The Roanoke County Board of Supervisors of Roanoke
County, Virginia, met this day at the Roanoke County
Administration Center, this being an adjourned meeting from
November 13, 1984 to complete work on various work sessions not
covered at the November 13, 1984, Board of Supervisors Meeting,
discuss Courthouse furnishings, and to consider going into
Executive Session.

IN RE:
CALL TO ORDER
Chairman Nickens called the meeting to order at 3:07
p.m. The roll call was taken.
MEMBERS PRESENT:
Chairman Harry C. Nickens; Vice-Chairman
Athena E. Burton, Supervisors Gary J. Minter,
and Alan H. Brittle
MEMBERS ABSENT:
Steven A. McGraw
Supervisor McGraw arrived at 3:15 p.m.
IN RE:
OPEN SESSION

Work Session - Roanoke County Courthouse Furnishings -
Donald R. Flanders, County Administrator, reported on progress of
Courthouse furnishings. Mr. Flanders and the staff recommend the
approval of the prepared resolution awarding the contract to
Litton Office Products. Supervisor Minter asked about the total
cost of furnishing the Courthouse. Mr. Flanders reported that
the total would be approximately $439,000 which is $105,000 less

than the original estimate. This cost includes only furnishings,
lamps, etc., no art work or other decorative items. If this bid
is approved, the prices will be frozen until January 15, 1985.

Chairman Nickens requested that a cap of $389,000 be placed on
the furnishings. Supervisor Burton expressed a concern that the
appropriate furnishings could not be purchased for this amount of
money and that the furnishings for the Administration Center
would suffer because of this cap. Chairman Nickens requested
that not more than $339,000 be spent on Courthouse furnishings
and was not aware that the purchase of other furnishings was
being considered in this resolution. Supervisor Brittle reported
that he and Supervisor Burton had met with the architects earlier
last week and reduced the units further and would have a problem
restricting Supervisor Burton in furnishing the new Courthouse
with that cap. Supervisor Minter suggested a target figure of
$400,000 and then have the supplier give the County a I
supplemental list in priority of what else is needed. Supervisor
McGraw requested that the Board support her because of the time,
effort and knowledge that she has put into this project.
Supervisor Minter moved to approve the prepared resolution and to
put a cap of $425,000 for the furnishings of the Courthouse.
RESOLUTION 84-246
BE IT RESOLVED by the Board of Supervisors of Roanoke
County, Virginia, as follows:
1. That that certain proposal of Litton Office
Products Corporation for the unit purchase price for furnishings
for the Courthouse, upon all and singular the terms and

conditions of the invitation to bid, the specifications of the
County of Roanoke, the bidder's proposals, and the provisions of
this resolution, be, and same hereby is ACCEPTED; and
2. That the County reserves the right to deduct or add
items included in the proposal with said prices remaining in

effect through January 15, 1985 as provided for in the
specifications; and

3. That the County Administrator is hereby authorized
and directed to execute the necessary documents on behalf of
Roanoke County, all to be upon form approved by the County
Attorney.
On motion of Supervisor Minter to approve the prepared resolution
and to place a cap of $425,000 on the Courthouse furnishings and
the following recorded vote:
AYES: Supervisors McGraw, Minter, Brittle, Burton, and Nickens
NAYS: None.
IN RE: EXECUTIVE SESSION

Supervisor Brittle moved to go into executive session
pursuant to the Code of Virginia Section 2.1-344 (a) (1), (2),
( 4 ), and (6).
IN RE:
ADJOURNMENT
Supervisor Brittle moved to adjourn at 5:02 p.m. The
motion carried by a unanimous voice vote.
