The Board of Supervisors of Roanoke County, Virginia, met this day
in open session at the Salem-Roanoke County Civic Center in Salem, Virginia,
this being the fourth Tuesday and the second regular meeting of the month
of May.
Members present: Chairman Robert E. Myers, Vice Chairman Lawrence
E. Terry, and Supervisors May W. Johnson, Edward C. Park, Jr. and T. M. White.

Chairman Myers called the meeting to order at 7:00 p.m.

Invocation was offered by Rev. J. A. Keaton, Hollins First Baptist
Church, Route 4, Salem, Virginia; the Pledge of Allegiance to the Flag was

on motion of Supervisor Johnson and a unanimous voice vote.

mobile homes adjacent to the Wilson property. Mrs. Johnson moved that the
permit be granted; adopted by the following recorded vote.

Purpose of the rezoning is to conduct a farm implement repair and
sales business. Jim Swanson, Attorney, was present to support this request.
No one appeared in opposition. Supervisor Johnson asked what the conditions
were; Mr. Swanson read them aloud. Chairman Myers asked who would operate
the business and was told Mr. Graham would. Supervisor Johnson moved that
the rezoning be approved with the conditions proffered.
FINAL ORDER
NOW, THEREFORE, BE IT ORDERED that the aforementioned tract of land,
more particularly described below, be rezoned from Agricultural District A-I
to Business District B-3 on the condition that the petitioners execute and
submit a Proffer of Condition (below) Statement whereby they waive all

permitted uses in Business District B-3 other than that which permits a farm
implement sales and repair business, and that the only Business District B-3
use which shall be permitted by virtue of this rezoning shall be the farm
implement sales and repair business use.

PROFFER OF CONDITIONS
The undersigned (E. R. & Doris B. Graham) hereby voluntarily proffer
to the Roanoke County Board of Supervisors that they do not intend nor will
they utilize the above referred to property, situate in the Catawba Magisterial
District in Roanoke County, Virginia, the following permitted uses for

IN RE:
PUBLIC HEARING ON 1981-82 CONSTRUCTION FUND PRIORITIES FOR
THE SECONDARY SYSTEM OF STATE HIGHWAYS IN ROANOKE COUNTY.
Fred Altizer, Resident Engineer and Larry Garber, Assistant Resident

Engineer, State Department of Highways, were present to answer questions on
the proposed improvements to the secondary system. Mr. Garber told Supervisors
that the Highway Department would have $10,000 less than the anticipated
$454,535. The Supervisors had a list of the proposed improvements and Mr.
Myers asked if anyone in the audience or another Supervisor had any questions.
There was no response, and on motion of Supervisor Park and a unanimous voice
vote, the priority list was approved as submitted (filed with the minutes
of this meeting).

Mrs. Muncy was present to support this request. Supervisor Johnson

asked that this request be continued to allow the County Engineer time to visit
the site and decide whether the proposed landfill would create a drainage
problem. Mr. Terry advised he had received a call raising a question about
possible drainage problems. Mrs. Johnson moved that this application for a
Special Use Permit be carried over to the next meeting; adopted by a unanimous
voice vote.

REQUEST OF DEWEY E. HOLDAWAY~ MANAGER~ NELSON-ROANOKE CORP.
TO ADDRESS THE BOARD REGARDING TANGLEWOOD AND FRIENDSHIP
LAND BOOSTER PUMPS.
Mr. Holdaway explained that Nelson-Roanoke Corporation had been low

bidder on booster pumps for Tanglewood and Friendship Lane water projects beca e
they had mistakenly quoted on two pumps instead of the four requested in the
County's specifications. John Hubbard~ Director of Administration and
Engineering in the Utility Department~ agreed that the problem was probably
the result of an honest mistake by the bidder although~ he stated~ our
specifications clearly called for four pumps. Mr. Holdaway advised that the
difference in cost between two pumps and four would be around $4~OOO and that
he would appreciate any help or consideration the County would give him.
Chairman Myers suggested that if it would be agreeable to the other Supervisors
he would meet with Mr. Holdaway~ John Hubbard~ and Purchasing Supervisor Ed
Fitzgerald to discuss this matter in detail~ then make a recommendation. This
was acceptable to the other Supervisors.

e. County Administrator Clark advised he had a few requests for
travel out of town from firemen which had been received after this agenda was
prepared. After discussion of these requests, the Supervisors agreed to
receive them.

