The Board of Supervisors of Roanoke County, Virginia, met this day
in open session at the Salem-Roanoke County Civic Center in Salem, Virginia,
this being the fourth Tuesday and the second regular meeting of the month of
June.
Members present: Chairman Robert E. Myers, Vice Chairman Lawrence E.
Terry, and Supervisors May W. Johnson, Edward C. Park, Jr. and T. M. White.
IN RE:
CALL TO ORDER
Chairman Myers called the meeting to order at 6:20 p.m.
IN RE:
RESOLUTION NO. 2888 AUTHORIZING SUBMISSION OF AN APPLICATION
FOR A GRANT TO CONDUCT AN EXPERIMENTAL MASS TRANSPORTATION
AND RIDE-SHARING PROGRAM IN ROANOKE COUNTY.
Supervisor Johnson stated we have been trying to get transportation
for some citizens for quite a while in the outlying areas. We have received
a grant to pay for this experimental program for the first year. After the
first year the County would need to find the money to continue said program.
BE IT RESOLVED by the Board of Supervisors of Roanoke County that the
County Administrator is authorized, for and on behalf of the Board of Superviso s
of Roanoke County to execute and file an application to the Virginia Department
of Highways and Transportation, Commonwealth of Virginia, for a grant of
transportation special revenues, Chapter 760, budget item 640.D. of the 1980
Acts of the General Assembly, for an experimental mass transportation/ride-
sharing project; and to accept from the Virginia Department of Highways and
Transportation grants in such amount as may be awarded; and to authorize the
County Administrator to furnish to the Virginia Department of Highways and
Transportation such documents and other information as may be required for
processing the grant request.
The Board of Supervisors of Roanoke County certifies tha the funds shall
be used in accordance with the requirements of the Appropriation Act; that
the record of receipts and expenditure of funds granted the County of Roanoke
as authorized in the Acts of the General Assembly (Chapter 760, appropriation
item 640.D - State Aid for Experimental Mass Transportation and Ride-sharing)

may be subject to audit by the Department of Highways and Transportation and
by the State Auditor of Public Accounts; and that funds granted to the County
of Roanoke for defraying the expenses of the mass transportation or ride-sharin
project of the County of Roanoke shall be used only for such purposes as
authorized in the Acts of the General Assembly.

The County of Roanoke will evaluate the project and seriously consider
continuing the service after state funding ends, provided it satisfies certain
local needs.
The undersigned duly qualified and acting Deputy Clerk of the Board of
Supervisors of Roanoke County certifies that the foregoing is a true and correc
copy of a resolution, adopted at a legally convened meeting of the Board of
Supervisors of Roanoke County held on June 23, 1981.

Alfred Anderson, Treasurer, submitted his Financial Statement for
the month ending May, 1981.
Bruce Mayer, Interim County Administrator, informed the Board and
those present that Mr. Anderson was recently elected as Secretary-Treasurer
to the Treasurer's Association of Virginia.

ORDINANCE NO. 2889 AMENDING SECTION 21-15 ,(17) (h) AND
SECTION 21-21 (10) (h) OF THE ROANOKE COUNTY ZONING ORDINANCE
BY REPEALING THE TWENTY DOLLAR ANNUAL DECAL FEE REQUIREMENT
FOR MOBILE HOMES.
Virginia, as follows:
BE IT ORDAINED by the Board of Supervisors of Roanoke County,
Section 21-15, Permitted uses, (17) (h) be, and hereby is repealed and
1. That Chapter 21, Zoning, Article II. A-I Agricultural District,
that there is hereby enacted a new section to be numbered 21-15 (17) (h)
to read and provide as follows:
Section 21-15. Permitted uses.
In agricultural District A-I, any building to be erected
or land to be used shall be for one or more of the following or
similar uses:

(17) Mobile homes, provided a special exception has been
granted by the board of supervisors, upon the following conditions:

(h) A filing fee of five dollars shall be paid to the county
administrator upon filing the application for such special exception.
These special exceptions shall be valid for a period of two years.
The decal issued shall be affixed to the trailer so as to be visible
from the outside. Upon the expiration of any special exceptions
herein issued, the owner shall apply for a new special exception
should he desire to continue the use of the land as a mobile home
space. However, in seeking such new application, the applicant
shall meet all the herein stated conditions and requirements.

