The Roanoke County Board of Supervisors of Roanoke
County, Virginia, met this day at the Roanoke County
Administration Center, this being the fourth Tuesday, and the
third regularly scheduled meeting of the month of May, 1985.

OPENING CEREMONIES
The invocation was given by the Reverend David L. Wade
of Bonsack United Methodist Church. The Pledge of Allegiance was
recited by all present.
IN RE:
CONSENT AGENDA
Supervisor Burton asked for discussion on Items 2, 6,
8, 10, 15, and 16.
Item 2 - Supervisor Burton directed staff to approve
the request for a fireworks permit from Hills providing that the

County receives a written agreement from them agreeing to the
Sheriff's provisions.
Item 6 - Paul Mahoney, County Attorney, reported that
he would prepare a resolution for adoption by the Board when he
receives a copy of legislation from Mr. Olin.
Item 8 - Supervisor Burton pointed out that the
renewal time of the contract with Employee Assistance Plan has
expired. Keith Cook, Director of Personnel, reported that the
Bid Committee gave concurrence to renew the contract since it was
under the $10,000.00 limit and that this report was submitted to
the Board as an action report. He also reported that the Bid
Item 10 - Supervisor Burton asked John Chambliss,

Committee did meet the May 20, 1985, deadline.
Superintendent of Fiscal Management, why the budgetary amount
under Employee Benefits on the financial statement had been
exceeded. He reported that this was for paYment of the Workman's
Compensation insurance which would be brought to the Board by an

appropriation at the second meeting in June. Chairman McGraw
requested a more detailed breakdown on the Board of Supervisors'

expenditures.
Item 15 - Supervisor Burton reported that there were no
new constructions included in the allocations for the primary and
urban highway systems with the exception of the 1987-1988 fiscal
year for preliminary engineering and right of way acquisitions
for the Plantation Road widening. Supervisor Burton moved to
instruct the County Attorney to investigate the legal remedies
available to persuade the Highway Commission to address the needs
of Roanoke County. The motion carried by the following roll call
vote:

ABSENT: Supervisor Nickens

The Public and the State Highway
Commission of Virginia
This matter came this day to be heard upon the
proceedings herein, and upon the application for Green Meadow
Road, from .05 miles west of the intersection of Brahma Road and
Green Meadow Road to dead end, to be accepted and made a part of
the Secondary System of State Highways
It appearing to the Board that drainage easements and a
50 foot right-of-way for said road have heretofore dedicated by
virtue of certain map known as Lakeland Farms, Section 2, which
was recorded in plat Book 9, Page 168, of the records of the
Clerk's office of the Circuit Court of Roanoke County, Virginia,

on June 11, 1980, and that by reason of the recordation of said
map no report from a Board of Viewers, nor consent or donation of
right-of-way from the abutting property owners is necessary. The
Board hereby guarantees said right-of-way and right for drainage.
NOW, THEREFORE, BE IT ORDERED that said road known as
Green Meadow Road, from .05 miles west of the intersection of
Brahma Road and Green Meadow Road to dead end, and which is shown
on a certain sketch accompanying this Order, be, and the same is
hereby established as a public road to become a part of the State
Secondary System of Highways in Roanoke County, only from and
after notification of official acceptance of said street or

IN RE:
CITIZENS COMMENTS AND COMMUNICATIONS
Mr. Ron stoots of the Virginia Department of Highways
and Transportation was present to request the Board's action on
the Brambleton Avenue changes. He reported that the intersection
of Garst Mill Road and Brambleton has been relocated to be
aligned with the intersection to Valley Forge. Because of this
Route 682 needs to be vacated (.18 mile) to be replaced by a new
section of .22 mile. The old road will be offered for sale to
the adjoining property owners. Supervisor Burton recommended
that this matter be referred to the County Attorney and reviewed
by Public Facilities to be included in the Consent Agenda at a

future date.
Elizabeth Stokes, Clerk of Circuit Court, reported that
she needs to transport books from the old vault to the archives
in Richmond. Tentative dates have been set for June 12 and June
26. She has received three quotes, the lowest of $2,950.00.
Supervisor Minter moved to spread an appropriation resolution and
a resolution accepting the lowest bid.

