The Board of Supervisors of Roanoke County, Virginia,
met this day at the Roanoke County Administration Center,
Roanoke, Virginia, this being the fourth Tuesday and the second
regular meeting of the month of March, 1984.
IN RE: CALL TO ORDER
Chairman Nickens called the meeting to order at 3:04
p.m. The roll call was taken:

IN RE: EXECUTIVE SESSION
Supervisor Brittle moved to go into Executive Session
pursuant to the Code of Virginia, Section 2.l-344(a) (1), (2),
and (4) to discuss personnel, real estate, and location of a
prospective business or industry matters. The motion carried by
a unanimous voice vote. Supervisors Burton and Minter arrived
during the Executive Session.

Supervisor Minter moved to return to Open Session at
5:10 p.m., and the motion carried by a unanimous voice vote.
Work Session - Pay Plan

The Board moved this
portion of the meeting to the Community Room to accommodate the
large number of employees who were present for the discussion of
the Pay Plan. Chairman Nickens expressed the Board's commitment
to pay County employees on a fair and equitable basis.

Supervisor Burton pointed out that the minimum and maximum
salaries on the new pay scale needed to be brought more in line
with those of the private sector. Chairman Nickens recommended
that when the Board does adopt the new pay plan, it be

retroactive to April 1, 1984. Supervisor Minter requested that
the Board consider an across-the-board cost-of-living adjustment
in the budget work sessions. Personnel Officer, Keith Cook, was
I directed to rework the plan and bring it back before the Board
I
for another Work Session on April 9, 1984, at 10:00 a.m.

Inc. in the amount of $11,976.00 for the purchase of six (6)
utility bodies for pick-up trucks to be used by the utilities

RESOLUTION NO. 84-60.e CONGRATULATING THE
SALEM-ROANOKE COUNTY CHAMBER OF COMMERCE
ON ITS 50TH ANNIVERSARY
I
WHEREAS, the Salem-Roanoke County Chamber of Commerce
was organized in the Roanoke Valley fifty years ago for the
purpose of providing public service activities to advance the
cause and progress of both Roanoke County and the present City of
Salem; and
WHEREAS, during the past fifty years the Salem-Roanoke
County Chamber of Commerce has prospered and continued to provide
the citizens of the Roanoke Valley with opportunities to assist
all segments, both public and private, of life in the Roanoke
Valley; and
WHEREAS, during 1984 the Salem-Roanoke County Chamber
I
of Commerce will celebrate its 50th Anniversary.
NOW, THEREFORE, BE IT RESOLVED that the Board of
Supervisors does extend its most sincere congratulations to the
Salem-Roanoke County Chamber of Commerce on its 50th Anniversary
as a service organization in the Roanoke Valley; and
FURTHER RESOLVED that the Board does express its wish
for the continued aid and assistance of the Salem-Roanoke
County Chamber of Commerce in its many areas of endeavor
throughout the ensuring years.

This matter came this day to be heard upon the
proceedings herein, and upon the application for the extension
of Warwood Drive (Route 1336) 0.19 miles to end, to be accepted
and made a part of the Secondary System of State Highways.

It appearing to the Board that drainage easements and a
50' right-of-way for said road have heretofore been dedicated by
I
virtue of a certain map known as Section No.1, Bear Ridge, which
map was recorded in Plat Book 9, page 199 of the records of the
Clerk's Office of the Circuit Court of Roanoke County, Virginia,
on August 14, 1981, and that by reason of the recordation of said
map no report from a Board of viewers, nor consent or donation of
right-of-way from the abutting property owners is necessary. The
Board hereby guarantees said right-of-way and right for
drainage.
NOW, THEREFORE, BE IT ORDERED that said road known as
extension of Warwood Drive (Route 1336) to end, and which is
shown on a certain sketch accompanying this order, be, and the
same is hereby established as a public road to become a part of
the State Secondary System of Highway in Roanoke County, only
I
from and after notification of official acceptance of said street
or highway by the Virginia Department of Highways and
Transportation.

