The Roanoke County Board of Supervisors of Roanoke
County, Virginia, met this day at the Town of Vinton Council
Chambers, this being an adjourned meeting from December 4, 1984,
and a joint meeting with the Town of Vinton.

Mayor Charles R. Hill called the meeting of the Vinton
Town Council to order. Roll call was taken and all members were
present.

OPENING CEREMONIES
The invocation was given by Roanoke County Board of
Supervisors Chairman, Harry C. Nickens. The Pledge of Allegiance

PROCLAMATIONS AND RESOLUTIONS
Supervisor Minter moved for approval of the prepared
resolution congratulating Vinton on its 100th year.

RESOLUTION 84-210 EXPRESSING
CONGRATULATIONS TO THE TOWN OF VINTON ON
ITS 100TH ANNIVERSARY
WHEREAS, on March 17, 1884, the General Assembly of

Virginia granted a charter establishing the Town of Vinton as a
separate political subdivision located within Roanoke County; anc
WHEREAS, during its 100 year existence the Town of
vinton, both as a separate political subdivision and as part of
Roanoke County, has made many significant contributions to both
the citizens of the Town and the citizens of Roanoke County; and
WHEREAS, the Council of the Town of Vinton has
determined and proclaimed 1984 as the centennial year for the
Town of Vinton to be called the Vintennial in order to properly
honor the Town of vinton and its many outstanding citizens, both
past and present, who have made so many outstanding contributions
NOW, THEREFORE, BE IT RESOLVED by the Board of

to the quality of life in the Town of vinton and Roanoke County.
Supervisors of Roanoke County that it does hereby express its
most genuine and sincere congratulations to the Town of Vinton,
its Council, and its citizens on its Vintennial celebration
celebrating the 100 years of the Town's most distinguished
existence and does further express its sincere appreciation to
the Town and its many citizens, both past and present, who have
made many substantial contributions to the quality of life in
both the Town of Vinton and in Roanoke County.
BE IT FURTHER RESOLVED that Roanoke County, in
commending and congratulating the Town of Vinton for its most
successful past 100 years, looks forward to continued meaningful

cooperation in providing essential and necessary governmental
services for all our citizens for the next 100 years.
On motion of Supervisor Minter and the following
recorded vote:

Chairman Nickens presented Mayor Hill with the signed
resolution and a plaque commemorating the centennial.

Supervisor Burton moved for approval of the prepared
resolution congratulating William Byrd High School on its
outstanding programs and achievements.
RESOLUTION 84-211 CONGRATULATING THE
STUDENTS AND TEACHERS OF WILLIAM BYRD
HIGH SCHOOL FOR THEIR OUTSTANDING
ACADEMIC AND ATHLETIC ACHIEVEMENTS
WHEREAS, William Byrd High School has recently
concluded a most successful period in its long history with
outstanding achievements both academically and athletically; and
WHEREAS, Steve Ridout was selected to represent Roanoke
County, Virginia, as the nominee for the United States Senate
Youth Program; and

WHEREAS, under the direction of Mrs. Mary Vagts William
Byrd High School was District Champion in the Theater Festival
and is to compete in the Region III competition; and
WHEREAS, the Tootin' Terrier Marching Band won 2nd
place in the Class AA Virginia State Marching Band Festival with
Mr. Steve King, Director; and
WHEREAS, Mrs. Mabrey Hunt was presented with the
Outstanding South Central Area Home Economics Teacher Award and
the Outstanding Virginia Home Economics Teacher Award given by
the Virginia Home Economics Teachers; and
WHEREAS, the William Byrd High School Boys Cross
Country Team placed first in the District and Region competition

with Dwayne Stover receiving First Place in the District and
Region and Robbie Anderson receiving Second Place in the District
and Region; and
WHEREAS, William Byrd High School Girls Cross Country
Team member Christie Atkins placed second in the Region
competition; and

