The Board of County Supervisors of Roanoke County, Virginia,
met this day in open session at the Salem-Roanoke County Civic
Center in Salem, Virginia, this being the second Tuesday and
the first regular meeting of this month.
Members Present: Chairman May W. Johnson, Vice-Chairman
Robert E. Myers, Supervisors R. Wayne Compton, Edward C. Park,
Jr. and Lawrence E. Terry.
Chairman Johnson called the meeting to order at 7:00 p.m.
and recognized Reverend Glenn Strickland, Faith Assembly Church
of Salem, who offered the invocation. The Pledge of Allegiance
to the flag was given in unison.
IN RE: APPROVAL OF MINUTES
I
On motion of Supervisor Terry and unanimous voice vote,
the minutes of the regular meeting of February 27, 1979, were
approved as presented.

REQUEST OF J. C. MORRIS FOR A SPECIAL EXCEPTION TO
OPERATE A REUPHOLSTERY SHOP IN HIS RESIDENCE LOCATED
AT 7305 TINKERVIEW ROAD NEAR THE INGERSOLL RAND
PLANT (ON THE NORTH SIDE OF SHADWELL DRIVE) IN
THE HOLLINS DISTRICT
This request was presented to the Supervisors by Mr. Morris.
No one appeared in opposition. Hollins District Supervisor
Compton advised those present that Mr. F. L. Goad, adjoining
property owner, supported Mr. Morris' request.
This concluded the public hearing and Supervisor Compton
moved the the request be approved as provided for in Section
21 (Zoning) of the Roanoke County Code, which motion was
adopted unanimously.

L, Karr, Architect for Grand Piano, who discussed the location
and plans for development of a two-story furniture store
containing approximately 40,000 square feet and two-level office
and retail area containing approximately 30,000 square feet.
Board Chairman Johnson, who represents the Cave Spring District,
read the following statement from the report submitted to the
Supervisors by the Acting County Planner:

OVERALL CO~lliENTS: Because of the commercial nature
of this area of the County and the compatibility with
surrounding uses, my comments for this proposal are
favorable.

FINAL ORDER
NOW, THEREFORE, BE IT ORDERED by th Board of County
Supervisors of Roanoke County that the following described parce
of land situate approximately 200 to 250 feet southeast of
Virginia Rbute4l9 near its intersection with Route 706, on the
south corner of said intersection, in Roanoke County, be, and
the same is hereby rezoned from Residential District R-3 to
Business District B-2:
Beginning at the northernmost corner of the 3.73 acre,
more or less, parcel of the George B. Cartledge, Jr. and Mary
Ann Cartledge property (property of record in the Clerk's Office

This concluded the public hearing, and Supervisor Myers
moved that the Board concur with the Planning Commission

petitioners requested rezoning to allow use of the existing

NOW, THEREFORE, BE IT RESOLVED and ORDERED that at this
meeting of the Board of Supervisors of Roanoke County, Virginia,
held on the 13th day of March, 1979, the said County Zoning
Ordinance be, and the same is hereby amended so as to reclassify
the property described in said petition from R-l to B-2 in
order that said property might be more fully and reasonably
used, the said property being located in the County of Roanoke,
Commonwealth of Virginia, and more particularly described on
Exhibit "A" attached hereto.

This request was presented to the Supervisors by Mrs.
Elizabeth Drummond, proprietor of the proposed business. It was
noted that the Planning Commission recommended approval subject
to the condition that the property would revert to B-1 should
the proposed use either not develop or cease to operate, which
condition the petitioners have agreed to and submitted to the
Board in a proffer statement prior to the hearing. No one
appeared in opposition.
WHEREAS, following said public hearing, the Board of
County Supervisors of Roanoke County is of opinion that the
request of the Petitioner, Robert S. McCluer and Helen S. McCluer
to rezone Lot 3 and the westerly 50 feet of Lot 2, Block 3,

NOW, THEREFORE, BE IT RESOLVED AND ORDERED that at this
meeting of the Board of County Supervisors of Roanoke County,
Virginia, held on the 13th day of March, 1979, the said
Ferrell Road be permanently vacated, discontinued and closed,
and that all right and interest of the public in and to the
same be and it hereby is released insofar as the County
Supervisors of the County of Roanoke are empowered so to do,
the said road being located in the County of Roanoke, Virginia,
and more particularly described as follows, to wit:
Ferrell Road extending from the northerly
side of Warwood Drive to its terminus on the
boundary of Lot 1, Block 1, Section 1, Bear
Ridge.
BE IT FURTHER RESOLVED that the County Engineer be, and
he hereby is, directed to mark "permanently vacated" on said

Hughes, architect for the petitioner. Mr. Hughes noted the
drainage problem and advised that on-site holding ponds would
handle the runoff, Mr. Hughes also noted that parking for 100
cars would be provided on the roof of the building. No one
appeared in opposition.

NOW, THEREFORE, BE IT RESOLVED AND ORDERED by the Board

Supervisor Myers moved that the application of Glenvar
Ruritan Club for a raffle permit be approved for the period

IN RE: ZONING PROCEDURES AND POSITION OF COUNTY PLANNER
Mr. Gerard B. Bijwaard appeared on behalf of the Roanoke
County Joint Council of Civic Leagues and presented and
discussed resolutions passed by the Civic Leagues as its
March 1 meeting pertaining to zoning procedures and the position
of County Planner.
Following some discussion, Supervisor Terry moved that the
resolutions be received and filed and referred to the County
Attorney for his review and report back to the Board, which
motion was adopted unanimously.
