The Board of County Supervisors of Roanoke County, Virginia, met this

day in open session at the Salem-Roanoke County Civic Center in Salem, Virginia
this being the fourth Tuesday and the second regular meeting of the month of
July.

STATE AID TO COUNTY LIBRARY
George Garretson, Library Director, submitted a report advising that
rather than the expected State aid of $95,000 to the Library system, it will
now be in the amount of $98,093 therefore, requests appropriation of the
additional $3,093.00 which will be reimbursed by the State.

RESOLUTION NO. 2914 APPROVING THE APPLICATION FOR MEMBERSHIP
OF ROANOKE COUNTY IN THE NEW RIVER VALLEY CRIMINAL JUSTICE
TRAINING CENTER
BE IT RESOLVED by the Board of Supervisors of Roanoke County, Virgini ,
1.
That the Criminal Justice Services Commission has provided
I
funding from the Genral Assembly to provide state-mandated training for law
enforcement agencies through the designated regional criminal justice training
academies; and
2. That the County of Roanoke is within the geographic area of

j--- service of the New River Valley Criminal Justice Training Center; and

3. The New River Valley Criminal Justice Training Center is a statE
designated regional academy and has indicated willingness for the County of
Roanoke to join with them and to provide training to personnel of the Roanoke

County Sheriff's Department; and
4. The New River Valley Criminal Justice Training Center will
receive state funds and other monies to train personnel of the Roanoke County
Sheriff's Department; and
5. The invitation from the New River Valley Criminal Justice
Training Center for the inclusion of the Roanoke County Sheriff's Department
in its operations and services is hereby accepted; and
6. The Board of Supervisors does appoint as members of the Board
of Directors of the New River Valley Criminal Justice Training Centert the
Sheriff of Roanoke County and the County Administrator of Roanoke County; and
7. Does direct the Clerk of the Board of Supervisors to forward
an attested copy of this resolution to the Director of the New River Valley

RESOLUTION NO. 291, APPROVING THE SUBMISSION OF CERTAIN
GRANT APPLICATIONS BY THE ROANOKE COUNTY SHERIFF'S DEPARTMENT
HEREINAFTER SET FORTH TO THE VIRGINIA DEPARTMENT OF TRANSPORTATION
AND SAFETY FOR HIGHWAY SAFETY FUNDS AND AUTHORIZING THE COUNTY
ADMINISTRATOR TO EXECUTE THE NECESSARY CONTRACTS FOR THESE GRANT
APPLICATIONS.
BE IT RESOLVED by the Board of Supervisors of Roanoke CountYt Virginia,
as follows:
1. That the grant applications submitted by the Roanoke County Sheriff's
Department hereinafter set forth to the Virginia Department of Transportation
Safety for highway safety funds for the following projects be, and the same

are hereby approved:
(a) VASAP Patrols - to detect and apprehend motor vehicle operators
driving under the influence on the roadways of the County of
Roanoke.
(b) Police Driver Training - to provide a driver training program
for persons who operate Roanoke County Sheriff's Department
vehicles, and eventually expand the program to all operators
of Roanoke County owned vehicles.
(c) Police Traffic Services - to provide a uniformed selective

enforcement officer specializing in the traffic crash inves-
tigations and enforcement of traffic laws.
(d) Field Breath Testing Units - to provide uniformed road patrol-
men with a reliable and expedient way of helping to determine
persons driving under the influence as part of the roadside
investigation.
2. That the Chairman of the Board of Supervisors be, and he is hereby
authorized to execute the necessary contracts for these grant applications; and
3. That the Clerk of the Board of Supervisors be, and he is hereby
directed to mail attested copies of this resolution to the Virginia Department
of Transportation Safety.

