The Board of Supervisors of Roanoke County, Virginia met this day
in open session at the Roanoke County Administration Center, Roanoke, Virginia,
this being a special call meeting on the fourth Wednesday in July, 1983.
IN RE:
CALL TO ORDER
At 2:05 p.m. Chairman Johnson called the meeting to order. The
roll call was taken.
MEMBERS PRESENT:
Chairman May W. Johnson, Vice Chairman Harry C.
Nickens, Supervisors Athena E. Burton and Robert E.
Myers
MEMBERS ABSENT:
Supervisor Gary J. Minter
Chairman Johnson asked the Clerk to read the Call, which was signed

"Please call a Special Meeting of the Board of Supervisors at 2 :00
p.m. on Wednesday, July 27, 1983, for the purpose of discussing real estate and
surplus property matters and consideration of bids and possible award of contracts."
IN RE:
REPORT OF BID COMMITTEE - SELECTION OF A REAL ESTATE
APPRAISER
Superintendent of the Department of Fiscal Management, John
Chambliss reported on the proposals received for professional services of a real
estate appraiser. Supervisor Burton moved the following prepared resolution
accepting the proposal of Commonwealth Appraisal Company:

BE IT RESOLVED by the Board of Supervisors of Roanoke County, Virginia,
as follows:
1. That the certain proposal of Commonwealth Appraisal Company, an MAl
appraiser, duly qualified to testify as an expert witness before the Courts of the
Commonwealth to provide real estate appraiser services to Roanoke County for a
period ending June 30, 1984, at a fee not to exceed per appraisal, the rates set out
in such proposal on file with the Clerk of the Board during such period, be, and
the same hereby is ACCEPTED; and
2. That all other proposals received for such services to Roanoke County,
be, and the same hereby are rejected, the Clerk to so notify such other proposers
and express the County's appreciation for their submission of such proposals; and
3. That any such appraisal of real estate to be made pursuant to the
proposer herein accepted shall be made from time to time as required by the
County upon written authorization of the County Administrator or such other
person as he may designate in writing.

IN RE:
SALE OF SALVAGEABLE MATERIAL - MOUNTAIN VIEW FARMS
Chairman Johnson requested a report from the Bid Committee
regarding the sale of salvageable materials from the Mountain View Farms site.
Mr. Chambliss reported that only one proposal was received. Supervisor Nickens
expressed concern that he was fearful of loss of material at the site. Mr. Ted
Cline proposed that he market the material at a rate of 40% of revenue to be
turned over to the County. Supervisor Nickens moved the following prepared
resolution:

BE IT RESOLVED by the Board of Supervisors of Roanoke County, Virginia,
as follows:
1. That the certain proposal of Mr. Ted Cline to salvage and dispose of
certain salvageable materials located at the County's Mountain View Property on
Plantation Road in the Hollins Magisterial District upon the terms and conditions
set out in said proposal, to wit; to pay to the County the sum of 4096 of the
sales value from all sums received as payment for such materials as more fully
set forth in said proposal on file in the Clerk's Office, be, and same hereby is
ACCEPTED; and
2. That all other proposals received by the County on the premises are
hereby rejected, and the County Administrator shall so notify such proposers and
express the County's appreciation for such proposals.
3. That the County Administrator shall forthwith notify Mr. Ted Cline of
acceptance of such proposal and shall enter into such agreements as may be
necessary or otherwise required in the premises or upon which shall be form
approved by the County Attorney.

IN RE:
mDEPENDENT APPRMSAL OF RURfTAN ROAD PROPERTY
(POLLARD PROPERTY)
Supervisor Nickens moved that the Commonwealth Appraisal Company
be notified of the firm's retention and that they be directed to develop a
comprehensive appraisal of the Ruritan Roan property for various uses and provide
a range of cost for such appraisal. The motion carried by a unanimous voice vote.
IN RE:
EXECUTIVE SESSION
At 2:28 p.m. Supervisor Nickens moved to go into Executive Session
pursuant to the Code of Virginia, Section 2.1-344(a) (2) and (6) to consider real
estate and legal matters.

ADJOURNMENT
Supervisor Nickens moved to return to Open Session at 4:20 p.m. and
moved to adjourn the meeting. The motion carried by a unanimous voice vote.
