The Roanoke County Board of Supervisors of Roanoke
County, Virginia, met this day at the Roanoke County
Administration Center, this being the fourth Tuesday, and the
third regularly scheduled meeting of the month of June, 1985.

CALL TO ORDER
Chairman McGraw called the meeting to order at 3:05 p.m

EXECUTIVE SESSION
Supervisor Burton moved to go into Executive Session
pursuant to the Code of Virginia Section 2.1-334 (a), (1), (2),
(4), and (6). The motion carried by a unanimous voice vote.
IN RE:
OPEN SESSION
Supervisor Nickens moved to return to Open Session at
3:40 p.m. The motion carried by a unanimous voice vote.
IN RE: WORK SESSIONS
1. Regional Geographic Information System - Mr. Rob
Stalzer, Director of Planning, Department of Development,
reported that the purpose of this plan is to facilitate planning

in Roanoke County and the Fifth Planning District area. He
reported that when this system is in use, Roanoke County will be
the only jurisdiction in the State with a microbased information
system. Mr. Stalzer introduced Mr. Wayne Strickland of the Fifth
District Planning Commission. Mr. Strickland estimated that it
will take 3 1/2 man years to coordinate this project. He
suggested that the County set a goal for one year with three crew

leaders and college students. The approximate costs for this
system will be $55,000.00. Supervisor Nickens directed staff to
look at financial implications for a 12 month study, two or three
year period and look into acquiring funds from other localities.
Staff to report back to Board on July 9, 1985.
2. Report on Recreation Donation Policy - Supervisor
Burton stated that the wording under eligibility does not clearly
identify a land donation as part of the possibilities and asked
that it be included. She also felt that the wording under
priority ratings regarding whether the project is an improvement
to an existing facility or a new facility and improvements to an
existing facility will receive priority over a new facility is
not clear and asked that it be corrected. Supervisor Nickens
moved to concur with staff policy and procedure for the donation
agreement.

3. Report on Recreation Incentive Policy - Supervisor
Burton requested that a statement be added regarding the matching
funds being used until exhaustion of the budget for this project.
She also requested that the report include whether the policy
will include if the funds will be on a first come, first serve
basis or will the staff wait until they get all their
applications and then distribute the funds. Mr. Hubbard,

Department of Public Facilities, reported that the staff is
currently using a first come, first serve basis. He has
suggested to the staff that they investigate the policy of having
all applications reviewed at the same time.
Supervisor Nickens moved to concur with staff policy
and procedure for the donation agreement. The motion carried by
the following voice vote:

4. Park Master plan - John Hubbard and Gary Huff
presented the proposed park master plan. The park master plan is
a procedure to develop master plan for park sites and to look at
needs assessed in the Comprehensive Plan. The Department of
Public Facilities is currently working on concept designs for
Duiguid's Lane, Burgess/Shindell, and the Vineyard park
properties. Mr. Huff reported that the staff is working on the
new sites first and that they are trying to involve the public as
much as possible. A copy of the Master Plan is included in the
packet of the Deputy Clerk.
5. Oral Report on Potential Uses for Property
Adjoining the Roanoke County Administration Center - Ms. Bonnie
Newlon, Department of Development, reported that after the study
by the staff, they recommend that the Parks and Recreation
Department be relocated to the Youth/Family Service building, to
sell the modular house beside the Administration Center, and
demolish the cinderblock building located beside the
Administration Center. Staff recommended the sale and demolition
of these two buildings because of the high cost associated in
renovating these buildings. Staff also recommended that a master
plan for the Administration site be prepared prior to any
additional development or expenditures on this site. Supervisor
Nickens moved that the Board approve the relocation of the

current employees of the Youth/Family Services to the old
Courthouse and the Parks and Recreation Department to occupy the
old Youth/Family Services building, and to go ahead with the
proposals on the modular building. The motion carried by the
following recorded vote:

gave the invocation. The pledge of allegiance was recited by all

CONSENT AGENDA
Supervisor Burton requested that Items 8 and 10 of the
Consent Agenda be removed for discussion.
Item 8 - Court Service Unit Advisory Council/Youth and
Family Services Advisory Board - Supervisor Burton requested that
the staff schedule a work session with Mike Lazurri to achieve
further information about this Council.
Item lO - Request of Appalachian Power for an Electric
Line Easement through Stonebridge Park - Supervisor Nickens
inquired why this cable is underground. Superintendent of Public

Facilities, John Hubbard, reported that it was underground to
avoid a drainage culvert.

