The Roanoke County Board of Supervisors of Roanoke
County, Virginia, met this day at the vinton Municipal Building,
this being an adjourned meeting from Wednesday, November 13,
1985, for the purposes of holding a joint meeting with the Town
of Vinton.

CALL TO ORDER
I
Chairman McGraw called the meeting to order at 6:48 p.m.
The roll call was taken.

IN RE:
PROPOSED ZONING ORDINANCE AMENDMENT - MOBILE HOMES
Mr. Jim Lehe, Department of Development, presented the
Board with a report to update them on the draft provision of the
Zoning Ordinance for mobile home zoning. Mr. Lehe reported that

the major changes would be the elimination of special exception
permits and substitution of administrative permittingcriteria for
mobile homes on individual lots in R-E and A-I districts; the
creation of three categories of mobile homes: design restricted,
conventional, and accessory; the expansion of the scopes and
purposes of the R-4 district; the provision for mobile home

subdivision development; the creation of new standards for mobile
home park development; and provision for a prototype format for
new zoning regulations.
Supervisor Burton questioned the difference in a mobile

home and a modular home. Mr. Timothy Gubala, Superintendent of
the Department of Development, reported that the state building
I standards are different. Mr. Lehe reported that a mobile home is
built on a permanent chasis whereas a modular home is not
constructed on a permanent chasis.
Mr. Lehe also reported that mobile homes must be flood
proofed before being placed in a flood plane.
Supervisor Burton reported that she would like to see
this issue discussed by the Planning Commission.
Supervisor Nickens moved to approve the prepared
resolution with the inclusion of the comments generated tonight.
RESOLUTION 85-219 CONCERNING AN AMENDMENT
TO THE ROANOKE COUNTY ZONING ORDINANCE
PERTAINING TO MOBILE HOMES
I
BE IT RESOLVED by the Board of Supervisors of Roanoke
County, Virginia, as follows:
1. That pursuant to the provisions of §15.1-491 (g) 01
the 1950 Code of Virginia, as amended, and §21-105.B. of the
Roanoke County Code, an amendment to the Zoning Ordinance is
hereby initiated by resolution by the governing body of Roanoke
County, Virginia. Therefore, certain draft provisions for mobilE
home zoning, which have been prepared by the planning and zoning
staff, are hereby referred to the Roanoke County Planning
Commission for a report and its recommendations; and
2. That the underlying purposes for this proposed

amendment are public necessity, convenience, general welfare and
good zoning practice. These purposes also include facilitating
the "creation of a convenient, attractive and harmonious
community," as required by §15.1-489 of the State Code and §21-1
(c) of the County Code, as well as reasonable consideration "for

the conservation of properties and their values," as required by
§15.1-490 of the State Code; and

3. That the Roanoke County Planning Commission is
therefore requested to review these draft provisions for mobile
home zoning as expeditiously as possible, giving due and
reasonable consideration to all applicable Code provisions and
the adopted Comprehensive Plan.
On motion of Supervisor Nickens and the following recorded vote:

IN RE: JOINT MEETING WITH THE TOWN OF VINTON
vinton Mayor Hill welcomed the Roanoke County Board of
Supervisors and Mr. Hodge, County Administrator.
1. Renovation of William Byrd Intermediate School -

Mr. George Nester, vinton Town Manager, reported that the Town
would like to see the plans and anticipated dates and any other
information the County can deliver.
Supervisor Nickens reported that there is a committee
to look at the relocation of the school administration to William
Byrd Intermediate School. He reported that he would like for a
citizens committee to help with the procedures of relocating the
school administration to the school.
2. Water Line Extension, Route 460 East - John
Hubbard, Superintendent of Public Facilities, presented a brief
written status report. He also reported that the preliminary
engineering has been completed. He reported that his department

is now preparing requests for qualification statements for
engineers. He plans to have the position filled by January,
1986.
3. Development of vinyard Park - John Hubbard
presented the maps of the proposed development of Vinyard Park.
Mr. Hubbard reported that Trout stocking will be allowed.

Community Certification Program - Mr. Brent
Sheffler, Department of Development, presented the Community
Certification Program to the vinton Town Council and invited

vinton to join into the program with the County. Mayor Hill
reported that this matter is on the Vinton agenda at the December
2, 1985, meeting.
IN RE:
EXECUTIVE SESSION
Supervisor Nickens moved to go into Executive Session
pursuant to the Code of Virginia 2.1-344(a) (1), (2), (4), and
(6) at 8:30 p.m. The motion carried by a unanimous voice vote.
IN RE:
OPEN SESSION
Supervisor Nickens moved to return to Open Session at
10:03 p.m. The motion carried by a unanimous voice vote.
The Roanoke County Board of Supervisors considered

vinton Town Council adjourned at 10:05 p.m.
whether to have their regularly scheduled meeting on Tuesday,
November 26, 1985, since the VML/VACO legislative meeting will
also be that evening. The Board decided to hold the meeting from
3:00 p.m. to 5:30 p.m.
Chairman McGraw announced that the Roanoke County Board
of Supervisors have decided to proceed with their efforts to gain
a charter at the General Assembly next year.
County Attorney, Paul Mahoney, requested authorization
from the Board of Supervisors to place the appropriate legal
notice for public hearing to seek comments from citizens on
whether the County Board should seek a Charter from the 1986
I
General Assembly. Mr. Mahoney recommended a public hearing on
December 10, 1985. He also reported that legal notice must be
placed ten (10) days prior to the hearing and requested
authorization to publish the hearing on November 29th or 30th of
November, 1985.

Mr. Elmer C. Hodge, County Administrator, distributed
an outline on the benefits of a County Charter. A copy of the
outline is on record in the file of the Deputy Clerk.

Supervisor Minter moved to advertise for public hearing
to be held December 10, 1985, and for the County Attorney to
place any other appropriate advertisements. The motion carried
by a unanimous voice vote.
Supervisor Brittle moved to adjourn.
Supervisor Brittle withdrew his motion to adjourn.
Supervisor Burton moved to appoint Mr. Daniel Zahn,
5130 Lynnson Drive, Salem, Virginia, to the Industrial
Development Authority. The motion carried by a unanimous voice
vote.
County Administrator, Elmer C. Hodge, requested
permission by the Board to proceed with an investiture service

for the new Board members. He reported that this investiture
must take place before January 1, 1986. The Board concurred with
Mr. Hodge's request.

Supervisor Minter moved to adjourn at 10:20 p.m. The
motion carried by a unanimous voice vote.
