The Roanoke County Board of Supervisors of Roanoke
County, Virginia, met this day at the Roanoke County
Administration Center, this being the fourth Tuesday and the
second regularly scheduled meeting of the month of June, 1984.

CALL TO ORDER
Vice Chairman Burton called the meeting to order at
3:15 p.m. The roll call was taken.
MEMBERS PRESENT: Vice Chairman Athena E. Burton, Supervisors
Alan H. Brittle, Steven A. McGraw.

IN RE:
EXECUTIVE SESSION
Supervisor Brittle moved to go into Executive Session
pursuant to the Code of Virginia, Section 2.1-334(a) (1), (2),
(4) and (6) to discuss personnel, real estate, location of a
prospective business or industry, and legal matters. The motion
carried by a unanimous voice vote. Supervisor Minter arrived
during Executive Session.

Supervisor Minter moved to return to Open Session at
4:15 p.m. and the motion carried by a unanimous voice vote.

Work Session - Proposed Roanoke County Ordinance to
Update Regulations for Public Spas/Hot Tubs.
Dr. Nancy Welch, Director of the Health Department and Mo Owen,
Chief Sanitarian, were present; Dr. Welch explained that when
investigating complaints, there currently are no regulations for

public spas
and hot tubs except Virginia Health Department swimming pool
guidelines. The major discrepancy is the chlorine level, and Dr.
Welch requested an ordinance be written regulating spas and hot
tubs in accordance with the standards recommended by the U. S.
Department of Health and Human Services.
Supervisor Brittle moved to refer this to the County
Attorney for drafting of an Ordinance and advertising for a
public hearing. The motion passed by a unanimous voice vote.

Work Session - Donation of Burgess-Shindell Property.
John Hubbard, Director of Public Facilities distributed
informational reports which estimated the cost of the programs
outlined by the Department of Parks and Recreation for this
project. The Board will review the information and take action
at the July 3, 1984 meeting.

RESOLUTION NO. 84-108.a ACCEPTING
CERTAIN BIDS MADE TO ROANOKE COUNTY
SEST FORTH AS FOLLOWS
BE IT RESOLVED by the Board of Supervisors of Roanoke
County, Virginia, as follows:
1. That those certain bids set forth as follows in the
following words and figures be, and hereby are, accepted, upon
all and singular the terms and conditions of the invitation to
bid, the specifications of the County of Roanoke, the bidder's
proposals, and the provisions of this resolution, to-wit:
a. Purchase of two intermediate class automobiles to
be placed in service by the Building Inspections
Division from Magic City Motor Corporation at a cost
not to exceed $15,515.88.

b. One year contract (July 1, 1984 - June 30, 1985)
to repair and pave the areas damaged by water breaks
and sewer stoppages with E. S. Markham Co. at a cost
not to exceed $36,000.00.
c. One year contract (July 1, 1984 - June 30, 1985)
for extermination services to the various County
buildings with National Exterminators, Inc. at a cost
not to exceed $2,064.88.
d. One year service and preventative maintenance
contract (July 1, 1984 - June 30, 1985) on cameras,
intercom communication systems, and other
surveillance equipment with Valley Communications,
Inc. at a cost not to exceed $7,200.00.
e. One year service and maintenance contract (July
1, 1984 - June 30, 1985) on the County Courthouse
elevator with Otis Elevator Co. at a cost not to
exceed $2,831.16.

of the various County buildings with Mechanical

driveways: Starkey #2, Hidden Valley #6, and North
Lakes #4 with Adams Construction Co. at a cost not to

i. Contract for protective breathing apparatus to be
placed in service by the County Fire Department and
Rescue Squads with Panama Fire Equipment Co. at a
cost not to exceed $11,161.00.
j. Sole source contract for one Life-Pak 5
Defibrillator for use by Cave Spring Rescue Squad
with Physio-Control at a cost not to exceed
$7,200.00.
k. Contract for repaving and striping the parking
area at the Roanoke County Administration Center with
Virginia Asphalt Paving Company at a cost not to
exceed $11,275.00.
2. That the County Administrator is hereby authorized
and directed to execute the necessary documents on behalf of
Roanoke County upon a form approved by the County Attorney; and
3. That all other bids are hereby rejected and the

4. That the General Appropriation Resolution of

NEW INDUSTRIAL SITE LOCATED IN ROANOKE

BE IT RESOLVED by the Board of Supervisors of Roanoke
County, Virginia, as follows:
1. That said Board, having duly considered the request

and assurances of AMP, Incorporated, respectfully urges and
recommends to the Highway Commission of Virginia that
consideration be given, that immediate study be made, and that a
project be approved and initiated pursuant to the provisions of
Section 33.1-221 of the 1950 Code of Virginia, as amended, to
provide approximately 2,700 feet of needed industrial access
improvements to Old Hollins Road, Route 601, from AMP,
Incorporated property to Shadwell Drive, situate in Roanoke
County; and
2. That Roanoke County does hereby guarantee and
assure the Virginia Department of Highways and Transportation
that the expense of acquisition of any and all rights-of-way and
I
utility adjustments will not require the use of state industrial
access funds; and
3. That the Clerk of this Board forthwith transmit
certified copies of this resolution together with any necessary
appropriate supporting data to the State Highway Commission of
Virginia through the local office of the Virginia Department of
Highways and Transportation.

and hereby is, amended by amending and reenacting Section 20.1-27
Rates to read and provide as follows:

(1) The rates and charges for water service in Roanoke
County where water service is provided by the County
shall be determined at a monthly base charge as set
out below plus a volume charge of $0.88 per thousand
gallons.

