The Roanoke County Board of Supervisors of Roanoke
County, Virginia, met this day at the Roanoke County
Administration Center, this being the fourth Tuesday, and the
third regularly scheduled meeting of the month of April, 1985.

Supervisor Nickens moved to go into Executive Session
pursuant to the Code of Virginia Section 1.334 (a), (1), (2),
(4), and (6). The motion carried by a unanimous voice vote.
Supervisor Minter arrived during Executive Session.

OPENING CEREMONIES
The invocation was given by the Reverend William L.
Vann, Pastor, Southview united Methodist Church. The Pledge of
Allegiance was recited by all present.
IN RE:
CONSENT AGENDA
Supervisor Harry C. Nickens requested that Items 7 and
10 of the Consent Agenda be removed for discussion. Supervisor
I
Nickens questioned the purchase of three electric typewriters as
opposed to interfacing this need with the micro-computer word
processing system. He also questioned the renting of a copy
machine when all copy needs are being evaluated. John Chambliss,
Superintendent of Fiscal Management, reported that the
total cost listed on the report is for three typewriter units and
that the copy machine is being rented on a month to month basis
to be used until the study is complete.
Supervisor Nickens requested an evaluation score of the
street light on Flamingo Drive and Woodcock Circle. John
Hubbard, Superintendent of Public Facilities, reported that the
evaluation was over or right at 70.
Supervisor Nickens also asked about a time frame on the

Catawba School project. John Chambliss, Superintendent of Fiscal
Management, reported that work is scheduled to start in one week
and that it would take approximately 30 days to complete the
project.

BE IT RESOLVED by the Board of Supervisors of Roanoke
County, Virginia, as follows:
1. That those certain bids set forth as follows in the
following words and figures be, and hereby are, accepted, upon
all and singular the terms and conditions of the invitation to
bid, the specifications of the County of Roanoke, the bidder's
proposals, and the provisions of this resolution, to-wit:
a. Purchase of fire hose of various sizes complete
with fittings from Greer's Supply Company, Inc. in
the amount of $11,546.00.
b. Contract for water line replacement in the
Tinker Knoll Subdivision awarded to E. C. Pace
Company in the amount of $67,325.20.
c. Purchase of a 1984 Dodge Aries four-door sedan
for use by the Sheriff's Department from Avis
Rent-A-Car in the amount of $6,800.00.

HIGHWAYS AND TRANSPORTATION FOR PARK
ACCESS FUNDS
BE IT RESOLVED by the Board of Supervisors of Roanoke

County, Virginia, as follows:
1. That by Resolution No. 84-119 adopted on July 3,
1984, the Board approved an application to the Commission on
Outdoor Recreation and the Virginia Department of Highways and
Transportation requesting park access funds to construct state
maintained roads into Clearbrook, Garst Mill, Mount Pleasant, and
Walrond Parks; and
2. That the Board hereby approves an application to
the Commission on Outdoor Recreation and the Virginia Department
of Highways and Transportation requesting park access funds to
construct a state maintained road into Stonebridge Park; and
3. That attached to and made a part of this resolution
right-of-way to the Commonwealth of Virginia for the purpose

and application is one (1) plat or survey granting the required
aforesaid.

IN RE: PROCLAMATIONS AND RESOLUTIONS
Chairman Steven A. McGraw presented a resolution to
Betty Desper, Executive Director of Total Action Against Poverty,
congratulating this organization on its 20th anniversary.
PRO C LAM A T ION
WHEREAS, Total Action Against Poverty, Inc. (TAP) has been a
community action agency dedicated to providing a hand-up on the
ladder of opportunity to our fellow citizens in need since 1965;
I
and
WHEREAS, TAP remains committed to the concept that every
American deserves "the right to education and training, the right
to work and the right to live in decency and dignity"; and
WHEREAS, the governing body of Roanoke County recognizes the
importance of this mission and endorses TAP's efforts to
alleviate the symptoms and causes of poverty; and
WHEREAS, TAP continues to implement successful and
innovative programs designed to promote self-sufficiency; and
WHEREAS, because of these programs more than 10,000 children
have learned in Head Start early childhood development education
program; 9,250 adults and youth have received training in
education and employment programs; 2,500 have gained improved
I
housing through weatherization and rehabilitation programs; over
22,000 have benefited from emergency food, fuel, or rental
assistance; 35,000 have averted hunger through food supplements
from Southwest Virginia Community Foodbank; numerous battered
women and their children have escaped from a life of suffering
and violence; and

