewis, Revolutionary War Patriot; Roanoke River and Smith
Mountain Lake; Poplar Forest, the summer home of Thomas
Jefferson; the Booker T. Washington National Historic Monument;
Bedford Museum; and Historic Fincastle and such assets have not
been fully capitalized upon in the economic development efforts
of the region; and
WHEREAS, the Blue Ridge Parkway, which is celebrating
its 50th Anniversary this year, has no family destination type
attraction between the Peaks of Otter and Mabry Mill, and the
National Park Service has stated its support for a family
destination attraction adjacent to the Blue Ridge Parkway in the
Roanoke Valley; and
WHEREAS, zoos have proven to be among the most

successful of family-oriented destination attractions, and Mill
Mountain Zoo, Inc. has begun studying the concept and financing
of a quality regional zoo which could be located at the Roanoke
Valley Regional Landfill in Roanoke County, the original Landfill
Study having called for the ultimate use of the landfill site for
recreational purposes; and

WHEREAS, inasmuch as the Roanoke Valley has always bee]
a transportation crossroads beginning with the prominent role 0
the railroads in the establishment of the Town of Big Lick morE
than one hundred years ago and continuing with the Roanoke Valle
of today being the headquarters of Norfolk & Western Railway, é
division of the Norfolk Southern Corporation, one of the larges
and most successful railway operations in America, and also thE
site of the Roanoke Transportation Museum, which has bee
designated as the official transportation museum of thE
Commonwealth, the concept of a stearn train to provide access t<
the proposed zoological park is extremely appropriate an<
attractive; and
WHEREAS, the 1985 Session of the General Assembly ha~
supported the development of the proposed River Parkway b
appropriating $250,000 for initial location and desigI
feasibility studies; and
WHEREAS, State Route 634 in Bedford and FrankliI
Counties, which provides access to the Booker T. Washingto
National Historic Monument and which is an important link betwee
Franklin County, Roanoke County, the Town of Vinton and the Cit'
of Roanoke, is much in need of improvements, and construction 0
the proposed River Parkway would increase traffic on Route 63~
and require its upgrading to a primary highway in the StatE
Highway system which would, in turn, bring into being such needec
improvements.
NOW, THEREFORE, BE IT RESOLVED by the Board 0
Supervisors of Roanoke County, as follows:
1. That the Board supports and endorses thE
construction of the River Parkway commencing at State Route 46(
and II in Roanoke County at Dixie Caverns and running easterlj
along the Roanoke River, through Roanoke County, crossing thE
Blue Ridge Parkway, providing access to a regional zoologica
park at the present site of the Roanoke Valley Regional Landfil

and terminating at State Route 634 in Franklin County, and that
such a Parkway include additional access points for ingress and
egress for Roanoke County and the Town of vinton.
2. That the concept of a regional zoological park,
located in Roanoke County, which would be a family destination
tourist attraction at the current site of the Roanoke Valley
Regional Landfill, is supported and endorsed.
3. That the concept of a stearn train to run from
Downtown Roanoke to the proposed zoological park, which train
would be an additional tourist attraction, is endorsed and
supported.

4. That the participating jurisdictions provide
regional cost sharing for the provision of essential utility
services (such as water and sewer) to the proposed regional
zoological park, as well as necessary and essential support
services, such as fire, rescue and police.
5. That the Board endorses and supports the
improvement of State Route 634 in Roanoke, Franklin and Bedford
Counties.

6. Finally, the Board supports and endorses a study of
the construction of a Vinton Connection across the Roanoke RiveI
from the River Parkway in the vicinity of Tinker Creek to Dale
Avenue (State Route 24) in the Town of Vinton.
7. That the County Administrator is directed tc
forward an attested copy of this Resolution to the Honorable John

This is a sole source purchase in order to maintain
compatibility with the existing word processing
system already in use in the County Administration
Center.
2. That the County Administrator is hereby authorized
and directed to execute the necessary documents on behalf of
Roanoke County upon a form approved by the County Attorney; and
3. That all other bids are hereby rejected and the
Clerk is directed to so notify such bidders and express the
County's appreciation for the submission of their bids.

CONVEYANCE OF THE WATER LINE INSTALLED IN
GREEN RIDGE ROAD ADJACENT TO NORTH LAKES,
SECTION 10
BE IT RESOLVED by the Board of Supervisors of Roanoke
County, Virginia, as follows:
1. That the conveyance of the water line installed in
Green Ridge Road adjacent to North Lakes, Section 10, to the
Board of Supervisors of Roanoke County, be, and hereby is,
accepted; and
2. That upon receipt of a duly executed deed upon a
form approved by the County Attorney from the developers, Tempo
Homes, Inc., the County Administrator is hereby authorized to
authenticate the acceptance thereof as made and provided by
Section l5.l-286 of the 1950 Code of Virginia, as amended.
On motion of Supervisor Nickens and the following recorded vote:

BE IT RESOLVED by the Board of Supervisors of Roanok
County, Virginia, as follows: I
1. That the conveyance of the water and sewer line

installed in Ruxton, Phase II, Section 4, to the Board 0

2. That upon receipt of a duly executed deed upon

The Board directed Mr. Flanders, County Administrator
to check with Mike Lazzuri on the Court Service Unit Advisory

Council/Youth and Family Services Advisory Board since they have
had complaints that this committee does not meet.
Supervisor McGraw nominated Mr. Murray K. White to the
League of Older Americans Committee.
Supervisor Minter nominated B. Arnold Davis for another
term on the Transportation and Safety Commission.
Supervisor Nickens moved to approve all nominations.

support for approval of House Bill 1377 regarding the fire

2. Supervisor Nickens - Presented a request by the
Commonwealth Attorney to continue the supplement in a position
that has recently been vacated in the Commonwealth Attorney's

office.
Supervisor Nickens moved to continue the supplement in
the amount of $1,483 in a position that has recently been vacated
by Mr. Vulgan in the Commonwealth Attorney's office. The motion

Montgomery County Board of Supervisors regarding the building 0
a darn in their area to provide water to Roanoke County. HE
reported that the Montgomery County Board of Supervisors have n(
interest in building the darn and that their Board has voted no

Disposition of mail, correspondence, and circulated
material to County Board - The Board discussed the curren
procedure for distributing mail. Chairman Steven A. McGra\
directed staff to continue distributing as discussed with staff.