Item #3 - County Administrator, Donald R. Flanders,
introduced Superintendent of Schools, Bayes Wilson, who spoke on
the school budget impacts resulting from the funding allocated
for education by the Governor and the General Assembly. In
follow-up to the letter sent to Governor Robb in February which
expressed Roanoke County's concerns over his budget allocation
I
for schools, Chairman Nickens told Mr. Wilson that the Board
would try again to communicate with the legislature regarding the
inadequate amount of funding and the potential adverse impacts on
the quality of education in Roanoke County.

Mrs. Kay Sellers, of the Clean Valley Committee was
present to accept the following proclamation:

WHEREAS, in order to preserve the natural beauty of the
Roanoke Valley, it is necessary to have the support of the
general public for the purpose of cleaning up and removing
unsightly trash from the Roanoke Valley; and
WHEREAS, we, the officials of the County of Roanoke,
desire to lend our wholehearted support to such clean-up project.
NOW, THEREFORE, I, Harry C. Nickens, Chairman of the
Board of Supervisors of Roanoke County,Virginia, do hereby
proclaim the month of April, 1984, to be
CLEAN VALLEY MONTH
in Roanoke County, and urge all members of the general public
to join and participate in this project.
Northside High School Girls' Basketball Coach, Marilyn
I
Bussey, and members of the team were present to accept the
following resolution of congratulations which was moved by
Supervisor Minter:
RESOLUTION NO. 84-61 CONGRATULATING THE
NORTHSIDE HIGH SCHOOL GIRLS' BASKETBALL
TEAM ON THEIR ACCOMPLISHMENTS DURING THE
1983-84 SEASON
WHEREAS, the Northside High School Girls' Basketball
Team after hard work and dedication to the task completed their
regular basketball season and entered into the Roanoke Valley
District Tournament from which the team emerged as the Roanoke
Valley District Champions; and
WHEREAS, following their championship season in the

Roanoke valley District the Northside High School Girls'
Basketball Team qualified to participate in the Northwest
Regional Girls' High School Basketball Tournament and there won
the Northwest Regional Championship; and

WHEREAS, the Northside High School Girls' Basketball
Team qualified for competition in the State Girls' Basketball

Tournament from which competition they emerged as one of the top
four girls' high school basketball team in the State.
NOW, THEREFORE, be it resolved that the Board of
Supervisors does express its most genuine congratulations to the
Northside High School Girls' Basketball Team on their most well
earned accomplishments and achievements for the 1983-84
basketball season, and does further express its wish for many
continuing successes in the ensuing years.

RESOLUTION NO. 84-62 CONGRATULATING NEIL
SMITH UPON RECEIPT OF AN AWARD FROM THE
VIRGINIA VOCATIONAL GUIDANCE ASSOCIATION
WHEREAS, Neil Smith entered into and participated in
the Virginia Vocational Guidance Association Poster Preparation
Program; and
WHEREAS, as a result of such participation Neil Smith
received a poster award from the Virginia Vocational Gl.lidance
Association.
NOW, THEREFORE, BE IT RESOLVED that the Board of
Supervisors of Roanoke County does extend its most sincere
congratulations to Neil Smith for his receipt of a poster award
from the Virginia vocational Guidance Association and does

further wish for Neil continued success in his future endeavors.