RESOLUTION NO. 2857 AUTHORIZING THE COUNTY OF ROANOKE TO
ENTER INTO A PARTICIPATION CONTRACT WITH BUILDERS INVESTMENT
GROUP, INC. FOR THE INSTALLATION OF A 10-INCH WATER LINE FROM
THEIR PROPERTY ON LONDONDERRY LANE IN PHASE II, SECTION I,
OF RUXTON, TO THE PENN FOREST WATER TANK.
BE IT RESOLVED by the Board of Supervisors of Roanoke County, Virginia,
1. That the County of Roanoke is hereby authorized to enter into a

participation contract with Builders Investment Group, Inc. providing for the
installation of 850 feet of 10-inch water line from the property of Builders
Investment located on Londonderry Lane and further that the County will part-
icipate in the project only to the extent of paying the difference in
pipe costs actually expended by Builders Investment Group, Inc., between the
required 6"pipe and the proposed 10" pipe; and
2. That the County Administrator is hereby authorized to execute a
participation contract to this effect on behalf of Roanoke County upon a form
approved by the County Attorney.

WILLIAM BYRD WELL LOT #3 -- ELECTRICAL SERVICE
cost to the County of $5,347.00 as stated by Appalachian Power Company for
Administrator Clark submitted a report to the Board regarding
electrical service to William Byrd Well Lot #3. This represents a portion
of the installation costs for service which must be paid in advance. Funds
are appropriated for coverage of cost.

Supervisor Terry stated "I move that a bona fide offer be made to

condemnation proceedings seeking a right of entry upon payment, into court

BE IT RESOLVED by the Board of Supervisors of Roanoke County as follows:
1. That the rate of reimbursement to be paid to County employees who
are required to use their personal automobiles while performing County business
be, and it hereby is, set at 20~ per mile for the first 15,000 miles traveled
and ll~ per mile thereafter; and
2. That the rate of reimbursement herein established shall be effective
from and after July 1, 1981.

IN RE:
RESIGNATION - COUNTY ADMINISTRATOR
William F. Clark, County Administrator, read aloud his letter of
resignation (filed with the minutes of this meeting) effective July 31, 1981.
Supervisor Terry moved to receive the resignation effective May 31, 1981,
stating that Mr. Clark would be relieved of duties after that date, but that
his salary and all benefits were approved through July 31; adopted by a
unanimous voice vote of the Board.
Supervisors Johnson and Park wish to go on record that Mr. Clark's
resignation was being accepted by them with regret. Mr. Park asked that if
Mr. Clark found employment before July 31, his salary and fringe benefits
take the form of severance pay.

With the concurrence of the other Supervisors, Chairman Myers then
appointed as Interim County Administrator Bruce E. Mayer, Assistant County
Attorney. (See page 506)
IN RE: MOBILE HOME DECALS
County Attorney Jim Buchholtz distributed to the Supervisors copies
of an ordinance extending the deadline for buying mobile home decals without
penalty. He advised that since the ordinance is to be adopted as an emergency
measure, it will have to be advertised for a public hearing at a future Board
meeting to be held within the next 60 days.

