The Board of County Supervisors of Roanoke County, Virginia, met
this day in open session at the Salem-Roanoke County Civic Center in Salem,
Virginia, this being the second Tuesday and the first regular meeting of the
month of April.
Members present: Chairman Robert E. Myers, Vice Chairman Lawrence
E. Terry, and Supervisors May W. Johnson, Edward C. Park, Jr. and T. M. \~ite.

BE IT RESOLVED by the Board of Supervisors of Roanoke County,
Virginia, as follows:
1. That the Board of Supervisors of Roanoke County being of the
sense that the offices of the Virginia Association of Counties
should not be
relocated to the City of Richmond, Virginia, does
hereby so advise the Board of Directors of the Virginia Association of

ASSOCIATION OF COUNTIES.
BE IT RESOLVED by the Board of Supervisors of Roanoke County,
1. That the Board of Supervisors of Roanoke County being of the

Bowers and being the esterly most corner of a 4.0 acre tract,

and being the southeast corner of property herein described;
thence with Cary A. Moomaw line generally along the center

IN RE:
PUBLIC HEARING ON THE PROPOSED INCREASE IN REAL PROPERTY TAXES
WHICH WILL NOT EXCEED $1.25 PER $100.00 OF ASSESSED VALUATION
At Chairman Myers' request, County Administrator William Clark
informed those present of some facts regarding the County financial status.
He stated the fiscal year 1981-82 budget was prepared based on a real estate
tax rate of $.80 per $100 of assessed valuation and a rate of $3.00 per $100
of assessed value.
He further stated that General Fund Revenues, approximately 1/2 of
total budget, are down approximately $4.6 million due to loss of Roanoke City's
annexation payments and last year's one-time receipt of 2 personal property
tax collections in one year. The School system received 54% of General Fund
appropriations in current budget, therefore a similar percentage was assigned
to the schools for next year. Other County departments have been reduced 15%

to 20% below current operating levels.
Approximately 28 positions have been
eliminated from various departments and no employee cost-of-living increase
has been budgeted.
Chairman Myers stated he had a list of 52 people who had signed up to
speak in regard to this public hearing on setting the tax rate. He then

PUBLIC HEARING TO AMEND COUNTY CODE BY DELETION OF CHAPTER
18 REGULATING CONSTRUCTION OF SWI~1ING POOLS AND WHICH
ORDINANCE HAS BEEN REPLACED BY A PORTION OF UNIFORM STATE
BUILDING CODE.
ORDINANCE NO. 2826 DELETING FROM THE ROANOKE
COUNTY CODE CHAPTER 18 REGULATING THE CONSTRUCTION
OF SWIMMING POOLS.
BE IT ORDAINED by the Board of Supervisors of Roanoke County,
Virginia, as follows:
1. That the Roanoke County Code is hereby amended by the deletion

of the entire Chapter 18 which governs the construction of swimming pools
said matter falling under the control of the Uniform Statewide Building
Code.
2. This amendment to take effect on
April 14, 1981

RESOLUTION NO. 2827 AUTHORIZING THE EXECUTION OF THREE
CERTAIN OPTIONS FOR THE PURCHASE OF CERTAIN LAND FOR
DEVELOPMENT OF A PUBLIC PARK LYING AND BEING WITHIN THE
SPRING GROVE SUBDIVISION
BE IT RESOLVED by the Board of Supervisors of Roanoke County, Virginia,
as follows:
1. That those three certain options for the purchase of certain real
estate for development as a public park siuate, lying and being in the
County of Roanoke within the Spring Grove Subdivision be, and the same
hereby is generally approved for execution on behalf of the County of
Roanoke; and
2. That the County Administrator be, and he hereby is authorized
and directed to execute said options for and on behalf of the County of
Roanoke upon form approved by the County Attorney and he is further
authorized to give the required notice to exercise the option and to
accept the conveyance on behalf of Roanoke County.

SANITATION DEPARTMENT BUILDING
The Sanitation Department is currently in need of expanded facilities
and presently we hold an option to purchase lots 28 and 29 on Roanoke Street
in Salem in the block of the present sanitation Dept. headquarters. Administr or
Clark asked the Board's consideration for exercising this option to purchase.

RESOLUTION NO. 2829 AUTHORIZING THE PURCHASE OF A CERTAIN
LOT OF LAND LYING AND BEING IN THE CITY OF SALEM FOR DEVELOP-
MENT FOR PUBLIC USE.
BE IT RESOLVED by the Board of Supervisors of Roanoke County, Virginia,

as follows:
1. That a certain option by and between Margaret G. Ferguson, Trustee
for Robert Scott Ferguson, and the Board of Supervisors of Roanoke County for
the purchase of certain real estate for development for public use lying and
being in the City of Salem be, and the same hereby is approved for execution
on behalf of the Board of Supervisors of Roanoke County; and
2. That the County Administrator be, and he hereby is authorized and
directed to execute this option and give the required notice to exercise
this option and to accept this conveyance on behalf of the County of Roanoke.

BE IT RESOLVED by the Board of Supervisors of Roanoke County,
Virginia, as follows:
1. That the title to a 1971 Chevrolet Carryall, Serial No.
KE16lF620897, County No. F7l040 presently being used by Roanoke County
Rescue Squad #5 be, and hereby is released to Rescue Squad #5; and
2. That the County Administrator is hereby authorized to execute
the necessary documents to accomplish this release.

