The Board of Supervisors of Roanoke County, Virginia met this
day in open session at the Roanoke County Administration Center in Roanoke,
Virginia this being the second Tuesday and the second regular meeting of
the month of November.
MEMBERS PRESENT:

I
The meeting was called to order by Chairman Burton at 6:15 p.m.

EXECUTIVE SESSION
Supervisor Johnson immediately moved the Board go into executive
session pursuant to the Code of Virginia Section 2.1-31jl+(a), (1), (2) and
(6), to discuss matters of personnel, real estate and legal matters.
Her motion carried.

RETURN TO OPEN SESSION
The Board returned to open session at 7:05 p.m.

INVOCATION/PLEDGE OF ALLEGIANCE
John M. Chambl iss, Jr., Superintendent of the Department of Fiscal
Management offered the invocation. The pledge of allegiance to the flag was
recited in unison by all present.

After some discussion Supervisor Johnson moved that the following
items be received and filed. Her motion was adopted by a unanimous voice
vote.

(a) Letter from Commonwealth of Virginia Department of Education
advising approval of appl ication for Superintendent1s Memo No. 61 "Funds
to Assist Local School Divisions Having Disadvantaged and/or Handicapped
Students in Regular Vocational Programs" in the amount of $28,306.00.
(b) Letter from Commonwealth of Virginia State Water Control
Board regarding water qual ity management planning. And announcing a publ ic
meeting on November 19, 1982, in Richmond.
(c) Press release from Commonwealth of Virginia Division of
Legislative Services announcing a publ ic hearing on Wednesday, November 10,
1982, in Richmond for the Industrial Development and Revenue Bond Act Study
Commission.
(d) Letter from Commonwealth of Virginia Department of Education
announcing December 1982 as Virginia Reading Month.
(e) Letter from Salem Cable TV requesting rate increase under
the provisions of their franchise granted May 1979.
(f) Legal Notice of Motion for Declaratory Judgement - Council

was not in attendance. Her motion carried.
Supervisor Nickens directed the County Administrator to provide
further information regarding any hardship circumstances to be considered
in the Motley appl ication.

hereby amended so as to reclassify the property described in said petition
from Residential District R-3 to Business District B-3, in order that said
property might be more fully and reasonably used, the said property being

County Attorney Buchholtz stated he did not have anything on the
agenda, but requested deviation from the prepared agenda for consideration
of certain resolutions. Supervisor Johnson moved for adoption of the

RESOLUTION NO. 3299 AUTHORIZING THE PURCHASE OF CERTAIN
ITEMS FOR THE ROANOKE COUNTY ADMINISTRATION CENTER
BE IT RESOLVED by the Board of Supervisors of Roanoke County,

1. That the County of Roanoke is hereby authorized to purchase the
following items for use at the Roanoke County Administration Center:

OF ROANOKE FOR CONSTRUCTION OF THE ROANOKE COUNTY COURT FACiliTIES

BE IT RESOLVED by the Board of Supervisors of Roanoke County,
Virginia, as follows:
1. That a certain bid of Creative Construction and Development
Corporation in the amount of $4,676,600, including Alternate No.1,
being the lowest conforming bid for the construction of the Roanoke
County Court Facil ities, upon all and singular the terms and conditions
of the invitation to bid, the specifications of the County of Roanoke,
the bidder's proposal, including the specific unit price quotations set
forth therein, and the provisions of this resolution, be, and the same
is hereby ACCEPTED; and
2. That the County Administrator is hereby authorized and directed

to enter into a contract upon a form approved by the County Attorney for
this project; and

RESOLUTION NO. 3301 ESTABLISHING A NEW MEETING SCHEDULE FOR
THE BOARD OF SUPERVISORS OF ROANOKE COUNTY
BE IT RESOLVED by the Board of Supervisors of Roanoke County,
Virginia, as follows:
1. That the meeting schedule of the Board of Supervisors commencing
with the meeting of the Board established for November 23, 1982, shall
be as follows:
I
a. The regular meeting of the Board scheduled for November
23, 1982, shall commence at 3:00 p.m. and each regular meeting of the
Board thereafter shall 1 ikewise commence at 3:00 p.m. through and
including the last meeting in December, 1982; and
b. Commencing January 1, 1983, regular meetings of the Board
of Supervisors of Roanoke County shall be scheduled on the second and
fourth Tuesday of each month and such meetings shall commence at 3:00
p.m. on the respective dates of such meetings; and
2. That the within establ ished meeting schedules shall prevail
until further order of the Board; and
3. That duly attested copies of this resolution shall forthwith be
posted and publ ished as made and provided by law.

