The Board of Supervisors of Roanoke County, Virginia, met this day
in open session at the Roanoke County Administration Center, Roanoke, Virginia,
this being the fourth Tuesday, and the second regular meeting of the month of
October, 1983.

EXECUTIVE SESSION
Supervisor Nickens moved to go into Executive Session pursuant to
the Code of Virginia, Section 2.1-344 (a) (6) to discuss a legal matter, and the
motion carried by a unanimous voice vote.
IN RE:
OPEN SESSION
At 4:10 p.m. Supervisor Minter moved to go into open session, and
the motion carried by a unanimous voice vote.
Work Session - Secondary Road System - Six-Year Plan This is the
third of a series of three work sessions. The staff, along with the Virginia
Department of Highways and Transportation, prepared a list of projects and their
funding requirements for this plan according to priorities, economic feasibility,
and recommendations of the Board. Mr. Fred Altizer, of the Virginia Department
of Highways and Transportation, reminded the Board that this was a only a plan
which is reworked every two years for the purpose of scheduling road work. A
discussion followed which included specific County roads and the determination of
their priority ranking on the list. Mr. John Peters, of the Department of Public

Facilities, suggested a preliminary engineering study of Sugar Loaf Mountain Road
to determine the alternatives available to moving this up on the present list.
Superintendent of the Department of Fiscal Management, John Chambliss, explained
that $600,000 is the amount in the current fiscal year budget anticipated from
revenue sharing which was previously allocated by the Board for capital
improvements, and that the 50-50 sharing only relates to highway projects. The
public hearing was scheduled for the general session, and the Board decided to
wait until that time to receive citizens' comments.
Work Session - Grant Policy Director of Planning, Rob Stalzer,
explained that a procedure needs to be established to evaluate, review, and submit
grant applications. The Board discussed language and procedure changes which
are to be incorporated into the recommended policy and brought back before the
Board.
Work Session - Fire Code Fire and Emergency Services Coordinator,
Tommy Fuqua, explained that the intent of the report is to provide a Fire Prevention
Code for Roanoke County in order to assure fire safety requirements are met in
all public buildings in the County. To enforce this Code, two additional people
will be required in the Fire Marshall's Office.
Roanoke County enforces the
BOCA Building Code, but does not enforce the BOCA Fire Prevention Code.
During the discussion with Fire Marshall, Alton Miller, it was discovered that the
Fire Marshall did not have any authority to enforce occupancy safety limits in
public buildings. Supervisor Minter moved for preparation of an ordinance to
adopt the 1981 BOCA Fire Prevention Code for Roanoke County. The motion
was defeated due to lack of sufficient Code information by the following roll call
vote:

Supervisor Minter moved that an ordinance be prepared for a public
hearing incorporating the BOCA Fire Prevention Code. Supervisor Nickens made
a substitute motion that the County Attorney prepare an ordinance enforcing the
BOCA Building Code in regards to maximum occupancy of public buildings in
Roanoke County and to permit the Fire Marshall to enforce it. The motion carried
by the following roll call vote:

Supervisor Nickens suggested that Mr. Fuqua combine the needs of
the citizens with the budget and personnel impacts for a public hearing to adopt
the BOCA Fire Code for Roanoke County.

Supervisor Burton commented on Item #17 of the Consent Agenda
expressing her concern over the age of the surplus vehicles with the hope that
the new maintenance program will prolong the life of County vehicles. Supervisor
Nickens moved the following prepared resolution:

REPORTS AND INQUIRIES OF BOARD MEMBERS

Supervisor Burton - expressed her concern over the excessive number

Supervisor Nickens - no report.
Supervisor Myers - questioned Supervisors Burton on the letter she
received concerning the Hickory Hills Subdivision. She informed him that the
matter was still pending in the court, and the court would be reconvened to
further consider the matter. He also requested that Mr. Rodney Smith be recognized
to discuss a problem with the Board.
Supervisor Minter - moved to advertise the water and sewer rates for
a public hearing on December 13, 1983. The motion carried by the following roll

He mentioned his recent memo to the Board regarding County waste
disposal and also suggested considering hiring an internal auditor.
Supervisor Johnson - indicated that she had a request from Mrs.
Wallace asking that Halloween be changed to the weekend. The Board decided
to celebrate Hallwoeen on October 31, 1983. She also asked Mr. Fred Altizer, of
the Highway Department if the meeting scheduled for November 3, 1983, is public
or invitational. She was advised that letters of invitation had been extended, but
that anyone wishing to attend was welcome.
Mr. Rodney Smith, RFD 4, Box 465, Salem, Virginia, requested that
the bridge on State Route 622 (Bradshaw Subdivision) be replaced. This bridge
was removed back in the 1970's when the road was widened and straightened and
replaced with three six-foot culverts. The culverts are now flooding the road.
A file of pictures, letters, and a petition was presented. Supervisor Myers
requested that the staff study this along with the Highway Department to determine
what can be done.

EST ABLISHMENT OF A SIX-YEAR CONSTRUCTION
PROGRAM FOR THE SECONDARY SYSTEM OF THE
STATE HIGHWAYS FOR THE FISCAL YEARS 1983-84
AND 1984-85.