WHEREAS, William Byrd High School football team coachec
by Jeff Highfill with Assistants George George, Paul Barnard,
Barry Trent, and Wallace Thompson had its best football season ir
ten years and third best season in thirty years earning a place
in the regional playoffs; individual honors for the First Team,
All District to J. R. Edwards, Mark Gillespie, David Jennings,
Todd Massie, Jim Moore, Chris McCarty, Mike Stevenson, David
Wray; individual honors for the First Team, All Region to J. R.
Edwards, David Jennings, Jim Moore, David Wray; and David
Jennings was the Region III - Leading Rusher; individual honors
for the First Team - All State to Jim Moore and David Wray;
individual honors to the Second Team - All State to David
Jennings and J. R. Edwards; and
WHEREAS, the William Byrd High School Golf Team coachec
by Timothy Chocklett placed first in the District and Region witt
Jeff Sprinkel placing first in the State AA competition; and
WHEREAS, the William Byrd High School Girls Basketball
team coached by Richard Thrasher and Assistant Coaches Sharon
Hensley and Robin Hungate were the regular season District
Champions with a district record of 8 - 0 also winning the
District Tournament Championship and the Region III Championship
and placing second in the state championship; individual honors
for the All District Team to Lisa Childress, Missy Smith, Jenny
Mitchell; and individual honors for the All Region Team to Missy
Smith and Jenny Mitchell.
NOW, THEREFORE BE IT RESOLVED that the Board of
Supervisors of Roanoke County congratulates and commends the
students and teachers of William Byrd High School for their
outstanding academic and athletic achievements since June, 1984.
On motion of Supervisor Minter and the following recorded vote:

The vinton Town Council also voted unanimously to
accept the above prepared resolution.

Chairman Nickens presented the signed resolution and a
certificates of appreciation to Mr. Bob Patterson, Principal of
William Byrd High School. Certificates of appreciation were also
awarded to the following teachers and students of William Byrd

Chairman Nickens and Mayor Hill presented a joint
proclamation from Roanoke County and the Town of vinton
designating the week of December 9 - 15, 1984, as "National Drunk

and Drugged Driving and Awareness Week" to Sheriff o. S. Foster
and Ms. Edwards, Executive Director of the Roanoke Valley Safety
Council and Chairman and Coordinator of the Roanoke Valley
Transportation Safety Association. Supervisor Brittle moved for
approval of the prepared proclamation.

PRO C LAM A T ION
WHEREAS, traffic crashes cause more violent deaths in the
United States than any other cause, approximately fifty thousand
each year; and
WHEREAS, fifty percent of fatally injured drivers have
alcohol concentration in their blood above the legal limit; and
WHEREAS, drunk driving crashes are the nation's single
greatest cause of death for youth between the ages of 16 and 24;
and

WHEREAS, the total societal cost of drunk driving has been
estimated to be as high as $25 billion a year, which does not
include the human suffering that can never be measured; and
WHEREAS, there are increasing reports of collisions
involving drivers who have used prescription or illegal drugs;
and
I
WHEREAS, there has been a groundswell of national, state and
local activity aimed at these problems through citizens' groups,
task forces, the Presidential Commission on Drunk Driving, and
the Governors Task Force on Drunk Driving; and
WHEREAS, increased public knowledge about the gravity of the
problem of drunk and drugged driving may convince alcohol and
drug users to refrain from driving, and may stimulate interest in
research about effects of drugs on driving ability and the
incidence of traffic crashes; and
WHEREAS, national awareness of the problems of drunk and
drugged driving may held to sustain current effort to develop
comprehensive solutions at the state and local levels; and
WHEREAS, county drunk driving-action programs have
successfully reduced the number of accidents and fatalities
locally; and
WHEREAS, the Christmas and New Year's holiday period is a
particularly appropriate time to focus national attention on this

critical problem, because more drivers are on the roads, more
social functions are attended and more traffic collisions occur.

NOW, THEREFORE IT IS PROCLAIMED that the County of Roanoke
and the Town of vinton joins with the National Association of
Counties, the United States Congress, the President of the United
States, the Governor and Virginia General Assembly and other
citizens across the nation, in designating the week of December
9-15, 1984, as
NATIONAL DRUNK AND DRUGGED DRIVING AWARENESS WEEK
in supporting national and local observances thereof, and in
reminding our fellow citizens that safety belts and child safety
seats are our best defense against all the hazards of the road.
On motion of Supervisor Brittle and the following recorded vote:
AYES: Supervisors McGraw, Buirton, Minter, Brittle, and Nickens
NAYS: None
I vinton Town Council also unanimously voted for approval
of the above prepared Proclamation.
IN RE:
REPORTS AND RESOLUTIONS
Mayor Charles R. Hill reported on the great need of a
ladder truck to serve vinton and other areas of the East County.
Mayor Hill reported that specs are in the process of being
prepared and will probably be placed for bid within the next two
to three months and delivery would follow in approximately 12
months. The Vinton Town Council suggested proceeding on a 50/50
pay basis with the Board of Supervisors. The vinton Town Council

moved for approval of the funds for their half of the cost of the
ladder truck. The motion carried by a unanimous roll vote.
Supervisor Minter moved for approval of the prepared
resolution for funding of a ladder truck for the Town of Vinton.
RESOLUTION 84-212 UNTAKING A JOINT
PROJECT WITH THE TOWN OF VINTON TO
PURCHASE A NEW LADDER TRUCK

