The Roanoke County Board of Supervisors of Roanoke
County, Virginia, met this day at the Roanoke County
Administration Center, this being an adjourned meeting from the
April 23, 1985, meeting, the third regularly scheduled meeting
for the month of April, 1985.

CALL TO ORDER
Chairman McGraw called the meeting to order at 4:03 p.m.
The roll call was taken.

EXECUTIVE SESSION
Supervisor Minter moved to go into Executive Session
pursuant to the Code of Virginia Section 1.334 (a), (I), (2),
(4), and (6). The motion carried by a unanimous voice vote.

OPEN SESSION
Supervisor Nickens moved to return to Open Session at
5:16 p.m. The motion carried by a unanimous voice vote.
IN RE: PROCLAMATIONS AND RESOLUTIONS
Chairman Steven A. McGraw presented a Proclamation
acknowledging National Secretaries' Week.

PRO C LAM A T ION
WHEREAS, April 22 through April 28, 1985, has been

designated as National Secretary's Week; and
WHEREAS, the Board of Supervisors of Roanoke County desires
to express its appreciation for the tireless work efforts of the
secretaries in the County Administration Offices; and
WHEREAS, the Board also desires to express its appreciation
for all secretaries throughout the County system; and
WHEREAS, the Board further desires to recognize the
outstanding efforts of all County secretaries who assist the
Board in facilitating and accomplishing its governmental duties.
NOW, THEREFORE, I, Steven A. McGraw, Chairman of the Board
of Supervisors of Roanoke County, do hereby proclaim the week of
April 22 through April 28, 1985 as
SECRETARY'S WEEK IN ROANOKE COUNTY.

IN RE:
CONTINUATION OF PUBLIC HEARING ON HIGHWAYS
Mr. Hubbard presented a chart of the 1984-1985
priorities set by the Board last year and the staff's priorities
of 1985-1986 and the Virginia Department of Highways and
Transportation's priorities for 1985-1986. The Highway
Department and the staff agree on the list of priorities.
Supervisor Nickens moved to spread a resolution to show the
Board's concurrence with the staff's recommendation and the State
Highway Department's priorities for the 1985-1986 Secondary Road
Schedule.
RESOLUTION 85-65 APPROVING CONSTRUCTION
FUND PRIORITIES FOR THE VIRGINIA
DEPARTMENT OF HIGHWAYS AND TRANSPORTATION
SECONDARY SYSTEM FOR ROANOKE COUNTY FOR
FISCAL YEAR 1985-86

BE IT RESOLVED by the Board of Supervisors of Roanoke
County, Virginia, as follows:

1. That pursuant to due notice and public hearing, the
Board does hereby establish for fiscal year 1985-86 those certain
construction fund priorities for the Virginia Department of
Highways and Transportation secondary system of highways in
Roanoke County as set out on that certain list of priorities with
recommended amendments as presented to the Board at its meeting
on April 25, 1985; and
2. That a copy of this resolution duly attested be
forthwith forwarded to the Virginia Department of Highways and
Transportation - Salem Residency office along with a duly
attested copy of said priority list with amendments by the Clerk
to the Board.
On motion of Supervisor Nickens and the following recorded vote:
AYES: Supervisors Minter, Brittle, Burton, Nickens, and McGraw

IN RE:
SCHOOL BOARD BUDGET
Supervisor Brittle moved to consider the School Board
budget by category. The motion carried by the following recorded
vote:

Supervisor Nickens moved that the School Board budget
be approved with local contributions totalling $23,350,811.00
with the understanding that any sales tax generated in excess of
$287,816.00, which is projected in the School Board budget, be
reduced from the proposed budget of $23,350,811.00. Supervisor
Nickens reported that this motion will allow those employees at
the top of the current pay scale to receive a 7 percent increase,
those not at the top will receive a 10 percent increase, and
other personnel will receive a 4 percent plus one step increase.
Supervisor Burton expressed a concern that the County

employees' salaries do not match those of employees of the School
Board.
Supervisor Nickens called for questions on the motion.