(2) Minimum Billing and Payment of Bills
No bill shall be rendered for less than $4.55 per month.
Residential accounts are payable quarterly, and
commercial and industrial accounts are payable monthly,

all bills being due and payable thirty (30) days from
date of bill.
(b) Availability Charges.
(1) Generally. The following schedule of charges shall
apply to all connections to the County's water systems.

Charges as established include only the cost of
availability plus one 5/8 inch water meter. The costs
of the water service line from the available main to
the property line including service connections with
meter box shall be borne by the applicant. A credit of
the cost of one 5/8 inch meter will be allowed for
those connections requiring a larger than 5/8 inch
meter.

Meters shall be sized in accordance with
procedures established by the Superintendent of
the Department of Public Facilities.
(2) Minimum availability charge. The minimum availability
charge for any connection will be that established for
a 5/8" meter set out in the Schedule of Charges.
(c) Fire Service
All separate fire service connections shall be properly
metered. Those separate fire services will not be

assessed an availability charge unless determined to be
part of the domestic service.
(d) Miscellaneous Charges
The following charges for service to customers other than
sale of water shall be as follows:

Sec. 16-41. Rates and Charges.
(a) Service Charges
(1) The rates and charges for sewer service in Roanoke
County where water service is provided by the County
shall be determined at a monthly base charge as set out
below plus a volume charge of $0.76 per thousand
gallons of water used.

(3) Minimum Billing and Payment of Bills
No bill shall be rendered for less than $3.99 per month.
Residential accounts are payable quarterly, and
industrial accounts are payable monthly, all bills
being due and payable thirty (30) days from date of
bill.
(b) Availability Charges.
The following schedule of charges shall apply to all
connections made to the County's sanitary sewer system.
Charges established include only the cost of availability.
The costs of the sanitary sewer line from the available main

to the property line, including the service connection with
clean-out box, shall be borne by the applicant.

(2) Meters shall be sized in accordance with procedures
established by the Superintendent of Department of
Public Facilities.

(3) Availability charges for services requiring larger than
a 6" meter size will be based on the rated capacity of
the meter to be installed or the calculated capacity if
no water service is to be provided. The rated or
calculated capacity will be compared to the equivalent
number of 5/8" meters for the same capacity. The
equivalent number will be multiplied by the
availability charge of a 5/8" meter.
(4) Minimum availability charge. The minimum availability
charge for any connection will be that established for
a 5/8" meter set out in the Schedule of Charges.
(c)
Reduction in Charges.
Premises not discharging the entire volume of water used

into the sewers will be allowed a reduction in charge
provided the customer installs, at his expense, a meter or
meters, or other positive means of measurement, satisfactory
to the County, of the volume either discharged or not
discharged into the sewers.
(d) Miscellaneous Charges.
The following charges for service to customers other than
sewer service shall be as follows:

Citizens Opposed to Annexation

Mrs. Judith S. St. Clair, Rt. 5, Box 12, Salem,
Virginia, Phyllis J. Young, 1638 Red Lane Ext., Salem, Virginia,
and Charles H. Grantham, Jr. 1348 Red Lane Extension, Salem,
Virginia spoke in opposition to the proposed annexation of the
Red Lane area into the City of Salem. They stated they had a
petition opposed to annexation with approximately 50 signatures.
Vice-chairman Burton announced that the large
landowners in the area had been contacted as to their needs such
as water and sewer, and were told by the county that these needs
would be provided if they were desired.
Vice-chairman Burton advised that no formal petition
has been filed, and until it has there is no legal recourse for
Roanoke County to follow. It will, however, defend its boundary
lines.

24153 spoke on the purpose of the Human Services Committee.

Carlton Terrace summarized the purpose of the proposed medical
clinic in the existing Kenny's Restaurant structure. There was a
discussion regarding the approval of the Highway Department
approving the entrance. No one spoke in opposition. Supervisor
Minter moved that the petition be granted.

REVISION OF THE EXISTING SIX YEAR
CONSTRUCTION PLAN FOR THE SECONDARY
SYSTEM OF THE STATE HIGHWAYS FOR
FISCAL YEAR 1984-1985 IN ROANOKE
COUNTY.