BE IT RESOLVED by the Board of Supervisors of Roanoke
County, Virginia, as follows:
1. The the County of Roanoke be, and hereby is,
authorized to grant a right-of-way and easement to Appalachian
Power Company across the County's Stonebridge Park property; said
easement being twenty (20') feet in width and running along the
west side of Tulip Lane and being more particularly described on
a plat prepared by Appalachian Power Company dated August 24,
1984; provided however, that the County of Roanoke shall incur no
financial liability as a result of its execution of said deed of
easement and said deed of easement to be otherwise approved as to
form by the County Attorney; and
2. That the Chairman of this Board be, and hereby is,
authorized and directed to execute the aforesaid deed of easement
on behalf of the County of Roanoke.

BE IT RESOLVED by the Board of Supervisors of Roanoke
County, Virginia, as follows:
1. That a certain portion of a certain streets known
as Valley Avenue and Washington Road in the pinkard Court
Subdivision situate in the Cave Spring Magisterial District
beginning 0.02 miles southwest of Route #878, extending southwest
0.05 miles on Valley Avenue to Washington Road, continuing on
Washington Road 0.12 miles southeast to Summit Avenue, and a
16-foot long turn around in the right-of-way of Summit Avenue is

hereby recommended as a rural addition pursuant to Section
33.1-72.1 (Cl) of the 1950 Code of Virginia, as amended~ and

a previously dedicated SO-foot right-of-way that runs from Route

DOCUMENTS FOR THE GRANT APPLICATION
BE IT RESOLVED by the Board of Supervisors of Roanoke
County, Virginia, as follows:
1. That the Highway Safety Grant application submitted
by the Roanoke County Sheriff's Department to the Department of
Transportation Safety for the following project be, and hereby
is, approved:
a) Project to provide funds for the purchase of C.B.
radios for the Sheriff's Department to allow
communication with the local citizen's band
organizations, called the Radio Emergency
Associated Citizens Teams (R.E.A.C.T.), in an
effort to identify and remove from the highway
impaired drivers.
2. That the County Administrator be, and hereby is,
authorized to execute the necessary documents for this grant
application.

PROCLAMATIONS, RESOLUTIONS, AND AWARDS
Chairman McGraw presented a resolution congratulating
4-H members and brother and sister, Mary C. Harris and Robert M.
Harris, for exhibiting the grand champion and reserve champion
steers at the Roanoke Area Junior Livestock Show. Supervisor
Nickens moved to approve the prepared resolution.

JUNIOR LIVESTOCK SHOW
WHEREAS, Mary C. Harris did exhibit the Grand Champion
steer at the 1985 Roanoke Area Junior Livestock Show held May 8
and 9 and that her steer was also awarded first place in the
carcass show; and
WHEREAS, Robert M. Harris exhibited the Reserve Grand

WHEREAS, these events are a reversal of the 1982 show
when Robert exhibited the Grand Champion and Mary exhibited the
Reserve Champion steer; and
WHEREAS, both of these Roanoke County residents who
have over sixteen years combined 4H experience will represent the
county at the Virginia State Fair in September.
NOW, THEREFORE, the Board of Supervisors of Roanoke
County recognizes and congratulates both Mary and Robert on their
individual accomplishments recognizing the skill, dedication and
hard work required for such achievement and wishes them success
in representing Roanoke County at the Virginia State Fair.

presented the resolution to Mary and
Chairman McGraw presented the "All Fools Day" trophy to
the media. The media defeated the Roanoke County Board of
Supervisors in a softball game at the Roanoke County Employees'
picnic.
IN RE:
CITIZENS COMMENTS AND COMMUNICATIONS
Mr. Rick Harvey was present requesting the Board to
study the extension of roads that will be built through an
additional 8 acres so that Meadewood Drive can be connected into
the State Highway System. This is the only way the citizens in
the Meadewood Subdivision will be able to get their roads in the
State Highway System. Supervisor Burton expressed to Mr. Harvey
that the County does not want to become involved in building
roads. Supervisors Nickens suggested that staff look at the cost
of where road ends to Meadewood then see if a potential buyer of
other property or AMP might be willing to share the costs.

