The Board of Supervisors of Roanoke County, Virginia, met this day

in open session at the Salem-Roanoke County Civic Center in Salem, Virginia,
this being the second Tuesday and the first regular meeting of the month of
September.
Members Present: Acting Chairman Lawrence E. Terry, Supervisors May
W. Johnson, Edward C. Park, Jr. and T. M. White.
Members Absent:
Chairman Myers

CALL TO ORDER
Acting Chairman Terry called the meeting to order at 7:00 p.m.
IN RE:
INVOCATION
Invocation was offered by Rev. Richard C. Walden, Jr., North Roanoke

Baptist Church, Roanoke, Virginia; and the Pledge of Allegiance to the Flag
was recited in unison.

APPROVAL OF MINUTES
On motion of Supervisors Johnson and a unanimous voice vote, the
minutes of the meeting of August 25, 1981 were approved as submitted.

On motion of Supervisor Johnson and a unanimous voice vote, the

PRESENTATION BY VVKR
Architects from VVKR were introducted by Acting Chairman Terry as wer
the members of the Citizens' Review Committee. VVKR representatives presented
a scale model for the new courthouse plan along with floor plans and pertinent

figures. Mr. Ken Motley~ VVKR partner~ stated the courthouse could cost as
little as $6.3 million or as much as $7.4 million. He stressed the fact that
cost would be held down as much as possible but due to inflation it will cost

more than originally planned. Gross area of the courthouse would be 70~408
sq. ft. according to plans.
VVKR suggested building the new courthouse in the same block where
the new jail and old courthouse are now located; a portion of the new building
would be located in front of the jail with a wing spanning to the side of the
jail and old courthouse.
On motion of Supervisor Johnson and the following roll call vote~ the
Board approved preparation of a contract for construction of the courthouse
with VVKR but they did not approve the site location as presented.

On motion of Supervisor Johnson and the following recorded vote~ the
Board approved a Use Committee to work out details for use of space and needs
for same~ regarding construction of the new courthouse~ following:
(1) One Circuit Court Judge
(2) One General District Court Judge
(3) One Juvenile Court Judge
(4) One representative of the Commonwealth Attorney
(5) One representative of Court Services Unit
(6) One representative of the Circuit Court Clerk
(7) County Administrator
(8) County Attorney

On motion of Supervisor Johnson and a unanimous voice vote, the
Board went into Executive session at 8:00 to discuss legal, real estate and
personnel matters.

Acting Chairman Terry called the meeting to order at 8:30 p.m.

PUBLIC HEARING TO RE-ADOPT ORDINANCE #2911 AND ORDINANCE #2912
REGARDING MAGISTERIAL DISTRICTS OF ROANOKE COUNTY AND
ESTABLISHING TWO NEW VOTING PLACES.
Supervisor Johnson moved to re-adopt Ordinance #2911 and Ordinance
#2912 to include the metes and bounds descriptions of the precinct changes
and to hand carry the necessary paper work to Washington, D. C. to be submitted
to the Justice Department.
ORDINANCE NO. 2911 ESTABLISHING MAGISTERIAL DISTRICTS FOR
THE COUNTY OF ROANOKE AND PROVIDING FOR AN EFFECTIVE
DATE OF THIS ORDINANCE.
BE IT ORDAINED by the Board of Supervisors of Roanoke County, Virginia,
as follows:
1. That there shall be established in Roanoke County five magisterial
districts to be known and designated as follows:
Catawba Magisterial District
Hollins Magisterial District
Vinton Magisterial District
Cave Spring Magisterial District
Windsor Hills Magisterial District
from each of which there shall be elected one member of the Board of
Supervisors of Roanoke County; and
2. That the outside boundaries of the five said magisterial districts
shall be as follows:

CATAWBA }~GISTERIAL DISTRICT
BEGINNING at the common corner between Craig, Montgomery
and Roanoke Counties; thence with the line between Craig and
Roanoke Counties along the crest of North and Brush Mountains
in a northeastern direction to the common corner in the line
between Roanoke, Craig, and Botetourt Counties; thence with
the line between Roanoke and Botetourt Counties in a southeasterly
direction to the southerly right of way line of Interstate
81; thence with the southerly right of way of Interstate 81
and in a westerly direction to Deer Branch Creek; thence with
Deer Branch Creek as it meanders in a southerly direction to
Virginia Highway 117 (Peters Creek Road); thence with Virginia

Supervisor Johnson stated that mobile home renewals require a good
deal of time at the meetings and rarely is there an objection. She feels
that unless there is an objection from citizens to the Planning Department that

BE IT RESOLVED by the Board of Supervisors of Roanoke County, Virginia,
as follows:
1. That that certain easement heretofore granted to Roanoke County for
installation of a sewer line on Lot 18, Block 2, Section 4 of Willow Creek
Subdivision be, and the same hereby is authorized to be released for a
distance of four (4) feet in width along the southerly side thereof for
a length of approximately one hundred thirty (130) feet; and
2. That the appropriate official of Roanoke County be, and he
hereby is authorized and directed to execute a certain deed of release
releasing the aforesaid portion of the aforesaid easement.

Interim County Administrator Bruce Mayer informed the Board that
Paul Black property owner on Carvin Street, has requested the County to look
into installing water and sewer services to homeowners along Carvin Street
since they have problems with septic tanks and poor water quality.

An agreement with the Town of Vinton which provides for the County

ON WHICH THE HUNTING HILLS BOOSTER STATION WILL BE CONSTRUCTED

SUCH ACCEPTANCE AS MADE AND PROVIDED BY LAW.

1. That the offer of Old Heritage Corporation to donate to Roanoke
County a certain lot on which the Hunting Hills Booster Station will be
constructed with the right to regain ownership of the property when the

by the County Attorney from Old Heritage Corporation conveying the
hereinabove mentioned lot to the Board of Supervisors of Roanoke County,
the County Administrator is hereby authorized to authenticate the acceptance
thereof, as made and provided by Section 15.1-286 of the 1950 Code of
Virginia, as amended.

filed in Circuit Court and the County won, the plaintiff's appealed said suit

Supervisor Terry stated "I move that the Board of Supervisors make
a general, lump-sum appropriation to the School Board of Roanoke County,
supplementing the current 1981-82 budget in the amount of $396,542, which
figure represents the amount of funds in excess of $100,000 which the School
Board had remaining at the end of its fiscal year ending June 30, 1981.
Although it is beyond the power of the Board of Supervisors to

designate specifically the use of these funds, I suggest, as part of this
motion, that the School Board utilize the funds for the adjustment of
teachers' salaries.
I further move that the attached appropriation resolution be
adopted by this Board in the amount of $396,542 to appropriate these funds."