WHEREAS, TAP has become fully integrated into the network of
service providers as is evidenced in the number and quality of
projects that were developed at TAP and spun off on the national
and state levels. These programs include the Virginia Water
project and National Demonstration Water Project, Virginia CARES,
as well as Project Discovery; and
WHEREAS, locally TAP has created and spun off the Legal Aid
Society of Roanoke Valley, Southwest Virginia Community
Development Fund, League of Older Americans and Roanoke Agencies
Dial-A-Ride (RADAR); and
WHEREAS, TAP's struggle in the war on poverty is documented
in the book No Cease Fires, which not only details the history of
TAP but points out the reasons for the continuing role of
community action here and throughout the country; and
WHEREAS, 1985 marks the twentieth anniversary of TAP's
commitment to these honorable and worthwhile aims.
NOW, THEREFORE, I, Steven A. McGraw, Chairman of the Board
of Supervisors of Roanoke County, Virginia, do hereby proclaim
June 7, 1985, as TAP DAY in Roanoke County.
Chairman Steven A. McGraw presented a proclamation to
Steve Wice and Mary Banks of the League of Older Americans
proclaiming April 22 through April 28 as National Volunteer Week.

WHEREAS, April 22 through April 28, 1985, has been
designated as National Volunteer Week; and
WHEREAS, National Volunteer Week is being sponsored in
conjunction with the League of Older Americans; and
WHEREAS, the League of Older Americans sponsors volunteer
programs such as the Red Cross, the Boy Scouts, the Girl Scouts,
Big Brothers/Big Sisters, the Ogden Senior Citizen Center, and
the Foster Grandparents Program; and
WHEREAS, there are approximately 426 volunteers over the age
of sixty from throughout the Roanoke Valley.

April 22 through April 28, 1985, as
NATIONAL VOLUNTEER WEEK.
Chairman McGraw also presented a resolution to Cheri
Harman proclaiming Mayas Safety Belt Month.
PRO C LAM A T ION
WHEREAS, motor vehicle accidents are the number one killer
of persons up to the age of 14; and
WHEREAS, safety belts when used can effectively reduce the
chance of death or serious injury by at least 50 percent; and

WHEREAS, young children are especially vulnerable in motor
vehicle accidents, when not properly restrained, and when in the
vehicle of an unbuckled adult; and
WHEREAS, each fatality and serious injury exacts a costly
toll on our community in the Roanoke Valley; and
WHEREAS, the Junior League of the Roanoke Valley, Virginia,
Inc., is joining forces with the police departments of Roanoke
City, Roanoke County, Vinton, and Salem, as well as with the
Roanoke Valley Safety Council, the Virginia Auto Safety Alliance,
the Red Cross, and WFIR Radio to promote a month-long safety belt
educational program entitled "Get Caught - Buckled Up!".
NOW, THEREFORE, we, the undersigned do hereby proclaim the
month of May, 1985, as

WHEREAS, National Extension Homemakers Council week has been
established as May 5 through May 11; and
WHEREAS, the Virginia Extension Homemakers Council is an
organization that sponsors eight major educational programs and
its membership is open to any person regardless of race, color,
sex, national origin or economic status; and
WHEREAS, the Roanoke Valley Extension Homemakers Council
intends to observe the national week of celebration by a Cultural
and Creative Exhibit at the Arts Council Gallery, Center in the
Square; and
WHEREAS, there are presently twenty-seven groups
constituting this organization in the Roanoke Valley.