HOLLINS FIRE DEPT. AND RESCUE SERVICE
Willis S. Buchanan, Vice-President of Hollins #5 Volunteer Fire
Dept. and Rescue Service, stated that on behalf of the said Fire Dept. he
would like to express appreciation to the Board for continuing the position
of Fire Coordinator in the County of Roanoke. Although there was some
controversy over the matter, he and the other firemen are grateful for the
solution.

RESOLUTION NO. 2890 AUTHORIZING THE COUNTY OF
ROANOKE TO ENTER INTO A PARTICIPATION CONTRACT WITH

OF A 10-INCH WATER LINE FROM SECTION 9 OF THE WOODLANDS

1. That the County of Roanoke is hereby authorized to enter into
a participation contract with the developers of The Woodlands providing
for the installation of 1,680 feet of 10-inch water line from the property
along Pebble Drive in Section 9 of the Woodlands and further that the
County will participate in the project only to the extent of paying the
difference in pipe costs expended by the developer between the required
6-inch pipe and the proposed 10-inch pipe; and
2. That the County Administrator is hereby authorized to execute
a participation contract to this effect on behalf of Roanoke County upon
a form approved by the County Attorney.

RESOLUTION NO. 2891 ACCEPTING THE PROPOSAL OF GENERAL
ELECTRIC COMPANY TO REPLACE ONE RAI TYPE BLOWER FOR THE STARKEY
SEWAGE TREATMENT PLANT.
BE IT RESOLVED by the Board of Supervisors of Roanoke County,
Virginia, as follows:
1. That the proposal of General Electric Company to replace the
RAI type blower for the Starkey Sewage Treatment Plant in the amount of
$7,220.00 plus approximately $150.00 for delivery charges be, and hereby
is accepted; and
2. That the County Administrator is hereby authorized to enter into
a contract upon a form approved by the County Attorney with General Electric
Company for the purchase of this equipment; and
3. That all other bids for this equipment are hereby rejected and
the County Clerk is directed to so notify such bidders and express the
County's appreciation for submitting such bids.

matters.

Supervisor Terry and a unanimous voice vote.

NACO MEETING
I
Bruce Mayer, Administrator, reminded the Board of the NACO convention
to be held in Louisville, Kentucky, and asked permission to authorize payment
for reservations for any member of the Board desiring to attend this convention
Supervisor Johnson so moved that authorization be granted; adopted by a
unanimous voice vote.

IN RE:
DORSET DRIVE CONSTRUCTION
Bruce Mayer, Administrator, stated that complications have arisen
in the improvement of a road on Dorset Drive in the Windsor Hills District.
A Change Order is requested in the amount of $4,304.00 for this improvement.
A retaining wall is also necessary, in the opinion of the Engineer, to avoid
a future mud slide problem which could arise. Mr. Mayer asked permission to
go to bid with $5,500.00 for this project.

IN RE:
MEETING WITH SHERIFF'S DEPT. PERSONNEL
Administrator Mayer informed the Board that, at it's direction, he an
John Chambliss, Director of Finance, met with some of the Sheriff's Department
personnel to discuss some proposals they had in relation to salaries.
Sgt. Mike Winston addressed the Board on the issue of salaries of
deputies. He stated there is an unequal range for salaries whereby longevity
is not rewarded satisfactorily to individuals.
The Board informed Mr. Winston they would set up a meeting possibly
in July, to discuss this matter and allow the personnel to have some input
into the subject. Chairman Myers stated he would like to go over the entire
Sheriff's Department pay plan in order to be fair to all personnel. This was
agreeable to all parties.

RESOLUTION NO. 2892 APPROVING THE SUBMISSION OF
A GRANT APPLICATION BY THE ROANOKE COUNTY SHERIFF'S
DEPARTMENT AND AUTHORIZING THE CHAIRMAN OF THIS
BOARD TO EXECUTE THE NECESSARY DOCUMENTS FOR THIS
GRANT APPLICATION.
BE IT RESOLVED by the Board of Supervisors of Roanoke County,
Virginia, as follows:
1. That the grant application submitted by the Sheriff's Department
of Roanoke County to the Department of Transportation Safety for certain
funds which will allow the transfer to Roanoke County of the complete

1. That the proposal of Davis and Stephenson, Inc. for departmental
liability insurance for 1981-82 for the Roanoke County Sheriff's Department
at a cost of $20,321.38 yearly be, and hereby is accepted; and
2. That the County Administrator is hereby authorized and directed
to execute the necessary documents, upon a form approved by the County
Attorney, to accept this proposal on behalf of Roanoke County.

