The Roanoke County Board of Supervisors of Roanoke
County, Virginia, met this day at the Roanoke County
Administration Center, this being a special meeting due to the
flooding in the Roanoke Valley.
IN RE:
CALL TO ORDER
Chairman McGraw called the meeting to order at 10:10

a.m.. The roll call was taken.
MEMBERS PRESENT: Chairman Steven A. McGraw; Vice-Chairman
Athena E. Burton; Supervisors Harry C.
Nickens, and Gary J. Minter
MEMBERS ABSENT: None
IN RE:
FLOODING
Supervisor McGraw expressed his appreciation to the
staff for their efforts during the emergency situation. He also
expressed his thanks to the media for their excellent coverage of
the situation and requested that they not discard any

information, photographs, etc. of the flooding. Supervisor
McGraw requested Mr. Fuqua, Fire and Emergency Services
Coordinator, to update the Board on the flood situation.
Mr. Fuqua reported that his department started
receiving calls at 10:30 a.m. on Monday, November 4, 1985. There
are three (3) confirmed deaths in the County to date. There have
been 213 rescue calls and 186 fire calls.

Mr. Larry Logan, Fire and Emergency Services, expressec
appreciation to the following for their help during the crisis:
the dispatch center, Roanoke County Communications Division, the

School Board, the surrounding municipalities, the National Guard
and the hospital helicopters. Mr. Logan also reported that all
of the calls received were responded to within (10) minutes.
Mr. Bayse Wilson, Roanoke County School Superintendent
commended his staff and the County staff for their hard work. HE
reported that the schools were utilized as relief centers with
over 100 citizens staying overnight.
Mr. Homer Duff, Finance Director of the Roanoke County
Schools, expressed appreciation to his staff and the County stafj
for their assistance.
Mr. Fuqua reported that most of the necessary
evacuation has been completed but there are many remaining
compiled by John Hubbard, Tim Gubala, and John Chambliss, and an

problems. He reported that a damage assessment report will be
estimate of damages will be forwarded to the State. At the
present time, videos are being recorded from helicopters.
Supervisor Burton questioned whether the National Guar(
or the State government would be available to assist citizens
trying to pump water out of their homes, etc. Mr. Fuqua
responded that he would check with the State Department of
Emergency Services. Mr.Jack Rowell, Regional Coordinator, state(
that most of the pumping would need to be done on a local level.
Mr. Fuqua reported that he would investigate the possibility of
purchasing pumps and "loaning" them to the citizens of Roanoke

Supervisor Burton moved to declare a state of emergenc~ .

relief assistance. The motion carried by the following recorded
vote:

Supervisor Nickens moved to declare an emergency water
shortage situation. The motion carried by the following recorded
vote:
AYES: Supervisors Burton, Minter, Nickens, and McGraw
NAYS: None
ABSENT: Supervisor Brittle
Emergency telephone numbers were provided for citizens

seeking aid and information.
IN RE:
ADJOURNMENT
Supervisor Minter moved to adjourn at 10:35 am. The
motion carried by a unanimous voice vote.