Supervisor Nickens moved to refer this matter to staff to
evaluate costs and alternatives. The study is to include the
feasibility of obtaining industrial access funds, what will be
built regarding road access, and a review of the County's
original agreement with the residents of the Meadewood
subdivision. The motion carried by a unanimous voice vote.
Mr. William E. Bowling, 6354 North Barrens Road,
Roanoke, Virginia, requested that the Board look into the lack of
a proper sewer system for the Belle Haven subdivision. The Board
directed John Hubbard, Superintendent of Public Facilities to
proceed with a poll in that neighborhood to see if the residents
are interested in hooking up to the County system.

PUBLIC HEARINGS
Public Hearing on ordinance to
increase the salaries of members of
the Board of Supervisors of Roanoke
County, pursuant to Section
14.1-46.01:1.
APPROVED
There was no one present in opposition. Supervisor
Brittle moved to approve the prepared ordinance.
ORDINANCE 85-lll TO INCREASE THE
SALARIES OF MEMBERS OF THE BOARD OF
SUPERVISORS OF ROANOKE COUNTY, PURSUANT
TO SECTION 14.1-46.01:1
WHEREAS, Section l4.1-46.01:l of the Code of Virginia,
1950, as amended, establishes the annual salaries of members of
boards of supervisors within certain population brackets; and
WHEREAS, the Board of Supervisors of Roanoke County,
Virginia, has heretofore established the annual salaries of board
members to be $6,900, and further, has established the additional
annual compensation for the chairman of the board to be $1,800,
and for the vice chairman of the board to be $l,200; and

WHEREAS, this section provides that the maximum annual
salaries therein provided may be adjusted in any year by an
inflation factor not to exceed five (5) percent.
NOW, THEREFORE, IT IS HEREBY ORDAINED by the Board of
Supervisors of Roanoke County, Virginia, that the annual salaries
of members of the Board of Supervisors of Roanoke County,
Virginia, are hereby increased by an inflation factor of five (5)
percent pursuant to the provisions of Section l4.l-46.0l:l of the
Code of Virginia, 19S0, as amended. The new annual salaries
shall be $7,245 for members of the Board. In addition the
chairman of the Board will receive an additional annual sum of
$l,800 and the vice chairman of the Board will receive an
additional annual sum of $l,200.
This ordinance shall take effect July l, 1985.

Joint Public Hearing with the Planning
commission to receive citizen comments
on Community Facilities Plan and the
Land Use Plan portions of the
Comprehensive Development Plan.
APPROVED
Mr. Rob Stalzer, Director of Planning, Department of
Development, presented the Comprehensive Plan to the Board and
the Planning Commission in three components: land use,
transportation, and community facilities. He reported that the
county's population increased 35 percent (35%) between 1970 and
1980 and the estimated population for the year 2003 will be
lOO,OOO to l05,000.
Mr. Stalzer presented the Land Use Map. Mr. Lee Eddy
moved to approve and recommend to the Board of Supervisors the
Future Land Use Plan. The motion was seconded by Donald R. Witt.
The motion carried by a unanimous roll call vote.

Mr. Stalzer also presented the Matrix map which will be
used as a decision making tool. Mr. Tom Hufford moved to approve
the Matrix map. The motion was seconded by Donald R. Witt. The
motion cárried by a unanimous roll call vote.
The Community Facilities Plan was also introduced.
This plan is a formation of the active steps for the community
facilities development and begins to outline the CIP strategy.

