The Board of Supervisors of Roanoke County, Virginia, met this day
in open session in the Community Room of the Roanoke County Administration
Center at 3738 Brambleton Avenue, Roanoke, Virginia, this being the
Organizational Meeting for 1983.
MEMBERS PRESENT: Chairman Athena E. Burton and Supervisors May W. Johnson
Gary J. Minter, Robert E. Myers, and Harry C. Nickens
MEMBERS ABSENT: None
IN RE:
CALL TO ORDER
Chairman Athena E. Burton called the Organizational Meeting to order
at 10:05 a.m. pursuant to the Virginia Code and legal notice (filed with the
minutes of this meeting).

Invocation was offered by the Superintendent of Fiscal Management,
John C. Chambl iss. The Pledge of Allegiance was recited by all present.
IN RE:
RULES OF ORDER
On Motion of Supervisor Minter and a unanimous voice vote, Roberts
Rules of Order was adopted as the Board's authoritative statement of parlia'.
mentary law and the basic guide to fair and orderly procedure in meeti~gs;
however, that no second to motions be required.
IN RE:
TERt1S OF OFF I CE
On motion of Supervisor Johnson and a unanimous voice vote, the
term of office for Chairman and Vice Chairman of the Board was established
as a one-year term.

IN RE:
NOMINATIONS FOR CHAIRMAN
Supervisor Minter nominated May W. Johnson for the position of
County Board Chairman for 1983.
On motion of Supervisor Minter and a unanimous roll call vote, the

nominations for Chairman were closed, and there being but one candidate for
Chairman, on rol I call vote, May W. Johnson was duly elected Chairman for
1983.
IN RE:
NOMINATIONS FOR VICE CHAIRMAN
Former Chairman Athena E. Burton relinquished the gavel to newly
elected Chairman May W. Johnson who called for nominations for position of
Vice Chairman of the Board for 1983.
Supervisor Nickens was nominated for position as Vice Chairman
by Supervisor Minter.
On motion of Supervisor Burton and a unanimous roll call vote, the
nominations for Vice Chairman were closed, and there being but one candidate

for Vice Chairman, on rol I call vote, Harry C. Nickens was duly elected Vice
Chairman for 1983.
IN RE:
RESOLUTION OF ORGANIZATION
Supervisor Myers moved to adopt the prepared resolution.
Supervisor Burton offered a substitute motion that the prepared resolution
be amended to provide that an executive session be held as the first order
of business on any meeting date. After further discussion, Supervisor Burton
withdrew her substitute motion and upon a unanimous roll call vote the
prepared resolution was adopted as follows:
RESOLUTION NO. 83-1 ESTABLISHING A MEETING SCHEDULE FOR
THE BOARD OF SUPERVISORS OF ROANOKE COUNTY FOR CALENDAR YEAR
1983, ADOPTING RULES OF PROCEDURE FOR SUCH MEETINGS, AND
ESTABLISHING AN ORDER AND METHOD OF VOTING ON ROLL CALL VOTES

BE IT RESOLVED by the Board of Supervisors of Roanoke County,
Virginia, as follows:
I. That for calendar year 1983 the regular meetings of the Board
of Supervisors of Roanoke County shall be held on the second Tuesday and
the fourth Tuesday of each month at the Roanoke County Administration

Center (Community Room) on Brambleton Avenue, S.W., Roanoke County,
Virginia, commencing at 3:00 o'clock p.m. of each such day; provided,
however, no matter set for publ ic hearing or otherwise of general

publ ic interest shall be heard and finally disposed of prior to 7:00
o'clock p.m. on any such meeting date; and provided further, nothing
herein contained shall be deemed to prevent the Board from cancelling
any meetings herein establ ished and set in excess of one (1) meeting per
calendar month; and
2. That the rules of procedure for the conduct of all Board
meetings shall be Roberts Rules of Order; provided however, a motion
duly made by a member of the Board shall not require a second in order
to be considered by the Board; and
3. That the voting procedure of the Board shall continue to be by
roll call vote viva voce, as made and provided by law in rotating order
from meeting to meeting as heretofore establ ished; provided however, the

Chairman shall at all times cast the last vote upon any such roll call.
IN RE: OPERATIONAL PROCEDURES
Supervisor Burton moved that part of the procedure of future
meetings be as follows: (1) consideration of executive session items become
the first order of business at each meeting, (2) that the Board adopt a rule
of order that would limit consideration of new matters prior to 10:30 p.m., and
(3) that the Board adjourn at 11 :00 p.m. to reconvene if necessary to continue
the agenda.
After some discussion Supervisor Minter made a substitute motion
that an adjournment time of 11 :00 p.m. be established by the Board unless a
majority vote of the Board extended the meeting; said vote to be taken and
recorded prior to the 11 :00 p.m. adjournment time.

Motion was adopted by a unanimous voice vote.
Supervisor Burton moved that the County Administrator be directed to
schedule an executive session as the first order of business at each meeting.
Motion was adopted by a unanimous voice vote.

IN RE:
PRESENTATION TO ATHENA E. BURTON
Chairman Johnson presented a plaque of the County Seal to retiring
Chairman Athena E. Burton and expressed appreciation on behalf of the members
and citizens of Roanoke County for providing good leadership in the County
I
government.
Supervisor Burton in turn expressed her appreciation for the
thoughtfulness of the award and thanked the members and staff for their
cooperation and assistance during the past year.
IN RE:
GROUNDBREAKING CEREMONY - ROANOKE COUNTY COURTHOUSE SITE
Chairman Johnson invited al I present to attend the groundbreaking
ceremony to commence at 10:45 a.m. at the site of the new Roanoke County
Courthouse in Salem, Virginia.

ADJOURNMENT
At 10:45 a.m. on motion of Supervisor Minter and a unanimous voice