APPROVED WITH CONDITIONS
Mr. David Brooks, President of the Roanoke Moose Lodge,
was present to answer any questions the Board might have. Mr.
Brooks assured Supervisor Burton that there would be someone
watching the grounds when there were campers present. Supervisor
Brittle inquired about the type of vehicles allowed to camp on
the property. Mr. Brooks informed him that all vehicles would be
self-contained recreational vehicles. Mr. Rob Stalzer, Planning
Coordinator, was also present to answer questions of the Board.
He reported that the site distance would have to be evaluated by

the State Highway Department. He reported that the Health
Department has not officially been requested to evaluate the
sewage in that area because he feels that based on the proffers
established at the Planning Commission, if the rezoning were
granted it would be contingent upon the successful evaluation of

PROFFER OF CONDITIONS
TO THE HONORABLE SUPERVISORS OF ROANOKE COUNTY:
Being in accord with Sec. 15.1-491.1 et seq. of the
Code of Virginia and Sec. 21-11 of the Code of Roanoke County,
the Petitioner, Roanoke Moose Lodge #284 hereby voluntarily
proffers to the Board of Supervisors of Roanoke County, Virginia
the following conditions to the rezoning of the above-referenced

discretion of the Roanoke County Planning Director.
2. Existing sewage treatment facility to be inspected

Burton requested a list of the people serving on this committee.
Fifth Planning District Commission - Supervisor Burton !
directed the Deputy Clerk to contact Mr. Lee B. Eddy to see if he
is willing to serve another term on this committee.
Water Impoundment Safety Technical Advisory Committee -
Supervisor Minter moved to put the committee in inactive status
until needed. The motion carried by a unanimous voice vote with
Supervisor Nickens absent.
IN RE: WORK SESSIONS
1. Regional Geographic System - Rob Stalzer, Director
of Planning, requested that the Board schedule a work session at
a future date when Gordon Dixon can be present.
2. Consideration of Roanoke County Auditor position -
Keith Cook, Director of Personnel, reported that the salary range

for this position will be unclassified and will range from
$35,000.00 to $43,000.00 per year. Mr. Cook reported to the
Board that he thought the position should require a C.P.A.
I
suggested that the job description report a requirement of C.P.A. !I
Supervisor Brittle
because of the level of expertise required.

Supervisor Minter reported that he felt that the
job should require a C.P.A. Supervisor Burton requested that
"management experience" be listed as a part of this description
instead of "supervisory experience". Supervisor Minter moved to
establish the position of Auditor effective July 1, to be an
$43,000.00 and to advertise as widely and reasonably as possible.

Administrative Analyst, presented a memo to the Board with
different alternatives on publication. Supervisor Burton felt
that the monthly issue would be the best alternative since it is
to be an informative paper. Supervisor Brittle favored the
combination approach with eight pages issued six times per year.
Ms. Turner reported that 35,000 copies would be required to reach
all county citizens. Supervisor Burton moved to approve the

approximately $7,000.00 in furniture that this committee will
recommend to be returned to the vendor to receive a credit.
However, if the furniture is returned the County will receive
only an 85 percent credit by the vendor. Mr. Mahoney requested
direction by the Board as to whether they should return the
furniture and suffer the 15 percent loss or keep the furnishings
and try to assign them to other departments. The committee
recommends that the furnishings be returned for as much credit as t

RESOLUTION 85-84 CHANGING THE NAME OF
KNOLL ROAD TO HITECH ROAD
BE IT RESOLVED by the Board of Supervisors of Roanoke
County, Virginia, as follows:
1. That pursuant to the provisions of Section
15.1-379, Code of Virginia, 1950, as amended, that portion of
Knoll Road in the Jamison Industrial Park is hereby renamed and
changed to "Hi tech Road". The purpose of this change in name is
to alleviate a serious traffic problem through the Tinker Knoll
Subdivision.
On motion of Supervisor Minter and the following recorded vote:

Mr. Hubbard also presented a report on the street light

Partnership and to the Western Virginia Development Corporation
and John Hubbard, Superintendent of Public Facilities, to the

voice vote with Supervisor Nickens absent.
6. Department of Development - Rob Stalzer, Planning
Coordinator, reported that the CDBG application process is coming
to a close and that the application will be submitted before 5:00
p.m. Friday, May 31, 1985. He presented a proposed resolution to
approve the Community Development Block Grant, a budget, and a
map describing the park facilities proposed, and a resolution
concerning the Counties affiliation to the Hollins Community
Development Corporation and the Farmers' Home Administration.
The Community Development Block Grant program will supply the
County with a full time position for two years including
benefits, insurance, etc. Thirty-eight units in the Hollins
Community Development area will be rehabilitated. The units will
be brought up to Housing and Urban Development standards. The
average cost per unit will be $11,000.00. Roads in the area will
be improved¡ one in Roanoke County and three in Botetourt County.
The S curves will also be removed from the roads. All the costs,
except inspection, of the park facilities will be paid by the
Virginia Community Development Block Grant. The park will be
located in the County and owned and operated by the County. The
total expended on sewer and water will be $1,441,321.00. The
primary cost will be through Farmers' Home Administration
(approximately $1,347,000.00) and additional monies may be
received from the Virginia Water Projects for the construction of
sewer and water laterals.

Mr. Stalzer explained that the resolution for the
Community Development Block Grant states that the County is
applying in a joint project with Botetourt County for $700,000.00
and that the County is applying on behalf of Botetourt County,
and the it also establishes the project title and the allocation
of monies is determined. Mr. Stalzer also reported that sewer
and water connections for Roanoke and Botetourt Counties will be
waived and building fees for Roanoke and Botetourt County will be
waived for residents in the project area. A portion of Roanoke
County expenditure of funds will be waived for project
administration. Also, expenditure of funds for construction and
inspection services will also be waived. Mr. stalzer reported
that in this resolution under Item E, the amount of $85,000
should be changed to $88,632.00 and Item F, the amount of
$85,000.00 should be changed to $81,368.00. These figures need
to be changed because Botetourt County did not receive all the
funds requested to match those of the Virginia Department of
Highways and Transportation. If Roanoke County increases its
share in this project from $42,500.00 to $46,132.00 it will make
up the Highway Department's match that Botetourt County will not
receive. Mr. Stalzer requested that under Item G of this
resolution that the wording in the last line be changed from
"without" to "lacking same". Item J should also be changed to
$81,368.00. Item 5 should be changed from "public input into" to
"the public comment concerning". This is the resolution that
will accompany the budget statement that will report that the if
the County is awarded these funds, the other appropriations are
available.
The second resolution, pertaining to the Farmers Home
Administration, paragraph 5 gives sole control of the system to
the Hollins Community Development Corporation which is required
by the Farmers' Home Administration. Paragraph 1 requests that

the connection fees be waived for twelve months after
construction is completed.
Supervisor Minter moved to approve the prepared
resolution.