WHEREAS, the National Association of Realtors is sponsoring
April 28 through May 4, 1985, as Private Property Week; and
WHEREAS, President Reagan has designated April 28 through
May 4, 1985, as Private Property Week and he urges to make this
week an opportunity to encourage our fellow Americans to reflect
upon the importance of private property rights for all citizens;
and
WHEREAS, our nation draws its strength from the freedoms and
~ights established in our Constitution. Among them, the
Lundamental right to property. The Bill of Rights itself
~nshrines this right of ownership; and
WHEREAS, the ownership of private property strengthens our
emocratic system and form of government and promotes lasting
rosperity.
WHEREAS, the Roanoke Valley Board of Realtors is cooperating

WHEREAS, the Young Women's Christian Association has been
tIe advocate and champion of women and girls for more than 13
decades -- since the time they first traveled to cities seeking
jcþs and needing affordable housing to their travels of today

WHEREAS, the YWCA focus has always been on expanding the
dimensions of life for women of all ages, economic, religious and
WHEREAS, the YWCA of the U.S.A. is ever mindful of its 83

racial backgrounds; and
sister Associations in the World YWCA and seeks to eradicate war
and human suffering wherever it exists; and
WHEREAS, nationally, the YWCA has single-mindedly worked to
achieve the elimination of institutional racism, full and fair
employment, empowerment of women, prevention of teenage pregnancy
and protection of the vulnerable.
NOW, THEREFORE, I, Steven A. McGraw, Chairman of the Board
of Supervisors of Roanoke County, Virginia, hereby proclaim April
21- 27, 1985, National YWCA Week in Roanoke County. We are
proud to join the 450 community and student YWCAs and their two
million participants in celebrating all their notable
achievements during National YWCA Week.

Chairman McGraw presented a resolution of appreciation
to Margaret Reamy for her work on the Courthouse dedication
ceremonies. County Administrator, Donald R. Flanders, presented
Mrs. Reamy with a corsage. Supervisor Nickens moved to approve
the prepared resolution.

MARGARET REAMY FOR HER CONTRIBUTIONS TO
THE COURTHOUSE DEDICATION
WHEREAS, Margaret Reamy is a full-time temporary
employee with Manpower Temporary Services; and
WHEREAS, Margaret Reamy worked full-time as a
temporary employee for four months in the County Administrator's
WHEREAS, as a result of her excellent and tireless

Office; and
performance in that position she was requested to assist the
County Administrator in the coordination of activities for the
dedication of the new County Courthouse.

NOW THEREFORE, BE IT RESOLVED that the Board of
Supervisors hereby expresses its appreciation to Margaret Reamy

for her leadership in the dedication of the new County Courthouse
and in particular for her thorough attention to the plans and
details in successfully accomplishing this dedication,
specifically the Board further appreciates and recognizes her
efforts in regard to the planning and supervision of the menu,
the flowers, and the professional announcements and invitations.

County Fire Chief of Company 10; Donald Gillespie, County Fire
Chief of Company 3; Captain Doug Webb, Rescue 4; Captain Joe
Spiegel, Rescue 2 were present to accept the proclamation. Tommy
Fuqua, Fire and Emergency Services Coordinator for Roanoke
County, was also present. Supervisor Burton moved to approve the
prepared resolution.
RESOLUTION 85-62 EXPRESSING APPRECIATION
TO THE ROANOKE DIVISION OF FIRE AND
EMERGENCY SERVICES, THE VIRGINIA DIVISION
OF FORESTRY AND NUMEROUS CITIZEN
VOLUNTEERS FOR THEIR WORK DURING THE
FOREST FIRE ON FORT LEWIS MOUNTAIN
WHEREAS, in March of 1985 a fire consumed in excess of
I
700 acres of the Hanging Rock area of Fort Lewis Mountain; and
WHEREAS, Company 10 (Masons Cove) and Company 5
(Hollins), the first due companies for that area, were assisted

WHEREAS, the Virginia Division of Forestry coordinated
with the local fire fighters as well as numerous citizen
volunteers in a cooperative effort to fight this fire for three
days from March 28 through March 31, 1985; and
WHEREAS, the American Red Cross and their related
volunteer support groups as well as restaurants, grocery stores,
convenience stores and others supplied and coordinated the food
and refreshment for the firefighters.
NOW, THEREFORE, BE IT RESOLVED that the Board of
Supervisors of Roanoke County does hereby express its
appreciation to the Roanoke County Division of Fire and Emergency
Services, the Virginia Division of Forestry, and the citizen
volunteers who assisted in fighting this massive conflagration
and commends all of those individuals who put their lives on the
line to protect other lives and property in Roanoke County and
all other citizen and volunteers who supported the firefighters
during this emergency operation.