IN RE: RESOLUTION NO. 2897 AUTHORIZING THE ROANOKE COUNTY SHERIFF'S
DEPARTI1ENT TO ENTER INTO AN AGREEMENT WITH IDENTI-KIT CO~1PANY,
INC.
BE IT RESOLVED by the Board of Supervisors of Roanoke County,
Virginia, as follows:

1. That the Roanoke County Sheriff's Department is hereby authorized
to enter into an agreement with Identi-Kit Company, Inc. for an initial
term of one year with the option of yearly renewal subject to annual
appropriation by the Board of $360 per year for the first year and a
sum sufficient to pay the rental for subsequent years; and
2. That the County Administrator is hereby authorized and directed
to execute this agreement, upon a form approved by the County Attorney.

RESOLUTION NO. 2898 AUTHORIZING THE RENEWAL OF AN AGREEMENT
WITH THE CITY OF ROANOKE FOR THE ESTABLISHMENT OF A JOINT
POLICY PROVIDING FOR THE FREE USE OF THE LIBRARY SYSTEMS FOR
THE CITIZENS OF ROANOKE CITY AND ROANOKE COUNTY.
BE IT RESOLVED by the Board of Supervisors of Roanoke County,
Virginia, as follows:
1. That the County of Roanoke is hereby authorized and directed to
renew an agreement with the City of Roanoke for the establishment of a

joint policy providing for the free use of the library systems for the
citizens of Roanoke City and Roanoke County; and
2. That the County Administrator is hereby authorized and directed
to execute this agreement upon a form approved by the County Attorney on
behalf of Roanoke County.

IN RE:
SCHOOL CONTRACT WITH CITY OF SALEM
Chairman Myers read the following statement on behalf of the Board
and Dr. Ergle, Roanoke County School Board:
"Both the Roanoke County School Board and Board of Supervisors were

encouraged by the overwhelmingly positive response of the citizens of Salem
at the public hearing last week for a continued joint school system.
In the absence of an indication from Salem as to its intentions
regarding a school contract, the Roanoke County School Board took action at
its June 11 meeting requesting that the Board of Supervisors concur in setting
a June 30, 1981 deadline for a decision by Salem.
It is imperative that a decision on a school contract be made within
an appropriate length of time; however, the Roanoke County School Board and
Board of Supervisors are open to any reasonable suggestions from Salem -
including reopening negotiations. Both boards continue to feel that it is in
the best interest of the children of Roanoke County and Salem to maintain a
joint school system and are willing to work toward that end. With this
interest and concern in mind, the deadline for receiving a decision fro!u Salem

is being extended to July 7, 1981, and, in the event that fruitful negotiations
are underway at that time, it is conceivable that the deadline will be extended
beyond that date."

RESOLUTION NO. 2902 ACCEPTING A PROPOSAL MADE BY
LAWRENCE C. MUSGROVE ASSOCIATES TO PROVIDE GROUP
HEALTH INSURANCE FOR THE ROANOKE COUNTY EMPLOYEES.
Virginia, as follows:
BE IT RESOLVED by the Board of Supervisors of Roanoke County,

1. That the proposal made by Lawrence C. Musgrove Associates
to provide self-funded group health insurance coverage for the Roanoke
County employees be, and hereby is accepted; and
2. That the County of Roanoke is hereby authorized and directed to
enter into a one year contract effective July 1, 1981 and to expire June
30, 1982 with Lawrence C. Musgrove Associates providing for their proposed

3100 PHOTOCOPY MACHINE TO BE USED BY VARIOUS DEPARTMENTS IN
THE COUNTY ANNEX BUILDING.
BE IT RESOLVED by the Board of Supervisors of Roanoke County,
Virginia, as follows:
1. That the purchase of the Xerox 3100 photocopy machine, currently
being used by various departments in the County Annex Building, at a
cost of $218.45 per month for twenty-four months, subject to approval of
an annual appropriation to pay the monthly charge herein set out, be and
hereby is approved; and
2. That the County Administrator is hereby authorized to enter
into a contract upon a form approved by the County Attorney with Xerox
Corporation for the purchase of this equipment.