RESOLUTION 85-85 AUTHORIZING THE SUBMISSION OF AN
APPLICATION FOR A VIRGINIA COMMUNITY DEVELOPMENT BLOCK GRANT
TO INSTALL SEWAGE TREATMENT FACILITIES AND WATER SUPPLY
FACILITIES, TO REHABILITATE SUBSTANDARD HOUSING, TO
RECONSTRUCT AND IMPROVE ROADWAYS, AND TO DEVELOP A PARK IN
THE HOLLINS COMMUNITY DEVELOPMENT AREA LOCATED IN THE
HOLLINS MAGISTERIAL DISTRICT OF ROANOKE COUNTY AND THE
AMSTERDAM MAGISTERIAL DISTRICT OF BOTETOURT COUNTY.
BE IT RESOLVED by the Board of Supervisors of Roanoke County,
Virginia, as follows:
1. The County of Roanoke, with and on behalf of Botetourt
County, wishes to apply for Virginia Community Development
Block Grant Funds¡
2. The Project Title is: Hollins Community Development Project.
The Project is as described in the application for VCDBG
funds.
3. The County of Roanoke, with and on behalf of Botetourt
County, is requesting $700,000 in VCDBG funds. Of these
funds, $322,143 will be allocated to Botetourt County¡ the
remaining $377,857 will be allocated to Roanoke County.
4. The Board of Supervisors hereby authorizes, if the County
receives VCDBG funding for this project:
(a) The waiver of sewer and water connection fees by Roanoke
and Botetourt counties for residences located within the
project area not connected to a public sewer or water
system. (Estimated Value of $59,500).
(b) The waiver of building permit fees by Roanoke and
Botetourt counties for residences located within the
project area that will be rehabilitated. (Estimated
Value of $2,850).
(c) The expenditure of Roanoke County funds for a portion of
project administration expenses including salaries,
fringe benefits, office supplies, postage, and telephone
(Estimated Value of $14,479).
(d) The expenditure of Roanoke County funds for construction
inspection services. (Estimated Value of $10,500).
(e) The expenditure of Roanoke County and Botetourt County
general revenue sharing funds for improvements to
portions of Virginia Route 648 located within the
project area. (Estimated Value of $88,632).
(f) The expenditure of Virginia Department of Highways and
Transportation funds for improvements to portions of

for the construction and installation of public water
and sewer facilities intended to adequately dispose of

was obtained at a properly advertised public hearing held May
14, 1985, at the Roanoke County Administration Center
attended by thirty-one residents of the proposed project

6. That the County Administrator of Roanoke County is authorized
to sign and submit all appropriate information necessary to
constitute joint application for Virginia Community
Development Block Grant funds for the counties of Roanoke and
Botetourt.

DEVELOPMENT CORPORATION'S WATER AND
SEWER SYSTEMS
WHEREAS, the citizens of the Hollins Community Development
Area located in the northern portion of Roanoke County and the
southern portion of Botetourt County along State Route 648, as
defined by the proposed sanitary sewer and water system
improvement map prepared by Mattern and Craig, Consulting
Engineers, dated March 1985 as part of the preliminary
engineering report, desire to develop community water and sewer
systems¡ and

WHEREAS, the United States Farmers' Home Administration and
the Virginia Water Project, Inc. are possible sources of funding
to develop these community water and sewer systems.
NOW, THEREFORE, BE IT RESOLVED by the Board of Supervisors
of Roanoke County, Virginia, as follows:
1. That the Roanoke County Board of Supervisors hereby
agrees to waive the initial connection fees for all residential

connections. This waiver of initial connection fees shall be
effective only for those connections made during the construction
of the project or within twelve (l2) months of completion of
construction. In the event that substantial progress in the
completion of this project has not occurred within twelve (12)
months of the adoption of this resolution, this financial
commitment shall terminate¡ and
2. That this financial commitment is subject to the
financial participation of the United States Farmers' Home
Administration, said participation is anticipated to include a
grant in the approximate amount of $975,000.00 and a loan in the
approximate amount of $325,000.00 totaling $1.3 million to be
applied toward the funding of the installation of sewer and water
facilities as described in the Preliminary Engineering Report
prepared by Mattern and Craig, Consulting Engineers, Inc., and
3. That this financial commitment is subject to the right
of Roanoke County to authorize future extentions, additions,
connections, and/or hook-ups to both the sanitary sewer system
and the water system which shall be constructed in accordance
with all applicable federal, state, and local standards and
regulations¡ and
4. Further that this financial commitment is subject to
Roanoke County's first right of refusal or option to purchase the
Hollins Water and Sewer System from the Hollins Community
Development Corporation, Inc., for One Dollar ($1) upon the

retirement and satisfaction of the United States Farmers'
Administration Loan¡ and
5. That it is the understanding of the Roanoke County Board
of Supervisors that the Hollins Community Development
Corporation, Inc., will contract with Roanoke County for waste

its customers, as well as for the operation and maintenance of
both the water and sanitary sewer systems, including routine
maintenance and billing and collections from the customers.
However, ultimate control over the water and sewer systems will
at all times be vested in the Board of Directors for the Hollins
Community Development Corporation, Inc.