The motion was seconded by Mr. Lee Eddy. The motion carried by a
unanimous roll call vote.
The Land Use Plan was described as detailing the
purpose of the Land Use Plan and how it will work. Mr. Tom
Hufford moved to approve the Land Use Plan. The motion was
seconded by Mr. Lee Eddy. The motion carried by a unanimous roll
call vote.
Mr. Donald R. witt moved for the Planning Commission to
adjourn. The motion was seconded by Mr. Tom Hufford. The motion
carried by a unanimous roll call vote.
Mr. J. R. Jones of the Planning Commission commended
the Planning staff on their excellent efforts and results in
developing the Comprehensive Plan.
The following persons spoke to the Board concerning the
Comprehensive Plan:
1. Mr. Steve Strauss, representing Roanoke Valley
Homebuilders Association. He and the Association are very glad
to see the Comprehensive plan and encourage the Board to approve
it.
2. Mr. Donald Wolthuis, representing the Greenhill
Community Association, commended the Planning staff for their
efforts in helping the citizens of this area solve their
problems.
3. Mr. Scott Large, representing the Greenhill
Community Association, commended the efforts of the Planning

Department and is very pleased with the redesignation to
development of their area.
4. Ms. Helen Smythers, Re-ional Planner with the Fifth
Planning District Commission, reported that her staff has
reviewed the Comprehensive Plan and feels that the Board would be
doing the County a great favor if they approve this plan.
5. Mr. Wayland Winstead, a concerned citizen,
expressed his support of the Comprehensive Plan.
6. Ms. Paula Winstead, Chairman of the Roanoke County
Library Board, and Mr. George Garrettson, Roanoke County Director
of Libraries, also expressed their support of this Plan.
7. Mr. Bob Peckman also supported the Land Use Plan.
8. Sheriff o. S. Foster expressed his support in the
area of law enforcement.
9. Mr. Bob Bowman, Regional Partnership, commended the
County, the County staff, the Planning Commission, on their
efforts in developing the Comprehensive Plan.
10. Mr. Bayse Wilson, Superintendent of Roanoke County
Schools, also expressed his support of the Comprehensive Plan.
Supervisor Burton moved to adopt the Comprehensive Plan
as presented. The motion carried by the following recorded vote:

Mr. Lester was present to answer any questions the
Board might have. Mr. McGraw reported to Mr. Lester that his
public hearing was not on the agenda since a letter was sent to

him to appear on the wrong date. The letter sent to Mr. Lester
advised him to appear at the June 25, 1985, Board meeting instead
of July 9, 1985, Board meeting. Mr. Gubala reported that he has
heard no opposition from citizens in that area. Mr. Mahoney
reported that his concern is that a citizen might want to speak
against the public hearing. Mr. McGraw ruled to proceed with the
hearing since no one was present in opposition on June ll, 1985.
Mr. Dean Price, representing Appalachian Power, was
also present to answer questions of the Board. Mr. Price
informed the Board that he signed the petition on behalf of
Appalachian. The land is being leased to Mr. Lester from
Appalachian since he needs to be close to Mrs. Baker who lives on
the adjoining property.
Supervisors Nickens, McGraw, and Burton expressed a
concern about granting a special exception permit on leased land.
Mr. Brown reported that he wants to place the trailer
on this land so he will be able to care for Ms. Baker (his
sister-in-law). He reported that she is not totally disabled but
needs attention due to her age.
Supervisor Nickens moved to grant the special exception
permit. That in July, 1987, the County will administratively
review the situation and make a decision at that time on the
eligibility of the trailer to remain at this location.
Supervisor Nickens called for questions on the motion. The

RESOLUTION 8S-l03 AUTHORIZING THE
ISSUANCE OF INDUSTRIAL DEVELOPMENT
REVENUE BONDS FOR THE CONSTRUCTION OF THE
F & W OFFICE PARK
WHEREAS, the Industrial Development Authority of
Roanoke County, Virginia (the Authority) has considered the
application of F & W Office Park, a general partnership, (the
Purchaser) requesting the issuance of one or more of the
Authority's industrial development revenue bonds or notes in an
amount not to exceed $1,400,000 (the Bonds) to assist in the
financing of the construction and equipping of an office facility
for rent to commercial tenants (the Project), which facility
shall be located on the north side of Penn Forest Boulevard and
the west side of the N & W Railway right-of-way, one block east
of Penn Forest Boulevard/Chaparral Drive, SW intersection, in the
County of Roanoke, Virginia, and will be owned and operated by
the Purchaser, and has held a public hearing thereon; and

