Chairman Edward C. Park, Jr. convened this adjourned meeting of the Roano<<
County Board of Supervisors at 7:10 p.m., Tuesday, June 29, 1982, in the
meeting room of the Hollins Branch Library on Peters Creek Road in Roanoke
County, Virginia.
Members Present: Chairman Edward C. Park, Jr. and Supervisors Johnson, Burton,
Myers, and Minter.
Members Absent: None.
IN RE: EXECUTIVE SESSION
Immediately after the meeting was called to order, Supervisor Burton moved
to go into executive session at the request of the County Administrator and

County Attorney to discuss personnel and legal matters pursuant to Code of
Virginia Section 2.1-344 (a)(l) and (6). Motion carried.
IN RE: RECONVENEMENT
On motion of Supervisor Johnson, the Board returned to open session at
7:40 p.m. Motion carried.
IN RE: EXECUTIVE SnSSION
Supervisor Burton moved the continuation of the executive session after
the dicussion with the citizens who were present. Motion carried.
IN RE: CITIZEN CONCERNS
I
Chairman Park welcomed everyone to the meeting and asked if anyone had a
concern that he wished to express to the Board.
Mike Bailey of 7516 Lu1a Avenue, NE, spoke on behalf of some concerned
citizens regarding the use of the Hitching Post Motel as a short-term residencE
for some "questionable" characters. It was noted that the Hitching Post Motel

is being used as a residence for individuals in various stages of recovery from
mental illness that are being mainlined back into the community. Several
citizens from the area who did not identify themselves were concerned about the
type of residents at the motel. Supervisor Johnson suggested the County

investigate exactly what use was being made of the motel. Chairman Park
suggested the matter might be handled by the County's Health and/or Welfare
Departments.
Mark Hodge of Greenridge Road in the Montclair area of the County ex-
pressed his concern about the frequency of vandalism to automobiles in his
neighorhood. He noted that he rarely saw County deputies patrolling his area.
Supervisor Johnson suggested this matter be brought to the Sheriff's attention.
Zane Turner of Laban Road, NW, in the North Burlington Heights area of
the County expressed his desire to have a water line extended to his and his
neighbors' property. He indicated he may be willing to share in the cost of
the water line. Supervisor Myers stated that he had been in contact with John

Hubbard of the County's Utility Department to come up with some costs for this
extension. Supervisor Myers also stated that he had received several com-
plaints about polluted wells in the Dallas Road area and suggested Mr. Hubbard
look into this matter, also.
Mills Turner of Webster Drive expressed several concerns. First, he
commended Supervisor Myers for his fiscal policies while serving on the Board.
He expressed his concern about some of his elderly friends and neighbors who
are having difficulty paying taxes. Supervisor Minter suggested they take
advantage of the County's tax relief for the elderly plan. Chairman Park
encouraged the citizens to get in touch with the area legislators for support

of legislation which could help relieve some of the local tax burden. Super-
visor Johnson pointed out that Roanoke County is the only municipality that has
given the full amount that the state allows counties to give to the elderly.
Supervisor Johnson also noted that the County's budget went up only six percent
even though this budget has to finance the new courthouse. She commended

County Administrator Don Flanders and staff on presenting a budget the Super-
visors could live with.

Mary Alice Hutcherson of Deer Branch Road expressed her concern about the
use of lights at the ballfields at Walrond Park IDO early in the evening.
Darrell Shell, Director of Parks and Recreation, explained that the lights are

turned on by volunteers for ball games at the park and the volunteers had been
instructed to conserve the use of the lights as much as possible. Chairman
Park suggested that notices be posted and Supervisor Burton suggested that a
memo be sent to the volunteers emphasizing the need to conserve. Supervisors
Myers suggested that a warning be added to the memo that use will have to be
restricted if there is found to be an abuse of the use of the lights. Darrell
Shell noted that there are some safety concerns to take into account.
Ms. Hutcherson also expressed her concern about the late hour the park is
used by school children on school nights. She felt the activities at the park
could perhaps start earlier in the afternoon so the children would not be out
so late or that a curfew could be set for school age children. Chairman Park
questioned Mr. Shell about County policy of curfew at the parks. Mr. Shell
stated that the events are scheduled so that the older children play last. Mr.

Shell said the games have to stay on schedule so that they are all played in
the season and he stated he would meet with the coordinators of the program to
see if there could be a rescheduling of the late games.
Chairman Park asked if there were any other citizens who wished to speak
and hearing none the meeting continued with the prepared agenda.
IN RE: APPOINTMENT TO PLANNING CO}fMISSION FROM THE HOLLINS MAGISTERIAL
DISTRICT
Supervisor Minter moved that Thomas C. Fisher fill the unexpired term of
William L. Whitwell as the Hollins }1agisterial District representative to the
Planning Commission, which term expires January 1, 1984. Motion carried.

IN RE: APPOINTMENT TO PLANNING COMMISSION FROM THE CAVE SPRING MAGISTERIAL
DISTRICT
Supervisor Johnson asked to carry the matter of the appointment to the
Planning Commission from the Cave Spring Magisterial District over to the July
27, 1982 Board meeting.

3. That the Law Enforcement Pay Scale as herein established shall be
administered in accordance with the policy of the Board of Supervisors,
to-wit :

POLICY STATEMENT
LAW ENFOHCEI'IENT PAY SCALE
On July 1, 1982, Law Enforcement Officers of Roanoke County will be
placed on the step of the County of Roanoke's Law Enforcement Pay Scale
corresponding with their date of qualification (certification) pending no
break in service. Employees with a break in service will be reviewed and
placed at the appropriate step as of July 1, 1982 based on the number of
accumulative years and months of qualified service. Qualified service is
defined as being the date which the employee completed the Police Academy
or certified training as Correctional Officer. From adoption of this plan
on June 29, 1982, all law enforcement officers, corrections officers, and
bailiffs paid under this plan will assume an anniversary date of July 1.
Ranking officers (sergeants, lieutenants, captains) will maintain the r
correct position on the pay scale according to their date of qualification
but will be paid a supplement as follows:

- $1500 above scale
- $3000 above scale
- $4500 above scale
The salaries of the Sheriff and his Chief Deputy will be established
at the level approved by the Board of Supervisors since these are consider, i
unclassified employees.
Employees who are unqualified (not certified) or are hired on or afte
July 1, 1982, will assume the A step on the pay plan and will stay at this
entrance step for a minimum of 12 months. On each July 1, the employee
will be eligible for any cost-of-1iving increases granted by the Board of
Supervisors, however, will not be eligible for a merit increase unti) the
July 1 after he has completed 12 months of service, pending the proper
evaluation and recommendation by the Department Head. The entrance :.tep
like all other steps of the pay plan will be increased by the amount 0f
the cost-of-living increase granted by the Board of Supervisors.
Basic law enforcement officers and sergeants will continue to be
eligible for the shift differential pay which is a 5 percent supplement
to their salary for working non-prime shifts (prime shift is the day shift
although the hours may vary).

IN RE: COUNTY BOARD MEETING SCHEDULE
Supervisor Burton proposed the Board institute a weekly Board meeting
schedule beginning in September. After some discussion County Attorney James
E. Buchholtz was asked for some guidance in this matter. He referred to Sectio
15.1-536 of the 1950 Code of Virginia which deals with scheduling the meetings

of the Board of Supervisors.
Supervisor Burton moved that the meeting time of the Board be changed fron
the second and fourth Tuesdays of the month to the first four Tuesdays of the
month at 7 o'clock p.m. After more discussion, Supervisor Minter made a sub-
stitute motion that the Board have three meetings a month on the first, second
and fourth Tuesdays of the month at 7 p.m. starting in September, with the
intention that the public hearings be held on the second and fourth Tuesdays of

IN RE: VERNDALE DRIVE
Supervisor Minter asked for an up-date on the situation regarding Verndale
Drive and its acceptance into the State Highway System. Gene Robertson, County
Engineer, stated that he has been working on this matter to alleviate the
drainage problem.
IN RE: PREPARATION OF RESOLUTION OF APPRECIATION TO JEANETTE L. BURROWS,
FORMER DEPUTY CLERK TO THE BOARD
Supervisor Johnson asked that a resolution of appreciation be prepared for
Jeanette L. Burrows in appreciation of her service as Deputy Clerk to the Boare
of Supervisors; and that a letter of recommendation also be prepared for Mrs.