IN RE: CITIZENS COMMENTS AND COMMUNICATIONS
Superintendent of the Department of Development,
Timothy Gubala, introduced two members of the State Water Control I
Board, Mr. wil Estes, and Mr. Kip Foster, who made the
formal presentation of the "Water Quality Management Strategy
for the Roanoke Standard Metropolitan Statistical Area". The
publication is on file in the Supervisors' agenda packet for this
meeting.
Mr. Burton Albert, 3234 Londonderry Court, Roanoke,
Virginia, indicated that Roanoke Valley Cablevision was in
violation of Roanoke County Ordinance No. 1178 by not providing
cable television service to the Londonderry Court area of
Stonehenge within six months of occupancy of the units. He
requested that a time be set for the Board to hear this matter in
the presence of the complaintant and Roanoke Valley Cablevision.
Chairman Nickens explained that this item was not on the March 27
I
agenda because it was not timely with the agenda preparation, and
he referred it to the April 24, 1984 meeting.
IN RE: REPORTS AND INQUIRIES OF BOARD MEMBERS
Supervisor Minter - no report.
Supervisor Brittle - Regarding his January 24,
1984, request for a traffic count on Route 220 which related
to the 34% usage figures from the City Limits to the Floyd County
Line, Superintendent of the Department of Public Facilities, John
Hubbard reported that the figures had been received and would be
sent to Supervisor Brittle. Supervisor Brittle reported that the
flooding problem on Chaparral Drive was resolved immediately
by the State Highway Department. A reminder was also given for

the First Annual All Fools' Day Styrofoam Cup Softball
Tournament scheduled for Sunday, April 1, at 2:30 p.m. at
Whispering pines Park.

Supervisor Burton: was requested by the Fifth
Planning District Commission to obtain an alternate appointee for

the Executive Committee in order that a quorum could be met.
Supervisor Burton moved that Supervisor McGraw be appointed to
serve as her alternate to the Executive Committee, and the motion
carried by a unanimous voice vote. Supervisor Burton asked the
Board and the staff to start giving consideration for possible
project applications for the Community Development Block
Grants scheduled for June, 1984, and that this be discussed in
a Work Session.
Supervisor McGraw - asked for a comparison of
commercial property assessments versus residential assessments.
Superintendent of the Department of Fiscal Management, John
Chambliss, reported that the data should be available by the end
of the week. Supervisor McGraw will conduct three public

meetings in the Catawba District to discuss the real estate tax
and the budget, the dates to be announced later.
Chairman Nickens - Displayed the appreciation
sign for new and expanding business locating in Roanoke County.
The first two will be displayed at Nelson Repair on Route 419 and
on Peters Creek Road at Valley Motor Sport.
IN RE: REPORTS OF CONSTITUTIONAL OFFICERS
County Treasurer, Alfred C. Anderson; Commissioner of
Revenue, Wayne Compton, Sheriff o. S. Foster, and Clerk of
circuit Court, Elizabeth Stokes, were present to request time to
discuss Agenda Item H.6.d, regarding communication received from

the County Administrator of Campbell County, Donald N. Johnston,
asking for the support of Roanoke County to ask Governor Robb to
veto House Bill 558. Elizabeth Stokes read a memo from
Commonwealth Attorney, Thomas Blaylock, requesting that the Board
not take any action. All the Constitutional Officers concurred
with Mr. Blaylock's statement that the Board's support would be

in direct conflict with the spirit of cooperation the Board has
requested from the Constitutional Officers and that this matter
is not applicable to Roanoke County. Supervisor Minter moved not
I
to take action on the prepared resolution relative to fringe
benefits for employees of Constitutional Officers, and the
motion carried by a unanimous voice vote.
IN RE: PUBLIC HEARINGS
PUBLIC HEARING ON THE CONSIDERATION OF A
I ROLL-OVER APPROPRIATION TO CONTINUE
FUNDING FOR CAPITAL PROJECTS AND OTHER
OBLIGATIONS OF THE BOARD OF SUPERVISORS AS OF
JUNE 30, 1983. (STATE CODE REQUIRES SEVEN
DAYS BETWEEN THE PUBLIC HEARING AND FORMAL
ACTION OF THE GOVERNING BODY. FORMAL ACTION
MAY BE TAKEN AT THE APRIL 10, 1984, MEETING.
HELD OVER
Superintendent of the Department of Fiscal Management,
John Chambliss, told the Board that the audit presented at the