John Hubbard, Superintendent of Public Facilities
stated this purpose of the Public Hearing was to allow for public
comments or questions pertaining to the existing Six Year Plan.
On July 3rd there will be a public hearing on the priorities for
the Six Year Plan. No action was necessary.
IN RE:
REPORTS OF OFFICERS, DEPARTMENTS AND COMMITTEES
Department of Development- Rob Stalzer reported on the
challenge to the 1982 census report by the Tayloe Murphy
Institute. He stated there is a difference of 1.36 percent in

the census figures the county estimates and Tayloe-Murphy
Institute figures. Roanoke County population estimates are
approximately 1000 greater than Tayloe-Murphy. The difference
would not have a great effect on federal revenue sharing, but
would make a difference on internal planning, and possibly other
revenues. County Administrator, Donald R. Flanders, County
Administrator stated that though the difference was small now, it
could grow yearly and have a much greater impact. The Census
Bureau considers 4.4% the maximum amount for error.
Supervisor Minter moved that an appeal be filed,
stressing Roanoke County's concern for future accuracy, so errors
unanimous voice vote.

County's actual share of the cost was seventeen percent, or

approximately $137,000.
Personnel - Supervisor Minter moved that letters of
commendation be sent to Deputies Linkhous and winston with copies
to Sheriff Foster thanking them for their recent action as law
enforcement officers. The motion carried by unanimous voice
vote.
Department of Fiscal Management - John Chambliss,
Superintendent of Fiscal Management recommended acceptance of
the bid of E. C. Pace Company, Inc. for rock excavation in
connection with the Roanoke River Sewer Intercept Project
79-1-S.Supervisor Brittle moved the following prepared

1. That a request to withdraw that certain bid of E.
C. Pace Company, Inc. in the amount of $643,279.60 for rock
excavation in connection with the Roanoke River Sewer
Interceptor, Project No. 79-1-S, is hereby denied: and
2. That based upon evidence of an unintentional

arithmetic or clerical error, the Board of Supervisors of Roanoke
County hereby authorizes a modification or adjustment in the
contract price from $15.00 per cubic yard for rock excavation to
$25.00 per cubic yard for rock excavation; and that such
modification or adjustment would increase the bid amount by
$50,000.00 to a total of $693.279.60; and

3. That that certain modified bid of E. C. Pace
Company, Inc. in the amount of $693,297.60 for rock excavation in
connection with the Roanoke River Sewer Interceptor, Project No.
79-1-S, upon all and singular the terms and conditions of the
invitation to bid, the specifications of the County of Roanoke,

the bidder's proposals, and the provisions of this resolution,
be, and same hereby is, ACCEPTED; and
4. That the County Administrator is hereby authorized
and directed to execute the necessary documents on behalf of
Roanoke County, all to be upon form approved by the County
Attorney; and
5. That all other bids are hereby rejected and the
Clerk is directed to so notify such bidders and express the
County's appreciation for the submission of their bids.

John Chambliss also reported that the School Board had
requested an appropriation to the 1983-84 operating budget for
$124,000.00 from unanticipated additional revenues of $269,000.00
$269,000.00, and an appropriation transfer within the 1983 School
Operating Budget to redistribute funds to meet program
expenditures.

Chairman Nickens
County Adminstrator - Donald Flanders stated the
reports on the Social Services Board would be held over until
July 3, 1984.
He announced he was proposing the creation of a
Management Advisory Committee (BIG-MAC)to evaluate the progress
of the county in the last two years to upgrade the
organizational structure and management programs in the county,
and to recommend further improvements. The membership would
consist of eleven residents of the county with expertise in
various management areas. Technical and clerical assistance
would be provided by Peat, Marwick and Mitchell. Supervisor
Burton requested that the number not be limited to eleven. Mr.
Flanders will bring back recommendations for the committee at the

the addition of a fire inspector and clerk-steno to handle the
additional paperwork involved in administering the Code.
Supervisor McGraw moved to refer the report to the
County Attorney for preparation of an appropriate ordinance and
advertising for a public hearing. The motion carried by
unanimous voice vote.
Mr. Flanders recommended approval of a resolution

County in inter-governmental relations.

Block Grant application.

Revenue Sharing for the Hot Mix Program - John
Hubbard, Superintendent of Public Facilities stated the formula
has been reviewed and it has been determined that the
relationships in the formula are good. Supervisor Minter moved

the following resolution to approve the priorities previously
established for the hot mix program.

VIRGINIA DEPARTMENT OF HIGHWAYS AND
TRANSPORTATION TO UTILIZE CERTAIN FUNDS
HERETOFORE APPROPRIATED BY THE BOARD OF
SUPERVISORS IN ITS SECONDARY ROUTE PLAN
MIX PROGRAM IN ROANOKE COUNTY.
BE IT RESOLVED by the Board of Supervisors of Roanoke
County, Virginia, as follows:
1. That the Board of Supervisors of Roanoke
Countyhaving heretofore in fiscal year 1983-84 appropriated
certain funds which together with matching highway department

funds totaled $111,812.83 to be utilized in the secondary route
plant mix program in Roanoke County, of which $5,256.09 remained
unexpended during fiscal 1983-84; and
2. That the Board does hereby expressly request the
Virginia Department of Highway and Transportation to carryover
the aforesaid $5,256.09 into the 1984-85 fiscal year budget in
the revenue sharing fund account thereof and in addition thereto
to match such funds as are simultaneously herewith or hereafter
appropriated by the County in an additional amount not to exceed
$50,000.00; and
3. That a duly attested copy of this resolution and
the attached priority list be forthwith forwarded to the Virginia
