The Board of County Supervisors of Roanoke County, Virginia,
met this day in open session at the Salem-Roanoke Civic Center
in Salem, Virginia, this being the fourth Tuesday and the second
regular meeting of the month.
Members Present:
Supervisors Lawrence E. Terry, R. Wayne
Compton, and Edward C. Park, Jr.
Absent: Chairman May W. Johnson and Vice Chairman Robert E.
Myers.
Due to the absence of the Chairman and Vice Chairman,
}lr. Park moved that Supervisor Terry serve as interim Chairman
for this meeting, which motion was adopted unanimously.
Chairman Terry called the meeting to order at 7:04 p.m. and
recognized William F. Clark, County Executive, who offered the
invocation. The Pledge of Allegiance to the flag was given in
unison.

IN RE:
APPROVAL OF MINUTES
Supervisor Compton moved that the minutes of the regular
meeting of February 13, 1979 be approved as presented, which
motion was adopted unanimously.
IN RE:
VIRGINIA DEPARTMENT OF HIGHWAYS AND TRANSPORTATION-
1979-80 CONSTRUCTION BUDGET
After some discussion on the 1979-80 Secondary Construction
Budget, those Board members present expressed a desire to meet
with the local Resident Engineer, Virginia Department of Highways
and Transportation, in a work session to consider priorities
for projects included in the 1979-80 secondary construction
budget.
The County Executive was directed to arrange such a session.

RESOLUTION NO. 2249 REQUESTING THE VIRGINIA COMMISSION OF
OUTDOOR RECREATION TO ASSIST THE COUNTY OF ROANOKE, VIRGINIA
IN SECURING MATCHING FUNDS TO AID IN CONSTRUCTION OF
"WALROND PARK" IN THE COUNTY OF ROANOKE, VIRGINIA, UPON
CERTAIN TERMS AND CONDITIONS AND ASSURING THE COMMISSION
OF THE AVAILABILITY OF THE COUNTY'S SHARE OF SUCH FUNDS

BE IT RESOLVED by the Board of County Supervisors of
Roanoke County, Virginia, as follows:
(1) THAT the Bureau of Outdoor Recreation, U. S. Department
of Interior, and the Virginia Commission of Outdoor Recreation
be, and they hereby are, respectfully requested to assist the
County of Roanoke, Virginia, in the prompt approval and funding
of Roanoke County's Recreation Park Project designated "Walrond
Park" in order to enhance the standard of recreational enjoyment
for the citizens of Roanoke County; and
(2) THAT the County Executive be, and he is hereby,
authorized to cause such information or materials as may be
necessary to be provided to the appropriate State agency to
permit the formulation, approval, and funding of the "Walrond
Park" project; and
(3) THAT the Virginia Commission of Ourdoor Recreation be,
and it hereby is, assured that the funds needed as the County's
proportionate share of the cost of the "Walrond Park" program,
when approved as made and provided by law, will be provided by
the County of Roanoke, Virginia, not to exceed $100,000 or 50
per cent of the total project costs, whichever is lesser; and
(4) THAT the County of Roanoke, Virginia, hereby agrees
to abide by all applicable State and Federal regulations
governing the aforesaid requested expenditure of funds to be
provided by the Virginia Commission of Outdoor Recreation.

RESOLUTION NO. 2250 AUTHORIZING THE EXERCISE
OF TWO CERTAIN OPTIONS TO PURCHASE TWO CERTAIN
WELL SITES LOCATED IN ROANOKE COUNTY, VIRGINIA,
UPON CERTAIN TERMS AND CONDITIONS
BE IT RESOLVED by the Board of County Supervisors of
Roanoke County as follows:
1. That that certain option from Donald F. Thompson and
Roberta L. Thompson, to the Board of County Supervisors of
Roanoke County, Virginia, to purchase a certain well site
situate, lying and being in the County of Roanoke, Virginia,
and more particularly described as follows; to-wit: as a lot
or parcel of land 100 feet by 100 feet containing 10,000 square
feet more or less; said option agreement bearing the date of
September 21,1978, is hereby exercised by the County of Roanoke,
Virginia, upon all and singular the terms and conditions set out
therein; and

