The Roanoke County Board of Supervisors of Roanoke
County, Virginia, met this day at the Vinton Town Council
Chambers, this being the first Tuesday, and the first regularly
scheduled meeting of the month of December, 1984.

CALL TO ORDER
Chairman Nickens called the meeting to order at 3:10
p.m. The roll call was taken.

IN RE:
EXECUTIVE SESSION
Supervisor Burton moved to go into Executive Session
pursuant to Virginia Code Section 2.1-334 (a) (1), (2), (4), and
(6). The motion carried by a unanimous voice vote.
IN RE: OPEN SESSION
I Supervisor Brittle moved to return to Open Session at
4:05 p.m. The motion carried by a unanimous voice vote.
Work Session - Roanoke County School Board on the Cave
Spring Athletic Field Project - Bayse Wilson, Superintendent of
Roanoke County Schools reported that the School Board has been

working with the Cave Spring Booster Club and various other civic
organizations in the Cave Spring area regarding the additions at
Cave Spring High School. Mr. Wilson requested the Board to

approve the appropriation resolution for $85,000.00 to be
transferred from their account for the administration building tc
the funds to improve the drainage problems at Cave Spring High
School and to move the bus lot and the gasoline refueling statior
and to expand their parking area. Mr. Mahoney, County Attorney,
is presently in the process of negotiating with Regional
Properties in trying to work out a mutual solution to soil
erosion and drainage issues and are close to an agreement.
Supervisor Minter moved to spread resolution in the minutes
authorizing the transfer of funds for the Roanoke County School
Board. Chairman Nickens expressed that these funds should not bE
used to make athletic improvements.

Work Session - Horizon Concepts and Land Use
Alternatives - Mr. Rob Stalzer, Director of Planning, introduced

Roanoke County's new Associate Planner, Bonnie Newlon. Mr.
Stalzer reported on the division of his staff as follows:
Administrative Support Section, Current Planning and Land Use
Management Section, and Advanced Planning and Research. The
Advanced Planning and Research Section will be working on the
Community Facilities component of the Comprehensive Plan.
Current Planning and Land Use Management will be working on the
land use plan and implementation devices primarily with zoning
ordinances, transportation planning, environmental concerns,
design standards, site planning use, code enforcement, ordinance
preparation, rezoning review, and working with the Board of
Zoning Appeals and the Planning Commission. Administrative
Support will work with public involvement.
There are five levels of land use planning which will
eventually culminate into the development of the Future Land Use
Plan for Roanoke County. Level one has been completed and
involves the identification of twelve community planning areas.
Level two has also been completed with the identification
from staff, Planning Commission, and Board of Supervisors where
growth is anticipated throughout the County. Mr. Stalzer
discussed level three today dealing with conservation elements
and has come up with more specific land use designations. Mr.
Stalzer requested that the Board give their opinion on
conservation areas and he will report back to the Board on
January 9, 1985, with areas in the County that reflect
conservation values, are urban in nature, and are rural in nature.
From this report the Planning staff hopes to specify more
precisely urban developed, urban growth areas, and conservation
areas, rural areas, village areas, rural fringe areas.
Work Session - Roanoke County Planning Commission
Rezoning Procedures - Jim Lehe, presented an outline to the Board.
Supervisor Brittle requested an upgrading of the maps that are
included in the packets of the Supervisors. Rob Stalzer reported

that his department would start bringing copies of each site to
be rezoned on orthophoto that is placed on foamboard. These maps
will provide a much clearer picture of the property in question.
Chairman Nickens suggested that the next time Mr. Stalzer meets
with the Board that he bring a copy of the improved maps.
Chairman Nickens requested a location map be added to the
attachments of the staff reports. Supervisor Burton requested
copies of the Rezoning Impact Assessment reports for the packets.
Jim Lehe also reported on the Rezoning Application
Package. The application itself basically puts a standard on the
petitioners. Mr. Rob Stalzer reported that he would put an
asterisk by the funds that are mandated by the State of Virginia
Supervisor Minter requested that all applicants and surrounding
land owners be notified regarding public hearings.

CONCURRING IN CERTAIN ITEMS SET FORTH
ON THE BOARD OF SUPERVISORS AGENDA
FOR THIS DATE DESIGNATED AS ITEM F -
CONSENT AGENDA
BE IT RESOLVED by the Board of Supervisors of Roanoke
County, Virginia, as follows:
1. That that certain section of the agenda of the
Board of Supervisors for December 4, 1984, designated as Item F -
Consent Agenda be, and hereby is, approved and concurred in as to
each item separately set forth in said section designated Items 1
through 6, inclusive, as follows:
1. Letter dated November 19, 1984 from C. W. Maus,
Regional Director of the State Water Control
Board to Dr. Harry C. Nickens concerning Roanoke
Valley Water Supply Plan.

RESOLUTION 84-207 WAIVING CERTAIN
REQUIREMENTS OF THE ROANOKE COUNTY SEWER
RULES AND REGULATIONS IN REGARD TO
CERTAIN PROPERTY
I
BE IT RESOLVED by the Board of Supervisors of Roanoke
County, Virginia, as follows:
1. That the Board hereby waives the requirements of
the Roanoke County sewer rules and regulations relating to the
requirements that properties which adjoin streets in which are
located public sewer must connect to said sewer, as it pertains
only to the right to provide sewer service in regard to a 2 acre
parcel owned by Donald Chapman situate, lying and being on Lamar
Street, this waiver being based upon a demonstration by the
property owner, Donald Chapman, that strict compliance with the
provisions of such rules and regulations would impose an undue
standards set forth in said rules and regulations do, however,

hardship and burden upon the property owner; the construction
remain in full force and effect; and
2. That this Board shall authorize no further waiver
unless and until it has been demonstrated to this Board that the
failure to grant such waiver shall create an undue hardship upon
the property owners.
On motion of Supervisor Burton and the following recorded vote:

IN RE: APPOINTMENTS
Chairman Nickens announced that all members to the

Management Advisory Council must be nominated by December 18,
1984. It was also decided that the size of the council would be
increased to allow more than one member for each category.
Chairman Nickens nominated Mr. Hugh Davis, 6309 Fairway
Forest Drive, Salem, Virginia, 24153, for Management to the
Management Advisory Council and Mr. Rex Cassidy, 4266 Toddsbury
Drive, Vinton, Virginia, 24179, for Engineering. Supervisor

McGraw nominated Mr. Russell Muncy, 114 East Main Street, Salem,
Virginia, 24153, to the Management Advisory Council.
Supervisor Burton nominated Mr. Lee B. Eddy, 2211

Supervisor Burton moved to approve all nominations.
The motion carried by a unanimous voice vote.
