The Board of Supervisors of Roanoke County, Virginia,
met this day at the Roanoke County Administration Center,
Roanoke, Virginia, this being a scheduled Budget Work Session.
IN RE: CALL TO ORDER
Chairman Nickens called the meeting to order at 2:03
p.m. The roll call was taken:
MEMBERS PRESENT: Chairman, Harry C. Nickens; Vice Chairman,
Athena E. Burton, Supervisors Steven A. McGraw,
Gary J. Minter

MEMBERS ABSENT:
Supervisor Alan H. Brittle
IN RE: DISCUSSION
The remainder of the departmental budgets was

discussed, and Supervisor Brittle arrived at 2:45 p.m.
Supervisor Brittle moved that staff proceed with the development
of a Cultural Enrichment Committee. This Committee would
establish criteria similar to that of the Human Service Committee
in designating Roanoke County contributions to local cultural
organizations. The motion carried by a unanimous voice vote.
Supervisor Brittle moved for the establishment of a
l50th Birthday Celebration Committee which would include at
least one member from each magisterial district and five at-large

members and that the recommended $5,000 be allocated. The motion
carried by a unanimous voice vote.
County Administrator, Donald R. Flanders, reported that
pursuant to the Board's request, Personnel Officer, Keith Cook,
had prepared a description of an "Intern" position.

Supervisor Brittle moved to adopt the definition of "Intern", and
the motion tied by the following voice vote:
AYES:
Supervisors McGraw, Brittle

NAYS:
Supervisors Burton, Nickens
ABSTAIN: Supervisor Minter
IN RE: EXECUTIVE SESSION
At 5:03 p.m. Supervisor Minter moved to go into
Executive Session pursuant to the Code of Virginia, Section
2.1-344(a) (l) to discuss a personnel matter. The motion carried
by a unanimous voice vote.
IN RE: OPEN SESSION
Supervisor Minter moved to go into Open Session at 5:30
p.m. The motion carried by a unanimous voice vote. Supervisor
1984-1985 School Budget
RESOLUTION NO. 84-80 APPROVING A BUDGET FOR
THE ROANOKE COUNTY SCHOOt BOARD FOR
FISCAL YEAR 1984 - 1985 '

Minter moved the following prepared resolution approving the
BE IT RESOLVED by the Board of Supervisors of Roanoke
County, Virginia, as follows:
1. That a certain budget adopted and submitted by the
Roanoke County School Board for fiscal year 1984-l985 to the
Board of Supervisors in the total amount of $23,000,000 be, and
same hereby is, approved as made and provided by Section 22.l-93
of the 1950 Code of Virginia, as amended; and
2. That an attested copy of this resolution be
forthwith forwarded to the Clerk of the Roanoke County School

Board.
Adopted by the following roll call vote:

p.m. Thursday, May lO, 1984, at the Roanoke County Administration
Center.
IN RE: EXECUTIVE SESSION
Supervisor McGraw moved to return to Executive Session
at 5:35 p.m., and the motion carried by a unanimous voice vote.
IN RE: ADJOURNMENT
Supervisor Brittle moved to return to Open Session at
6:09 p.m, and the motion carried by a unanimous voice vote.
Supervisor McGraw moved to adjourn to 1:00 p.m., Wednesday, May
2, 1984, to consider going into Executive Session pursuant to the
Code of Virginia, Section 2.l-344(a) (1) to discuss a personnel
matter, and the motion carried by a unanimous voice vote.