COUNTY ADMINISTRATOR
The County Administrator requested continuance of the executive
session pursuant to the Code of Virginia Section 2. 1-344(a), (1), (2) and
(6) to discuss personnel, real estate and legal matters. No action was

REPORT OF DEPARTMENT OF FISCAL MANAGEMENT
A bid report was presented on shelving and furniture for the
Vinton Library. Supervisor Nickens moved for adopttion of the following
prepared resolution:
RESOLUTION NO. 3302 ACCEPTING A CERTAIN BID MADE TO THE COUNTY
OF ROANOKE FOR SHELVING AND FURNITURE FOR THE VINTON LIBRARY
BE IT RESOLVED by the Board of Supervisors of Roanoke County,
Virginia, as follows:
1. That a certain bid of Brownson Equipment Company in the amount

of $8,711.00, being the lowest conforming bid for shelving and furniture
for the Vinton Library, upon all and singular the terms and conditions
of the invitation to bid, the specifications of the County of Roanoke,
the bidder's proposal, and the provisions of this resolution, be, and

The Bid Committee presented a report on bids received on various
size hose for the County Fire Department. Supervisor Nickens moved for
adoption of the following prepared resolution:
RESOLUTION NO. 3303 ACCEPTING A CERTAIN BID MADE TO THE COUNTY
OF ROANOKE FOR FIRE HOSE FOR USE BY THE COUNTY FIRE DEPARTMENTS
BE IT RESOLVED by the Board of Supervisors of Roanoke County,
Virginia, as follows:
]. That a certain bid of Greer's Supply Company in an amount not
to exceed $]1,986.00 for the purchase of fire hose for use by the
County fire departments, being the lowest conforming bid, upon a]l and
singular the terms and conditions of the invitation to bid, the specification;
of the County of Roanoke, the bidder's proposa], and the provisions of
this resolution, be, and the same is hereby ACCEPTED; and
2. That the County Administrator is hereby authorized and directed

IN RE:
REPORT ON MEETING BY CHAIRMAN
Chairman Burton informed she was advised by the Virginia Cooperativ
Extension Service there would be a Regional Assembly of the Virginia
I
Assembly on Land Use Pol icies at Roanoke College, November 19, 1982. County
Attorney Buchholtz advised he had registered for this meeting.
Chairman Burton then recognized and welcomed to the meeting
Mr. Dixon, Executive Director from the 5th Planning District Commission.
IN RE: REPORTS AND INQUIRIES OF BOARD MEMBERS
Supervisor Minter stated he had received a call from Mr. Shirley
all iver (6239 North Barrens Road, N.W.) saying his two grandsons were very
tragically killed in an auto accident on Loch Haven Road. He advised there
were no guard rails, no deer crossing signs and no speed signs in the area
I
of the accident. He felt the lack of these signs may have contributed to
the accident. He asked the County to contact the Highway Department
concerning this matter. The County Administrator was directed by the Board
to handle this matter and inform Mr. all iver of any action.
Supervisor Johnson inquired if a street 1 ight had been installed at
the Cave Spring Junior High as requested. The County Administrator said
he would check on this matter immediately. Supervisor Johnson also stated
she had been asked by citizens to have alight installed at the entrance of
North Cross School. The Administrator informed he would check on this
matter also.
Supervisor Nickens requested an update on the Post Office matter

of zip codes for the new County Administration Center. John Chambl iss,
Superintendent of the Department of Fiscal Management, informed he had
contacted the Post Office concerning the issuance of one zip code for
improving the overall mail operation of the County. He stated he was
advised the County could be provided with one zip code, but that County
employees would have to sort all the mail for the various offices. He
added that at the present time with the 5 rented boxes the Post Office

sorts mail, using the 5 different zip codes and that at the time the County
rented the boxes these were the only available ones. After some discussion,
the Board felt this arrangement was totally unacceptable, that contact
investigated. Mr. Chambl iss stated he would look into this and report

availabil ity is a service to the publ ie, and this matter should be further
back to the Board.
Chairman Burton inquired if the Board had been updated concerning
the status of the feasibil ity of a Post Office located in the Southwest
County area. County Administrator Flanders responded by saying he had not
heard anymore since the letter from Senator Warner. Chairman Burton then
requested a letter of inquiry be directed to the Postmaster General with
copies to all government representatives asking how long it takes to
complete such a study.
Chairman Burton then inquired of the status of the improvement

of the Bent Mountain dumpster site. John Hubbard, Superintendent of the
Department of Publ ic Facil ities reported saying the County would have to
move the site, as it was on loaned property and the land was being sold.
He added he would meet with the Garden Club of that area and try to find
a suitable location. Mr. Hubbard informed the County had 60 days to
remove the dumpsters from the site and he would report back to the Board
concerninQ this matter.