RESOLUTION NO. 2833 APPROVING THE EXECUTION OF AN EASEMENT
GRANTING APPALACHIAN POWER COMPANY AN ACCESS EASEMENT ACROSS
THE COUNTY'S HOMEWOOD WELL LOT #1.
BE IT RESOLVED by the Board of Supervisors of Roanoke County,
Virginia, as follows:
1. That the County of Roanoke be, and it hereby is authorized to
grant a utility line easement to Appalachian Power Company across the
County's Homewood Well Lot #1; said easement being fifteen feet in width
and being further described on a plat prepared by the County Utility

Department identified as APCO Easement Across Homewood Well Lot No. 1
and being more particularly described in a deed of easement of record in
the Clerk's Office of the Circuit Court of Roanoke County; provided
however, that the County of Roanoke shall incur no financial liability
as a result of its execution of said deed of easement, and said deed of
easement to be otherwise approved as to form by the County Attorney; and
2. That the County Administrator be, and he hereby is authorized
and directed to execute the aforesaid deed of easement on behalf of the
County of Roanoke.

on the agenda; permission granted by Chairman Myers.

IN RE:
LANDFILL
Approximately 2 years ago a landfill permit was issued to the Mt.
Pleasant Recreation Club for landfill near Mt. Pleasant School and this site
has been left uncovered and is very unsightly. The Parks and Recreation
Dept. has received a proposal for $5,000 from Joe Helms, Excavating Contractor
to cover and prepare for seeding this site. Administrator Clark asked for
the Board's consideration of this matter and that an appropriation could be
presented at the meeting April 28th.
On motion of Supervisor Park and the following recorded vote, it
was approved to accept the offer from Mr. Helms and authorize work to begin.
IN RE:
DIRECTOR OF FINANCE
I
John Chambliss, Director of Finance, submitted the Accounts Paid
report for March, 1981 which was received and filed.
TREASURER
Alfred Anderson informed the Board that $2,000 will be needed to
mail out personal property tax bills for 1981 which was not appropriated in

current budget since the due date for this billing was changed. An additional
$2,000 is needed for part-time help in the Treasurer's office to help with

the extra workload during property tax collections.

The request for authorization to apply for an Energy Conservation

RESOLUTION NO. 2835 FURTHER RECOMMENDING THAT A
RURAL ADDITION BE MADE TO THE VIRGINIA SECONDARY
HIGHWAY SYSTEM

BE IT RESOLVED by the Board of Supervisors of Roanoke County, Virginia,
as follows:
1. That the Board does hereby advise the Virginia Department of Highways
and Transportation that pursuant to Code Section 33.1-72.1 (c 1) it is hereby
requesting the following roads be improved and brought into the Virginia
Secondary Highway System utilizing state highway funds allocated to Roanoke
County for the purpose of making rural additions:
(a) Extension of Raintree Road, State Secondary Route
888 approximately 0.12 mile to the southwest to a dead
end, and
(b) Sylvan Brook Road from end existing Route 888

approximately 0.25 mile to a dead end; and
2. That the Board does hereby guarantee the right-of-way, its width
and the right of drainage for this proposed addition; and
3. That the County Administrator is hereby directed to correspond
this request to the Virginia Department of Highways and Transportation.

BID COMMITTEE
RESOLUTION NO. 2836 AUTHORIZING THE COUNTY OF ROANOKE TO ENTER
INTO AN AGREEMENT WITH DOVER ELEVATOR COMPANY FOR SERVICE AND
MAINTENANCE OF THE TWO ELEVATORS IN THE ROANOKE COUNTY-SALEM
JAIL.
BE IT RESOLVED by the Board of Supervisors of Roanoke County,
Virginia, as follows:
1. That the County of Roanoke is hereby authorized to enter into a
one year agreement with Dover Elevator Company for service and maintenance
of the two elevators at the Roanoke County-Salem Jail for a monthly fee
of $547.18 (yearly fee is $6,566.16); and
2. That the County Administrator is hereby authorized to execute
the necessary documents upon a form approved by the County Attorney on

behalf of Roanoke County.

IN RE:
REPORTS AND INQUIRIES OF BOARD MEMBERS
Supervisor Johnson inquired as to status of a house for which she
had received complaints, owned by Norman Wright and located off Buck Mountain
Road.
Tim Gubala, County Planner, informed her that Robert Franklin,
County Building Inspector, was checking into this matter to see if the house
could be condemned.
Mrs. Johnson further asked Mr. Gubala to check into the matter of
i I an unsightly dump on Route 220 which has been left in its present condition

for some time and see what can be done to clean up the area.
Supervisor Park stated that a County businessman on Route 116 was
alledged to be having problems with the County Electrical inspector and
building inspector in regard to some remodeling. The businessman has been

advised that he must conform with codes and purchase building permits but
contends he does not have to follow normal procedures required of others.
The business is reportedly moving from the County.
Supervisor Terry expressed thanks and appreciation on behalf of the
Board for the Civic Center allowing use of the coliseum for this meeting due
to the large turnout of interested County residents.