FINAL ORDER
IT is accordingly hereby ORDERED that the County Zoning Ordinance be,
and the same are hereby, amended to reclassify to Business District B-2 the
property described below:
BEGINNING at a planted stone on the northerly right-of-way
line of Virginia Route #624, approximately 0.8 miles west
of Route 311, which marks the common corner of the property
of William Henry Hodge and Zona D. Hodge and the property
now or formerly owned by Thomas Webb, all as shown on a
survey for William Henry and Zona D. Hodge of a 42.77 acre
tract of land, said survey having been prepared by T. P.
Parker, State Certified Engineer, dated April 23, 1970;
thence, with the northerly right-of-way line of Virginia

this request. Several in attendance were opposed to the rezoning.
Mr. Lumsden presented the proposed townhouse development to those
in attendance. Mr. Lumsden stated that 77 townhouses are planned for this
development on 10.3 acres of land and which will range in price of approximatel
$58,000.00.
The Board raised some questions concerning the cul-de-sac street
in the event of fire. Tommy Fuqua, Interim Fire Coordinator, answered
questions regarding potential fire hazards and determined there would be
adequate space to handle a fire with the necessary equipment.
H. L. Rice, President of Friendship Manor, informed the Board that
a thru-street had been mentioned using the Friendship Manor property, but,
he would not agree to using the Manor property for this purpose. However, I
they do not object to the townhouses being built.
Some Board members and citizens present brought up the question of
the proposed airport runway extension and what effect this would have on
the townhouses and, to what effect the townhouses might have on the decision
to extend said runway.
Mr. Kit Kiser, Director of Utilities for the City of Roanoke, was
in attendance and presented the status and proposal on the airport runway
extension for Woodrum Field.
Supervisor White stated that the City of Roanoke has contacted and
met with Mr. Myers regarding the airport runway extension but, the City has
never contacted other members of the Board for their views. He further stated
he would like a meeting of the Board and City Council to discuss this matter
fully. Mr. White stated he is very concerned about the people who live in the

area of the airport and would like to know more details about the runway
project.
On motion of Supervisr White and the following roll call vote, this
request was continued until the October 13, 1981 meeting in order to give the
Board an opportunity to meet with City officials to discuss the runway

Amendments to Chapter be amended and re-enacted by the addition of a new
section to be designated (f) and entitled Posting of Property to read
and provide as follows, to-wit:

(f) Posting of Property.
(1) The petitioner for a zoning related matter and/or street
or road matter shall post on the property or building involved
in any application a notice of public hearing.

(2) Said notice shall be posted at reasonable intervals along
every street abutting the subject property, or, if there is no
abutting street, then along the exterior boundary lines of the
subject property and within a distance of 300 feet along every
street providing access thereto. In any case, the Planning
Commission Secretary will determine the location and number of
notices.
(3) Said notice shall contain the date, location, and time of
the public hearing; the nature of the petition; the property
affected; and such other information as may be necessary to
provide adequate identification of the application, and addi-

COUNTY SUBDIVISION ORDINANCE RELATING TO FINAL PLATS.
BE IT ORDAINED by the Board of Supervisors of Roanoke County,
Virginia, as follows:
1. That Chapter 17, Subdivisions, Article III, Final Plats,
Section 17-9, Form be, and hereby is repealed and that there is hereby
enacted a new section to be numbered 17-9 to read and provide as follows:
Section 17-9. Form.
The final subdivision plat shall, by the use of black India
ink, be clearly and legibly drawn on reproducible mylar tracing.
The size of the sheet shall be twenty inches by thirty inches,
including a margin of one inch outside ruled border lines at
bottom, top and right sides, and two inches for binding on the left
twenty-inch side of the sheet. The drawing shall be to a scale of
one inch equals one hundred feet unless otherwise authorized by the
agent. The original mylar tracing and two paper prints shall be
submitted to the agent. After approval, the original mylar and one
print shall be returned to the owner or proprietor of the sub-
division for recordation in the precise form as approved. After
the recordation and copying for microfiche purposes, the original
will be sent to the County Engineer for filing. When more than one
sheet is necessary, an index sheet of the same size may be required
by the agent showing the entire subdivision. A vicinity sketch of
the area in the vicinity of the subdivision on a small scale may
also be required by the agent.