March 13, 1984 meeting indicated certain outstanding obligations
as of June 30, 1983.
He requested a Work Session to discuss
these appropriations, and Chairman Nickens directed that this be
scheduled for April 10, 1984.
IN RE: REPORTS OF OFFICERS, DEPARTMENTS, AND COMMITTEES
Personnel - Personnel Officer, Keith Cook, reported
that work is under way with the 23rd and the Circuit Courts to
establish a Court-Community Corrections Program. Supervisor
Minter moved for the staff to proceed with the development of the
program and initial establishment of work sites with the
Department of Public Facilities. The motion carried by a
unanimous voice vote.

Mr. Cook is currently serving as the County's
Representative on the Fifth District Employment and Training
Consortium Policy Board and presented an update on the
activities for the past twelve months.

Department of Public Facilities- Superintendent,
John Hubbard, reported that the vacant Pinkard Court School
I
is being used for storage and requested the Board's direction to
help establish a better use for this facility. VVKR estimated
that it would cost approximately $115,000 to modify the building
for use. Chairman Nickens suggested that a cost study be made
comparing the cost of development of Pinkard Court School as a
senior citizens center with that of renovating the Ogden Senior
Citizens Center.
Mr. Hubbard updated the Board on the status ~f the
rural additions indicating priorities as Mountain Park Drive,
Route 943, Eveningwood Lane, Bradshaw Road, South Mountain Drive,
Airpoint Drive and Road, and Verndale Road. The first four have
been submitted to the Highway Department, with the first three
being accepted. In answer to Supervisor Minter's question, Mr.

Hubbard explained that Verndale Road was left in a
substandard condition by the developer. Due to the drainage
problems, it would cost approximately $80,000 to $90,000 to
upgrade the road to meet State standards. The potholes are
currently being filled and checked on a regular basis by the
County.
Chairman Nickens presented the following questions
regarding the Mt. Pleasant Fire/Rescue patching: When was it
completed? Who authorized it? What were the day and night
temperatures on the day of completion? Has the the Bent
Mountain Refuse Dumpster site been paved? Has the bill been
paid?

The citizens of Canyon Road presented a petition to
be included on the priority list for rural additions. Chairman
Nickens directed the staff meet with the citizens to discuss and
resolve their problem.
Supervisor McGraw requested that a comparative data
study be conducted to determine guidelines for the North Lakes

Department of Development - Superintendent, Timothy
Gubala, requested the Board authorize the initiation of a study
to develop an ordinance for screening, landscaping, or
buffering. Chairman Nickens suggested using the horticulture
staff at Virginia Western for assistance and expressed the
Board's concurrence for staff to proceed.
The report on Subdivision/Site Plan Bond Policy was
I
held over until the May 8 meeting. Mr. Gubala also gave an oral
report on the Subdivision Ordinance Revision indicating that
the manual will be brought to the Board for adoption and the
standards will be brought in after the manual is updated.
County Attorney - James E. Buchholtz gave a brief
summary of the results of the 1984 General Assembly Session
indicating that the County's program was basically unsuccessful
I especially in areas relative tok new sources of revenue.
County Administrator - Donald R. Flanders,
presented a $32,962 invoice which represented Roanoke County's
funding commitment to The Regional Partnership. Supervisor
Burton suggested that the services of the Fifth Planning District
I
Commission be utilized to assist in the site selection for the
regional headquarters of The Regional Partnership. Supervisor
Brittle moved the following resolution authorizing the funding:

Communications Division, Red Cable, has obtained the cost figures
from C & P (Mr. Gary Beasley) for the installation of E-9ll.

If all local units of government commit to this service, Roanoke
County's installation charge will be $110,000 with a monthly
charge of $5,200. If the other governments do not participate,
Roanoke County's installation cost will be $250,000 with a
monthly rate of $12,500. Mr. Flanders will keep the Board
updated on this.