Mr. Wayland Winstead, President of the Cherokee Hills
Homeowners Association and is the citizen representative on the
Fifth Planning District Commission, 5353 Cherokee Hills Drive,
Salem, Virginia, requested that the Board include the streets in
Section 1 of their subdivision in the rural additions portion of
County roads. Mr. Winstead also presented the Board with a
petition signed by the neighbors in that area.

Public Hearing on Sale of 1.2 +/-
acre of property located in the City
of Salem, Tax Map No. 162-1-1 (City
of Salem).
Paul Mahoney, County Attorney, reported that he has

received several offers for the purchase of this property and as
a result has attempted to negotiate a contract for the sale with
Deyerle and Associates. Pursuant to Section 15.1-262 of the Code
of Virginia a public hearing is required prior to the disposition
or the sale of any property owned by a County Board of
Supervisors. Mr. Mahoney also reported that legal notice was
given in the Roanoke Times and World News on April 9 and April
16, 1985. There is a contract by Deyerle and Associates in the
amount of $63,000.00 which has been executed. Mr. Mahoney
reported that he has received several objections by other parties
and citizens since the signing of that contract. Mr. Mahoney
presented a formal resolution to be approved by the Board or the

Board may choose to open up the public hearing for bids.
Mr. Edward A. Natt was present on behalf of Mr. Deyerle
to oppose the possibility that the Board may open this sale of
property for bidding. Mr. Natt felt that since the contract had
already been signed, the transaction was closed.
Mr. William E. Lee, 1207 Goodwin Avenue, Salem,
Virginia, 24153, was present to request the Board to open the

public hearing for bids. He reported that he was the high bidder
on this property when it was placed for sale in 1983 and the
Board voted not to sell the property. Mr. Lee also reported that
he had called about the property and was informed that the
property would be appraised. Mr. Lee felt he was not given
proper notice because he saw it being surveyed and at that time
discovered that the contract had already been signed.
Ralph C. Wiegandt, attorney for James Allen was also
present requesting that the Board open the public hearing for
bidding. Mr. Wiegandt represented that he felt the signing of
the contract with Deyerle Associates was premature.
Supervisor Nickens moved to proceed with a public
auction and to designate the County Administrator, Donald R.
Flanders, as the officially designated County representative to
receive bids.
Supervisor Brittle provided a substitute motion to
approve the prepared resolution which ratifies the contract with
Deyerle Associates. The motion failed by the following recorded

Mr. Fred Altizer of the Virginia Department of Highways
and Transportation was present to answer any questions the Board
may have. Mr. Altizer reported that the purpose of setting
priorities is to maximize the effect of each construction dollar.
The Highway Department is trying to turn out the maximum number
of projects within their given resources. The list of priorities

presented by Fred Altizer is based on the funds that could be
expended in terms of those priorities and maximize the amount of
dollars allocated to each project in terms of what the Highway
Department can absorb within the given pipeline of the project.
The bridge projects were moved up because it will take longer to
complete these type of projects.
Chairman McGraw directed John Hubbard to send a letter
to the City of Salem explaining the problem with railroad
crossing gates on Duiguids Lane.
County Administrator, Donald R. Flanders, reported that
he has received a letter from Mr. King relative to a
determination to be made by May 1, 1985, for industrial access
funding for the future. Mr. Altizer reported that if the County
wishes to participate in revenue sharing, the Department of
Highways must know because of budgetary reasons prior to May 1,
1985, of the amount each Counties wishes the Department to match.