Superintendent of the Department of Public Facilities, John Hubbard,
requested that action be held over until the November 22 meeting and that the
Board receive public comments this evening. Chairman Johnson asked what the
effect would be to conduct an engineering study on Sugar Loaf Mountain Road
to determine alternative construction which would not be so expensive in order
to include this road in the Six-Year Plan. Mr. Fred Altizer, of the Highway
Department, said that money is available for a preliminary engineering study.
Supervisor Burton requested a meeting of the Board and the Highway
Commissioner who represents Roanoke County. Chairman Johnson directed the
County Administrator to arrange this meeting. Supervisor Burton also requested
John Peters to work with the Board, and the Roanoke County representatives on
the Fifth Planning Commission to prepare the necessary resolutions to identify
and solve all the County road problems. At Chairman Johnson's direction, Mr.
Altizer explained that the estimated money allocated for the first two years
starting in July, 1984 is $621,000, decreasing to $551,000 the third year, $507,000
for the fourth year, and $477,000 for the fifth and sixth years. This compares
with $1.2 to $1.3 million two years ago. Supervisor Minter encouraged citizens
to write to their representatives requesting that the allocation formulas be changed
because costs are rising and less money is being allocated; and Roanoke County's
road construction need amounts to $40,000,000.

Mrs. Sue Grubbs, of Sugar Loaf Hills, requested the Board's support
for improving Sugar Loaf Mountain Road. Supervisor M inter moved to hold this
public hearing over until the November 9, 1983, meeting; and the motion carried by
a unanimous voice vote.

Mr. Mark Moses presented a petition from the residents of Raintree
Road requesting permission to do basic maintenance to the Road. Supervisor
Minter moved to turn this matter over to the County Attorney to determine if
the request can be considered, and that the County Attorney contact Mr. Moses.
The motion carried by a unanimous voice vote.
Mr. Gary Frank, a County employee, presented a list of complaints
and problems and a petition concerning the County Employees' Health Insurance
Plan. After discussion of these concerns, Supervisor Myers suggested that in order
to provide a better understanding of the Health Insurance Plan for the employees,
that the Personnel Officer, Mr. Keith Cook, meet with Mr. Frank and explain the
operation and costs of the Plan. The Plan will be put out for bid in January, 1984.

REPORTS OF OFFICER. DEPARTMENTS AND COMMITTEES
County Attomey - requested an Executive Session to discuss a legal
matter.
County Administrator - Outlined a calendar of events for the Board.
The staff met with representatives of Hollins Community on October 27. 1983. to
review their request for a park and review problems discussed in a letter to
Governor Robb. A letter received from the State Department of Parks stated
the County never applied for funds. Superintendent of the Department of Public
Facilities, John Hubbard, contacted the Division of Parks and Recreation, to advise
them that this was incorrect information.
Meetings have been held with VVKR, the structural firms retained
by VVKR, and the insurance company to review the problems at Vinton Library.
A meeting will be scheduled to review the alternatives with the Board.
Work at Westward Lake Dam has been completed. John Hubbard will
meet with Mr. Caldwell, of T. P. Parker, to evaluate the success of this project.

All County buildings are flying the flags at half mast until October
31 pursuant to the President's direction.
The report on Roanoke County's participation in the Virginia
Innovation Group will be delayed until the November 9 meeting since it is not an
emergency item. Mr. Flanders recommended charter membership because this is
a group of Virginia municipalities working together to research programs and
products for innovative and economic ways to serve the public.
A date was requested for the Board to meet with the Fire Chiefs.
A request was also made for an Executive Session to discuss legal,
personnel, and real estate matters.
School Board - The School Board passed a resolution at their October
13, 1983 Meeting declaring Bottom Creek School as surplus property. Supervisor
Nickens moved that the County Attorney prepare a resolution to be spread in the
Minutes conveying the net proceeds from the sale to the School Construction Fund.

Department of Public Facilities - Superintendent, John Hubbard,
explained that due to the development of Chaparral Estates Subdivision, an
appropriation of funds is necessary to upgrade the size of a proposed water line.
Supervisor Nickens moved the following prepared resolution:

AGREEMENT WITH THE DEVELOPER OF CHAPARRAL
ESTATES FOR THE INSTALLATION OF A CERTAIN

BE IT RESOLVED by the Board of Supervisors of Roanoke County, Virginia,
as follows:
1. That the County of Roanoke is hereby authorized to enter into a
participation agreement with the developers of Chaparral Estates providing for
participation by the County in the upgrading of 460 feet of a 6-inch water line
along Chaparral Drive to an 8-inch water line and further, that the County will
participate in the project only to the extent of paying the difference in pipe
costs actually expended by the developers between the required 6-inch pipe and
the proposed 8'inch pipe; and
2. That the County Administrator is hereby authorized and directed to
execute a participation agreement to this effect on behalf of Roanoke County upon
a form approved by the County Attorney.
3. That the General Appropriation Resolution of Roanoke County,
Virginia, adopted June 14, 1983, be, and same hereby is, amended as follows to

Department of Fiscal Management - Superintendent, John Chambliss
presented a brief report on the status of the audit for the fiscal year ending June
30, 1983. The auditors will be finished in about a week, and closing statements
will be available in November. Mr. Chambliss attended a meeting of the Virginia
Municipal Finance Officers in Norfolk on October 6, for the purpose of clarifying
the audit specifications issued by the State Auditor in February. He then discussed
the major change areas (language dealing with fraud detection, review of internal
controls, the single audit concept, and grant programs).
Personnel- Personnel Officer, Keith Cook, reported there is a vacancy
in the position of Assistant Director of Parks and Recreation effective November
1, 1983. The staff has recommended the establishment of two new positions as
Coordinators and to delete the Assistant Director. Supervisor Minter moved the
prepared resolution:
