The Board of Supervisors of Roanoke County, Virginia, met this
day at 5:00 p.m. in the Conference Room of the School Administration Buildin ,
this being a special meeting of the Board of Supervisors.
Members Present: Chairman Edward C. Park Jr., Vice-Chairman
Athena E. Burton and Supervisors May W. Johnson and Gary J. Minter.
Members Absent: Supervisor Robert E. Myers
IN RE:
CALL TO ORDER
The meeting was called to order by Chairman Park at 5:15 p.m.
and a Waiver of Notice was signed by members present and filed with the
minutes of this meeting.

IN RE:
EXECUTIVE SESSION
On motion of Supervisor Minter and a unanimous voice vote, the
Board immediately went into Executive session to discuss real estate and
legal matters.
IN RE:
OPEN SESSION
The Board of Supervisors reconvened their meeting as a joint
meeting with the County School Board which was called to order by motion
of Supervisor Johnson and a unanimous voice vote at 5:50 p.m.
IN RE:
REAL ESTATE MATTER
Bayes Wilson, Superintendent of Schools, welcomed all present

and expressed delight at the occasion of the two Boards meeting to work
together.
Mr. Wilson stated that last year an effort was made to cut costs
for the school system which resulted in the closing of some schools. Two
schools in particular, Pinkard Court and Mount Vernon were closed. A study
was made on the best future use of these two buildings and determination was
made that Mount Vernon was not large enough for their use as office space.

Therefore, it was recommended to both Boards that Mount Vernon and Pinkard
Court schools be declared surplus property by the County School system and
be turned over to the County in exchange for the Health Department Building
to be used for School Administrative offices since it is necessary for them

to vacate space at Andrew Lewis, and the County to transfer funds for
renovation of the Health Department (see appropriation resolution);
recommendation was adopted on motion of Dr. tJilliam D. Ergle and the followi
recorded vote.

ABSENT:
C. Wayne Taliaferro, Harry C. Nickens
Chairman Park stated that since the School Board has declared
these two school buildings as surplus property, they automatically become
the property of the County and graciously accepted them after several
months of study for their use by the County.
Supervisor Johnson moved that the appropriation resolution

transferring funds and accepting the $300,000 from the School Administration

School Board; adopted by the following recorded vote.

Supervisor Burton moved to direct the County Attorney prepare and
present to the Board at their March 9 meeting, a resolution declaring the
intent of the Board of Supervisors to transfer no later than April 1, 1983
the Health Department Building on College Avenue to the Roanoke County
School Board; adopted by the following recorded vote.

Supervisors Johnson, Burton, Minter and Park

ABSENT:
Supervisor Myers
Mr. Wilson again expressed gratitude at both Boards working
together to benefit each other and the County taxpayers.
Supervisor Johnson informed the press of a statement prepared
with some particular information (see minutes of this meeting) regarding
plans for use by the County of the two school buildings.
Supervisor Minter noted that in the long run, this will be an
efficient use of taxpayers money.