WHEREAS, the Roanoke County Fire Chiefs' Board has
unanimously recommended the purchase of a new ladder truck to
WHEREAS, the purchase of this new ladder truck shall be

serve the fire protection needs of the Town of vinton; and
a joint project between the Town of Vinton and Roanoke County,
the cost of this joint project to be shared on an equal basis;
and
WHEREAS, it is anticipated that a commitment of
resources over a five-year period is necessary to accumulate
sufficient funds to acquire this vehicle.
NOW, THEREFORE, BE IT RESOLVED that the Board of
Supervisors of Roanoke County supports this recommendation of the
Fire Chiefs' Board and joins with the Town of Vinton to fund this
five-year project to acquire a new ladder truck to serve the fire
and public safety needs of the Town of vinton by commiting
$25,000 per year for a five-year period commencing with the

1985-86 fiscal year, said funds to be allocated from the Fire
Apparatus Equipment Replacement budget.

IN RE: JOINT REPORT OF THE COUNTY ADMINISTRATOR AND TOWN
MANAGER
County Administrator, Donald R. Flanders, suggested a
project for the development of a joint certificate of
appreciation program. Mr. Flanders and Mr. George Nester, Town

Manager of Vinton, recommend that the County of Roanoke and Town
of Vinton undertake a cooperative economic development program
recognizing ongoing businesses in the Vinton area and the
developing industries and commercial enterprises. Chairman
Nickens suggested that the Town of Vinton authorize Roanoke

County to devise a certificate for the businesses within the Town
limits. Chairman Nickens also suggested the development of a
sign to be placed in front of the businesses that are under
construction. The vinton Town Council moved for approval of the
certificate and the sign for industries within the Town limits.
The motion carried by a unanimous voice vote.
Mayor Charles R. Hill presented the Board of
Supervisors and the County staff with Vintennial pins.
IN RE:
EXECUTIVE SESSION

Supervisor Brittle moved to go into Executive Session
pursuant to the Code of Virginia Section 2.1-344 (a) (1), (2),
(4), and (6). The motion carried by a unanimous voice vote. The
Town of Vinton moved to go into Executive Session. The motion
carried by a unanimous voice vote.
IN RE: OPEN SESSION
Supervisor Minter moved to return to Open Session at
8:35 p.m. The motion carried by a unanimous voice vote.
IN RE: UNFINISHED BUSINESS

Roanoke County Administrator, Donald R. Flanders, and
Town Manager, George W. Nester, reported on a program that has
been ongoing between the staff of the Town of Vinton and Roanoke
County to evaluate possible areas of cooperation that could be
carried out in the near future. Mr. Flanders and Mr. Nester will
prepare a timetable for the completion of the study and the
identification of possible joint projects that could be approved
by the Town of vinton and the Roanoke County Board of Supervisors
for action.

Mr. Flanders presented a recommendation to the Board of
Supervisors and the Town of vinton on the E-9ll Program. He
reported that the target date is now March, 1987. At present,

Engineering is in the process of identifying unnamed streets. A
list of counties that currently have E-9ll systems is being drawr
up and a study will be made ascertaining the successes and
pitfalls to allow the installation of this system in Roanoke
County to be as effective and efficient as possible. Mr.
Flanders recommended that a County-wide E-9ll Study Committee be
appointed. This committee should include: locational
requirements, size of facility needed, organizational structure,
manpower required, hardware requirements, coordination potential~
with other units of government in the Valley, timetable of actior
steps to be taken to meet cut over deadline, and funding
potentials. Mr. Flanders and Mr. Nester recommended the
following persons_.o<"to serve on the E-9ll commi ttee: Alan H.
Brittle, liason to the Sheriff's Department and Public Safety

Departments; Mr. George W. Nester, Town Manager of Vinton; o. S.
Foster, Roanoke County Sheriff; Tom Fuqua, Fire and Emergency
Services Coordinator for Roanoke County; Clarence F. Irby, Jr.,
vinton Police Chief; Charles R. Hill, Mayor of Vinton; S. A.
Cable, Roanoke County Communications Director; John Hubbard,
Superintendent of Public Facilities; and Sharon Argabright, Town
of vinton Emergency Services Coordinator.
Supervisor Minter moved for the approval of the above
recommendation and approval of the suggested committee. The
motion carried by a unanimous voice vote.
