Roanoke, VA 24015 I May 10, 1984 The Roanoke County Board of Supervisors of Roanoke County, Virginia, met this day at the Roanoke County Administration Center, this being an adjourned meeting from May 8, 1984, and a Budget Work Session. IN RE: CALL TO ORDER Chairman Nickens called the meeting to order at 5:10 p.m. The roll call was taken. MEMBERS PRESENT: Chairman, Harry C. Nickens, Vice Chairman Athena E. Burton, Supervisors Alan H. Brittle, Steven A. McGraw, Gary J. Minter I MEMBERS ABSENT: None IN RE: REPORT ON SELECTION OF ROANOKE COUNTY SIGNS Chairman Nickens called on David Meador, who introduced Jim Edgell and Debbie Sovinee, from Ensign Designs. Mr. Edgell presented five sample entrance signs reflecting the artist's warm feeling for the County. The Board reported they would advise the firm of its recommendation. IN RE: COMMUNITY DEVELOPMENT BLOCK GRANT RATED PROJECTS Director of Planning, Rob Stalzer, presented a review I of the eight potential projects recommending that the four neighborhoods that have the highest ranking be nominated to receive funding. The Board directed staff to proceed to review the top three ranked communities, Carvin's Cove, Thirlane, and Pinkard Court. - ~ "..- 57 9 · 5-10-84 IN RE: EXECUTIVE SESSION Supervisor Burton moved to go into Executive Session at 5:45 p.m. pursuant to the Code of Virginia, Section 2.l-344(a) (1), (2), and (6) to discuss personnel, real estate, and legal I matters. The motion carried by a unanimous voice vote. IN RE: OPEN SESSION Supervisor Burton moved to go into Open Session at 7:20 p.m. for a dinner recess, and the motion carried by a unanimous voice vote. IN RE: EXECUTIVE SESSION At 8:00 p.m. Supervisor Brittle moved to return to Executive Session pursuant to the Code of Virginia, Section 2.l-344(a) (1) to discuss a personnel matter. The motion carried by a unanimous voice vote. I IN RE: BUDGET WORK SESSION Supervisor McGraw moved to return to Open Session at 8:25 p.m., and the motion carried by a unanimous voice vote. Supervisor Minter moved that the operating budget be reduced 3% except for the School Board and Social Service budgets, for a total amount of $89,186. The motion carried by the following roll call vote: AYES: Supervisors Minter, Burton, McGraw, Brittle, Nickens NAYS: None Supervisor Brittle moved to proposed budget for public hearing as revised which would provide a contingent balance of $1,791,345. Supervisor Minter made a substitute I motion that the 5% cost of living adjustment be allocated to classified employeees based on a 40-hour work week effective July 1, 1984.