expressed their concern and the importance of this position which was deleted
from the fiscal year 1981-82 budget. They cited the many services this agent
provides to area residents.
Lowell Gobble, Agriculture Extension Agent, informed the Board of
the many facets of this position and requested they fund this position in the
amount of $8,180 of which approximately $2,000 will be reimbursed from the

Lawrence Terry and stated that this position of agent had been cut from the
budget in order to save the County some money, since the former agent was
retiring. He further stated that sometimes they don't have enough insight intc

offered through this agency.

directed to execute a certain agreement on behalf of the County of

Cave Springs Shopping Center pursuant to authorization contained in

2. That the extension of such service shall specifically contain

establish the rate of charge for such service into the County of Roanoke;
which said rate of charge is at the present time established at $ .25 in

RESOLUTION NO. 2921 ESTABLISHING THE ROANOKE COUNTY EMPLOYEES'
HEALTH FUND AND SETTING FORTH FURTHER CRITERIA OF THAT PLAN.

Virginia, as follows:

1. That the Roanoke County Employees! Health Fund is hereby established
with the provision that the fund itself will be limited in its liability
for claims to $25,000 per person covered by this Fund. The Fund will
carry excess insurance above this amount which insures each person
covered by the Fund up to One Million Dollars worth of coverage. The
cost of this excess coverage will be borne by the Fund; and
2. That the Fund will collect monthly premiums from the County in
the amount of $36.38 per employee with all additional amounts being
collected from the employee and paid over into the Fund. The total
amount to be collected per employee per month for the period August 1,
1981 through June 30, 1982 shall be as follows:

coverage premiums from the County; provided however, in the event an
employee's spouse has a hospitalization plan providing primary coverage,

Bruce Mayer, Interim County Administrator, informed the Board that
Lawrence Musgrove, Administrator of the County's Health Insurance plan, will
need a petty cash fund of approximately $2,000 for the purpose of paying

Barnhardt Creek; thence with a line in a northeasterly direction
to a point on the corporate line of the City of Salem, on the
property of Hidden Valley Country Club; thence with the
corporate line of the City of Salem in an easterly and northerly
direction to State Secondary Route 685 (Keagy Road); thence
in a northerly and easterly direction with State Secondary

IN RE: ORDINANCE NO. 2912 PROVIDING FOR THE ESTABLISHMENT
OF TWO NEW VOTING PLACES IN ROANOKE COUNTY.
BE IT ORDAINED by the Board of Supervisors of Roanoke County, Virginia,
as follows:
1. That the voting place in the Catawba Precinct of the Catawba
Magisterial District from and after the date hereof shall be the new
Catawba Fire Station; and
2. That the voting place in the South Vinton Precinct of the
Vinton Magisterial District from and after the date hereof shall be
the Hardy Road school building.

3. This Ordinance shall be in full force and effect from and

IN RE:
HEARING OF CITIZENS
An unidentified citizen inquired as to the basis of the decision
for the Board withdrawing from the Fifth Planning District Commission?
Supervisor Park stated the County needs to be in the Fifth Planning
Commission and would like to see someone on the positive side bring it up
again.

Supervisor Johnson said she would like to bring up the issue but,
since she had abstained in the original vote, she could not.
A motion was not made from any other Board member.

Supervisor White inquired of Administrator Mayer the status of a
complaint from Mrs. Nancy Wood regarding a penalty she paid on taxes and felt
that since her notice was delayed in the mail she should not pay such penalty.
Mr. \Vhite was informed by Wayne Compton, Commissioner of Revenue,
that it is the responsibility of the citizens to inform of any address changes

ADVERTISING FOR ADMINISTRATOR AND FIRE COORDINATOR
Supervisor Park moved to advertise the position for a permanent
County Administrator and Fire Coordinator. Applications to be accepted for
60 days and such advertisement to be made with the salary listed as "open";
adopted on the following roll call vote.

Supervisor Terry informed those present that Elizabeth Stokes, Clerk
of the Circuit Court, was recently elected as First Vice-President of the
National Recording Clerk's Association.