Roanoke County, Virginia, to purchase a certain well site
situate, lying and being in the County of Roanoke, Virginia, and
more particularly described as follows; to-wit: a lot or parcel
of land being a part of a 7.928 acre tract as shown on plat
prepared by David Dick and Associates dated March 16, 1973,
recorded in Deed Book 968, at page 124 in the Clerk's Office of
the Circuit Court for the County of Roanoke, Virginia; said
option agreement bearing the date of October 12, 1978, is hereby
exercised by the County of Roanoke, Virginia, upon all and
singular the terms and conditions set out therein; and
3. That the County Executive is hereby authorized and
directed to forthwith forward an attested copy of this resolution
to Donald F. Thompson and Roberta L. Thompson and James R.
Blessard and Sandra D. Blessard as notification of the County's
exercise of the aforesaid options.

REQUEST TO WAIVE WATER ORDINANCE-
OLD MANOR SUBDIVISION-DENIED
Supervisor Park moved that the Board concur with the
recommendation of the Public Service Authority and deny the
request of Mr. Eugene Doyle for a waiver of the County's Water
Ordinance which would allow Section 2 and 3 of Old Manor
Subdivision to be served water by the City of Roanoke, which
motion was adopted unanimously. A full copy of the report is
filed with the minutes of this meeting.
Supervisor Park moved that the Board concur with the

IN RE: RESOLUTION NO. 2253 ACCEPTING A CERTAIN GRANT
FROM THE ROANOKE CONSORTIUM FOR MANPOWER SERVICES
FOR THE ROANOKE COUNTY DEPARTMENT OF PARKS AND
RECREATION: AND AUTHORIZING THE COUNTY EXECUTIVE
TO EXECUTE A CERTAIN GRANT AGREEMENT
BE IT RESOLVED by the Board of County Supervisors of
Roanoke County as follows:
1. That a certain grant in the amount of $50,785.20
offered to be made by the Roanoke Consortium for Manpower
Services for the Roanoke County Department of Parks 'and
Recreation to employ certain long term unemployed persons to
renovate, restore and repair three (3) facilities; to-wit:
Ogden Recreation Center, Cove Road Recreation Office and Catawba
Recreation Center be, and it is hereby, accepted; and
2. That the County Executive be, and he is hereby,
authorized and directed to execute, on behalf of the County of
Roanoke, the requisite grant agreement accepting, all and
singular, the terms and conditions thereof.

The following items were for information of the Supervisors

Report relating to petition filed by Roanoke Valley
Cablevision, Inc. before the Federal Communications
Commission
Financial Statement for the seven months ending
January 31, 1979
1979-80 Budget for the regional Landfill as submitted
by the Roanoke Valley Regional Solid Waste Management
Board
IN RE:
APPOINTMENTS-BUILDING CODE BOARD OF ADJUSTMENTS
AND APPEALS
As previously requested by Chairman Johnson, Supervisor
Compton moved that the following persons be appointed to serve
on the Roanoke County Building Code Board of Adjustments and
Appeals, which motion was adopted unanimously:
THAT Mr. Robert L. Price from the Cave Spring District,
who presently services as an alternate member on this Board, be
appointed to fill the unexpired term of Alan L. Sibley, which
term expires on October 24, 1982.
THAT Mr. Posey G. Oyler from the Cave Spring District be
appointed to fill the unexpired term of Mr. Robert L. Price
as one of two alternates on this Board, which term expires on
July 25, 1982.
IN RE: EXECUTIVE SESSION
At 8:05 p.m., on motion of Supervisor Compton and the
following recorded vote, the Board went into Executive Session
to discuss real estate, legal and personnel matters.

ABSENT: Mr. Myers, Mrs. Johnson
At 11:20 p.m. the Supervisors returned to the meeting room
and on the motion of Supervisor Park and unanimous voice vote,
the Board reconvened in open session.
IN RE:
MONITOR PAGERS
Supervisor Compton directed the County Executive to prepare
an appropriation resolution for the next meeting to provide for
monitor pagers for those Supervisors who want them.
IN RE:
STATE HIGHVJAY CONDEMNATION SUITS
Supervisor Park moved that the County oppose new legislation
adopted by the General Assembly that would require the County
Attorney to handle State Highway Department condemnation suits,
which motion was adopted unanimously.
IN RE:
ADJOURNMENT
This concluded the business before the Board at this time,
and on the motion of Supervisor Compton and a unanimous voice
vote, the meeting was adjourned at 11:22 p.m.