Burrows use.
IN RE: SURPLUS PROPERTY
Wayne Compton, Commissioner of the Revenue, asked about the status of
County property on Hollins Road which was a former school site. He suggested
: the athletic fields at the site be retained by the County. Tim Gubala, member

of the Surplus Property Task Force, said that particular piece of property is
School Board property and is not deeded to the County.

Chairman Park asked the department heads and constitutional offiers
present to introduce themselves so the citizens present could discuss matters
of concern on a one-to-one basis.
County Administrator Flanders invited the citizens to stay for a slide
presentation by County Planner Tim Gubala.
IN RE: EXECUTIVE SESSION
Supervisor Johnson moved the Board return to executive session pursuant to
Code of Virginia Section 2.1-344 (a)(l) and (6). Motion carried.
IN RE: RECONVENEMENT
On motion of Supervisor Johnson, the Board returned to regular session at

AT A REGULAR MEETING OF THE BOARD OF SUPERVISORS OF ROANOKE COUNTY, VIRGINIA,
HELD AT THE SALEM-ROANOKE COUNTY CIVIC CENTER ON TUESDAY, MAY 25,1982.
RESOLUTION NO. 3144 PROVIDING FOR THE SALE OF $10,000,000
TAX-EXEMPT OBLIGATIONS OF ROANOKE COUNTY, VIRGINIA
WHEREAS, the Board of Supervisors of Roanoke County, Virginia, (the
"Board") adopted a resolution on August 25, 1981, requesting the Circuit
Court of Roanoke County, Virginia, to order an election on November 3,
1981, (the "Courthouse Bond Election"), to take the sense of the qualified
voters of Roanoke County, Virginia, (the "County") on the question of
contracting a debt and issuing the general obligation bonds of the
County in an amount of up to $7,000,000 for the purpose of financing
improvements to the County's courthouse facility (the "Courthouse Bonds");
and
WHEREAS, on August 26, 1981, the Circuit Court of Roanoke County,
Virginia, ordered that the Courthouse Bond Election be held on November
3, 1 981; and
WHEREAS, at the Courthouse Bond Election, a majority of the County's
voters approved the issuance of the Courthouse Bonds; and
WHEREAS, in an Order entered November 13, 1981, the Circuit Court
of the County authorized this Board to proceed to carry out the wishes
of the voters as expressed at the Courthouse Bond Election; and
WHEREAS, the Board adopted a resolution on September 10, 1974,
requesting the Circuit Court of the County to order an election on
November 5, 1974, (the "Sewer Bond Election"), to take the sense of
the qualified voters of the County on the question of contracting
a debt and issuing the general obligation bonds of the County in an
amount of up to $8.7 million for the purpose of financing various
improvements to the sewer system of the County (the "Sewer Bonds"); and
WHEREAS, on September 13, 1974, the Circuit Court of the County
ordered that the Sewer Bond Election be held on November 5, 1974; and
WHEREAS, at the Sewer Bond Election, a majority of the County's
voters approved the issuance of the Sewer Bonds; and

WHEREAS, in an Order entered December 30, 1974, the Circuit Court
of the County authorized this Board to proceed to carry out the wishes
of the voters as expressed at the Sewer Bond Election.
NOW, THEREFORE, BE IT RESOLVED by the Board of Supervisors of
Roanoke County, Virginia:
1. The Board hereby determines that it is advisable to contract
a debt and to issue and sell tax-exempt obligations in the amounts and
for the purposes for which the Courthouse Bonds and Sewer Bonds have
been authorized (the "Obligationsll) in the amounts of $7 million and
$3 million, respectively.
2. The officers and agents of the County are hereby authorized
and directed to assist in the preparation, execution and delivery of
appropriate offering circulars or such other certificates or disclosure
documents as may be necessary to expedite the sale of the obligations.
3. The officers and agents of the County are hereby further
authorized and directed to do all acts required for the full, punctual,
and complete performance of all things necessary for this borrowing.
4. Any other action taken by the officers and agents of the County
in connection with the issuance and sale of the Obligations is hereby
approved, ratified, and confirmed.
5. This resolution shall take effect immediately.
