The Board of Supervisors of Roanoke County Virginia,
met this day at the Roanoke County Administration Center,
Roanoke, Virginia, this being an adjourned meeting from March 27,
1984.
IN RE: CALL TO ORDER
Vice Chairman Burton called the meeting to order at
10:01 a.m. The roll call was taken.
MEMBERS PRESENT: Vice Chairman, Athena E. Burton; Supervisors
Alan H. Brittle, Steven A. McGraw.
MEMBERS ABSENT:
Chairman, Harry C. Nickens; Supervisor Gary J.

Minter.
IN RE: PRESENTATION OF THE COUNTY BUDGET
County Administrator, Donald R. Flanders, presented his
1984-1985 Fiscal Plan Message for Roanoke County, a copy of which
is on file in the Board of Supervisors packet for this meeting.
Supervisor Minter arrived at 10:30 a.m.
Superintendent of the Department of Fiscal Management
requested that direction be given to advertise establishment of
the real estate tax rate at the April 24, 1984, Board Meeting.
Supervisor Minter moved to advertise at a rate not to exceed
$1.15 per $100 of assessed valuation. Supervisor Brittle made a

substitute motion to advertise at a rate not to exceed $1.20 per
$100 of assessed valuation. The substitute motion tied as
follows:
AYES:
Supervisors Brittle, McGraw
NAYS:
Supervisors Minter, Burton.
ABSENT:
Supervisor Nickens

Supervisors Brittle and McGraw then requested that
their votes be recorded against the substitute motion. Vice
Chairman Burton then stated the original motion to advertise for

a public hearing on April 24, 1984, to set the real estate tax
rate at an amount not to exceed $1.15 per $100 of assessed value.
The motion carried by the following roll call vote:
AYES: Supervisors Minter, Brittle, Burton, McGraw
NA YS : None
ABSENT: Supervisor Nickens
IN RE: PAY PLAN
Pursuant to instructions he received from the Board of
Supervisors on March 27, 1984, Personnel Officer, Keith Cook,
explained that the Pay Plan had been reworked developing an
eight-step classification. The minimum salaries were lowered and
the maximum salaries raised in some cases. Steps A - B reflect

approximately a 2 1/2% increase, and Steps B - H reflect
approximately a 5% increase. Mr. Cook distributed additional
survey data received from the Sheriff's Department regarding the
salary of a deputy sheriff. He recommended that the Board adopt
the new pay plan by resolution at the April 10, 1984, Meeting to
become effective April 1, 1984. Supervisor Minter recommended
that the Department Heads and the Constiutional Officers be
notified that the pay plan had been revised and would be
considered at the April 10, 1984 Board Meeting.
IN RE: EXECUTIVE SESSION
At 11:25 a.m. Supervisor McGraw moved to go into

Executive Session pursuant to the Code of Virginia, Section
2.1-344(a) (1), (2), (6) to discuss personnel, real estate, and
legal matters. The motion carried by a unanimous voice vote.

Supervisor Brittle moved to return to Open Session at
12:48 p.m., and the motion carried by a unanimous voice vote.
The Board directed that an evaluation format be developed by the
Personnel Officer for the evaluation of unclassified personnel
in justifying salary adjustments.
IN RE: ADJOURNMENT
Supervisor Minter moved to adjourn at 12:50 p.m., and
the motion carried by a unanimous voice vote.