WITH THE ROANOKE-SALEM CLINIC PROVIDING FOR PHYSICAL EXAMINATIONS
FOR CERTAIN EMPLOYEES OF THE SHERIFF'S DEPARTMENT AND THE FIRE
DEPARTMENT.
BE IT RESOLVED by the Board of Supervisors of Roanoke County,
Virginia, as follows:
1. That the renewal of a certain contract executed in 1978 between
Roanoke County and the Roanoke-Salem Clinic for a one year period,
providing for additional one year renewals upon agreement by the parties,
for the purpose of providing physical examinations for certain employees
of the Sheriff's Department and the Fire Department be, and hereby is
approved; and
2. That the County Administrator is hereby authorized to execute

RESOLUTION NO. 2906 AUTHORIZING THE COUNTY OF ROANOKE TO
ENTER INTO A CERTAIN EXTENSION AGREEMENT WITH BOULEVARD CLINIC,
INC., UPON CERTAIN TERMS AND CONDITIONS AND AUTHORIZING THE
COUNTY ADMINISTRATOR TO EXECUTE SAID AGREEMENT ON BEHALF OF
ROANOKE COUNTY.
BE IT RESOLVED by the Board of Supervisors of Roanoke County,

Virginia, as follows:
1. That the County of Roanoke be, and it is hereby authorized to
enter into a certain extension agreement by and between the County of
Roanoke and Boulevard Clinic, Inc. to employ the services of Dr. Harry
J. Minarik as Jail Physician for Roanoke County for a period of twelve
(12) months from and after July 1, 1981, as defined in said agreement,
upon all and singular the terms, conditions and provisions to be more
fully set out in said agreement; and
2. That the County Administrator is hereby directed to execute
said agreement, upon a form approved by the County Attorney, on behalf
of Roanoke County.

amount of $37,095.00 to construct a log house at Walrond Park, upon all
and singular the terms and conditions of the invitation for proposals,
the specifications of the County of Roanoke, and the provisions of
this resolution, be and the same is hereby ACCEPTED; and
2. That the County Administrator be, and he hereby is authorized

PROGRAM FOR THE COUNTY.
BE IT RESOLVED by the Board of Supervisors of Roanoke County, Virginia,
as follows:
1. That that certain bid to provide a general insurance program for
Roanoke County made by Chaney, Thomas, Stephenson & Hill for a total annual
premium of $258,453 in accordance with the plans and specifications of the
County of Roanoke, the invitation to bid and the bidder's proposal, subject
to Workmen's Compensation Alternate Plan l-Retention Dividend Plan, be, and
it hereby is accepted; and

RESOLUTION NO. 2909 EXPRESSING THE APPRECIATION OF THE BOARD
OF SUPERVISORS OF ROANOKE COUNTY TO GEORGINE H. BOXLEY FOR
SIXTEEN YEARS SERVICE TO ROANOKE COUNTY.
WHEREAS, Georgine H. Boxley was employed by the County of Roanoke
on August 8, 1965 and served as secretary to the Building Inspection
office of Roanoke County; and
WHEREAS, this individual has served in that capacity with distinction

for sixteen years; and
WHEREAS, the office of Building Inspector is charged with the
responsibility of enforcing the building, electrical and plumbing codes
adopted by Roanoke County and further this office is charged with the
responsibility of dealing with the public in the issuance of building

permits; and
WHEREAS, this individual has served the County and its citizens by
courteously serving members of the public in assisting them in obtaining
the required permits throughout her career with Roanoke County.
NOW, THEREFORE, BE IT RESOLVED that the Board of Supervisors of
Roanoke County express its heartfelt appreciation and the appreciation
of the citizens of Roanoke County to Georgine H. Boxley for sixteen
years service in the Roanoke County Building Inspector's Office; and
FURTHER, the Board of Supervisors does, on behalf of the citizens
of Roanoke County, express its best wishes for a happy, restful and
productive retirement.
BE IT FURTHER RESOLVED that an attested copy of this resolution