WHEREAS, it has been requested that the Board of
Supervisors of Roanoke County, virginia (the Board) approve the
financing of the Project and the issuance of the Bonds, and such
approval is required for compliance with Section l03(k) of the
Internal Revenue Code.
BE IT RESOLVED by the Board of Supervisors of Roanoke
County, Virginia:
1. That Board approves the financing of the Project
and the issuance of the Bonds by the Authority for the benefit of
the Purchaser, as required by Section 103(k) of the Internal
Revenue Code, to permit the Authority to assist in the financing
of the Project.
2. The approval of the issuance of the Bonds, as
required by said Section l03(k), does not constitute an
endorsement of the Bonds, the creditworthiness of the Purchaser
or the financial viability of the Project. The Bonds shall
provide that neither the Commonwealth of Virginia (the
Commonwealth) nor any political subdivision thereof, including
the County of Roanoke (the County), and the Authority, shall be
obligated to pay the principal of or interest on the Bonds or
other costs incident thereto except from the revenues and
receipts pledged therefor and that neither the faith or credit
nor the taxing power of the Commonwealth or any political
subdivision thereof, including the County and the Authority,
shall be pledged thereto.
3. This resolution shall take effect immediately upon
its adoption.

2. Personnel - Keith Cook, Director of personnel, and
John Chambliss, reported on the health insurance proposals for

the Roanoke County employees. Mr. Chambliss reported that he had
received bids from Blue Cross/Blue Shield of Virginia and Blue
Cross/Blue Shield of Southwestern Virginia. Staff recommended
that the Board approve the proposal of Blue Cross/Blue Shield of
Virginia. Th-y proposed a $44.22 rate for the single plan and
$ll4.94 rate for the family plan. Supervisor Nickens moved to
approve the prepared resolution.
RESOLUTION 8S-l04 ACCEPTING A CERTAIN
PROPOSAL FOR GROUP HEALTH INSURANCE FOR
COUNTY EMPLOYEES OF ROANOKE COUNTY
BE IT RESOLVED by the Board of Supervisors of Roanoke
County, Virginia, as follows:
l. That that certain proposal of Blue Cross-Blue
Shield of Virginia for group health insurance beginning July l,
1985, for a one year period, upon all the terms and conditions of
the request for proposals, the proposals submitted, and the
provisions of this resolution, be, and the same hereby is,
accepted~ and
2. That the County Administrator is hereby authorized
and directed to execute the necessary documents on behalf of
Roanoke County, all to be upon form approved by the County
Attorney~ and to negotiate the optional renewal of this contract
for two successive one year periods at rates and terms mutually
agreed upon~ and
3. That the total contract for 1985-86 shall not
exceed $44.44 per month for employee only coverage and $llS.42
for family coverage, based on the actual number of subscribers
per month during the contract period~ and
4. That the working capital deposit shall be $40,000~
and that the run-out expenses from the 1984-85 contract period in
the amount of $7l,3l4 shall be paid from the accumulated IBNR
premium collected in the 1984-85 premium structure; and
5. That all other proposals for this group health
insurance are hereby rejected and the Clerk is directed to so

6. County Attorney - Paul Mahoney reported to the
Board that he has received a letter from James Jennings advising
that the Supreme Court has denied the appeal of the Washenburger
case. The effective date of annexation to the City of Salem will
be December 3l, 1985.

commission composed of presidents of recreation clubs throughout
the County to work with the Parks and Recreation and Planning
staff for ongoing and future plan of park development. The

structure. Paul Mahoney, County Attorney, reported that his

Supervisor McGraw presented a request from Elizabeth
Leah, Roanoke County Registrar, for a full-time registrar. Mr.
Mahoney requested that this position be discussed in Executive
Session. Chairman McGraw responded that he would like to discuss
the additional position in Open Session and the request for
additional funds during Executive Session. Supervisor Nickens
moved to approve the request of the Registrar for an additional
position of an Assistant Registrar at pay grade 10. Supervisor
Nickens called for questions on his motion.
