Board of Supervisors
Salem-Roanoke County Civic Center

The Board of Supervisors of Roanoke County, Virginia met this day
in open session at the Salem-Roanoke County Civic Center, this being a special
meeting of the Board on this 21st day of July, 1981.
Members present: Chairman Robert E. Myers, Vice Chairman Lawrence
E. Terry, and Supervisors May W. Johnson, Edward C. Park, Jr. and T. M. White.
IN RE:
CALL TO ORDER
Chairman Myers called the meeting to order at 7:00 p.m.
IN RE:
INVOCATION
Invocation was offered by Alfred Anderson, Treasurer of Roanoke
County; and the Pledge of Allegiance to the Flag was recited in unison.

IN RE:
BACK CREEK WATER SUPPLY
Interim Admi~istrator Mayer submitted to the Board a study compiled
relating to the Back Creek water supply.
Chairman Myers stated the Board would review this study and do
whatever they could to develop this water supply system.
Supervisor Park requested that Mr. Mayer set up a meeting with the

Council/City of Roanoke within two weeks to discuss this matter.
IN RE:
TREASURER
Alfred Anderson, Treasurer, was recognized by the Chairman and he

submitted a letter giving a status report of some invested money and the
amount of interest earned during the last fiscal year. Mr. Corky Evans of
Central Fidelity Bank and Mr. Jim Register of First and Merchants National
Bank were introduced to the Board. Consideration was requested for using a
Bankers' Acceptance letter of credit for their respective banks. Mr. Anderson
explained the TIleaning of Bankers' Acceptance letters and to what advantage
they were to the County. No action was taken.

IN RE:
EXECUTIVE SESSION
County Attorney James Buchholtz requested an executive session~ to
7:10 p.m. to discuss a personnel matter; On motion of Supervisor Johnson and
a unanimous voice vote, the Board granted the request.

IN RE:
CALL TO ORDER
Chairman Myers again called the meeting to order at 7:35 p.m. on
motion of Supervisor Park and a unanimous voice vote.
IN RE:
PUBLIC HEARING ON REDISTRICTING IN ROANOKE COUNTY
James Buchholtz, County Attorney, explained the purpose of this
public hearing and what is to be considered in redistricting of the County.
Citizens, Bob Anderson, Maggie Angell, W. S. Buchanan, Terry E. Huxholt, David
Wymer, T. C. Fisher, Wayne Wray, and Stan Reas, spoke on the proposed map of
the redistricting plan. Some citizens were in agreement with the proposed
plan and others were not. Bonsack area citizens were not in favor of being
placed in the Hollins District rather than remaining in the Vinton District;
and some citizens were not in favor of removing the Botetourt Springs area out
of the Hollins District and placing it in the Catawba District.
Carolle Ash of the League of Women Voters of the Roanoke area read
a prepared statement requesting the Board to keep the "deviation of population
figures between districts as low as possible with each district being a
contiguous and compact area having clearly defined and clearly observable
boundaries as called for in the 1978 amendment to the Virginia Election Laws."
A petition was submitted by residents of the Mount Pleasant/Bandy
Road area objecting to having a new magisterial district line running along
Bandy Road. Petition is filed ith the minutes of this meeting.

After some discussion was completed, the Supervisors made the
following comments:
Supervisor Park stated that being the largest district, "I do not
like losing these people in Bonsack and Mount Pleasant but, I think really they
will get double representation and also they will have the concern of the
representative from the Vinton District because you are in the community. In
talking about the seven district thing, I've been in a lot of meetings and held

several positions on committees, and everybody on the boards and committees ha
an opinion and we spend several hours going through everyone's opinion, and, if
five of us can't get along, how can seven of us get along?"

Supervisor Terry discussed the number of counties in Virginia and
how many representatives each county has.
Supervisor Johnson stated the Board did not discuss the seven
district plan but understood one was presented to the Board. She stated she
had not seen the map of seven districts but since time was of the essence did
not feel it would be feasible at this time, but, a year or so from now the
citizens might look into the seven district plan since it involves the moving
of only three boundary lines and less than 300 difference in population of
each district.

Chairman Myers called for a recess at 8:50 p.m.

Chairman Myers called the meeting to order at 9:00 p.m.

MOTION ON REDISTRICTING
On motion of Supervisor Park and the following roll call vote, the
Board adopted the plan for redistricting as presented by County Attorney James
Buchholtz and which cites five districts.

ADJOURNMENT

On motion of Supervisor Johnson and a unanimous voice vote, the
Board adjourned at 9:05 p.m.
