The Board of Supervisors of Roanoke County, Virginia, met this day
in open session at the Roanoke County Administration Center, Roanoke, Virginia,
this being the Organizational Meeting for 1984.

IN RE:
CALL TO ORDER
Acting as Temporary Chairman, Donald R. Flanders called the
Organizational Meeting to order at 10:36 a.m. This meeting is being conducted

for the purpose of establishing the operational rules of order and electing a
Chairman and Vice Chairman for the year 1984. Supervisor Burton moved to
nominate Donald R. Flanders as Temporary Chairman for this meeting. Supervisor
Nickens moved that the nominations be closed, and the motion carried by a
unanimous voice vote.
IN RE:
OPENING CEREMONIES
The invocation was offered by Supervisor Harry C. Nickens. The
Pledge of Allegiance was recited by all present.
IN RE:
RULES OF ORDER
On motion by Supervisor Minter and a unanimous voice vote, Roberts
Rules of Order was adopted as the Board's authoritative statement of parliamentary

law and as the basic guide to fair and orderly procedure in meetings; however,
no second to motions be required. (Refer to Item #2 of Resolution 84-1.)
IN RE:
LENGTH OF TERM FOR CHAIRMAN AND VICE CHAIRMAN
Supervisor Minter moved that the length of terms of office for the
Chairman and the Vice Chairman be one year, and the motion carried by a

unanimous voice vote.

IN RE:
ELECTION OF CHAIRMAN
Supervisor Burton nominated Dr. Harry C. Nickens to serve as Chairman
of the Roanoke County Board of Supervisors for a one-year term effective January
1, 1984, through December 31, 1984. There being no other nominations, Supervisor
Brittle moved that the nominations be closed, and the motion to close nominations
carried by a unanimous voice vote. The motion to nominate Supervisor Nickens
as Chairman carried by a unanimous voice vote.
IN RE:
ELECTION OF VICE CHAIRMAN
Chairman Nickens then called for nominations for a Vice Chairman
for the Roanoke County Board of Supervisors for a one-year term effective January
1, 1984, through December 31. 1984. Supervisor McGraw nominated Supervisor
Gary J. Minter. Chairman Nickens turned over the Chair to the Temporary
Chairman, Donald R. Flanders, and nominated Supervisor Athena E. Burton.
Supervisor Minter moved that the nominations be closed, and the motion carried by
a unanimous voice vote.
Mr. Flanders then inquired from the County Attorney, James E.
Buchholtz, whether the Board should proceed on the basis of a written or an oral
ballot. Mr. Buchholtz indicated that the Board may elect to proceed with a
written ballot or by casting an A YE/NA Y voice vote. If a written ballot is used,
it must be recorded in the Minutes. Supervisor Nickens moved that the vote be
cast by paper ballot, and the motion carried by a unanimous voice vote.
Mr. Flanders then tabulated the ballots indicating three votes for
Supervisor Burton, and two votes for Supervisor Minter.
IN RE:
MEETING DATES AND TIMES
Supervisor Burton moved Item # 1 of Resolution 84-1 establishing the
dates and times for the Board of Supervisors meetings. The County Attorney
informed the Board that it could adopt the entire resolution as a whole rather
than as individual items provided the public be informed of each specific provision.
Supervisor Minter then moved to amend the prepared resolution deleting Item #4
thereby eliminating stopping the clock at 11:00 p.m.; however, he recommended
retaining 11 :00 p.m. as a goal for adjournment. Supervisor Burton offered a
- substitute motion for the adoption of the proposed resolution retaining Item #4.

The substitute motion was defeated by the following voice vote:

The original motion to amend the prepared resolution to retain Items
#1, #2, and #3 and to delete Item #4 was adopted by the following voice vote:

Supervisors Brittle, Burton
Chairman Nickens then called for the adoption of the resolution to
include Items #1, #2, and #3.
RESOL UTION NO. 84-1 ESTABLISHING A MEETING
SCHEDULE FOR THE BOARD OF SUPERVISORS OF
ROANOKE COUNTY FOR CALENDAR YEAR 1984,
ADOPTING RULES OF PROCEDURE FOR SUCH
MEETINGS, AND ESTABLISHING AN ORDER AND
METHOD OF VOTING ON ROLL CALL VOTES
BE IT RESOLVED by the Board of Supervisors of Roanoke County,
V irginia, as follows:

1. That for calendar year 1984 the regular meetings of the Board
of Supervisors of Roanoke County shall be held on the second Tuesday and the
fourth Tuesday of each month at the Roanoke County Administration Center
(Community Room) on Brambleton Avenue, S. W., Roanoke County, Virginia,
commencing at 3:00 p.m. of each such day; provided, however, no matter set for
public hearing or otherwise of general public interest shall be heard and finally
disposed of prior to 7:00 p.m. on any such meeting date; and provided further,
nothing herein continued shall be deemed to prevent the Board from cancelling
any meetings herein established and set in excess of (1) meeting per calendar
month; and
2. That the rules of procedure for the conduct of all Board
meetings shall be Roberts Rules of Order; provided, however, a motion duly made
by a member of the Board shall not require a second in order to be considered by
the Board; and
3. That the voting procedure of the Board shall continue to be
by roll call vote viva voce, as made and provided by law in rotating order from
meeting to meeting as heretofore established; provided however, the Chairman
shall at all times cast the last vote upon any such roll call.

IN RE:
ADJOURNMENT TO DECEMBER 27, 1983 CALLED MEETING
Supervisor Burton moved to consider Electrical Service at the Coœty
Courthouse, and the motion carried by a unanimous voice vote.
County
Administrator, Donald R. Flanders, indicated that the staff has reviewed the 1978
- 1979 report of Smithey & Boynton and feels there is no need for further electrical
consultants. Electrical contractors are being requested to submit proposals for
providing added electrical service to the old Courthouse. Mr. Flanders requested
Supervisor Brittle meet with the staff to submit an emergency report at the
January 10 session. An Executive Session was requested to discuss a real estate
matter.

EXECUTIVE SESSION
At 10:56 a.m. Supervisor Burton moved to go into Executive Session
pursuant to the Code of Virginia, Section 2.1-344(a) (2) to discuss a real estate
matter, and the motion carried by the following roll call vote:

IN RE:
OPEN SESSION AND ADJOURNMENT
At 11:15 a.m. Supervisor Minter moved to return to Open Session,
and the motion carried by a unanimous voice vote. Chairman Nickens reported
that no action is necessary as the result of the real estate matter discussed in
Executive Session. Supervisor Minter moved to adjourn the meeting at 11:17 a.m.,
and the motion carried by a unanimous voice vote.