ORDINANCE NO. 2862 DECLARING AN EMERGENCY TO EXIST IN
ROANOKE COUNTY NECESSITATING CERTAIN ACTION BY THE BOARD
OF SUPERVISORS.
BE IT ORDAINED by the Board of Supervisors of Roanoke County,
Virginia, as follows:
1. The Board of Supervisors of Roanoke County believes it to be in the
best interests of the citizens of the County that a certain ordinance be
adopted to be effective immediately and that a condition of emergency exists
in the County necessitating this ordinance to be immediately adopted; and
2. That the penalty date for taxes on mobile homes having been set at
May 31st is extended for a period of thirty days until June 30, 1981. The
due date for the payment of these taxes remains May 31; however, no penalty
will be imposed on the payment of taxes on mobile homes if said payment is

made on or before June 30, 1981.

RESOLUTION NO. 2864 REQUESTING THE VIRGINIA DEPARTMENT OF
HIGHWAYS AND TRANSPORTATION TO ASSIGN A SUBDIVISION INSPECTOR
TO HUNTING HILLS, SECTION 15.
BE IT RESOLVED by the Board of Supervisors of Roanoke County, Virginia, a
1. That the Virginia Department of Highways and Transportation be, and

it is hereby requested to assign a subdivision inspector to inspect road con-
struction and other improvement in Hunting Hills, Section 15; and
2. That the County Administrator be, and he hereby is authorized and
directed to enter into agreement, upon a form approved by the County Attorney
with Old Heritage Corporation whereby said corporation agrees and guarantees
full payment of said inspector at no cost to the County; and
3. That an attested copy of this resolution be forthwith forwarded to

RESOLUTION NO. 2865 ACCEPTING A CERTAIN BID MADE TO
THE COUNTY OF ROANOKE FOR THE REPLACEMENT AND REPAIR OF
TOILET FACILITIES IN CERTAIN ROANOKE COUNTY PARKS. ~
BE IT RESOLVED by the Board of Supervisors of Roanoke County, Virginia,
as follows:
1. That a certain bid of Owen Plumbing and Heating Company, being the
lowest conforming bid, in the amount of $6,884.00 for the replacement and
repair of three (3) toilet facilities in Roanoke County Parks: to-wit, Mount
Pleasant, Clearbrook and Garst Mill, upon all and singular the terms and
conditions of the invitation to bid, the specifications of the County of
Roanoke, the bidder's proposal and the provisions of this resolution, be, and
the same is hereby ACCEPTED: and
2. That the County Administrator be, and he hereby is authorized and
directed to enter into a contract, upon a form approved by the County Attorney,
with Owen Plumbing and Heating Company for such work; and
3. That the other bid for said work is hereby REJECTED and the County
Clerk is directed to so notify such bidder and express the County's appreciatio
for submitting such bid.

FOR ONE YEAR FROM AND AFTER JULY 1, 1981.
BE IT RESOLVED by the Board of Supervisors of Roanoke County, Virginia, as
follows:
1. That a certain bid of Acme Business Machines, Inc., being the lowest
conforming bid, in the amount of $40.00 for the annual maintenance per type-
writer used by Roanoke County, upon all and singular the terms and conditions
of the invitation to bid, the specifications of the County of Roanoke, the
bidder's proposal and the provisions of this resolution, be, and the same is
hereby ACCEPTED: and
2. That the County Administrator be, and he hereby is authorized and
directed to enter into a contract, for the period of one (1) year from and
after July 1, 1981, upon a form approved by the County Attorney, with Acme
Business Machines, Inc. for such service; and

RESOLUTION NO. 2867 ACCEPTING CERTAIN BIDS MADE TO THE
COUNTY OF ROANOKE FOR THE PURCHASE OF IN-HOUSE PROCEDURAL
MICROFILMING EQUIPMENT
BE IT RESOLVED by the Board of Supervisors of Roanoke County,
Virginia, as follows:
1. That a certain bid of Eastman Kodak Company, being the lowest
conforming bid for: a camera in the amount of $9,763.00; a processor in
the amount of $7,294.00; accessories in the amount of $3,094.77; two (2)
reader printer terminals in the amount of $12,818.00 each. All of which
are for use in the Clerk's Office of the Circuit Court upon all and
singular the terms and conditions of the invitation to bid, the specifications

of the County of Roanoke, the bidder's proposal and the provisions of
this resolution, be, and the same is hereby ACCEPTED; and
2. That a certain bid of Extek Microsystems, Inc. being the
lowest conforming bid for a duplicator (one source), in the amount of
$7,965.00; and
3. That the County Administrator be, and he hereby is authorized
and directed to enter into a contract, upon a form approved by the
County Attorney, with Eastman Kodak and Extek Microsystems, Inc. for
this purchase; and
4. That all other bids for said equipment are hereby REJECTED and
the County Clerk is directed to so notify such bidders and express the
County's appreciation for submitting such bids.