Supervisor Burton requested that John Hubbard establish
what the differences are between his prioritization and the
Department of Highways' prioritization. Supervisor Nickens
requested that the public hearing be continued to Thursday, April
25, to give the staff time to meet with the Department of
Highways and Transportation to get the priorities in order.
Supervisor Burton requested side by side state and county
priorities with rationale.

presented a report to the Board on temporary roof repairs at

Department will be taking another look at Cherokee Hills Drive to
determine what needs to be done.

Revenue Sharing monies might be used to approve and bring

John Hubbard presented a report to the Board concerning
the matching fund policy. Supervisor Nickens moved to set aside
$124,000.00 of revenue sharing funds for the purpose of having
the state match that amount on a 50/50 basis; $42,500 of the
amount to be set aside for the Hollins project; and $50,000
marked in the budget for Hot Mix not necessarily go for Hot Mix
but for improvements to county roads prioritized by staff.

County, Virginia, as follows:
1. That Section 33.1-75.1 of the Code of Virginia
authorizes an allocation of State funds for the maintenance,
improvement, construction or reconstruction of the systems of
State highways in the Commonwealth of Virginia, and that the
Virginia Department of Highways and Transportation shall make an
equivalent matching allocation to any county for designations for
such purpose by the governing body of up to 25% or $500,000.00,
whichever is greater, of federal revenue sharing funds received
by it during the current fiscal year. In addition an equivalent
amount from County general funds in lieu of federal revenue
sharing funds may be utilized for these purposes. Total State
funds allocated on a statewide basis for these purposes shall not
exceed $5 million in any fiscal year.
2. That the Board hereby appropriates the sum of
$124,000.00 from revenue sharing funds or County general funds
for the 1985-86 fiscal year budget to match those funds allocated
by the Virginia Department of Highways and Transportation
pursuant to Section 33.1-75.1 to be utilized for secondary road
improvements in Roanoke County, Virginia.
3. That it is the intent of the Board to expend the
$124,000.00 in matching funds as follows: $42,500.00 to be
allocated for the elimination of hazardous roadway conditions
situated in the Counties of Roanoke and Botetourt in the Hollins
Community Development area; $50,000.00 to be expended for the
secondary road plant mix program in Roanoke County; and the
balance of remaining matching funds to be utilized for secondary
road improvements in Roanoke County.
4. That a duly attested copy of this resolution and
the attached priority list be forthwith forwarded to the Virginia
Department of Highways and Transportation.

Uniform Statewide Building Code and is currently enforced by the
County Building Department. This agreement shall be effective

WHEREAS, the Roanoke County Board of Supervisors is
submitting applications for Farmer's Home Administration,

Virginia Department of Housing and Community Development,
Virginia Water Projects, and Virginia Housing Development
Authority monies to install sewage treatment and water supply
facilities, to rehabilitate some or all of seventy nine dwelling
units and to construct neighborhood park facilities in the
Hollins Community Development Area; and
WHEREAS, Route 648 is located in both the counties of
Roanoke and Botetourt and serves the entire Hollins Community
Development Area; and
WHEREAS, two severe curves along Route 648 situated in
Botetourt County result in substantial roadway hazard at the
intersection of Routes 1906 and 648 in Roanoke County; and
WHEREAS, the sight distance at the intersection of Routes

1905 and 648, situated in Roanoke County, is inadequate and
unsafe; and
WHEREAS, the Virginia Department of Highways and
Transportation has authorized the expenditure of revenue sharing
funds by both Roanoke County and Botetourt County, contingent

governing bodies in accordance with amended Section 33.1-75.1 of

such contribution as provided for in Section 33.1-75.1 of the

Supervisor McGraw - Directed the County Attorney, Paul
Mahoney, to prepare a lease or the necessary legal documents to
allow the citizens in the Catawba area to begin using their
Community Center. He also reminded the Board that the resolution
for E9ll purposes does not allow for the renaming of streets.

Supervisor Nickens moved to adjourn until 4:00 p.m.
Thursday, April 25, 1985, to go into Executive Session pursuant to
the Code of Virginia and continue the public hearing on the
Six-Year Plan, to consider the adoption of the School Board Budget
and to consider further budget proposals submitted by the County
Administrator, and any other business that comes before the Board.
The motion carried by a unanimous voice vote.