The motion failed by the following recorded vote:
AYES: Supervisors Brittle, Burton, and Nickens
NAYS: Supervisors Minter and McGraw
Supervisor Minter expressed his concern that this year
the County is not raising real estate taxes or personal property
taxes, that the money is available in the County budget and that
it is a question of priorities. He suggested reducing trash
collection fees and starting curbside collection, and that this
would give 1.5 million additional monies to use toward the School
Board budget. He also reported that he would support a motel or
transient occupancy tax.
Supervisor Nickens moved that the local share of the
any additional sales tax generated in excess of $287,816.00.

any additional sales tax generated in excess $287,816.00.
Supervisor Nickens called for questions.

Supervisor Minter moved to fund the local share of the

Supervisor Nickens moved to adjourn. Supervisor
Nickens' motion to adjourn failed by the following recorded vote:

Chairman McGraw called for a vote on Supervisor
Minter's motion to fund the local share of the School Board
budget at $23,950,000.00.
RESOLUTION 85-64 APPROVING A BUDGET FOR
THE ROANOKE COUNTY SCHOOL BOARD FOR
FISCAL YEAR 1985-86
BE IT RESOLVED by the Board of Supervisors of Roanoke I
County, Virginia, as follows:
1. That a certain budget adopted and submitted by the
Roanoke County School Board for fiscal year 1985-86 to the Board
of Supervisors in the total amount of $23,950,000.00 be, and
hereby is, approved as made and provided by Section 22.1-93 of

the 1950 Code of Virginia, as amended; and
2. That an attested copy of this resolution be
forthwith forwarded to the Clerk of the Roanoke County School
Board.
On motion of Supervisor Minter and the following recorded vote:
AYES: Supervisors Minter, Brittle and McGraw
NAYS: Supervisors Burton and Nickens
Supervisor Brittle moved that the categorization be
referred to staff.
Supervisor Brittle called for questions on
the motion. The motion passed by the following recorded vote:
AYES: Supervisors Minter, Brittle, and McGraw
NAYS: None

IN RE:
WEST COUNTY RESERVOIR PROJECT
John Hubbard, Superintendent of Public Facilities,
reported that in January, the County proceeded to receive a
withdrawal permit (40l permit) from the State Water Control Board.

The County also pursued a 404 permit from the Army Corps. of
Engineers. The 401 permit was obtained from the State Water
Control Board which allowed the County certain restrictions that
the County could withdraw water from the Roanoke River. Mr.
Hubbard has now received a letter from the Army Corps. of
Engineers that indicates that the State of Virginia does not have
the right to specify withdrawal, only the Army Corps. of
Engineers has the jurisdiction on withdrawal rates. The Corps.
has a much lower withdrawal rate. The new restrictions will
limit the use of the proposed site for water supply and cut the
water withdrawal from 30 million to below 10 million. Mr.
Hubbard reported that he needs to pursue the letter he received
today from the Norfolk District Corps. of Engineers and suggested
that the County discuss this with the Corps. of Engineers in
Wilmington. Donald R. Flanders, County Administrator, reported

that he has tried to get in touch with Trible and Warner and Olin
today and he will try to contact them in the morning and set up a
meeting in Richmond. He reported that he will contact the State
I
Water Control Board and representatives of the Army Corps. so
they can also attend.
IN RE:
MONTGOMERY COUNTY DAM PROJECT
Supervisor Burton moved that an analysis of the
questions that the County has submitted and the answers the
County has received and the lack of understanding of one branch
from another branch from the same department of the Army and the
lack of communications between the Department of the Army and the
Department of the Interior should be reported and submitted to a
Congressional representation and to members of the Department of
the Office of Budget and Management to send it to President
Reagan and liaisons of local government to receive their
reactions. The motion carried by the following recorded vote:

BUDGET DISCUSSIONS
Supervisor Brittle moved that the role of the Human
Services Committee be expanded to consider cultural concerns and
that the sum of $56,000.00 be dedicated to their purpose.
Supervisor Brittle withdrew his earlier motion.
Supervisor Nickens moved that $50,000.00 of revenue
sharing funds be set aside for road improvements and $42,500.00
be set aside for Hollins. Supervisor Brittle called for
questions on the motion. The motion carried by the following
recorded vote:

Supervisor Burton moved to go into Executive Session at

Supervisor Burton moved to return to Open Session at
10:55 p.m. The motion carried by a unanimous voice vote.