1. That a certain bid of Kustom Electronics of Shannee Mission, Kansas
being the only conforming bid, in the amount of $3112.95 for the purchase of

one Radar Detection Device to be used by the Roanoke County Sheriff's Departmen
upon all and singular the terms and conditions of the invitation to bid, the
specifications of the County of Roanoke, the bidder's proposal and the provi-
sions of this resolution, be, and the same is hereby ACCEPTED: and

APPOINTMENTS MADE
COURT SERVICE UNIT ADVISORY COUNCIL
On motion of Supervisor Park and a unanimous voice vote, Joseph R.
Bateman Jr., 518 Aragona Drive, Vinton, Virginia, was re-appointed for a two-
year term beginning March 22, 1981 and ending March 22, 1983, to the Court
Service Unit Advisory Council.

IN RE:
HEARING OF CITIZENS
Mr. Paul Collins, 123 Orlando Ave., N. E. described to the Supervisor
a bad curve in the road in front of his house and enumerated several accidents
and near accidents that had occurred there. He asked for the Supervisors' help
to correct this problem. Supervisor White asked for the County Engineer's
comments. The Engineer stated several possible solutions had been considered,
all of which had been submitted to the Highway Department. The Highway Dept.
has given tentative approval to one of those solutions and the Engineer.'s
office is preparing specifications for the work that must be done. Supervisor
White told Mr. Collins and the men who accompanied him, that he would contact
the Sheriff about increased patrolling in the area but reminded them that all
the officers could not be assigned to that one street.

IN RE:
CANCELLATION OF MEETINGS
On motion of Supervisor Johnson and a unanimous voice vote, the Board
concurred that meetings of July 14 and September 22, 1981 would be cancelled
and directed the County Attorney to prepare a resolution to that effect for
the next Board meeting.
IN RE:
REPORTS AND INQUIRIES OF BOARD MEMBERS
Supervisor Park, speaking as a member of the Data Processing
Committee, gave a brief status report. He advised that some staff members
would have to be making some out-of-town trips in connection with this project
and asked the Supervisors to give Chairman Myers permission to authorize these
trips; adopted by unanimous voice vote.
Chairman Myers gave approval for a trip to Richmond to pick up radios

ADJOURNMENT
On motion of Supervisor White and a unanimous voice vote, the meeting
adjourned at 8:10 p.m.
IN RE:
RECONVENEMENT
At 8:13 p.m. Supervisor Terry moved that the Board reconvene to
consider setting the salary for the Interim County Administrator. Mr. Terry
then moved that the salary be set at $25,000 annually. Supervisor White was
not present for this vote, but the motion was approved by the following
recorded vote of the other Supervisors present.
RESOLUTION NO. 2871 AUTHORIZING A SALARY FOR
BRUCE E. MAYER, INTERIM COUNTY ADMINISTRATOR.
BE IT RESOLVED by the Board of Supervisors of Roanoke County,
Virginia, as follows:
1. That from and after the 27th day of May, 1981, there is
hereby ordered and directed to be paid the sum of Twenty-five
Thousand Dollars ($25,000) annually to Bruce E. Mayer as Interim
County Administrator; and
2. Such salary for the position of Interim County Administrator
shall be as hereinabove set forth until further order of the Board;
and
3. That an attested copy hereof be forthwith transmitted to
John Chambliss, Director of Finance for Roanoke County.
